Based on your experience, what would be the most important challenges in the social protection and labor sector in the coming 10 years in your country or region? 2. Please share particular examples of good practice or innovation that should inform the Strategy. 1 World Bank Social Protection and Labor Strategy

2 3. What should the World Bank's role be in your country or region with regard to social protection systems or programs? The Bank s role should be to get different players to the table from the beginning to get all 3Ps working as compared to getting fewer actors to the table to deliver on the short term agenda 4. In strengthening the World Bank s engagement in social protection and labor, what is your opinion regarding the proposed areas of focus in the Concept Note listed below? A. Moving from programs to social protection systems Fragmentation/Harmonization: build appropriate country system to support. But, equally important to define what is SP where should the home of SP to have effective delivery (i.e. within Government structures) 2 World Bank Social Protection and Labor Strategy

3 Comment 2: The approach from projects to systems is good. However, it would be good to define what this means for WB systems and procedures i.e. how you engage or facilitate processes instead of supporting in a projectized way Comment 3: B. Strengthening the focus on low income countries and fragile states An IDS assessment shows that an increasing number of vulnerable people live in MICs. The focus on LICs would exclude these. The vulnerable are working poor in MICs 3 World Bank Social Protection and Labor Strategy

4 C. Emphasizing promotion as a goal of social protection when designing programs and systems The focus on promotion is very relevant. Comment 2: The promotion aspect is very good. Comment 3: D. Continued investment in knowledge, including sharing relevant good practice and results 4 World Bank Social Protection and Labor Strategy

5 The Bank should facilitate learning among countries: cost involved in designing and putting systems in place may be reduced (diminish the risk of adopting something that doesn t work by learning from other countries, i.e. donor harmonization in PSNP) Comment 2: More focus on knowledge; help understand where SP can work and where it can t. Facilitate Knowledge exchange and tailoring to countries local knowledge vs. international knowledge; examples of local knowledge 5. What are your suggestions or comments about a new World Bank Social Protection & Labor Strategy? 5 World Bank Social Protection and Labor Strategy

6 What has happened to SRM? It would be important to build up from it. Comment 2: The framework developed by the IDS and others includes the 3Ps plus a Transformative dimension. Vulnerabilities are social, not only economic, and this Transformative dimension speaks to issues of rights, discrimination, gender, etc. It would be important to include this dimension. Comment 3: Lament the lack of the Transformative dimension. The Bank should not shy away from a political analysis social protection is inherently political: (i) direct contact with government and state; (ii) relationships between citizen and state are negotiated and built up around SP; (iii) politicization of SP programs This should be incorporated in WB s work. Where to draw the boundaries in the SP work the list is already a long list and boundaries should be thought through. 6 World Bank Social Protection and Labor Strategy

7 Incorporate other issues that go beyond SP: access, transport, water, financial services. What is the objective of the global strategy. The strategy CN does not state where what is the final goal, i.e. once we do all we are proposing to do, where will we be? Missing: links with the sustainable development agenda of the WB, i.e. infrastructure, climate, rural development, energy. This is particularly relevant for Africa Linking into wider system, multisectoral Where do the people s institutions feature here how to we growth these so that they can innovate without external support 7 World Bank Social Protection and Labor Strategy

8 Community needs and community views need to be researched and included in the strategy. To what extent will this strategy empower people and support traditional SP mechanisms, such as those in pastoral areas? It would be nice to clarify how the SP framework fits with DRR and CCA so that these other communities can see their role in the Strategy 8 World Bank Social Protection and Labor Strategy
