In agreement with the Resolution of the Ministry of Public Administrations, dated February 18, 2015, which establishes the criteria to be followed to select working personnel abroad, the following selective process is announced POSITIONS TO BE FILLED: 1.1. Vacancy announcement for one position of a driver. Duties, salary and further characteristics are detailed in Annexe I The selective procedure will be on an examination-competition basis, with the valuation, punctuation and exercises detailed in Annexe II Once the selective procedure is over, the corresponding contract will be formalized to the selected candidates who have fulfilled the requirements The vacancy announcement will be published in the noticeboard of the Embassy of Spain in Addis Ababa (Botswana Street, Po Box 2312), along with the Spanish Agency for International Cooperation (Bole Kifle Ketema, Kebel 03/05 House Nº 2/208), and the web site of this Embassy ( ) 2. - REQUIREMENTS: 2.1. To be admitted to the selective process, the candidates must fulfil the day of the presentation of the application and until the formalization of the contract, the following requirements: Applicant must be 16 years old and not beyond the retirement age To have a valid Driving Licence, up to the 3 rd grade Applicant must be healthy and free from any physical or mental limitations that might interfere with his duties and responsibilities. 1

2 EMBAJADA DE ESPAÑA ADDIS ABEBA The candidate must not have been dismissed for disciplinary reasons from any Public Administration Services, nor disqualified for being incompetent in Public functions Foreign candidates must have valid residence and work permits. 3. APPLICATIONS: Applicants who would like to participate to this selective process have to fill the model attached, Annexe III, which will be available in the noticeboard of the Embassy of Spain in Addis Ababa (Botswana Street, Po Box 2312), along with the Spanish Agency for International Cooperation (Bole Kifle Ketema, Kebel 03/05 House Nº 2/208) and on the following web page: The applications should be submitted in the form established by the applicable law, being the deadline 1 st of August, and addressed to the Embassy of Spain in Addis Ababa, Botswana Street, P.O. Box 2312, Addis Ababa The candidate should enclose to the application the following documents: Photocopy of ID card or passport. Curriculum vitae of the candidate. Documents that certify the candidate s qualifications. Applications (only the sample in Annex III will be admitted) which are not submitted in time and with the documents requested (ID & CV) will take to the exclusion of the candidate. Applicants which will not present the documents certifying the candidate qualifications will not be considered in the evaluation process Unintentional, spelling or numerical mistakes which will appear on the application forms will be corrected by this Embassy or upon request by the candidate. 4. CANDIDATES ADMISSION Once the submission date has elapsed the examination committee will publish in alphabetical order the report of the applicants who have been admitted and those who have been rejected, explaining the reason for the rejection, the ID or Passport number and giving five days time to amend the possible faults that might have caused this rejection. This report will be affixed on the noticeboard of the Embassy of Spain in Addis Ababa or on its web page: ( 2

3 EMBAJADA DE ESPAÑA ADDIS ABEBA On the noticeboard and on the webpage of this Embassy, the venue, date and time of the interviews will also be affixed Upon termination of this period, in case there have been further modifications, they will be affixed on the noticeboard and the web page of this Embassy SELECTIVE COMMITTEE 5.1. The selective committee is detailed in Annexe IV In agreement with article 14 of the Spanish Constitution, the selective committee will make sure that the principle of equality will be strictly observed among both genders. The selective committee will consider, verify and evaluate the incidents which can rise during the examination, adopting the decisions considered necessary The members of the committee will abstain from interviewing the candidates in the following cases: If a member of the committee is personally interested in this matter or any other in such a way that this might influence the committee s decision, or if this member has had a dispute with one of the candidates. If a member of the committee is related by blood (up to the fourth grade) to any of the candidates. If a member of the committee is a close friend or presents obvious hostility to any of the candidates. The candidates will be summoned to the exercises, in a single appeal, and the absentees will be excluded Upon termination of each examination, the selective committee will publish in the place or places, media and venue chosen, the relation of the candidates that have obtained the minimum required punctuation, indicating the punctuation obtained Once the selective process is finalized, the selecting committee will publish in the place and venue considered most adequate, a report that contains the provisional evaluation in each examination as well as the total punctuation obtained. The candidates will have five days starting from the next of the publication of the report to make the pertinent allegations. At the end of this process, the selective committee will publish the final evaluation. 6.4.The selective committee will be able to request at any moment, the accreditation of the identity of the candidate. Likewise if the selective committee is aware of the fact that any of the candidates does not fulfil one of the requirements, must propose the elimination of the candidate DESIGNATION OF THE SELECTED CANDIDATE AND DOCUMENTS PRESENTATION 7.1. Upon termination of the examination process the President of the selective committee will hand over to the corresponding authority the report of the candidates that have obtained the minimum required punctuation. The results will be made public in the Embassy of Spain and the fist candidates of the list will have five working days to present all the documents required The number of contracts that will be issued cannot be superior to the number of vacant posts available Until the contract is formalized the candidate will not receive any compensation or salary. 4

