3 7 ENVIRONMENTAL AND SOCIAL TRAINING ACTIVITIES 7.1 PROJECT WIDE TRAINING INITIATIVES BTC entered into a partnership in January, 2004, with Equity International (EI) to help deliver human rights training to public security agencies in Azerbaijan, Georgia and Turkey. Founded in 1998, EI works to promote ethical and lawful policing by providing human rights-based training and support to police and security forces. The organization has previously worked in partnership with recognized international organizations, such as the United Nations and the International Committee of the Red Cross. Training programme is based on the Voluntary Principles on Security and Human Rights, a set of guidelines that BTC has adopted for maintaining the safety and security of its operations within a framework that ensures respect for human rights and fundamental freedoms. BTC will continue its close co-operation with the Organization for Security and Cooperation in Europe and other intergovernmental organizations as it works towards this goal. 7.2 AZERBAIJAN BTC BTC applies a systematic approach to environmental and social training requirements by identifying the necessary courses that each position in the organisation needs to complete in order to be effective in their job and carry out their environmental and social responsibilities. This information is recorded and managed by an Environmental and Social (E&S) Training Matrix, which has recently been updated following a training-needs analysis. BTC staff continue to undergo training as per this matrix. The training included Archaeology, Environmental and Social Management Systems, Contractor Control Plans and Procedures, Incident and Non-compliance reporting, and Reinstatement. BTC has drafted a series of pamphlets covering key environmental issues and activities to contribute to general environmental awareness of contractors workforce. The pamphlets will be distributed jointly by BTC and the contractors. BTC and an international environmental consultant are conducting a series of six compliance audits on major environmental issues: waste, transport, pollution prevention, reinstatement and hydrotest. Audits are aimed at generating on site toolbox talks and training rather than reports. The first audit was conducted in January focusing on the CCIC Waste Management Plan. The second audit occurred in March and focussed upon Transport issues. BTC is also implementing a programme of Training Sessions on museum curatorship and exhibit handling for personnel of the Institute of Archaeology and Ministry of Culture. The training will raise awareness of modern techniques for archaeological management in those directly responsible for handling artifacts PIPELINE CONTRACTOR - CCIC CCIC maintains a training matrix with a list of E&S courses, designed to cover training needs of different professional groups within the organization. A training needs assessment has been conducted to identify the training required by these groups. Contractor E&S personnel are now focused on the delivery of training and meeting the associated training targets. All new hires undergo a two-day HSE induction, including a 2-3 hour session on environmental and social issues. The environmental and social segment of the induction has recently been updated by CCIC and approved by BTC E&S team. In addition to trainings specified above E&S toolbox talks are provided to the construction personnel by EFOs at all sites. Formal training courses have also been developed in Waste Management and Spill response (delivered by third party specialist). The incinerator is now operational at Kurdamir camp. CCIC mobilised the supplier of the equipment to Azerbaijan to oversee commissioning and start-up, and to provide training in operation of the unit to CCIC and BTC personnel. A waste water engineer visited the Waste Water Treatment Plants (WWTPs) at Kurdamir and Yevlakh Camps to evaluate the treatment process, assess maintenance and operation procedures, and to provide additional training to the CCIC plant operators. 7-2

5 The social aspects of the Project are described in the Employee Handbook and cover cultural sensitivity, health awareness, community relations, code of conduct, and communicable diseases. A safety poster aimed at community safety awareness is being distributed in all communities along the route. Instructions are provided by BTC CLOs, local teachers and community leaders. Some 2,659 community members were provided with awareness talks in Community Safety during the Quarter. The Desert Research Institute based in Arizona has been contracted to provide specialist expert advice and awareness on biorestoration, and will mobilize to Baku in April to provide assistance with development of the detailed CCIC biorestoration plan FACILITIES CONTRACTOR - SPJV The Facilities Contractor in Azerbaijan, SPJV, also maintains a Training Matrix with a list of E&S courses designed to cover training needs of different professional groups within the