Provision of these details will no doubt greatly assist in the recruitment, deployment, retention and general development Of the Chemists. 4 REVISED SCHEME OF SERVICE FOR CHEMISTS I. AIMS AND OBJECTIVES (iii) (iv) To provide for a well-defined career structure. which will attract, motivate and facilitate retention of suitably qualified Chemists in the Civil Service. To provide for clearly defined job descriptions and specifications with clear delineation of duties and responsibilities at all levels within the career structure which will ensure proper deployment and utilization of Chemists and enable them understand the requirements and demands of their jobs. To establish standards for recruitment, training. and advancement within the career structure on the basis of qualifications. merit and ability as reflected in work performance and results. To ensure appropriate career planning and succession management. 2. ADMINISTRATION AND TRAINING SCOPE OF THE SCHEME (a) Responsibility for Administration The Scheme of Service will he administered separately and uniformly by the Principal Secretaries responsible for Chemists' Function in conjunction with the Public Service Commission of Kenya. In administering the Scheme, the Principal Secretaries will ensure that its provisions are strictly observed for fair and - equitable treatment of.staff and that officers are confirmed in appointment on successful completion of the probation period. However. in order to maintain standards in the profession. the provisions of the scheme may be applied by the. County Governments as appropriate. - Training Scope In administering the Scheme. the Principal Secretaries will ensure that officers acquire necessary qualifications prescribed in the Scheme. In addition. the Principal Secretaries will ensure that appropriate induction. mentoring. traininng. opportunities and facilities are provided to assist serving officers acquire the. necessary additional qualifications/specialization and experience required for both efficient and effective performance of their duties and advancement within the career structure. Officers should also be encouraged to undertake training_ privately for self development. However, in all matters of training. the Principal Secretaries administering the Scheme will consult the Public Service Commission of Kenya.

THE CHEMISTS' FUNCTION The Chemists' Function involves implementation of the Food, Drugs and Chemical Substances Act Cap -254, Narcotics and Psychotropic Substances (Control) Act of 1994, Evidence Act Cap 80, Narcotics and Psychotropic Substances (Control) Act of 1994, Sexual Offences Act 2006, Water Act 2002, Alcoholic drinks control Act, (2010), Pests Control products Act, Environment Management and Coordination Act and Occupational Safety and Health Act 2007, among other national legal statutes. Specifically the Chemist Function entails:- formulating, implementing, monitoring and reviewing Chemists' policies, strategies and statutes; carrying out quantitative and qualitative analysis of water, materials, specimens and samples and preparing reports; identifying gemstones; giving expert evidence in court; undertaking research; testing and calibration of equipment; preparing standards for analysis; advising on development of any chemicals likely to affect the environment; ensuring water, food and drugs quality control; carrying out sanitary surveys; ensuring water quality and pollution control; providing forensic and clinical toxicology services; and undertaking paternity/maternity testing and identification of petsons/huttian remains. 4. GRADING STRUCTURE AND SCOPE Grading Structure The Scheme of Service establishes eight (8) grades of Chemists who will be designated and graded as follows:- Designation Chemist Senior Chemist Chief Chemist Principal Chemist Assistant Government Chemist Senior Assistant Government Chemist Deputy Government Chemist Government Chemist Job Group `12,m, c,n5 cp5,q, 'R' S' Conversion to the New Grading Structure Serving officers. will adopt and convert to the new grading structure and designations as follows:

Chemist Chief Principal Chemist/Senior " Deputy Government Chemist _ 'R' Deputy Government.Chemist _ Government Chemist 'S' Governoient Chepist `S' Note: The Grades of Chemist/Senior/Chief/Principal Chemist, Job Groups W/L611/N' will form a common establishment for the purpose of this Scheme of Service. (c) Serving Officers Serving Officers will adopt and convert as appropriate to the new grading structure and designations provided in the revised Scheme of Service though they may not be in possession of the minimum qualifications and/or experience stipulated in the Scheme of Service. However, for advancement to higher grades, all candidates must possess the prescribed minimum qualifications and/or experience required for appointment to the next grade. 5. PROVISION. OF POSTS A Scheme of Service does not constitute authority for creation of post(s). Any additional post(s) required under the new grading structure must be included in the establishment proposals for consideration and approval by the Public Service 'Commission. 6. ENTRY INTO THE SCHEME (a) Direct Appointment Direct appointment will be made in the grade of Chemist, Job Group 'K.'. In exceptional circumstances however, direct appointment may be made beyond this grade by the Public Service Commission on the recommendation of the Principal Secretaries responsible for Chemists' function provided that the candidate is in ppssession of the prescribed minimum qualification(s) and experience required for appointment to the grade.

