4 Meeting Objective Provide an overview of the current ISBE professional development provider audit procedures Identify the aspects of the ISBE audit procedures that the ROEs/ISCs must follow Discuss how ROE/ISC district PD audits may differ from the ISBE PD audit process

5 AUTHORIZATION TO AUDIT 105 ILCS 5/21B-45 (j) The State Board of Education shall conduct annual audits of approved providers, except for school districts, which shall be audited by regional offices of education and intermediate service centers. 23 IAC (c) An audit of each provider shall be conducted at least once every five years in accordance with Section 21B-45(j)(3) of the School Code.

7 1. Audit Timelines Regional Superintendents may develop district professional development (PD) audit timelines based on unique local needs. PD providers, including districts, must be audited at least once every five years(23 IAC (c)). ISBE conducts audits every five years but only includes activities offered during the last year of the five year cycle. Whole Child Whole School Whole Community

8 2. District Selection ROEs/ISCs may choose how they select districts for PD audits. ROEs/ISCs may combine district PD audits with district compliance audits. Whole Child Whole School Whole Community

9 3. Audit Notification Notify the districts of selection for audit, the timelines, and the deadline for the first deliverable. Consider sending a reminder/second notice, if needed, midway between the date of the initial notification and the date the first deliverable is due.

10 4. First Deliverable Activities List The activities list includes all PD offered during the fiscal year being audited Confirm the receipt of the list of activity list ISBE audits a random selection of 10% of the activities or a minimum of 12, whichever is greater. If 12 or fewer PD activities are listed ISBE audits all of the activities

11 5. Notification of Selected activities Notify the districts of the activities selected for audit and request the required data by the specified deadline. Consider sending a reminder/second notice, if needed, midway between the date of the notification of selected activities and the date the data is due. Whole Child Whole School Whole Community

Second Deliverable - Data Required data Provider Report if applicable (23 IAC (a)) 77-21A Evaluation data for each activity (23 IAC (e)(2)) A Summary form OR for each activity audited, a written explanation of how each activity addressed the following: learningforward, inc. standards (23 IAC (d)(1)), and Illinois State teaching or learning standards, and One or more of the following, student/educator content growth, and/or student/educator social emotional growth, and/or the school improvement plan, and/or educator performance evaluations (105 ILCS 5/21B-45(d))

Second Deliverable Data Required data Attendance data (IAC (e)(1-3)), including the following: Name of activity Date(s) of activity Begin/End times of activity Participant names Participant IEIN numbers Sign-in sheets (25.865(a)) Number of hours of attendance per participant An explanation of how the provider verifies attendance (23 IAC (e)(1)) in order to determine how many PD hours to award (23 IAC (h)).

14 7. Conduct the Audit Review district professional development data and notify districts of the audit outcomes by the date specified in the ROE/ISC audit timelines ROEs/ISCs are required to use the ISBE rubric to audit district PD data.

16 8. Notify Districts of Audit Results 9. Request Action Plans Notify districts of the audit results by the date specified in the ROE/ISC audit timelines. Based on the audit results, request district action plans as needed

17 10. Action Plan Follow Up ISBE plans to conduct a follow up on provider action plans three months after implementation. ISBE plans to request a list of all the activities provided during the three month implementation period. ISBE plans to select up to 12, or 10% (whichever is greater) of the activities for follow up. ISBE does not plan to impose sanctions this year, but will provide ongoing technical assistance to bring providers into compliance as needed
