2 NOTIFICATION In exercise of the powers conferred by Subsection (1) of Section 4 of the National Rural Employment Guarantee Act, 2005 (NREGA), the Governor of Tripura is pleased to make the Tripura Rural Employment Guarantee Scheme (TREGS) as follows: 1. Short Title & Commencement: (1) This scheme may be called the Tripura Rural Employment Guarantee Scheme (TREGS), (2) This scheme shall come in force on the date of its publication in the official gazette of Tripura. 2. Definitions: (1) In this scheme, unless the context otherwise requires, (a) The Act means the National Rural Employment Guarantee Act, 2005 (b) "Block" means a community / rural / tribal development area within a district comprising a group of Gram Panchayats or Village Committees. (c) Central Rules mean the rules framed by the Central Government under the Act. (d) "District Program Coordinator" means District Magistrate & Collector. (e) "Notification" means a notification published in the Official Gazette of Tripura. (f) Panchayat Act means the Tripura Panchayats Act, (g) State Program Coordinator means the officer of the State Government in the Rural Development Department, not below the rank of the Deputy Secretary, so designated. (h) State rules mean the rules framed by the State government under the act.

3 (i) "Semi skilled and Skilled manual work" means any work which any adult person is capable of doing with any skill or special training. (2) The words and expressions used in this scheme and not otherwise defined shall have the same meaning(s) respectively assigned to them in the Act or the Panchayat Act. 3. Objectives of the Scheme: (1) To provide a guaranteed wage employment of at least 100 days in every financial year, on demand, to every household whose adult members volunteer to do unskilled manual work subject to the conditions as specified in this scheme and thereby provide nutritional security and improve the life of the unemployed in rural areas of Tripura. (2) To create durable community assets in the rural areas, (3) To strengthen the livelihood resource base of the rural poor, (4) To encourage the Self Help Groups, and (5) To ensure the participative development of the people. 4. Program strategy: The DM & Collector is designated as the District Program Coordinator at the district level and the representative mandatory to implement, monitor and supervise the implementation of TREGS in the district. His functions shall be as envisaged in the act. 5. Type of Works:

4 (1) Water conservation and water harvesting including excavation and construction of tanks; check dams; percolation tanks; underground dykes; ponds for Drinking Water / irrigation / sanitation purposes; rain water harvesting structures on land of SC, ST, LR beneficiaries, small and marginal farmers, public buildings or BPL houses. (2) Drought proofing (including afforestation and tree plantation); watershed development, rubber plantation, nursery raising; improving production and productivity of agriculture and other primary sector activities etc., (3) Irrigation canals including micro and minor irrigation works; feeder / field channels, command area development, creation of labour intensive irrigation structures and other durable irrigation assets. (4) Provision of irrigation facility to land owned by households belonging to the Scheduled Castes and Scheduled Tribes or beneficiaries of land reforms; the beneficiaries under the Indira Awas Yojana and small and marginal farmers; (5) Renovation of traditional water bodies including desilting of tanks; creation of new water area / reclamation - renovation of old water bodies including community drinking water wells; dugwells; borewells for fishery; drinking water; sanitation; irrigation and other purposes. (6) Land development including construction of playground within the premises of school, Anganwadi center, Social Education Center; development of land for village markets and for creating other durable community assets in the rural areas.

5 (7) Flood control and protection works including drainage in water logged areas and creation of temporary drainage structures during rainy season, and (8) Rural connectivity to provide all-weather access to different habitations in the rural areas (9) In addition, the Tripura Rural Employment Guarantee Council shall prepare a list of preferred works for different areas based on their ability to create durable assets and to include any other work as part of the scheme. The definition of productive works can be broadened by the State Rural Employment Guarantee Council after approval of the Central Government and can include works like maintenance of assets created under NREGP, the labour intensive works, environmental protection works; medicinal and other plantations, etc. based on the special requirements of tribal areas in Tripura 6. Eligibility: (1) Tripura Rural Employment Guarantee Scheme will be open to all rural households in the areas notified by the Central Government. The entitlement of 100 days of guaranteed employment in a financial year is in terms of a household. The 100 days entitlement of a household can be shared within the household i.e., more than one person in a household can be employed. (2) To avail of its benefits, the applicants of a household would ordinarily have to:

