9 Rules of Combination Candidates have to complete eight units, comprising of: three mandatory units five optional units. A total of five units must be taken from the three Option Groups, according to the following rules: a minimum of one unit must come from each of Option Group 1 and Option Group 2 three other units must be taken from any of Option Groups 1, 2 or 3 a maximum of three units may come from any one Option Group. 10 1 Introduction to the qualification 1.2 Opportunities for progression On completion of this qualification candidates may progress into employment or to the following City & Guilds qualifications: ILM Level 3 Supervisory or Level 4 Management qualifications Membership of professional Management or Logistics bodies Foundation degrees in Logistics Management. 8 Level 3 NVQ in Logistics Operations Management ( )

11 2 Centre requirements 2.1 Approval This section outlines the approval processes for Centres to offer this qualification and any resources that Centres will need in place to offer the qualifications including qualification-specific requirements for Centre staff. Centres already offering City & Guilds qualifications in this subject area Centres approved to offer the qualification Level 3 NVQ in Distribution, Warehousing & Storage Operations ( ) or the Level 3 NVQ in Logistics Warehousing & Storage ( ) may apply for approval for the new Level 3 NVQ in Logistics Operations Management ( ) using the fast track approval form, available from the City & Guilds website. Centres may apply to offer the new qualification using the fast track form providing there have been no changes to the way the qualifications are delivered and if they meet all of the approval criteria specified in the fast track form guidance notes. Fast track approval is available for 12 months from the launch of the qualification. After this time, the qualification is subject to the standard Qualification Approval Process. It is the centre s responsibility to check that fast track approval is still current at the time of application. Level 3 NVQ in Logistics Operations Management ( ) 9

12 2 Centre requirements 2.2 Resource requirements Physical resources and site agreements Centres must provide access to sufficient equipment in the centre or workplace to ensure candidates have the opportunity to cover all of the practical activities. Human resources Staff delivering this qualification must be able to demonstrate that they meet the following occupational expertise requirements. They should: be technically competent in the area for which they are assessing and/or have experience of assessment. This knowledge must be at least to the same level as the training being delivered hold the A1 Assessor s Award, or an equivalent qualification have recent relevant experience in the specific area they will be assessing be occupationally knowledgeable in the areas of Logistics and Management for which they are providing assessment. This knowledge must be at least to the same level as this NVQ. have credible experience of providing training. Centre staff may undertake more than one role, eg tutor and assessor or internal verifier, but must never internally verify their own assessments. Assessors and internal verifiers Centre staff should hold, or be working towards, the relevant Assessor/Verifier (A/V) units for their role in delivering, assessing and verifying this qualification, or meet the relevant experience requirements outlined above. Continuing professional development (CPD) Centres are expected to support their staff in ensuring that their knowledge remains current of the occupational area and of best practice in delivery, mentoring, training, assessment and verification and that it takes account of any national or legislative developments. 10 Level 3 NVQ in Logistics Operations Management ( )

