2 Training Programme 2015 International Training Centre of the ILO (ITCILO) The Centre is the training arm of the International Labour Organization, a specialized agency of the United Nations System with the mandate to promote Decent Work. The Centre has 50 years of experience in providing training and learning opportunities as well as advisory services in the fields of social and economic development for the benefit of representatives of: Governments, Workers and employers organizations, Other partner organizations like Development Banks, the United Nations system and the ILO. To date, more than 200,000 women and men from over 190 nations have benefited from the Centre s training and learning services. In recent years, the Centre has implemented an annual programme of some 450 to 500 training activities for the benefit of more than 12,000 participants per year. The Centre offers short professional training courses, academies, tailor-made learning events, advisory services for human resource development including the design and implementation of training projects. It also offers Masters programmes run by its Turin School of Development. Activities take place on our Campus in Turin by frontal learning or in participants home countries by distance learning or through a blend of these two course methodologies. Sustainable Development Programme (SDP) While referring to the broad definition of Sustainable Development adopted by the United Nations, which postulates the intrinsic relations among economic, social and environmental well-being, SDP takes as a more concrete starting point the Sustainable Development Goals (SDGs) in the framework of the post-2015 development agenda. Among the 17 SDGs that currently exist only in draft form particular attention is devoted from an ILO perspective to the definition of Goal 8, which aims to Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. SDP is currently offering activities to be aligned to three areas. Acknowledging that many stakeholders have a role to play in realizing the SDGs, much of the effort will have to come from the public sector. In this sense, enhancing the effectiveness, efficiency, and sustainability in the management of public resources is contributing to the attainment of the SDGs. Most evident in the SDP portfolio is this link in the area of Public Procurement. Still largely relating to the public sector is the area of Management of Development, which is also mostly making use of public resources. In addition, SDP offers courses on the theme of Green Jobs that is centred on a just transition to a green economy. The target audience of SDP s portfolio of learning and experience exchange products and services are public officials and other staff who are involved in the design, implementation and oversight of programmes and projects in related fields. SDP designs and delivers courses in partnership with the ILO, UN sister agencies and key international institutions like the World Bank, regional development banks, universities, and inter-governmental organizations. Our training activities are currently delivered in English, French, Russian, Arabic, Portuguese and Spanish. Many of them particularly the short standard courses and the Masters programmes are delivered in Turin, but tailored activities and capacity-building projects are many times delivered in the respective partner s country. We also provide advisory services for public procurement reform at the legal, institutional and managerial levels, as well as assistance in designing, implementing and evaluating development projects and programmes. In partnership with the University of Turin and in collaboration with other international organizations, the Sustainable Development Programme within the context of the Turin School of Development offers a number of Masters programmes that prepare fresh graduates and professionals, from both developed and developing countries, for immediate involvement in social and economic development work and/or for the performance of jobs that require an understanding of the rules of the globalized economy. 2
3 Sustainable Development Programme Public Procurement Sound public procurement management is indispensable for effective national development while being at the same time a key indicator of good governance. Public procurement cuts across all economic sectors and constitutes around per cent of the gross domestic product in all countries. Hence its significance for furthering market competitiveness and sustainable development as a cross-cutting competence and relevant capacity in ensuring development effectiveness of resource use at the national (but also international) level both contributing to the SDG implementation efforts. In addition, public procurement is often leveraged for the attainment of other policy objectives like the inclusion of environmental or social requirements. Setting up and maintaining effective national public procurement systems has often been a challenge, not least because of a deficit in competent human resources and the need to keep up-to-date with the ever-increasing complexity of the legal framework, the globalization of markets, and the sophisticated new contractual and tendering mechanisms. For two decades, the Centre has been the leader in the development of competencybased procurement management training programmes, in collaboration with the World Bank and the OECD. French, and Russian, and targets procurement professionals or professionals with exposure to procurement issues. Two Master programmes are currently being offered in Turin and cover the above and related topics: the Master in Public Procurement Management for Sustainable Development offered in partnership with the University of Turin and UNCITRAL in English and its equivalent in French ( Gouvernance et Management des Marchés Publics en appui au Développement Durable ) in partnership with the University of Turin, SciencePo, Paris, and ADETEF, France. Both programmes are part of the portfolio of the Turin School of Development within the Centre and are targeting professionals or fresh university graduates that would like to pursue a specialization in public procurement. SDP has also actively