6 (A) (B) (C) (D) (E) Be local residents. Local will imply within the Gram Panchayat / village committee. Their names shall appear in the Register of Ordinary Residents maintained in every Gram Panchayat / ADC village. Register themselves as a household at the local gram Panchayat / village committee Obtain a Household Job Card from the Gram Panchayat / village committee. Apply for work on the basis of the Job Card. Be willing to do unskilled manual work. (3) Keeping the overall limitation of a household entitlement, women who have registered and requested for work under the Scheme will get priority. (4) If a rural disabled person applies for work, then work suitable to his ability will have to be given. This may also be in the form of services that are identified as integral to the programme. Special employment facilities should be made available to persons with disabilities. 7. Implementation Process (1) Registration: (a) Registering authorities: Panchayat Secretary of a Gram Panchayat / Village committee area is the Registering authority and is designated as the Registration Officer for the said Gram Panchayat or Village Committee. (b) Registration for Employment:

7 (i) Any adult person (a person who has attained the age of 18 years) residing in a rural area and is willing to do any unskilled manual work under the TREGS may get his name registered, in duplicate, with the registering authority of the village or the Program officer, by giving an application indicating the details mentioned in Form No. 1 (Annexure 1). Receipt of each application shall be acknowledged in writing. The registering authority need not insist that the application should be in the prescribed form, provided all the details mentioned in Form No.1 are furnished by the applicant. In case the person willing to be registered is not in position to give a written application, the registering authority may take down the details furnished orally by the person without insisting for a written application. (ii)on receipt of the application for registration (written or oral), the registering authority shall verify all the applications in respect of the place of residence and the age of the applicant within 15 days of the receipt of the application and generally satisfy himself about the correctness of the particulars of the employment seeker and register the name of the person if his age is 18 years or above. In case the registering authority has any doubt about the correctness of the age of the applicant, he can ask for proof for the same and decide the matter. The registering authority shall maintain a register of all employment seekers Household wise in Form No.2 (Annexure 2) with date of receipt. A unique registration number will be assigned to each application at the time of receipt based on the coding system used in 2001 General census up to the GP / Village / ward level. (iii)if it is found that a false registration has been done, it will be struck off as per the provisions of the act.

8 (iv) Photographs in four copies of each of the applicants should be attached for identification purpose (2 photos for registration forms in duplicate; one photo each for the register and the job card). Cost of Photographs would be borne as programme cost. A separate Digital camera(s) would be procured from programme cost for the said purpose and would be at the disposal of Program Officer in Block Offices. (v) The Program officer shall also organize camps at all the Gram Samsads and mobilize the registrations as well as communicate the scheme to the target group and the general public. (vi)in case of illiterate applicants, the GP/PO shall organize assistance in filling up the registration forms. (vii)the Gram Panchayat / Village Committee shall send a list of the persons registered to the Program Officer at such intervals as may be prescribed by the State Government from time to time. The Program Officer at block level will also maintain one such register on the basis of the lists received from different Gram Panchayats / Village committees and a copy of the application forms sent to him. (2) Job Card: (a) On registration of a person, the registering authority shall issue a non-transferable Household Job card or Smart card to his family in Form No. 3 (Annexure 3) immediately after the verification is completed

9 and not later than a week after registration and obtain his signature or thumb impression in Form No.2 in token of the receipt of the identity card. The Household Job card required for this purpose will be supplied by the Program Officer. (b)the Proforma of the job card shall be uniform, standardized and in the shape of a pass book containing permanent information in the first page and sufficient number of pages subsequently for making entries of work given for five years. The first page of the job card will have the family registration code number, particulars of the applicant and all members of the family regarding sex, age and the names of the adults willing to work along with their photographs. (c) The registration of the employment seekers and also the issue of Household Job card shall be done free of cost. (d) The job card will be valid for 5 years from the date of issue. (e) Applications for additions / deletions / corrections from the Job card already issued shall be submitted in Form No. 4 (Annexure 4). (f) The Gram Panchayat / Village Committee will undertake an annual updating exercise in the same manner as registration. All additions / deletions made in the Registration Register will be reported to the Program Officer. (g) Duplicate card may be applied for, in case of loss / damage / mutilation of the original job card. The duplicate card will be issued only after verification of the details of employment already provided.