7 (6) Incremental Credit Incremental credit(s) for approved experience acquired after obtaining the prescribed minithum qualifications may be awarded at the rate of one increment for each completed year of approved experience provided the maximum scale is not exceeded. In awarding incremental credit(s), any period of service stipulated as a basic requirement for appointment to a particular grade will be excluded. 7. ADVANCEMENT WITHIN THE SCHEME A scheme of service sets out the minimum qualifications and/or experience required for advancement from one grade to another. It is emphasized, however, that these are the minimum requirements, which entitle an officer to be considered for appointment to the next grade. In addition; advancement from one grade to another will depend on:- (iii) existence of a vacancy in the authorized establishment; merit and ability as reflected in work performance and result; and the approval by the Public Service Commission. 8. RECOGNIZED QUALIFICATIONS The following are the recognized qualifications for the purpose of this Scheme of Service:- Bachelor of Science degree in any. of the following disciplines:- Chemistry, Food Science and Technology,' Forensic Science, Biochemistry, Environmental Science or' its eqnivalent qualification from a recognized institution. Masters degree in any of the following disciplines:- Chemistry, Water Quality Management, Water and Environmental Resources, Environmental Science, Environmental, Management and Planning, Food Science and Technology, Bio-Chemistry, Forensic Science or its equivalent qualification from a recognized institution. (iii) Senior Management Course lasting not less than four (4) weeks from a recognized institution. (iv) Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution; (v) Certificate in computer application skills from a recognized institution.

8 (vi) Such other qualification as may be approved by the Public Service Commission of Kenya. 9, IMPLEMENTATION OF THE SCHEME The Scheme of Service will become operational with effect from 28th November On its implementation, all serving officers will automatically become members of the Scheme. 10. JOB AND APPOINTMENT SPECIFICATION I. CHEMIST, JOB GROUP `1(' (a) Duties and Responsibilities This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a more experienced officer. Duties and responsibilities will entail:, screening and receiving materials for analysis; storing, retrieving and issuing-out materials of analysis; sampling at various sites; carrying out field tests; preparing reagents for analysis; maintaining records; and carrying out relevant laboratory analysis of samples. Requirements for Appointment For appointment to this grade, a candidate must have:- Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; and certificate in computer application skills from a recognized institution. H. SENIOR CHEMIST, JOB GROUP `L' (a) Duties and Responsibilities Duties and responsibilities at this, level will entail:-, screening and receiving materials for analysis; storing, retrieving and issuing out materials of analysis; sampling at various sites; carrying out field tests; preparing reagents; carrying out relevant laboratory analysis of samples; preparing samples for paternity/maternity testing and identification of persons/human remains; maintaining records; and carrying out quality control monitoring, surveillance

9 and inspection in water and waste water treatment facilities, pollution sources, construction and geological sites, foods, drugs and chemical substances. Requirements for Appointment For appointment to this grade, an officer must have:- served in the grade of Chemist for minimum period of three (3) years; Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; (iii) certificate in computer application skills from a recognized institution; and v) shown ability and demonstrated 'merit \as reflected in work performance,and results. III. (a) CHIEF CHEMIST, JOB GROUP `M' Duties and Responsibilities Duties and responsibilities at this level will entail:- preparing samples for paternity/maternity testing and identification of persons/human remains; generating and interpreting _ scientific data; preparing reports of analysis; presenting reports of analysis and providing expert evidence in court; carrying out research on techniques and,methods used in quantitative and qualitative analysis of geological, construction, forensic and clinical toxicological materials, water and wastewater, foods, drugs and chemicals substances; and carrying out maintenance and calibration of scientific equipment. Requirements for Appointment For appointment to this grade, an officer must have:- (0 serveri in the grade, of Senior Chemist for a minimum period of three (3) years; Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; 6

10 (iii) certificate in computer application -skills from a recognized institution; and. (iv) shown ability and demonitrated merit as reflected in work performance and results. IV. (a) PRINCIPAL CHEMIST, JOB GROUP 'N' Duties and Responsibilities Duties and responsibilities at this level will entail: carrying out forensic analysis; preparing samples for paternityhnaternity testing and identification of persons/human remains; generating and interpreting scientific data; preparing reports of analysis; presenting reports of analysis and providing expert evidence in court; advising clients on the quality of water, food,. drugs and chemical substances or other materials under tests; and undertaking compliance and enforcement of quality control regulations with regard to water, waste water, construction materials, foods, drugs and other materials. In addition, the officer will mentor and coach staff below him/her. Requirements for Appointment For appointment to this grade an officer must have:- served in the grade of Chief Chemist for a minimum period of three (3) years; Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; (iii) certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution; (iv) (v) certificate - in computer application skills from a recognized institution; and shown ability and demonstrated merit as reflected in work performance and results,

ASSISTANT GOVERNMENT CHEMIST, JOB GROUP 'I" (a) Duties and Responsibilities Duties and responsibilities at this level will entail:-. planning, monitoring and evaluating implementation of analytical and forensic services: providing water quality and pollution control services; analyzing foods, drugs, chemical substances, crime scene specimens and other materials; coordinating and managing research projects; 'preparing scientific reports; presenting' reportsof analysis and providing expert evidence in court; liaising with other laboratories and bodies for information exchange to improve standards of performance; and undertaking personnel workload management and tracking duties to ensure productive utilization of time and materials. In addition, the officer will mentor and coach staff below him/her. Requirements for Appointment For appointment to this grade an officer must have:- (iii) Served in the grade of Principal Chemist for a minimum period of three (3) years; Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; Masters degree in any of the following fields:- Chemistry, Water Quality Management, Water and Environmental Resources, Environmental Science, Environmental Management and Planning, Food Science and Technology, Biochemistry or Forensic Science from a recognized institution; (iv) Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution; (v) (vi) certificate in computer application skills from a recognized institution; and shown ability and demonstrated merit as reflected in work performance and results. 8 Ftwwmpumiumnimmouniumn IN