supported national procurement reform worldwide through its contributions to national capacity development for improvement or modernization of the four pillars of effective national public procurement systems, namely: (i) legal frameworks; (ii) institutional frameworks; (iii) administrative and managerial processes and systems, including bidding documents and training systems; and (iv) market competitiveness and systems for detection and prevention of fraud and corruption. Training modules cover all categories (goods, works and services) of procurement in accordance with: the World Bank s procurement guidelines, the United Nations Commission on International Trade Law (UNCITRAL) model law, the Government Procurement Agreement and/or the EU Procurement directives and other regional provisions. Other topics covered include among others: e-procurement, procurement audit, fighting corruption, sustainable procurement, innovation procurement, public private partnership arrangements, economic and financial aspects of procurement, advance contract management and related issues like logistics, transport transactions and insurance as well as remedies, mediation and arbitration. Delivery mostly takes the form of short standard courses and tailor-made activities in Turin and elsewhere, in English, In the past decade, SDP was involved in several capacity building projects focusing among others on (i) transition economies (like Azerbaijan, Kyrgyzstan or Vietnam); (ii) countries engaged in an on-going public procurement reform (Bangladesh, Lebanon, Malawi, Morocco, Rwanda, Western Balkans countries, and Turkey), as well as (iii) countries establishing public procurement rules and regulation and their implementing set of documentation (Iraq and Yemen). In Europe SDP was also involved in facilitating the implementation of social and green procurement policies and strategies in about 20 countries. 3

Similarly, its involvement in creating national teams of procurement trainers in Central and Eastern Europe (currently EU Member States) and Western Balkans countries and Turkey ( ) was positively acknowledged by the European Commission and the OECD. The training materials developed under these capacity building initiatives were translated into the respective national languages. Management of Development / Project and Programme Cycle Management The responsibility to establish national and international development policy frameworks is at the heart of governments and international organizations mandates. They are coordinating implementation efforts of national development plans, global development goals, including the MDGs and SDGs, and the post-2015 development agenda. In order to pursue them, managers design and implement programmes and projects aimed at desired results, targeting a large a range of areas as the SDGs themselves. To do so, international organizations and governments mostly recruit experts in the technical areas in which they operate. However, these experts often do so without having had much exposure to the concepts, tools and techniques of programme and project cycle management (PPCM) inevitable tools in such efforts. The ITCILO proposes to support these staff through a range of specialized and complementary courses in the area of Management of Development with a focus on project and programme cycle management, but complementing it with offers on the general development sphere and resource mobilization. As such, Management of Development cuts across many technical fields and is aiming at creating complementary skills and capacity to achieve the SDGs. The SDP activity cluster on Management of Development currently includes learning activities on: Results-based management, Project cycle management topics, e.g. Project identification and design, Project planning and budgeting, Project implementation and monitoring, Monitoring and evaluation of programmes and projects, Financial management of development projects, Public-private partnerships, Impact evaluation of public policies, programmes and projects, Leadership and motivation: making teams effective. The flagship activity in the area of Management of Development is the Master Programme in Management of Development offered in the framework of the Turin School of Development. 5
6 Training Programme 2015 Mastering the principles and techniques of programme and project cycle management has become critical for any development worker. Assessing performance and value for money during implementation of programmes and projects is a function that managers should undertake continuously. Monitoring of progress lays the groundwork for evaluation of programmes and projects for relevance, impact, effectiveness, efficiency and sustainability. Such evaluation is needed to maximize learning, to improve project management processes and to demonstrate value for money to partners. The Sustainable Development Programme provides training and learning opportunities which explore the full spectrum of competencies needed for successful project and programme cycle management, including team work and interpersonal skills. Special emphasis is placed on cross-cutting issues like human rights, gender equity and environmental sustainability. 7 Sustainable Development Programme Green Jobs Inclusive green economies, as defined in the Rio+20 Outcome Document, and reflected in the current global discussion on the SDGs, require increased decoupling of growth from resource consumption and environmental degradation, as well as full and productive employment, and decent jobs. Green Jobs reflect the particular angle ILO takes on the green economy, which is about environmental aspects of economic activities and is reflected in a whole range of goals. The just transition to a green economy on top also reflects issues of labour and complements the environmental dimension. The concept of Green Jobs summarizes and addresses the abovementioned concerns by contributing to preserve and restore a sustainable environment through transformative growth both in traditional economic sectors (e.g. manufacturing and construction), or in new, emerging green sectors (e.g. renewable energy and energy efficiency). Meanwhile, the term also carries