5 Definition: Local Indicator For LCFF priorities where data is not collected at the state level, LEAs will measure and report on their progress through the Dashboard based on locally collected data. 5

9 Applicability of Local Indicators Local indicators apply only to LEAs which are defined by LCFF as: School districts County offices of education Charter schools Indicators, including local indicators, apply to charter schools for state accountability purposes only if underlying charter petition includes goals for that indicator. Note: Local indicators do not apply to individual schools. 9
10 Local Indicators ENGAGEMENT AND APPROVAL PROCESS 10
11 Performance Standards The State Board of Education approved standards for the local indicators that support LEAs in measuring and reporting their progress within the appropriate priority area. The approved standards require the LEA to: Annually measure its progress. Report the results at a regularly scheduled public meeting of the local governing board. Upload and publicly report results through the Dashboard. 11
12 Performance Levels The three performance levels for the local indicators are: Met Not Met Not Met for Two or More Years 12
13 Measuring Progress To demonstrate that the standard is met on a local indicator is based on whether the LEA collected and reported performance data for each local indicator. LEAs should review any actions or local data from within the current or prior school year that demonstrates the LEA has the data to respond to the appropriate local indicator 13
14 Reporting Results Prior to finalizing this information in the Dashboard, the information must be reported at a regularly scheduled district governing board meeting. Using the Dashboard Interface, LEAs can provide the results for the governing board to review Word format versions of the self-reflection tools for each local indicator are also available as part of the Quick Reference Guide for California's New Accountability System. 14
15 Uploading Data No deadline for uploading information during the field test: If the LEA completes the self-reflection tool and otherwise meets the standard for a local indicator, the Dashboard will show as Met. If the LEA does not complete the self-reflection tool for a local indicator, the Dashboard will show an N/A. Information submitted during the field test will carry over to the fall Dashboard release. 15
16 Uploading Data LEAs are strongly encouraged to use this functionality prior to the full implementation of the Dashboard in Beginning in , LEAs must complete the selfreflection tool in order to receive a Met rating. The deadline will be no sooner than December 1,

18 Local Indicator Results: Evaluation Consider using basic, continuous improvement steps. The mechanism of reporting local indicator results is one element of evaluation. Others may include: Gathering key, internal stakeholders to identify both strengths and weaknesses for the results Engaging external stakeholders to discuss results. 18
19 Local Indicator Results: Plan Leveraging insights from the evaluation phase, what planning processes exist that create opportunities to modify upcoming plans for implementation. Some examples include: LEA s LCAP review School-level strategy and planning for upcoming school year LEA-specific working groups addressing a topic related to the local indicator 19
20 Local Indicator Results: Plan Key Questions How might the LEA focus on just one of the local indicators to improve? Where does a local indicator compliment the focus of the LEA already? What stakeholders may have an interest in this subject? 20
21 Local Indicator Results: Implement With a plan in place, consider opportunities to monitor progress on the local indicators that can be incorporated into existing structures. It may be necessary to develop a new structure if one does not exist. 21
22 Role of the Dashboard Coordinator Related to the gathering and reporting of data, consider how the role as the Dashboard Coordinator can support the LEAs progress on the indicator. Identify opportunities to advance conversations from what do we have to report to how do we respond. Create structures that facilitate conversation across stakeholders 22

25 Priority 1: Basics Measure Progress Use locally available information, including data from the CDE s School Accountability Report Card (SARC), to measure progress and respond to the three prompts in the selfreflection tool included in the Dashboard: Teacher misassignments Student access to instructional material Conditions of school facilities 25

27 Priority 1: Basics Report Results Report the results at a regularly scheduled public meeting of the local governing board Upload and publicly report the results through the Dashboard In the future, for the districts using the CDE SARC template, data will automatically be incorporated into the Dashboard. Districts using a third party to prepare their SARC will need to manually submit the data. 27

Briefly describe why the LEA chose the selected measures or tools. Summarize the LEA s progress in implementing state academic standards adopted by the SBE 28

32 Priority 3: Parent Engagement Measure Progress Option 1 Survey LEA annually administers a local survey to parents/guardians in at least one grade within each grade span the LEA serves, summarizes key findings related to: Parents/guardians input for school and district decision making; Promoting parental participation in programs; Why the LEA chose the selected survey and if the findings relate to the goals established for other LCFF priorities in the LCAP. 32

Detailed information (i.e., narrative, survey responses, etc.) will be available in the Detailed Reports.
