3 TYPSS Phase III Objective 2 PICTs are producing the agreed core set of statistics across key sectors, economics, population, CRVS, education and health, as required by their national plans and agreed upon regional and international reporting frameworks, with timely analysis and dissemination of results to national users Key challenge Lack of clarity around the agreed core set of statistics for the Pacific and linkages to the NMDIs and SDGs. Many data gaps remain in NMDIs. Few PICTs have clearly defined national core sets Objective 1: PICTs have technical capacity to manage stats work Objective 3: PICTs have a statistics strategic plan in place

Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development Policy and Institutional Coherence Respect each country s policy space and leadership to establish and implement policies for poverty eradication and sustainable development Extent of use of country-owned results frameworks and planning tools by providers of development cooperation
5 What is a National Sustainable Development Indicator Set? It s a one-stop shop of all priority indicator requirements for your country It should consult the following: National documents: National Development Plans Ministry Strategic Plans Global and Regional initiatives SDGs All other global and regional frameworks of relevance to your country
6 Why do we need a National Sustainable Development Indicator Set? A) It clearly specifies all key indicator requirements for your country (National and each Ministry) From a survey perspective, it can: Guide us on what surveys need to be conducted in your country What information should be collected in these surveys How frequently these surveys should be run From an administrative data perspective, it can: Guide us on what information can be collected in these systems to support indicator needs
7 Why do we need a National Sustainable Development Indicator Set? B) It can guide us on the development needs of statistics in your country National Strategy for the Development of Statistics (NSDS) SDG C) Assist your country to guide development partners on areas of support required for statistics What is missing? What is outdated? D) Assist in meeting all your countries Global and Regional Reporting Requirements (including SDGs) - How? Align all indicators to these frameworks
8 What should a National Sustainable Development Indicator Set look like? 1. Details about the Indicators (metadata) Indicator name and clear description Link to where the indicator came from Can be multiple sources (ie, in NDP, Ministry Plan and SDGs) Levels of disaggregation required Source of data Frequency of production Priority index Details of modifications made to global/regional indicator 2. The actual Indicators themselves Actual Value Population being referred to Reference period
9 How do we construct a National Indicator Set? Undertake in a 2-step process Step 1: Identify all priority indicators from Country documents (National Development Plans, Ministry Strategic Plans, etc) Step 2: Add all indicators of national importance from relevant global and regional frameworks
10 Step 1: Priority Indicator from National and Ministry Strategic Development Plans Step 1.1: Identify all relevant policy documents to review Fiji Education Sector (example) 5-Year and 20-Year National Development Plan Education Sector Strategic Plan Annual Corporate Plan Annual Business Plan Others?
11 Step 1: Priority Indicator from National and Ministry Strategic Development Plans Step 1.2: In consultation with Statisticians, Planners, Sector Specialists identify all relevant national priority indicators contained in these documents. This is what we will be doing later today and tomorrow, using a new tool, currently named EPIC Key element of the tool Leave no one behind - Identify all relevant disaggregation requirements
12 Step 2: Add all national priority indicators from relevant global and regional frameworks Step 2.1: Identify all relevant global and regional frameworks. Examples: Global Level: Sustainable Development Goals (SDGs) Sendai Framework (Disaster) Asia-Pacific Level: Incheon Strategy (Disability) RAF on CRVS At the Pacific Level: Pacific Roadmap for Sustainable Development (PRSD) Healthy Islands Lifestyles Framework for Pacific Regionalism
13 Step 2: Add all national priority indicators from relevant global and regional frameworks Additional steps Assess which indicators in these regional and global frameworks are relevant to your country Assess whether the specifications of the indicator in its raw form is applicable, or whether a proxy is more appropriate Add all relevant indicators from these frameworks to the indicator list developed from national policy documents
14 Challenges of constructing a NSDIS What happens every 3-5 years when new NDPs, ministry plans are developed with whole new strategies Updating over time Populating data values Modifications to indicator list Mapping NSDISs from one country to another How do we manage its size (# of indicators) What IT platform should be used?