10 (h) If individual members of the household are working on different works, only one of the adult members can carry the original card as the proof of identification. The other members can carry photocopy of the job card as a proof of identity. All the payments made shall be entered in the original card only. No payment shall be made without the job card. (i) A copy of the job card issued shall be maintained both at GP and Block level. (3) Employment: (a) Any registered adult member of the household may apply for work in plain paper in the prescribed format given in Form No. 5 (Annexure 5) to the Gram Panchayat / Program Officer. The Gram Panchayat / Program officer shall be bound to accept valid applications and a dated receipt to the applicant. (b) Single application may be given for the number of days for which employment is required in different periods during the year. A number of applicants may also submit joint application in Form No. 6 (Annexure 6). Group applications may also be submitted. The application for work should be for at least 14 days of continuous work. (c) Advance applications for employment may be submitted in advance of the date from which employment is sought.

11 (d) While providing wage employment, priority shall be given to women in such a way that at least one-third of the beneficiaries shall be women who have registered and requested for work under the Scheme. (e) If a rural disabled person applies for work, then works suitable to his ability and qualification will have to be given. (f) Gram Panchayat / Program officer will be responsible for providing wage employment to the applicants within 15 days of receipt of the application seeking employment or from the date of employment sought for in case of advance application from among the shelf of projects available at the Gram Panchayat including the works for which Gram Panchayat is not the implementing agency and the information about the employment opportunities is received from the Program Officer. (g) The applicant who are provided with work shall be informed in writing about the period of employment and also given subsequent intimation(s) for the balance period of work and the same shall also be displayed in the office of Gram Panchayat / Panchayat Samithi Block Advisory Committee / Zilla Parishad as the case may be. (h) The Gram Panchayat / Village will inform the Program Officer of the details of employment provided in a prescribed Performa (Form No. 7) in Annexure 7 on a fortnightly basis. (i) If a Gram Panchayat cannot provide employment under the shelf of works within the Gram Panchayat and employment needs to be given outside the Gram Panchayat, the Gram Panchayat will inform the Program 0fficer in Form No. 8 in Annexure 8 within seven days of receiving an application for providing work. Upon receiving this intimation from the Gram Panchayat, the Program 0fficer will allot work under

12 other available projects within his jurisdiction that may include inter-gram Panchayat works. If some persons have to be provided employment beyond 5 Kms, persons older in age and women shall be given preference to work on worksites nearer to their residence. (j) If Program 0fficer also cannot provide the work, he shall inform the District Program Coordinator, who shall arrange to provide the work within the district as far as possible in the near by blocks. In such case, the makeshift staying arrangements may be made by the Implementing Agency and the expenses may be borne out of the scheme. (k) A new work shall be commenced only if at least 20 labourers become available for such work and the labourers cannot be absorbed in the ongoing work. (l) As far as possible, employment shall be provided within the radius of 5 KM of the village where the applicant resides. In case the employment is provided outside such radius, it must be provided within the block area and the applicants shall be paid 10% of the wage rate as extra wages to meet additional transportation and living expenses. (m) The period of employment will ordinarily be at least 7 days continuously with not more than 3 days in a week and work shall be offered normally on first come first serve basis. (4) Record of employment: (a) Every person making payment of wages must pay the wages through muster roll in the prescribed proforma (Form No. 9) in Annexure 9 and record without fail the amount paid and the number of days for which the payment has been made on the relevant column of the Job Card.

