2 1- Monitoring national development plans 3 Ministry of Development and Development Plans Ministry of Development (MoD) an expert based organization which plans and guides Turkey s development process in a macro approach and focuses on the coordination of policies and strategy development. strives to increase economic welfare for stable and sustainable development, to ensure social equity, to protect the environment in a holistic and balanced manner. Development Plans Prepared using a holistic and participatory planning approach that is consistent with longterm targets and takes into consideration intersectoral balance. Ad-hoc Committees (namely Special Expertise Committees) are convened in order to gather diverse viewpoints of the experts from various policy fields. Ten development plans since
3 Tenth Development Plan The 10th Development Plan, covering the period, a milestone in advancing the Turkish society to high prosperity levels. designed to include not only high, stable and inclusive economic growth, but also issues such as the rule of law, information society, international competitiveness, human development, environmental protection and sustainable use of resources. medium term programs, annual programs, strategic plans, regional development plans and sectoral strategies have been prepared in accordance with the Plan. Public institutions determine their policies, investments, institutional and legal arrangements accordingly. 5 Structure of the Tenth Development Plan 6 3
4 Monitoring of Priority Transformation Programs The structure Components Policies Actions The principles and methods of monitoring and evaluation set by a Cabinet Decree in 2015 performed by the Development Plan Monitoring and Direction Committee, chaired by the Undersecretary of the MoD and embodies high level administrators from related ministries. Responsiblities on each transformation program, component and action are assigned to related institutions MoD is coordinating overall implementation and monitoring in additon to its own responsiblity programs Responsible agencies input data into Action Monitoring System in 3 months intervals Biannual and annual monitoring reports are produced 7 Future plans for action Turkey has included sustainable development policies in its Development Plans since the Rio Summit in A thorough analysis of the Tenth Development Plan demonstrates a high consistency with the SDGs. As a first step to integrate SDGs into national policies, a comprehensive stocktaking analysis for determining the current state of affairs has been programmed. As the second step, our Government will incorporate SDGs into the Eleventh Development Plan. 8 4
5 2- Data and statistics for SDGs 9 Organizational arrangements Ministry of Development (MoD), is the national coordination authority of sustainable development in Turkey. In order to provide an integrated perspective to the diversified institutional structure, National Sustainable Development Commission (NSDC) was established under the Ministry of Development in In addition, the High Planning Council and Economic Coordination Council have been playing a key role in coordination, monitoring and assessment of sustainable development. Turkish Statistical Institute (TurkStat) will have the central role for the monitoring part of the Agenda based on global SDG indicators. Options for future institutional arrangements The existing structures and high level councils Strengthening and widening the scope of the NSCD 10 5
