1 VACANCY ANNOUNCEMENT 07/02/ /04201 The Independent Policing Oversight Authority (IPOA) is a state Authority created under an Act of Parliament No.35 of 2011, with the mandate of holding the police accountable to the public in the performance of their functions. The Authority wishes to recruit results oriented Kenyans citizen with drive, vision and creativity to fill the following positions:- Job Reference Number Designation 1. IPOA/HR/01/2017; DIRECTOR, COMPLAINTS MANAGEMENT AND LEGAL SERVICES, IPOA GRADE 2 (1 POSITION) - (CONSOLIDATED SALARY KES.320, ,000) (RE-ADVERTISEMENT) The Director will be responsible to the Chief Executive Officer in coordinating and managing complaints and legal issues. Job Descriptions Specific duties and responsibilities will entail:- (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) Providing guidance in development and implementation of strategies, policies, plans, standards and procedures pertaining to complaints and legal services as per the Authorities strategic plan; Overseeing intake of all complaints and notifications; Developing and managing the complaints database; Leading and participating in major and complex legal assignments and projects; Supervising all mediation and alternative dispute resolutions; Ensuring authority is adequately represented in legal, civil and criminal court proceedings; Leading discussions and explanations of complex legal concepts and development processes, risks and opportunities with senior management, authority s committees, stakeholders and/or partners; Overall responsibility of liaising with external agencies on all legal matters affecting the Authority; (ix) Organizing and maintaining data used to develop policy recommendations and reports and act as the Authority s central reference resource on the same; (x) (xi) Profile: Supervising, appraising, training and developing staff in the directorate; and Prepare statutory performance and annual reports. Must be a citizen of Kenya. Meets the requirements of Chapter six of the Constitution of Kenya. Required functional skills: For appointment to this grade, an officer must have: Served for a minimum period of three (3) years in the grade of either Head, Complaints/Legal or for a period of fifteen (15) years in Complaints and Legal services, five (5) of which must have been in a senior management level in the Public Service or Private Sector; A Bachelor s degree in Law or equivalent qualifications from a recognized institution; 3

4 A Master s degree in any of the following disciplines:- Law, Business Administration, Public Policy development or equivalent qualifications from a recognized institution; Post graduate diploma in legal studies; Registered as an Advocate of the High Court of Kenya; Certificate in computer application skills; Demonstrated professional competence, integrity and capability in work performance; and Demonstrate experience in result based strategic planning, monitoring and evaluation as well as financial management skills; Certificate in either Corporate Governance or Strategic Leadership Programme lasting not less than (3) weeks from a recognized institution will be an added advantage. Required behavioural skills: A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player; Strong managerial skills, including motivating, developing, coaching and leading teams; and Demonstrate high ethical standards; 2. IPOA/HR/02/2017; PERFORMANCE, MONITORING AND EVALUATION OFFICER, IPOA GRADE 4 (1 POSITION) (CONSOLIDATED SALARY KES.184, ,000) Reports to the Chief Executive Officer Major duties and responsibilities: (i) Developing corporate strategies, policies and procedures for performance and monitoring; (ii) Developing and implementing performance monitoring and evaluation frameworks and tools; (iii) Undertaking corporate monitoring and evaluation of performance against the strategy and work-plans; (iv) Conducting policy analysis and identifying need for policy, procedural and legislative reforms; (v) Developing, improving and recommending policies, procedural recommendations and program initiatives; (vi) Monitoring and reporting on the implementation of existing policies and procedural and legislative reforms; (vii) Preparing the bi-annual performance and annual reports; 4

5 (viii) (ix) (x) (xi) (xii) (xiii) Analyzing and evaluating regulatory, statutory and other impact or change requirements involving the development and review of policies; Assisting in policy development for IPOA; Writing quarterly and annual plans; Liaising with all departments of IPOA to develop, harmonize and define performance indicators; Organizing for evaluation and impact studies and the use of data for improvement of work; and Any other duties as may be assigned from time to time. Profile: Be a citizen of Kenya. Required functional skills: For appointment to this grade, an officer must have: Served for a minimum period of three (3) years in the grade of Senior Planning(Performance Monitoring and Evaluation) officer or nine (9) years in a comparable and relevant position in the Public Service or Private Sector; Bachelor s degree in any of the following disciplines: Economics, Statistics, Mathematics, Project Management or equivalent qualifications from a recognized institution; Attended a Senior Management Course lasting not less than three (3) weeks from a recognized institution; Excellent computer application skills with expertise in Statistical packages; and Shown merit and ability as reflected in work performance and results. Required behavioral skills: A Candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player; Strong managerial skills, including motivating, developing, coaching and leading teams; Demonstrate high ethical standards; Be an effective communicator with excellent negotiation and people leadership skills; Supervisory responsibilities: The performance monitoring and evaluation officer will provide functional oversight to all departments with regards to performance monitoring and evaluation function. 5

6 Working relationships: Internal is part of Authority s management Team. S\he works closely with Board members on regular basis. External interacts with various stakeholders/publics and other professional bodies such as Police and academic institutions, business and industry leaders, consultants, among others. 3. IPOA/HR/03/2017; RECORDS MANAGEMENT OFFICER, IPOA GRADE 6 (1 POSITION) (CONSOLIDATED SALARY KES.90, ,000) Reports to the Senior Administrative Officer. An officer at this level will be deployed in a registry or in an information resource centre and will be responsible for handling and processing records/information. Job Descriptions Specific duties and responsibilities will entail:- (i) Participating in the development the records management unit annual work plans and budgets; (ii) Contributing to the development of the records management policies, procedures and guidelines; (iii) Ensuring that mail and documents received are appropriately filed and marked to action officers; (iv) Compiling relevant records for use by various stakeholders; (v) Supervising opening of files and file indexing; (vi) Ensuring security of information, files and documents; (vii) Up-dating and maintaining an up-to-date file movement records; (viii) Participating in the disposal of records; (ix) Undertaking classification and indexing of records, media conversion- scanning/microfilming; (x) Champing the implementation of records management systems; and (xi) Any other duty that may be assigned from time to time by the Authority. 6

7 Required functional skills: For appointment to this grade, an officer must have: Bachelor s degree in any of the following disciplines:- Records Management/Library Science/Library and Information or equivalent qualification from a recognized institution; and Served in the grade of Record Management Officer II for a minimum period of three (3) years; Diploma in any of the following disciplines:- Records/Information Management, Information/Library Science or equivalent qualification from a recognized institution; Certificate in computer applications skills; and Shown merit and ability as reflected in work performance and results. Required behavioural skills: A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player; Demonstrate high ethical standards; 7