13 (b) All the Implementing Agencies shall send a copy of muster roll along with a report containing details thereof as per proforma in Form No. 9 to Program 0fficer. If employment is provided by any Implementing Agency (IA) other than the Gram Panchayat, that IA shall also send a copy of the muster roll of every work along with a report containing details thereof as per proforma in Form No. 10 (Annexure 10) to the Gram Panchayat from which the worker are employed and in the jurisdiction of which the work is executed. The Gram Panchayat will consolidate the employment data household wise and enter the registration cum employment register The Program 0fficer shall also consolidate the data at his level. The details of employment provided and the accounts thereof at the Gram Panchayat and Program 0fficer level shall be reconciled every month. The responsibility of coordination of employment data will lie with the Gram Panchayat at the Gram Panchayat level and with Program 0fficer at the Block level. The employment register is an important document to ascertain whether a household is provided with 100 days employment and to issue duplicate job card, if demanded. The said register can also be used for field verification about the genuineness of the payments made. (c) Muster Roll will be provided by the Program Officer to the Gram Panchayat for each work site. (d) Muster rolls shall be maintained for every work separately, showing the details of wages paid to workers. The muster rolls for all works should have entries showing the number and details of Scheduled Castes/Scheduled Tribes/ Women and others who have been provided employment. Those responsible for the preparation of muster rolls should be responsible for these entries also. (e) To prevent non-payment or under payment of wages or any manipulation, muster rolls should be maintained in stitched forms and all its pages must be numbered.

14 (f) Muster rolls shall be made available to public for scrutiny and a copy of the same shall be made available on demand at a price to be notified by the State Government from time to time. For works taken up by the Village Panchayats, copies of muster rolls duly certified by the Panchayat Secretary and Panchayat Pradhan shall be placed before the Gram Sahba. (g) Each District shall maintain complete inventory of the assets created under the programme giving details of the date of the start and the date of completion of the project, expenditure involved, benefits obtained, employment generated and other relevant particulars. (h) Signboards should be displayed near the works giving these details. (i) Photographic record of the work shall be kept of the various stages of implementation: before start, during implementation and after completion. 8. Planning: Perspective Plan (1) A District Perspective Plan for at least five years will be prepared by each District. To begin with, the Perspective Plan made under National Food for Work Programme (NFFWP) should be revised to serve the purpose of the TREGS. For this purpose, the draft plan should be discussed and be approved of, with modifications if need be, by the Gram Sabha, Gram Panchayats / Village Committee, Panchayat Samithi / Block Advisory Committee and Zilla Parishad. (2) The Perspective Plan will serve as a framework for long term planning. But it will be flexible enough to respond to the new emerging needs of the area, the experience of implementation and the new areas of works approved by State/Central Governments. The District Program Co-coordinator, in consultation with the State Employment Guarantee Council, can change any part or the whole Perspective Plan.

15 (3) The Annual Plan must flow out of the long-term Perspective Plan. The size of the Plan and priority of the works should be decided annually, keeping in view the demand for employment. (4) Every year, the Gram Panchayat / Village Committee shall convene a meeting of the Gram Sabha in April/May to estimate demand for labour to propose the number and priority of works to be taken up in the next financial year. Based on the recommendations of Gram Sabha. The Gram Panchayat / Village Committee will forward its proposals to the Programme Officer before 30 th of June. The choice of works will be based on the works identified in the Perspective Plan. The Gram Sabha may recommend additional works if the works identified in the Perspective Plan are insufficient or cannot be taken up for some reason or a new activity has been permitted under the Scheme by the State / Central Government. The Gram Panchayat / Village Committee will prepare a perspective plan and forward to the Programme Officer. The Gram Panchayat / Village Committee will also identify the 50% of the works in its area that it may wish to take up. (5) The Program Officer will scrutinize the Development plan for its technical feasibility and satisfy himself that it meets the likely demand for employment based on the registrations and previous experience. If the Program Officer feels that the list is insufficient to meet the likely demand, he should ask for a supplementary list. He may also recommend works out of the approved Perspective Plan to be executed by the Panchayat or any other agency. The Program Officer will consolidate all the gram Panchayat / Village Committee Development Plans and submit to the Panchayat Samithi / Block Advisory Committee. The Panchayat Samithi / Block Advisory Committee may hold consultations at its level to invite suggestions for works that may involve more than one gram panchayat to prepare for a contingency when demand cannot be fully met within a gram panchayat. The suggestions of elected public representatives of that area, SHGs,

