1 Development of Participative Management of Subdistrict Administrative Organizations in Songkhla Province Karn Boonsiri 1 and Sucheep Phiriyasamith 2 Kasembundit University, Thailand 1 karnboonsiri@gmail.com 2 rajaputr@gmail.com Abstract - This dissertation is conducted in order to provide the others alternatives for such a development of the states of administrative organizations in Songkhla Province by interviewing the key informants through the semi-structural interviews. The result reveals that most subdistrict administrators to the states of participative management in general focus on basic infrastructures but do not the policies during their election campaign. On the legality, prediction of the parties concerned based on their own authority. On the organizations, the administrators only need to meet public demand, problem of their professionalism. According to the development of participative management, it states that on the policy, public participative procedures are supported, on the legality, the ways of prediction by the parties concerned should be united, and on the organizations public demands should be directly provided. Moreover, it suggests that the resources of each organization should be shared and exchanged with a view to reduction of administrative costs, and increase of potentials of administration. However, it is questioned that some of such organizations should be grouped into the other one for better administration. Keywords - Participative Management, Subdistrict Administrative Organizations in Songkhla Province I. INTRODUCTION Provisions issued in the constitution of Kingdom of Thailand, in 2540 B.E, in specific, provisions , focus on importance of local governance based on its autonomy under the concept of self-determination and the will of the people in locality. This, by such a result, means that local administrative organization have their own autonomy in policy making, administration, personnel, public finance, and self-determination. The government plays the roles of inspections under the authorities de jure (Woothisarn Tanchai, 2552: 17). Moreover, the constitution of kingdom of Thailand in 2550 B.E which has been partially implemented from the 2540 constitution on decentralization of power, toward the local governments in authority and responsibility between central, provincial, and local governances as issued in the provision of 283, and finally promote balance of power in such local governments step by step (Woothisarn Tanchai, 2558: ). Finally its authority will be autonomically created. Local administrative organization s management will be gradually strengthened. Public interests, by such a result, will be also achieved. Subdistrict administrative organization in one of local government units, very small, but very big in numbers, and very closed in publics. It is legally regarded as legal person running administration for public demands de jure (Karn Boonnsiri, 2558: 498). It is, moreover, regarded as the local unit, 64
2 Karn Boonsiri and Sucheep Phiriyasamith theoretically and practically playing important roles in administrative development. It is theoretically regarded as the high potential unit. It also plays important roles in mobilizing and utilizing natural resources in political, economic, and social, and community environmental development (Wiraj Virajniphawan, 2536: 279). In the present, there are many offices in public sectors such as Department of Local administration, Office of the National Anti- Corruption Commission, Office of the Auditor General of Thailand and King Prajadhaipok s Institute concerned in promotion and development of local administrative organization in order to meet public interests based on transparency, public participation, good governance, including the reward promotion for the achievement in its smart administration. According to provision 52 issued in 2546 B.E. Good governance, it states that the department of promotion of local administration takes responsibilities in such provision and should provide: 1) administrative manual, 2) annual assessment and reward promotion, 3) E-auction and E-banking, 4) long-term plan for socialization and cultivation of new generation in the locals, and 5) development plan for public participation based on public demands and the like. As having discussed and mentioned above, there are many parties concerned both in private and public sectors as stakeholders such as local administrative organization, community, government units, totally and partially participate in local administration base on decentralization with a view to achievement of public demands through public participative management. This participative management, according to Authony, would help increase efficiency in product and morale, decrease risks invested, and moreover create teamwork of the parties concerned. Otherwise, the decision making participated by executives, employees, community leaders, and other stakeholders, according to Owens (2001), would help improve its quality in accordance with proper strategy and situation, and finally would succeed in its effectiveness and commitments of organizations. It is also accepted by Welch referred in Withaya Dandamrongkul (2546) that under the conditions of high competition and rapid changes in technology, human resources both in top positions and lowest positions must be participated in order to meet such those conditions. Subdistrict administrative organizations in Songkla province cannot be undeniably faced against such conditions due to the lack of their motivations in participation except for some educated ones who have unofficially united in groups or associations in order to observe their local administrative organization. This movement in the future not only cannot be achieved in totally mobilizing public participation, but finally cannot be met public demands as well. By these reasons, the research wants to conduct the research on development of participative management of Songkla province in order to find out new alternative with a view to increase of their efficiency and effectiveness in local administration to meet public demands. The research results, moreover, will be hopefully utilized by other parties concerned with a view to improvement of their own participative management. II. OBJECTIVE To find out new alternatives in development of participative management of Songkla province. III. SCOPE OF RESEARCH 1. Research Method: Qualitative method is designed for the study of development of province by in-depth interview of key informants selected from various offices concerned. 2. Subject - Matter: Participative management is covered in policy, legality, and 65