organization. Contractor E&S personnel are now focused on the delivery of training and meeting the associated training targets. In addition to these courses daily toolbox talks are provided by the EFO at both main sites, PSA2 and IPA1. Environmental awareness training has been conducted for the majority of office staff. During this quarter training in waste management and pollution prevention were conducted at PSA2 and at IPA1 for all staff. Following the waste management audit conducted in January, SPJV have reviewed training requirements for waste management and spill response and improved contents of the courses. A new Training Coordinator commenced work for the SPJV in February. BTC provided the Coordinator with a package of training materials to enhance Environmental Awareness and Environmental Toolbox Talks training methodology. 7.3 GEORGIA BTC The process for managing environmental and social training requirements focuses upon the needs of Environmental and Social (E&S) personnel, and general personnel. BTC identify the needs for specialist training of their E&S personnel. All BTC environmental and social personnel have received dedicated E&S training. The following list outlines the specific training courses provided by BTC for both their own staff and construction contractor staff to date: Community Liaison Officer, for BTC & SPJV, March 2003 Environmental Competency, for BTC & SPJV, April

6 Environmental Field Officer, for BTC, May 2003 Four 1-day Environmental, Social and Cultural Heritage Training Courses for BTC & SPJV, July 2003 Four 1-day Environmental, Social and Cultural Heritage Training Courses for BTC & SPJV, July 2003 Two E&S Alignment Workshops for Line Managers for BTC & SPJV, September 2003 and December 2003 Community Liaison Officer, for BTC, January 2003 E&S related training for general personnel focuses upon informing them of the key applicable environmental and social commitments. These commitments are contained in the Key Environmental and Social Requirements Field Handbook. The handbook was printed in English, Georgian and Russian and is available to all field staff. The handbook contains the requirements and commitments for environmental and social management area, including: Scopes for the E&S management areas ESMS overview Management of Change overview Standards for emissions to air and water Environmental Constraints and Concerns summary maps. The Health, Safety and Environment (HSE) trainer was mobilized by BTC and developed an Environmental and Social Training Programme for SPJV to deliver to their employees. This programme is based on the Key E&S Requirements Field Handbook. The programme shall be incorporated in the general HSE induction for Spread 2 and used as a refresher course on Spread 1 and the pump stations. In addition, the E&S Training Programme was delivered to SPJV and Punj Lloyd (PLL) managers, engineers and supervisors. BTC's Deputy Environmental Manager and SPJV's Spread 2 Project Manager led this workshop. BTC Prepared a Water Saving Campaign presentation for use at both PSG1 and PSG2 Camps. Regular inductions by BTC appointed experts occurred for the Sewage Treatment Plant, reed bed and incinerator operators. BTC mobilized two trainers from the oil spill specialist consultant to deliver a Tier 1 Oil Spill Response Training to field personnel from BTC and SPJV at Marneuli, PSG1 and PSG2 camps. The HIV and Sexually Transmitted Diseases community awareness training programme was discussed with World Vision. Negotiations to finalise implementation are underway. A programme to raise awareness about HIV and other sexually transmitted infections both in the construction camps and in the neighbouring communities has been developed with World Vision. Activities in the construction camps will include developing and running a series of tool box talks and other training sessions, the set up and management of free condom distribution boxes and design and distribution of a range of materials, such as leaflets, posters and calendars. SPJV Facilities Team awarded prizes for safety-themed drawing competition undertaken in schools local to PSG1. The same will be done in schools near PSG2. In January 2003, the NGOs which are implementing the CIP organised a one-day training for both BTC and SPJV CLOs. The focus of the training was on providing background to the CIP and on providing communication and meeting facilitation skills. 7-4