16 if any working in that area for rural development, and of Line Departments will be considered by the Panchayat Samithi / Block Advisory Committee. (6) On the basis of these discussions, the Plan for the area of the Panchayat Samithi / Block Advisory Committee will be approved by the Panchayat Samithi / Block Advisory Committee and forwarded to the District Program Coordinator. The District Programme Coordinator will scrutinize the plan proposals of all the Panchayat Samithi / Block Advisory Committee, examining the appropriateness and adequacy of works in terms of likely demand as well as their technical and financial feasibility. He will also invite and examine work proposals from other implementing agencies. He will consolidate all these proposals into a District Plan proposal to be discussed and approved by the District Planning Committee. The Zilla Parishad will examine and approve the district plan for its area. The District Programme Coordinator will then forward the approved list with administrative sanctions to each Program Officer. The District Program Cocoordinator would have the sole discretion with regard to planning and determining the implementing agencies with regard to 20% of works and these would form part of approved program by District Program Coordinator. (7) The Program Officer will then get detailed estimates prepared and obtain the technical and financial sanctions of the competent authorities and shall keep them available panchayat wise. This process must be completed by December of the preceding year. The work of preparation of estimates will be done by the executing agency if they have the requisite expertise or from any other technical authority specified/outsourced with the general or specific approval of the State Government. The project report of each shall contain all details as may be specified in the technical/works manual of the State Government and also the outcomes like man days, specifications of the physical asset (like length of road, size of a tank) and enduring outcomes like area irrigated, village connected.

17 (8) After the works have been approved; estimates prepared and technical, administrative/financial approvals obtained, the Program Officer shall forward a list of approved works to be executed in each Gram Panchayat along with cost, time-frame, man days to be generated and executing agency to every Gram Panchayat/Village. (9) If the work is being executed by any other agency, the Gram Panchayat concerned in whose jurisdiction work falls shall be informed of the estimates, man days, time-frame and main quality parameters and Gram Panchayat shall be fully competent to oversee implementation of work, ask for copies of muster rolls. After completion of every muster roll, a copy will be sent to Gram Panchayat. (10) Sanctioned works will be widely publicized. 9. Financial matters: Separate instructions will be issued after receipt of the guidelines from Ministry of Rural Development, Government of India. (1) Financial Release of Funds: (a)the funds will be released by the Centre and the State into the accounts of the authority of the District Program Coordinator. (b)the funds will be released in advance to the implementing agencies to meet their demand for the work.

18 Requisite advance is provided to different implementing agencies from time to time by the District Programme Coordinator. (d) The funds would be placed by the District Programme Coordinator to the Program officer as per the sanctioned plan. (e) The information regarding the Financial sanction would be made known to the Panchayats. f) Provision for administrative contingency up to 6% of the total fund released during the year can be spent by the District Programme Coordinator as contingency cost for strengthening monitoring and supervision mechanism under the programme. The contingency fund will include expenditure like engaging field / technical / accounts / data entry staff on contract / fixed pay basis, arrangements for field inspection, third party quality control, logistical support at the field level etc. 9.2 Allocation and release of resources: a) The NREGP will be allocation-based in terms of cash. The resources will be released in two installments in a year. b) Subject to the fulfillment of conditions given below, the cash component will be released every year to the District Rural Development Agency, DRDA. c) The first installment will be released automatically to the district. The District which could not take the second installment in the previous year, shall submit the proposal of the first installment after fulfilling the conditions,

