3 Program to Support At Scale Implementation of the National Hygiene & Sanitation Strategy through Learning by Doing in the Amhara Region 3
4 Program Purpose (1) To support implementation of the National Hygiene & Sanitation Strategy through learning by doing in one region, Amhara, and, in the process, help the Regional Health Bureau achieve its targets relating to hygiene and sanitation. The experiences, guidelines, tools and materials developed through the Amhara experience will be refined, documented and adapted for immediate application in other regions. 4
5 Program Purpose (2) We want to WALK THE TALK in Amhara!!! We really want to come to grips and learn: What in detail does it take to get all the actors in Region informed, excited and effectively coordinated to trigger an at scale sanitary revolution 5
6 Planned Program Outputs RHB strengthened to develop & deliver effective H&S improvement Varied coalitions and partnerships are established to ensure comprehensive programming Coordinated Regional H&S action plan developed, monitored and implemented Behaviour change strategies and messages are harmonized 6
7 What is the process we are following? At Scale Hygiene & Sanitation Improvement in Amhara 6. Assess the outcomes & impact of the scale effort. 1. MAP 1. Map the context & detail the stakeholders in all sectors, the levels at which they work, the networks & relationships that already exist & examine patterns of individual & institutional behaviors. 6. VALUE & 5. Track the EVALUATE progress of interventions to make adjustments, adaptations & changes as 5. MONITOR needed. 4. Implement activities & interventions detailed in the strategy around the common goal in a concerted & overlapping way. Reduce Diarrheal Disease 4. ACT 2. PARTNER 2. Leverage partnerships, strengthen existing networks & relationships, & create new, non-traditional ones. 3. STRATEGIZE 3. Develop a common goal & delineate a consolidated action plan. 7
8 Partnering & Strategizing through WSR Multi-Stakeholder Meeting Task Force (14 members) formed in July Selected 12 Stakeholder Groups Invited more than 90 key decision makers 3 day planning meeting October in Debre Berhan, using innovative planning methodology, Whole System in the Room Final product was a Common Action Agenda, 3 month and three year plans ToT to assure WSR facilitation capability left in country 8
9 6 priority action areas agreed by all stakeholders in the WSR meeting 1. Political and professional commitment 2. Decentralization (planning, community management, coordination, M&E) 3. Media promotion for WASH 4. Resource mobilization/budgeting for WASH 5. Promotion of Gender equity & women s empowerment 6. Resource management and recycling 9
10 Additional priority action areas of national importance Increased emphasis on Human resource development Acceleration of physical implementation according to existing sectoral strategic plans School Sanitation and Hygiene Promotion 10
11 Immediate WSR Follow-up (1) At regional level: Establishment of a multi stakeholder Steering Committee - RHB/WSP/HIP to serve as secretariat Briefing to Regional Council and President Signing of MoU (Bureau of Health, Education, and Water) to further strengthen intersectoral collaboration and institutionalize at scale implementation process Focal point officers and lead organizations for each action area Staff assignment to regional coordination unit for WASH investment programs (WB, AfDB, UNICEF) Production of an advocacy movie and conference proceedings 11
12 Immediate WSR Follow-up (2) At zonal level (11 zones in Amhara): Organize multi-stakeholder meetings to: Communicate publicize common action agenda Gain political support and commitment from local leaders and professionals Align and coordinate all local actors around the implementation framework proposed in the National Hygiene and Sanitation Protocol Organize tailored booster or on the job trainings (e.g behavior change, construction skills etc.) Agree on a robust monitoring system 12
13 Immediate WSR Follow-up (3) At Woreda level: The main focus is to kick start at scale implementation following the National Hygiene and Sanitation Protocol Start with the low hanging fruits and Woredas taking part of an ongoing investment program (WB, AfDB, UNICEF) Support Woreda in at scale implementation of the National Hygiene and onsite sanitation protocol and common action Agenda Support the establishment of WASH steering committees/team and multi-stakeholder meetings 13
