The original was issued in March 2002 and has been updated to report on the progress of initiatives identified at that time and also to show any new initiatives which may have been developed or identified since then. As our sponsors are currenlty looking at changing the format, copy is only available electronically however, this document can be printed from the website if you desire a hard copy version. A complete update and reprint will be available once the new format has been confirmed. 5 EXECUTIVE SUMMARY Each year, one of the major functions of the Waterloo Wellington Training and Adjustment Board (WWTAB) is to update the Local Area Action Plan (LAAP). This Local Area Action Plan is a community action plan directly related to addressing training and adjustment needs identified in the Labour Market Environmental Scan (E-Scan). WWTAB also updates the E-Scan on an annual basis. The Local Area Action Plan looks at what the needs are and communicates how these needs will be, or are being, addressed by community partners. The document consists of several sections which include a Summary by E-Scan Issue and information on specific Strategic Initiatives. Each identified initiative will have its own page in this section. This document is truly a community document. It reflects more than 79 strategic initiatives from contributing organizations. These initiatives have been referenced against one or more of the following four major areas: Skilled Trades and Specialized Occupations: Employee Recruitment and Retention: Employer awareness of, and participation in, training initiatives: Employment Readiness/Development: Labour Market Information Equity Groups Information Technology (32 initiatives) (5 initiatives) (13 initiatives) (26 initiatives) (2 initiatives) (1 initiative) (0 initiatives) The Local Area Action Plan does not attempt to include core programs and services offered in Waterloo Region and Wellington County, rather it focuses on new initiatives that are planned, underway or have been completed since the last E-Scan. This core information is available locally from two community on-line sources: 1) WWTAB s Inventory of Programs and Services (IPS) is a detailed listing of employment support/training programs in Waterloo Region and Wellington County. A provincial website is currently under development which will include similar information from local training boards across Ontario. You can access this information through WWTAB s website at and click on Inventory. 2) The iwin (Individual WorkinfoNET) for this region is found at or can also be accessed from WWTAB s website and by clicking on the iwin logo. This site is a one-stop shopping site for employment/training related needs and includes information on careers, education, employment and labour market information. Page 5
6 METHODOLOGY The approach used to produce this document was based on the following: 1. That many, if not most, organizations in Waterloo Region and Wellington County have already conducted some form of strategic planning to identify their action priorities and initiatives for That their strategic planning will have been based on their own research and that of other organizations, including WWTAB s Labour Market Environmental Scans 3. That this Local Area Action Plan should acknowledge this planning. 4. That the document should be easy to use for quick reference and information. This plan has been developed by: 1. Identifying and contacting those in the community, including employment service providers, education and training organizations and economic and community development organizations. 2. Each group was contacted either by phone or and given a sample of the format and instructions on how they could include their initiatives. 3. Responses were recorded in the template used in this document and any nonrespondents were re-contacted to ensure their information was captured. 4. Draft copies of all information received was sent by fax or for confirmation prior to the release of this document. Although this report was highly successful in capturing a large number of local initiatives, we have, undoubtedly missed some important initiatives and some community partners. This report will be a base for future information sharing. A progress report will be issued by October 31, The progress report will update the status of the activities included in this report and identify any new initiatives which may arise over the next few months. 7 Summary of WWTAB released its latest Labour Market Environmental Scan (E-Scan) in September A total of ten new and emerging issues were identified (C1-C10). B1-B8 are issues identified and still relevant in the E-Scan Update A1-A5 are still relevant issues carried forward from The issues are identified as follows: A1.The need to establish a cooperative approach between employers providing practical experience and community organizations seeking placements. A2.There is an identified need for more employees with soft skills such as team work, problem solving and management skills A3.There is a need to raise awareness among small and medium sized enterprises of available resources to promote training and partnerships A4.There is a need to increase literacy levels as low literacy rates and lack of other foundation skills result in large numbers of workers unable to find employment/ advance with their current employer A5.There is a need to support local industry in addressing shortages in the number of people entering the skilled trades. B1. Need to increase employers awareness of the benefits in hiring individuals from various equity groups, through increased communication and support programs. B2. Need to address the impact and growth of technology on individuals training and adjustment needs. B3. Need to increase training and adjustment support programs for employee recruitment and retention in the areas of occupational shortages across industry sectors B4. Need to emphasize the integration of technical and employability skills in training and adjustment programs in order to address the demand for multiskilled employees. B5. Need to address demographic changes of the labour force with regard to the growth of shortages in specific skilled/professional occupations due to increasing retirements. B6. Need to increase the participation of youth entering workplace and experiential education programs that focus on occupation shortages in skilled and specialized trades. B7. Need to facilitate improved communication and partnerships between educational/training facilities, industries and community partners in order to address training gaps and to increase the ratio of new employees in various industries. 8 B8. Need to provide training and adjustment programs for those unemployed individuals who need assistance in bridging the gap between unemployment and employment. C1.There is a need to improve the collection and analysis of local agricultural and agribusiness labour market information to assist in the understanding of an important and rapidly evolving industrial sector C2. The key stakeholders (employers, industrial associations, unions, and educators) need to improve information regarding shortages in the skilled trades. This information should include specific analysis of the relative severity of shortages of specific trades and the current and future impacts of these shortages in each sector. C3. Key stakeholders (employers, industrial associations, unions, and educators) need to continue and strengthen their efforts to address the shortage of skilled tradespeople across a wide range of industrial sectors. C4.There is a need to improve accessibility to training and employment information for all employment equity groups through improved access to computer technology, improved computer literacy, improved Internet search skills, and greater awareness of potential information sources. C5.Given the importance of the WWTAB catchment area as a settlement destination for new immigrants, there is a need to improve the employment information available to potential immigrants. C6. There is a need to improve the assessment of immigrant education, qualifications, and skills to facilitate their entry into the workforce and maximize their contribution to local economic development. C7. With approximately 70% of secondary students not enrolling in, or completing, college or university education, continuing to enhance and develop credible career alternatives for these students is a necessity. C8. There is a need to continue to improve Youth awareness and information access with respect to the full range of career opportunities available to them. This awareness includes knowledge of the specific technical skills required within occupations, the importance of soft skill development, the realities of the work world, and the importance of understanding the labour market in which they will be participating. C9. The importance of information management (IT) and processing in all industrial sectors highlights the need to continue to improve the broadband Internet communication infrastructure, as well as the number of individuals with advanced skills in IT. C10. There is a need to address the employment and training barriers experienced by persons with disabilities. These include lack of awareness and misperception of ability on the part of employers, ongoing transportation limitations, the high cost Page 8
9 of upgrading computer technology and assistive devices, and disincentives to selfemployment for this employment equity group.