19 which should have been met in previous year. The district which received second installment in the previous year conditionally shall submit their proposal for first installment after fulfilling conditions imposed at the time of the release of second installment in previous year. d) The second installment of Central assistance for the year and subsequent years will be released on request from the DRDA and on fulfillment of the following conditions. i) 60% of the total available funds, that is opening balance of the year (in case of proposal for the first installment, opening balance of the previous year) plus the amount received including the State share (if the State share has not been released against the first installment, the notional State share will be taken into account for the purpose of calculation of total availability) and other receipts during the year should have been utilized at the time of submitting the proposal for the second installment. ii) The opening balance of the District i.e. the aggregate balances with the DRDA and all implementing agencies shall not exceed 15% of the funds available during the previous year (effective from onwards). iii) Submission of Audit Reports for the NREGP for the last year and submission of Action Taken Report on the comments made in the audit report of the previous year. The Audit Report should contain a Certificate from the Chartered Accountant that while auditing the district account of the NREGP, he has taken into account the Bank Reconciliation Statement and the accounts of all Implementing Agencies and that advances have not been treated as expenditure.

20 iv) Submission of Utilization Certificates of cash component from District Program Co-ordinator for the previous year shall be submitted in the prescribed Performa. v) Submission of non-diversion and non-embezzlement certificate. vi) All pending progress/monitoring reports shall have to be sent. vii) Submission of a statement about the number of inspections conducted by officers at Block, Sub- Divisional, District, Divisional and State-level in the prescribed Performa. viii) Any other condition imposed from time to time will also have to be complied with. ix) For the sake of convenience, a checklist for the documents to be furnished along with the proposal is given in Annexure e) The funds to the Implementing Agencies will be released immediately on the sanction of the works either in full or in installments as may decided by the District Programme coordinator. The Implementing Agencies which fail to render the accounts and Utilisation Certificate for the funds released earlier should not be considered for implementation of new works and release of further funds. f) Diversion of resources from one District to another is not permitted. g) All Districts should utilize the funds made available to them during the year in which they are made available.

21 h) The NREGP funds shall be kept in a nationalized bank or a Post Office in an exclusive and separate savings bank account by the DRDAs and also the Implementing Agencies. i) The interest amount accrued on the deposits shall be treated as additional resource under the NREGP and should be utilized as per the Guidelines defined by State Employment Guarantee Council. j) Drawal of funds by the DRDAs shall be as per the existing practice only after the approval of the District Program coordinator. k) Withdrawal of funds for making payments towards the works undertaken by the Executing Agencies will be through a cheque and as per the Accounts manual of the Rural Development Department. Drawl of funds for any other purpose shall not be permitted. Anyone violating it will be liable for appropriate action Provision for training /capacity building under TREGS: 10.1 Up to Rupees one lakh can be utilized by the District Panchayats from their annual share of funds for training/capacity building of officials/non-officials of the PRIs involved in the implementation of the NREGP Efforts should be made by the Zilla Parishad, Panchayat Samithi / Block Advisory Committee and Gram Panchayats / Village Committees to incur only such expenditure on maintenance of assets, which are absolutely necessary. Strict economy should be observed in incurring such expenditure. Unspent balances under these heads will form part of the programme resources of the TREGS Monitoring:

22 11.1 Gram Sabha will monitor all works at the village level and the employment provided to each household who is registered and requested for work. It will also monitor registration and issue of job cards and timely payment of wages Gram Panchayat will monitor the works implemented by the other implementing agencies and the muster rolls maintained by them at work sites and the payments made Panchayat Samithi / Block Advisory Committee and the Program Officer will monitor registration, employment provided to each household, unemployment allowance paid social audit, flow of funds, timely and correct payment of wages, progress and quality of works Program Officer shall be responsible to send all reports and returns to the District Program Coordinator Zilla Parishad and the District Program Coordinator will monitor all aspects of implementation including registration, employment, unemployment allowance, social audit, funds flow, progress and quality of woks and qualitative aspects of implementation timely and correct payment of wages and timely payment of unemployment allowance State Government shall monitor the performance of implementation of the scheme in all districts as laid down in the National Monitoring System and the guidelines of the Tripura Rural Employment Guarantee Council to be notified from time to time The State Government in consultation with State Rural Employment Guarantee Council will send consolidated reports and returns to the Government of India.

