Self-Directed Support Now at half way point for 10 year Strategy for Self-directed Support for Scotland. Phase 1 ( ) 10 year Strategy published, draft legislation Phase 2 ( ) Legislation and Statutory Guidance Phase 3 ( ) Ongoing Implementation Scottish Government to launch SDS National Plan in September. Image: microsoft clipart

Self-directed Support Social Care (Self-directed Support) Act principles: Greater choice and control over support Outcomes based support Involvement Right to participate in in society Treated with dignity Image: istockphoto

Self-directed Support Statutory guidance: Involvement: The supported person must have as much involvement as the person wishes in both the assessment and the provision of support ( 4.5 Statutory Guidance) Image: istockphoto

Social Care (Self-directed Support) Scotland Act The 4 Options: Option 1 a Direct Payment Option 2 choice of provider, a third party manages budget Option 3 council arranges support Option 4 mix of above Image: microsoftclipart

What is working well with SDS Implementation? Increase in innovative & flexible approaches to supporting people More involvement of supported people in improving services Increased focus on preventative and community assets based approaches Image: microsoft clipart

What is preventing SDS Implementation from happening? Commissioning & Procurement Austerity Lack of Knowledge and Awareness Health & Social Care Integration Bureaucracy Risk Image: microsoft clipart

What s happening with SDS implementation across Scotland? Slow pace of change Different approaches Little take up of Option 2 Competitive Tenders & Approved Provider Lists SDS being used for budget cuts Image: microsoft clipart

Istockphoto.com/LewisTsePuiLung Complex Change

Gathering Evidence about SDS Implementation P&P Research Project with University of Strathclyde experiences of providers and people they support Case Studies Image: microsoft clipart

Connecting Up Talk to the person next to you, introduce yourself and where you are from. Share one thing which your organisation has recently been working on for Self-directed Support or Personalisation. Image: microsoft clipart

Discussion 1 Identify barriers 1. What is your organisation s experience of SDS implementation? 2. What are the barriers to SDS implementation for organisations, local authorities and supported people? Image: microsoft clipart

Discussion 2: Identify solutions What are the solutions/actions to make SDS happen? for local authorities for providers for supported people & families Image: microsoft clipart

Procurement vs Social Care Policy CCPS works to highlight tensions between: Public Procurement social care services awarded through competitive tendering Social Care Policy shift to personalisation, involvement and control for individuals. Partnership working with support providers Image: microsoft clipart

Istockphoto.com/LewisTsePuiLung A system focus

Issues for Support Providers with Procurement Not outcomes based, or personalised, often about time and task, minutes of support Price based, increases competition Impacts on quality, continuity of service provision Negative impact on workforce planning, development, pay and conditions Often ignores service users wishes I am not a 3 year contract Does not fit well with Self-directed Support and individuals choosing and commissioning own support

Procurement Reform Scotland Act 2015 A new policy: Nicola Sturgeon committed at Stage 1 to exempt contracts for health and care services from the requirement to advertise and compete. Image: microsoft clipart

Procurement Reform Scotland Act 2015 Contracts under 750,000 euros are exempt from the duty to advertise, compete or tender. Option 2 of SDS S.6.11 of the Statutory Guidance: no legal requirements that stipulate a contracting authority must follow a procurement process to meet their obligations under Option 2 Contracting authorities are now free to put choice and control for supported people above procurement considerations.

Promoting a Diverse Market SDS Act (section 19) Places a legal duty on local authorities that they must, in so far as reasonably practicable, promote: a) The availability of providers of support and b) The variety of support provided by it and other providers.' Image: microsoftclipart

The Social Care Market Self-directed support brings greater choice, a new social care market and more decision making and control for individuals. 1. What are the benefits and risks for supported people/providers with having greater choice? 2. How does competition, procurement, contracts and hourly rates fit with SDS? 3. How do we support diversity, support innovation, sustainable services and real choice in the market?

Culture Change Enablers Collaboration Involvement of people who use services Leadership, resources, staff training Promote values of SDS Support innovation Low barrier, short accessible contracts Image: istockphoto

Supported People What difference does self-directed support make for supported people and their families? What will success look like? Write on the people cards. Image: microsoft clipart

P&P is a policy and practice change programme supporting providers to prepare for, and showcase good practice in the journey to Self-directed Support.