13 2 Centre requirements 2.3 Candidate entry requirements Candidates should not be entered for a qualification of the same type, content and level as that of a qualification they already hold. There are no formal entry requirements for candidates undertaking this qualification. However, centres must ensure that candidates have the potential and opportunity to gain the qualification successfully. As part of the assessment for this qualification, candidates must have access to a work setting/placement where their normal responsibilities include those which are assessed within this qualification. Age restrictions This qualification is not approved for use by candidates under the age of 16 and City & Guilds cannot accept any registrations for candidates in this age group. 15 Unit 001 Overview Identify the logistics requirements of a supply chain (LOM1) Unit aim(s) You must be able to understand the sources of information on the supply chain and select those that are suitable and relevant to the organisation and its customers. You must identify and show a full knowledge and understanding of the features and characteristics of the supplies flowing through the supply chain, monitor the activities of the main organisations operating it and the specific requirements of customers. You must identify the available transport modes, routes and storage as well as obtain information on the current legislation and regulations that apply to these things. You will monitor changes and developments to the supply chain and identify potential opportunities for your organisation arising from them. You must also understand and demonstrate the use of the information systems appropriate to your organisation and according to relevant organisational procedures. 18 Unit 002 Overview Promote and maintain health, safety and security in logistics operations (LOG2) Unit aim(s) You will need to provide evidence of following and understanding regulations and organisational procedures with regard to health, safety and security in the workplace and you will be asked to monitor and implement any changes to them. You must also ensure that any health, safety or security risks to yourself or others when undertaking logistics operations are assessed according to your operational guidelines and identify promptly any hazards or security issues that occur. In addition, you must take immediate action to prevent injury, theft or damage, respond to incidents affecting health, safety or security and use appropriate electronic or manual information systems to report accidents and emergencies. You must ensure that personal protective equipment is used and show an understanding of how it should be used correctly, including reference to manufacturers' and other relevant instructions. You will also be asked to demonstrate a knowledge of other issues affecting health, safety and security including the location of approved escape routes, the use of alarm systems and procedures for contacting the emergency services and your legal responsibilities for reporting accidents and emergencies. 19 Unit 002 Promote and maintain health, safety and security in logistics operations (LOG2) Assessment criteria You will be able to: 1 Follow regulations and organisational procedures for health, safety and security at all times 2 Monitor changes in health, safety and security regulations and guidelines and implement their requirements 3 Ensure that any risks to the health, safety and security of self and others when undertaking logistics operations are assessed according to organisational guidelines 4 Monitor the work of colleagues to ensure that safe working practices are followed at all times 5 Ensure that personal protective equipment is used correctly 6 Ensure that manufacturers and other relevant instructions relating to the safe use of equipment are followed 7 Inform visitors to the work area of health, safety and security procedures and prevent unauthorised access to restricted areas 8 Identify promptly any health and safety hazards and security issues 9 Take immediate action to prevent injury, theft, or damage and give priority to the protection of people over organisational performance 10 Respond to incidents affecting health, safety and security by using the appropriate safety equipment and carrying out the safety procedures specified by the organisation 11 Report accidents and emergencies in the appropriate electronic or manual information systems You will know and understand Health, safety and security at work: a sources of information on the supply chain b c how the supply chain operates legislation, regulations and organisational procedures that apply to health and safety in the workplace Number (prn) Level 3 NVQ in Logistics Operations Management ( ) 17

You must be able to explain to colleagues the content and meaning of current legislation and regulations in a way that they are likely to understand. You must be able to monitor the work activities of colleagues to ensure that regulations and organisational procedures are followed and monitor the use of equipment to ensure that regulations and organisational procedures are followed. You must also be able to inform all relevant people of any changes to regulations and organisational procedures that could affect them and identify any problems with compliance and take the appropriate action to deal with them. You must also be able to recommend improvements to the way the organisation complies with legislation and regulations. In addition, will also be asked to demonstrate knowledge of methods of monitoring developments in legislation and regulations, implications of not complying with legislation and regulations, ways of identifying non-compliance and people responsible for complying with legislation and regulations. You must be able to apply the scheduling methods and tools used in the organisation according to organisational procedures and determine the logistics resources and sequence of tasks required to provide the logistics operations. You must also be able to review all relevant factors and risks that could affect the schedule and assess the timescales and durations required to provide the logistics operations. You must also be able to plan the logistics operations to ensure that the supply chain continues to function effectively and monitor the provision of logistics operations against the schedule. In addition, you will also be asked to demonstrate knowledge of methods and tools used for scheduling, factors that need to be taken into account when scheduling, activities that need to be undertaken and problems that could occur. 27 Unit 102 Overview Optimise the use of logistics resources (LOM4) Unit aim(s) You must be able to consult with all the relevant people on how logistics resources could be used more effectively and identify the availability and demand for logistics resources in the organisation. You must be able assess the level and type of logistics resources used for the logistics operations being undertaken and identify all relevant factors that could affect the use of the logistics resources. You must also be able to determine how the logistics resources could be used more effectively and efficiently and optimise the use of logistics resources to achieve the most suitable balance of usage and performance. You must also be able to monitor the use of logistics resources to identify any positive or negative effects on the delivery of logistics operations and identify ways of improving or developing the logistics resources used in logistics operations. In addition, you will also be asked to demonstrate knowledge of types of resources used in specific logistics operations, the factors that could affect the use of resources, methods for optimising resources and the types of problem associated with the use of different types of resources. 30 Unit 103 Overview Develop contingency plans for logistics operations (LOM5) Unit aim(s) You must be able to develop procedures for identifying and resolving contingencies with logistics operations as well as review the contingencies that have previously occurred and the factors that have led to them. You must be able to assess the impact of the contingencies on the logistics operations, how people and organisations will respond to them and identify the activities and resources required to respond to the contingencies. You must also be able to develop cost-effective and practical contingency plans to deal with the contingencies, inform all relevant people of them and provide advice and guidance on their implementation.