7 7.3.2 PIPELINE AND FACILITIES CONTRACTOR - SPJV All of the Contractor s environmental and social staff have received dedicated environmental and social training. The field induction training programme for the Contractor includes an environmental and social component. Environmental related toolbox talks were undertaken by SPJV for Facilities and were focused mainly on waste management and tracking, waste water treatment plant operation, house keeping, water segregation, refuelling and spill response, tree-felling requirements, re-fuelling and spill response, noise pollution and general environmental management. Environmental and Social Inductions and toolbox talks were given by SPJV Pipeline team on the following topics: E&S induction for managers, supervisors and workers involved in construction of Spread 2. Toolboxes on: treefelling, re-fuelling, spill response, waste management and topsoil stripping. Storage and handling of hazardous substances with emphasis on the use of ethanediol-based antifreeze. Ban on the storage of fuels on the pipeline ROW in accordance with the Construction Constraint pertaining to refuelling in sensitive groundwater regions. Collection of asbestos sheets debris with emphasis on PPE to be worn, transport, and disposal of hazardous waste. Environmental requirements pertaining to the felling of remnants of riparian forest at the approach of the Algeti River. Storage of hazardous oil and chemical drums at the Marneuli Mechanical Yard exceeding capacity of existing storage platforms. Environmental measures to be developed during blasting, particularly at the approaches of rivers/streams and settlements; collection of detonators and fire wires following blasting event. Environmental measures to be developed on the servicing platform installed in the Marneuli Mechanical Yard; housekeeping principles and better ways to handle hazardous substances minimizing volumes spilled on the ground. Project's Environmental Requirements - Waste Management, requisites for segregation and streaming of waste, handling of oils, waste storage and transport standards. Waste Management to welding crew. Handling of chemical substances - Use of non-chlorinated detergents and bleaches only (laundry crew, kitchen crew, cleaning crew, etc). Environmental construction constraints and concerns and other mitigation measures to be respected/implemented across the section. 7-5

8 7.4 TURKEY BTC AND BOTAŞ Botaş maintain and implement a training procedure for environmental and social training requirements. Key project personnel whose management roles or job responsibilities/activities may have an impact on the environment or community have received specific issue training as appropriate (e.g. in waste management, fuel handling, community relations etc). Botaş and EPC Contractors have developed an Environmental and Social (E&S) training needs matrix, for all staff whose work activities could have a direct or indirect environmental and social impact. All employees receive environmental and community relations induction training to ensure that they fully understand the environmental and community management issues associated with their work. BTC and Botaş field-based environmental and social staff receive additional training, as appropriate to their job description, in the following subjects: reinstatement; waste, noise, air, aggregate and traffic management; contaminated land; fuel storage and handling; water quality control; archaeological management; seasonal constraints; environmental management systems; accident and incident investigation and reporting; offshore construction monitoring; and spill response. The following environmental and social training courses have been given: Ecologically Sensitive Areas Special Area Reinstatement Method Statements Workshop Training (BTC, Botaş, Construction Contractors). Three workshops focussed on Lot A, B and C respectively (September, 2003). Assuring environmental and social performance of the pipeline project in Turkey. The course was aimed at management in BTC, Botaş, and the Construction Contractors. Four courses were run (September to October, 2003). ESAP Awareness training aimed at BTC Senior Management (February, 2004). Environmental and Social Reporting Workshop aimed at BTC, Botaş, and Construction Contractor E&S practitioners (March, 2004). Senior BTC environmental personnel have undertaken training as accredited ISO Environmental Management System auditors LOT A PIPELINE CONTRACTOR - TEPE NACAP JV The Lot A Contractor has continued to administer Environmental Inductions for new site personnel. Kars Camp has given initial environmental induction training to 99 personnel. Site/topic specific Toolbox Talks have been given to personnel on an as-required basis. Topics range from pollution prevention to waste management. Specific toolbox talks were given on: Archaeological Change Find Procedure; Posof area environmental requirements; Requirements of working within in Pasinler Aquifer location with special emphasis on pollution prevention (directed at fuel truck drivers); Welding crews were administered training on waste management, spill response and spill kit usage. Environmental compliance training was administered to a total of 177 new personnel at Kars, Köprüköy and Posof during this reporting period. 7-6