the qualitative notion that green jobs require to be fairly remunerated and productive, provide sufficient levels of social protection, ensure social dialogue, and guarantee workers the most basic rights at work. Many countries are already undertaking the shift towards a green economy. New initiatives and emerging approaches can therefore be boosted to jointly address environmental and social challenges, through well-informed and incentivebased policies. This cannot happen without a thorough understanding and analysis of the implications that the transition to resource-efficient, low emission and climateresilient economies poses for the labour markets. This includes the identification of changes that enterprises and workers will face, the anticipation of skills needs and the role of governments and social partners in crafting enabling policies and regulatory frameworks that promote decent employment opportunities. The increasing interest among governments, private sector and civil society stakeholders on those issues is answered by SDP, in collaboration with the ILO Green Jobs Programme, with the provision of training and capacity building on Green Jobs. Training programmes, offered at international, regional and national level, aim to provide stakeholders with the necessary knowledge to engage efficiently in labour, fiscal, industrial, sector and environmental policy discussions at national level, while enhancing their individual and institutional capacities to become agents of change for a just transition. As the training arm of the ILO Green Jobs Programme, the ITCILO supports through SDP its learning component, by designing and delivering open and tailor-made training courses for ILO constituents and key development stakeholders. Moreover, SDP is currently involved in the implementation of other Green Jobs related projects, such as: a Green Jobs Training Programme for South Africa, in collaboration with the Development Bank of Southern Africa; a Euro-Mediterranean Green Jobs research and advisory service project, as partner in a EU Grant in the framework of the European Neighbourhood and Partnership Instrument (ENPI) Cross-Border (CBC) Mediterranean (MED) Programme; a Green Jobs competency development programme for ILO staff, as part of an office-wide human resources staff development initiative. 8 Training Programme 2015 Turin School of Development In 1998, the SDP Programme started its pioneering effort in launching a multi-disciplinary postgraduate programme in Management of Development which was later converted into a full-fledged Master degree programme in the year Currently SDP, under the auspices of the Turin School of Development, offers four multi-disciplinary Masters programmes to an international audience of recent graduates and career professionals. Through these Masters, the Turin Centre aims to contribute to the preparation of future experts and leaders capable of dealing with the economic and social challenges of the 21st century. 9 Sustainable Development Programme How to apply for participation in our courses All standard courses are open to interested candidates who are involved in the implementation of public sector reform programmes or development projects funded by the UN, EU and/or Multilateral Banks as well as bilateral technical assistance programmes which normally have budgetary allocations earmarked for training expenses. In order to receive further information on the technical contents of a specific course, please contact: sdp@itcilo.org Participation in our standard courses is processed by filling an on-line Application Form accompanied by a commitment letter duly signed (with institutional stamp) by the participant s sponsoring institution. For information concerning tuition fees and application procedures for the Masters programmes please consult directly our website: Course costs The fees shown against each training activity incorporates both the tuition fees as well as the subsistence costs. Tuition fees cover course preparation, implementation and evaluation; training materials and books; the use of training facilities and support services, including online resources; and emergency medical insurance. Some courses include a study tour. Subsistence costs cover full board and lodging on the Centre s campus; laundry (for courses longer than one week); local study visits; a supplement for additional travel and living expenses during study tours (when foreseen); and some recreational activities. Travel The participation fees shown against each course exclude the cost of travel between the participant s home country and Turin, Italy. Participants must ensure that they have a valid passport and appropriate visas for Italy as well as for any country in which a transit or stopover to or from the course venue is required, and for all countries in which study tours are scheduled as part of the programme. The cost of the visa, airport taxes and internal travel in the participant s home country are not covered in the abovementioned participation costs. 9
10 UN Campus in Turin, Italy The Campus is located on the Po river, in a peaceful and green environment, perfect to create the enabling atmosphere required for effective learning. The campus is also located near the city centre and can easily be reached using the City public transportation system. The Campus is the largest residential training centre in the United Nations System. Campus buildings are organized into five clusters, representing the world s continents: Americas, Africa, Asia, Europe and Oceania. On this compact, functional campus, people come from all over the world to live and learn together in a stimulating international environment. Purpose-built rooms and state-of-the-art equipment help to maximize learning and knowledge-sharing. Turin had been the capital of the house of Savoy and became after the unification of Italy, the first Italian capital. As the birthplace of Italian unification movement, Turin has a lot of culture to offer to visitors. Its proximity with other major Italians cities that have a rich cultural heritage like Bologna, Milan, Florence and Venice often transforms a visit in Turin in a truly Italian cultural experience.
