Strategic Objective Scorecard developed following Strategic Review June 2010 Q3 update 24 th Feb /12-12/13 Scorecard Targets TB 24 th Feb 2011 & TB Study Session 8 th March 2011 IBP approved TB 29 th March 2011 Q4 update TEC 18 th May & TB 24 th May 1. Trust Board to note the Q1 2011/12 performance ratings of 19 Green, 2 Amber, 1 Red/Amber, 1 Red and 1 TBA. 2. Trust Board to note the plans for those metrics not fully achieved: a. Monitor Governance Risk Rating b. CIP c. Activity Management d. Achieve Statutory & Mandatory Training 1. Introduction The Strategic Scorecard quarterly update is normally presented during the second month after the end of the quarter. The performance of many of the metrics presented is confirmed in the KPI Board Report of the following month, hence as Q1 ends on June 30 th, the Q1 update should have been presented at the August Trust Board. This update has therefore been presented to note whilst a full Q2 update will be presented to Trust Board in November The Strategic Objective Scorecard reflects the three strategic objectives for the Trust, the thirteen critical success factors and the twenty-four metrics that relate to them. This quarterly update shows progress against those metrics as at the end of Q1 2011/12. Many of the metrics reported are finalised towards the end of the following month i.e. in this instance June data became available at the end of July meaning the document would normally have been presented during the August TEC and Trust Board schedule. The Q2 update will therefore be presented in November. Divisional Strategic Objective Scorecards, which link to the Trust wide Strategic Objective Scorecard, have been developed and those for Divisions A & B are presented in Appendix A. These scorecards will be reviewed as part of the 2011/12 Divisional Strategic Review cycle. Following the Board request during 2010/11, the Scorecard includes the report source and monthly proxy for those metrics that are reported less frequently. In 2011/12 nearly all metrics in the Strategic Objective Scorecard, or their proxies, are reported (and highlighted with a symbol) in the Monthly Performance Report.
2 2. Trust Wide Strategic Objective Scorecard

Risks and mitigation Of the 24 metrics included in the Scorecard, as at the end of Q1 2011/12; 19 metrics are Green, 2 metrics are Amber, 1 metrics is Red/Amber, 1 metric is Red and 1 metric is TBA. Measure Q1 Result 2011/12 Target Issue/Risk Comment CQuin Standards - % agreed (local targets achieved) Monitor Governance Risk Rating TBA Green As at the end of Q1 2011/12 only one of the targets had been agreed with the PCTs Amber/Red < 2 pts (Amber- Red) This is in line with our plan and is achieving our target CIP 3.1m 27.9m The metric was marked as amber because the Trust position was below the planned trajectory for the end of Q1 with 3.1m having been achieved against a target of 3.8m. Activity Management Statutory & Mandatory training 0.3m income value 19.9m value income Activity management initiatives are currently red and have not delivered the targets set for Q1 2011/12, although some progress is being made. Follow Up volumes for example have started to decline marginally. Amber Green Unable to meet training target as a result of the agreed position in 2010/11 Q4 to slow down training temporarily. All CQuin targets have now been agreed and performance reporting will commence from Q The trust target is to achieve an Amber / Red status or better as defined by Monitor The Q1 position was amber as opposed to red because the forecast for the year remains green. The majority of schemes have now been identified. Robust 2011/12 plans and reporting mechanisms are being developed with the full engagement of our PCT partners. Significant work has been undertaken to ensure that income reductions resulting from schemes can be separated from that received for over performance. In addition SUHT has now implemented internal targets for SUHT led schemes and in Q2 procedures to reduce PCLVs (Procedures of Limited Clinical Value) are being expanded. During Q1 2011/12 the Trust has accelerated training and is now catching up. The Guardian University Guide results are published in July and therefore are not updated in the scorecard until Q2 however at the time of writing the results for July 2011 are available. The Trust position in both has fallen with the SUHT position for Medicine being 21 st (vs. 19 th in 2010/11) which is just outside our target; the position for Nursing being 8 th (vs. 4 th in 2010/11) which is within our target. The differences between the July 2010 and July 2011 positions will be presented in the Q2 update. A view on alternative metrics is also under discussion.