((a) SENIOR ASSISTANT GOVERNMENT CHEMIST, JOB GROUP `4:1' Duties and Responsibilities Duties and responsibilities at this level will entail:- providing water quality and pollution control services; analyzing foods, drugs, crime scene specimens and other materials; providing technical advice to Government agencies and the public on matters relating to analytical services and water quality and pollution control services; ensuring availability of supplies and equipment; developing proposals for research projects related to quantitative and qualitative analysis; and participating in technical evaluation of quotations and tenders for laboratory stores and services. In addition, the officer will identify training needs, supervise and evaluate staff working under him/her. Requirements for Appointment For appointment to this grade an officer must have:- (iii) (iv) (v) (vi) served in the grade of Assistant Government Chemist for a minimum period of three (3) years; ' Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; Masters degree in any of the following fields:- Chemistry, Water Quality Managempnt, Water and Environmental Resources, Environmental Science, Environmental Management and Planning, Food Science 'and Technology, Biochemistry or Forensic Science from a recognized instittitick certificate in Strategic Leadership Development Programme lasting not less than six(6) week's from a recognized institution; certificate in computer a Wadi* skills from a recognized institution; and demonstrated high degree of administrative capability, technical and professional competence as teflactod in work performance and results. 9

DEPUTY GOVERNMENT CHEMIST, JOB GROUP `R' (a) Duties and Responsibilities Duties and responsibilities at this level will entail:- participating in policy formulation and implementation; providing guidance on strategic direction for all matters pertaining to quantitative and qualitative analytical services and water quality and pollution control services; ensuring adherence to professional standards; coordinating budgeting and costing for technical services; developing procedures on the provision of the technical services and initiating the development of the modern information communication technology in the provision of chemists services. In addition, the officer will be responsible for co-ordinating the development and implementation of strategic/workplans for the department and overseeing training and development of technical personnel. Requirements for Appointment For appointment to this grade an officer must have (iii) served in the grade of Senior Assistant Government Chemist for a minimum period of three (3) years; Bachelor of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; Masters degree in any of the following fields:- Chemistry, Water Quality Management, Water and Environmental Resources, Envircinmeutal Science, Environmental Management and Planning, Food Science and Technology, Biochemistry or Forensic Science from a recognized institution; (iv) certificate, in. Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;. (v) (vi) certificate in computer application skills from a recognized institution; and demonstrated high degree of administrative capability, technical and professional competence as reflected in work performance and results. 10

14 VIII. GOVERNMENT CHEMIST, JOB GROUP 'S' (a) Duties and Responsibilities The Government Chemist will be head of the Government Chemist Department or deployed as head of a department in other ministries and will be responsible to the Principal Secretary for efficient organization, management and administration of all the technical services. Specific duties and responsibilities will entail:- advising the Principal Secretary on the formulation and implementation of departmental policies, programmes and provision of quantitative and qualitative analytical laboratory services and water quality and pollution control services; overseeing the implementation of the Chemical Weapons Convention (CWC); co-ordinating, supervising, monitoring and evaluating all the departmental quantitative and qualitative analytical and forensic laboratory services; and liaising with other stakeholders for effective formulation, planning, co-ordination and implementation of quantitative and qualitative analytical services and water quality and'pollution control services. In addition the officer will be responsible fbr implementing the department's strategic plans and objectives; preparing and implementing the department's performance contract; Overseeing. the financial and asset' management issues; instituting operational accountability and transparency; securing and managing financial support for development plans; and coordinating the management, training and development of staff Requirements for. Appointment For appointment to this grade, an officer must have: served in the grade of Deputy Government. Chemist for a minimum period of three (3) years; Bachelor Of Science degree in any of the following disciplines:- Chemistry, Food Science and Technology, Forensic Science, Biochemistry or Environmental Science from a recognized institution; (iii) Masters degree in any of the following fields:- Chemistry, Water Quality Management, Water and Environmental Resources, Environmental Science, Environmental Management and Planning, Food Science and Technology, Biochemistry or Forensic Science from a recognized institution; (iv) certificate in Strategic Leadership Development Programme lasting not less than Six (6) weeks from a recognized institution; 11

15 (v) certificate in computer applications from a recognized institution; and (vi) Demonstrated managerial and high degree of professional competence in, work performance and exhibited thorough understanding of the national goals, policies objectivesand programmes and ability to relate them to the provision of quantitative and qualitative analytical laboratory services and water quality and pollution control services. 12