9 Approximately 125 Contractor staff were trained in the following social related subjects: Project Social Policy Social induction Community awareness Responding to media LOT B PIPELINE CONTRACTOR - STA Environmental and Social Induction Trainings have continued; 171 new hires have received this training. Approximately 190 toolbox talks were undertaken in January, and 25 toolbox talks in Spread 1A and 22 toolbox talks in Spread 2 have been performed in February. In March, 29 and 28 daily toolbox talks were undertaken in Spread 1 and Spread 2 respectively. The toolbox talks have been focused on soil management, archaeology, ecology, and pollution prevention. Training covering the procedures to be followed in the case of an oil spill were given to persons responsible for fuel storage in Koyunkaya Camp. Eleven Nominative Environmental Representatives have been trained about their responsibilities as given in environmental plans. Training was delivered to the STA Team on topsoil management (52), Refueling (32), waste management (70), ecology/flora and fauna (27), and BP golden rules (8). BOTAŞ has provided an Erosion Control Measures and Reinstatement Training for environmental, construction and management teams of both STA and BOTAŞ (63 persons in total have attended). BOTAŞ environmental team has undergone Environmental Training (exchange of experiences) in Ankara as a part of winter action plan LOT C PIPELINE CONTRACTOR - PLL JV Regular toolbox and classroom training has been imparted to various PLL JV personnel and sub-contractors. In January, a total of 46 personnel were trained in environmental awareness and waste segregation. In February and March respectively, environmental induction trainings were performed for 87 and 328 new employees. In addition to this, refreshment training was conducted by using lessons learnt for 84 existing employees. Specific oil spill response training was conducted for 19 drivers. Around 82 environmental related toolbox talks were undertaken by the Contractor. These were mainly related with topsoil management, housekeeping, archaeology, temporary erosion control measures, emergency response, waste management, and oil spill response. Approximately 90 Contractor staff and 10 various sub-contractor employees were trained on the following social related subjects: Community Relations Personnel Hygiene, infectious diseases and infections caused by sexual relations Feedback & Complaints Induction Disruptions (Planned & Unplanned) Speed Limits. About 80 Contractor staff were re-trained regarding community relations and safety issues. 7-7

10 7.4.5 MARINE TERMINAL CONTRACTOR - TEKFEN Some 209 TEKFEN, 12 BOTAŞ, and 614 Subcontractor personnel have been taken environmental awareness training and other specific trainings as specified in the training matrix. A Workshop was performed with regard to Reinstatement Activities for pipeline construction. Two representatives from the Contractor Environmental Group attended Incident Investigation Training. A seminar and toolbox talks were given by external specialists to BOTAŞ personnel and BTC personnel working on the barges and office staff with regard to Monk Seals at Gulf of Iskenderun. Toolbox talks were undertaken with 1644 personnel on the good house keeping, 1010 personnel on waste management, 92 personnel on traffic management, 379 personnel on spill management, 3 personnel on air quality and 29 personnel on reinstatement. Two Contractor and 19 sub-contractor personnel received cultural sensitivity training in February. Two representatives from BOTAŞ Environmental Group attended Environmental Training as part of the winterization training programme in Ankara in March PUMP STATIONS CONTRACTOR - TEPE PT 1: Approximately 190 unskilled workers associated with PT1 participated in Environmental Induction training. Other training topics included: community relations training (91); fuel handling, spill prevention and clean-up (23); and pollution prevention procedures (17). PT 2: The following environmental training was given at PT2 (personnel numbers in brackets): environmental site induction (274), environmental management (18), waste management (7), reinstatement (10), spill response and control (153), waste water treatment plant (5) and toolbox trainings (58). Community relation training was given to 10 employees in January and 120 employees in February. Some 81 employees were given health awareness and sexually transmitted disease awareness training. PT 3 & PT4: The Sites were closed most of the time due to adverse winter conditions, limiting the time available for training. Environmental toolbox talks were given to with 57 labourers, and 22 labourers took environmental induction training. At PT3, 95 workers attended environmental induction and spill prevention and clean-up (19) courses. At PT4, the following courses were given: environmental induction (54), fuel handling, spill prevention and clean-up (19), waste segregation (170), housekeeping (120) and hazardous waste handling (14). Some 26 employees were given health awareness and sexually transmitted disease awareness training, and 61 employees were given camp hygiene training. Some 32 employees received community relations training. 7-8