5 EMBAJADA DE ESPAÑA ADDIS ABEBA 7.4 The candidate will have a provision time of 15 days during which he will be evaluated by the person in charge of the Department. 7.5 If the selected applicant does not present the requested documents within the deadline or does not fulfil the requirements, he will be replaced by the next applicant on the above-mentioned list (Section 7.1). 7.6 This contract is subjected to the Ethiopian Labour Proclamation APPEAL This announcement and its foundation, as well as all administrative acts that derive from it and from the selective committee s performance can be appealed before the competent authority and in the time limit given by the legislation applicable. 7 ANNEX II The selection process will be on an examination-competition basis and the evaluation will be the following and will consist of an examination and an evaluation of the professional merits: The final mark will be the sum of the points obtained in the practical examination and the Interview. I. Examination: The examination phase will consist of: 1. General cultural and administrative test: It will consist on acknowledge the basics cultural aspects of the Spanish and the Ethiopian cultural heritage. This examination will be rated between 0 and 10 point, and 5 points is the minimum requested to get through. 2. Practical examination related with the duties of a driver. In particular, a driving text around Addis Ababa on the route usually covered by the Embassy s driver. Special evaluation will be given to driving and practical abilities. This examination will be rated between 0 and 10 point, and 5 points is the minimum requested to get through. 3. Language test: it will consist on English language, however, the acknowledge of Spanish language will be evaluated. This examination will be rated between 0 and 10 point, and 5 points is the minimum requested to get through. 4. Interview: It will consist of a personal interview to verify, among others, the professional experience and capacity, knowledge of English language and adaptation to this job. This examination will be rated between 0 and 10 point, and 5 points is the minimum requested to get through. The final rate of the examination phase will be the sum of the score obtained in each test and the minimum score will be 20 points and maximum 60 points. II. Professional merits: 7

8 This competition will be only for those who passed the examination part of the selection process and it will be rated to a maximum of 40 Points. The evaluation will be as follows: 1. Documentary proved work experience in the same or similar category will be evaluated. Maximum punctuation: 32 points maximum. Scoring form: 32/10 points for each full six month of experience. 2. Academic merits: Courses, academic titles, school titles and other merits useful for the job, will be evaluated. Maximum punctuation: 8 points The punctuation of the competition will be the sum of all the points obtained in both merits. If candidates obtain the same final mark, the selection will be done following the procedures below: 1. The highest mark obtained in the test examination. 2. The highest mark obtained in the general, cultural and administrative test. 3. The highest mark obtained in the academic merits. 4. Article 60 Relatives working abroad, point 2 of the Law 2/2014, dated March 25, of the Foreign Service of the State. The necessary measures will be adopted in case of disable candidates in order to give them the same opportunities in the realization of the examinations. In this sense, for the disable candidates that mentioned the handicap in the application, all necessary steps will be taken to enable them to participate in the competition. 8