Its; the study of the policy focuses on fundamental infrastructure, the legality on predictions of parties concerned, and the organization on characteristics and management. 3. Population and Samples: Key informants have been selected from various offices concerned. They are divided into four groups as follows: 1) public servants and employees of subdistrict administrative organizations in Songkla province, namely; govern or represented, Chief Administrator of the Subdistrict Administrative Organization or represented, Division Director of the Sub district Administrative Organization, 2) politicians and local administrators, namely; Member of the House of Representative, Mayor, Chief Executive of the Subdistrict Administrative Organization, Deputy Chief Executive of the Subdistrict Administrative Organization, 3) local representatives and delegates in subdistrict administrative organization, namely; Chairman of the Sub district Administrative Organization Council, Member of the Subdistrict Administrative Organization Council, and 4) the academicians as specialist in the study area from educational institutes in Songkla province. IV. EXPECTED RESULTS New alternatives in development of participative management in subdistrict administrative organization. V. CONCEPTUAL FRAMEWORK The conceptual framework, according to the research process, can be explained as follows below: VI. RESEARCH METHOD The research method is designed and conducted by Qualitative method. It is systematically processed as follows; 1. Sources of Data: It is divided into two parts, namely; primary sources by deeply interviewing the key informants through semi structural interviews, and secondary sources from printed matters such documents books from libraries, journals, websites, and so on published in Thai and foreign languages. 2. Data Collection: Apart from documentary research, for the field study the researcher had unofficially and officially contacted key informants as selected samples by issuing invited letters for in-depth interviews through semi structural form after appointment. 3. Population and Samples: 27 key informants as research samples had been selected from various offices concerned in study area in Songkla province. They had been divided into 4 groups, namely 8 key informants from public servants and employees, 10 ones from local politicians and local administrators, 6 ones from local representatives and private delegates, and 3 ones from academicians as specialists in study area. 4. Analysis of Data: Subject matters of data have been contended in general state of 66
4 Karn Boonsiri and Sucheep Phiriyasamith province, in specific; policy on fundamental infrastructure, legality on prediction, and organization on characteristics and management. The data collected had been systematically managed, analyzed and interpreted in frequencies. The research results had been finally discussed and synthesized with the concepts / theories / related literatures, then provided new alternatives for better administrative in development of participative management toward of Songkla province, and other offices for achievement in public demands. VII. RESEARCH RESULTS The general state of participative management toward of subdistrict province, according to the fact finding, reveals that: 1. On the policy development, it states that the policies must be unanimously decided by all of parties concerned since the policy formation, policy implementation, then policy evaluation. 2. On the legal development, it states that the prediction by the parties concerned as inspectors, controllers, and practitioners must be united with a view to preservation of public demands and increase of its efficiency and effectiveness in participative management. 3. On the organizational development, it states that: 1) the decisions by community, according to characteristics, would help prevent local administrators decisions to meet public demands for their own popularity with advisory board and 2) improvement of professionalism according to management, would help local administrators potential in management, namely; 1) smart practice, 2) personnel development, 3) smart in charge, 4) partnership, and 5) smart services. VIII. SUGGESTIONS 1. On Policy, it Suggests that: Identity of each of local administrative organization should be promoted, Regulations should be amended in order to meet the will of constitution, Educational development and scholarship should be provided and subsidized, Budget and taxation system should be promoted and sponsored for their self - dependency, The policy connected for their engroupment and exchanges of their management resources should be promoted in order to increase their potential and save budget. 2. On the Implementation, it Suggests that: The levels of participative management should promoted for self-determination, Local administrative organization should strictly manage to meet the will of constitution, Taxation system should be developed 3. Research Suggestions: The mixed methods should be further conducted. The area of study should be further expanded. Other variables such as satisfaction and effectiveness should be included. Such fact findings on policy, legality and organization should be further implemented. It is questioned whether some of subdistrict administrative organization should be continued or connected into the others for its potential of administration. 67