23 11.8 The performance of the Districts shall be monitored through a comprehensive monitoring system which may be in addition to the reports and returns specified in these guidelines. The Ministry of Rural Development, Government of India shall monitor the programme on the basis of monitoring system evolved by the National Rural Employment Guarantee Council. The Central Government will also monitor the programme through district level monitors and national level monitors. A National online monitoring system for key performance indicators will be evolved and all programme implementation authorities from programme Officer to district and State-level shall report regularly on this system Periodic Evaluation and Research Studies on the implementation of the Programme should be conducted from time to time. National Rural Employment Guarantee Council and Tripura Rural Employment Guarantee Council may conduct evaluation studies from time to time. Evaluation studies may be entrusted to reputed institutions and organizations, on issues meriting detailed studies. These studies may be initiated by the Centre as well as the State. Copies of the evaluation studies conducted by the State should be furnished to the Central Government Remedial action shall be taken by the State on the basis of the observations made in these evaluation studies The DRDA may also conduct studies from time to time. The District shall report the outcome of the studies to the State Government and the Central Government from time to time Both Physical and financial audit of the works under the scheme are compulsory. This must be carried out concurrently and at the end of the financial year by each district. The audit will be done either by Local fund Auditors or by the Chartered Accountants appointed by the State Government. Copy of the audit note will be sent by the State Government to the Central Government.

24 11.13 The Accountant General will also conduct the Audit of Accounts of TREGS in addition the audit conducted by the Chartered Accountant An Internal Audit Cell shall be constituted in the office of District Programme Coordinator to scrutinize the reports of Gram Sabha and conduct a special audit, if necessary. A monthly report will be compiled and sent to the District Programme Coordinator, State Programme Coordinator and the State Government who will initiate action for serious irregularities and also appropriate preventive action The objective is to make the planning, implementation and evaluation of the employment guarantee scheme (TREGS) more participatory, transparent and accountable through facilitating the exercise of people s right to information and by encouraging social audits it involves ordinary citizens in vigilance and enforcing accountability in a very tangible and direct manner. The emphasis is on self Governance through gram sabhas. Social Audit will not be retrospective, but an on-going process of participation to ensure legal guarantees and entitlements flow to the beneficiaries in a legitimate way. As such, there are at least four stages which social audit has to be inbuilt are pre planning stage of communication and mobilization, planning, implementation, monitoring and evaluation. At each stage, social audit has to be integrated into the critical activities that constitute the NREGP process Social Audit will need certain facilitating structures. For every work sanctioned under the scheme, there will be a local vigilance and monitoring committee of the villagers of the area belonging to the locality / village where the work is undertaken to monitor the progress and quality while work is in progress. The Gram Sabha will elect the members of this committee and ensure that SC/ST representatives and women are represented on it. This committee would be apprised by the implementing agency about the estimate of the work, time-frame and quality parameters. The final report of the committee would be attached along with the completion certificate of the work

25 and would also be placed in the next meeting of the Gram Sabha of the Panchayat where work has been executed. A copy of the report will also be sent to the Programme Officer and the District Programme Coordinator It will be the responsibility of the Programme Officer to ensure that local vigilance & monitoring committees are constituted Details of the demand for work, Registration, job Card, list of people who have been given / not given employment, payments made, duration of works, expenditure on unskilled / semiskilled / skilled labour, materials, person days generated, reports of local committees, copies of muster rolls will be placed before Gram Sabha once in every quarter. A summary of Muster Rolls should be read out for sample check Complete details of the implementation of the scheme will be be made on line in the TREGS website at district level with the information made available Gram Panchayat wise Use of Boards on Panchayats to display information Training on RTI/Social Audit would be necessary. The State Government would have to initiate i) Developing training modules and materials for government and the public ii) Training of trainers iii) Organizing training and orientation programs for government and people s representatives, including hands-on training in using RTI and conducting social audits 12.0 Power to issue clarifications of the State Government:
