This is a large center with many customer service representatives and your telephone hold time should not exceed 3 minutes on average. A variety of technical support staff are available so your problems can be escalated to the appropriate level of expertise. Please note that customer service representatives cannot answer teacher certification questions. 5 ABOUT THE FTCE/FELE PROGRAM OVERVIEW Florida law requires that teachers demonstrate mastery of basic skills, professional knowledge, and content area of specialization. Testing requirements for teacher candidates seeking certification are described in Section , Florida Statutes (FS), and in 6A , Florida Administrative Code (FAC). If you are currently a student, you should consult your college advisor about testing requirements. Nondegreed vocational applicants must meet certification requirements determined by their local school districts. Testing requirements for candidates seeking certification in Educational Leadership are described in Section , FS and in 6A , FAC. Consult your academic advisor or a certification specialist from the school district in the county where you want to teach or access the Web site for the Florida Department of Education s Bureau of Educator Certification at A valid Statement of Status of Eligibility issued by the Bureau of Educator Certification will also advise you of testing requirements. The FTCE/FELE program office cannot advise you about what tests are appropriate for you. Description of the Tests A brief description of the FTCE and FELE follows. For more detailed information about each test, see Test Selection on page 5. You may also order a test information guide for any test; see Test Information Guides on the FTCE/FELE Web site or use the Test Information Guide Order Form on page 49 of this Registration Bulletin. The test information guides include a description of the test, a list of competencies and skills tested, and sample test items. Test The FTCE General Knowledge Test (GK) The FTCE Professional Education Test (PEd) Description The GK is a test of basic skills and consists of four subtests: Essay English Language Skills (ELS) Reading Mathematics The subtests consist of multiple-choice questions, except for the Essay subtest, which consists of one essay. The subtests may be registered for separately and taken separately; subtests may be passed at separate administrations to achieve a passing score on the overall test. Note: An examinee who took and passed all or part of the College Level Academic Skills Test (CLAST) in Florida before July 1, 2002, may use the parts passed on the CLAST toward certification. For any parts not passed by that date, corresponding subtests of the General Knowledge Test are required. The PEd is a test of pedagogy and professional practices. It consists of multiple-choice questions. 1
6 Description of the Tests, continued Test The FTCE Subject Area Examinations (SAE) The Florida Educational Leadership Examination (FELE) Description There are 42 different SAEs. WHAT S NEW IN 2009? Computer-Based Testing Most SAEs are single tests. However, the German K 12 and Speech 6 12 tests each consist of two subtests. The subtests may be registered for separately and taken separately; subtests may be passed at separate administrations to achieve a passing score on the overall test. Although most SAEs consist of only multiple-choice questions, some (such as English 6 12, Middle Grades English 5 9, French K 12, German K 12, Spanish K 12, and Speech 6 12) also include an essay, recorded speaking and listening sections, or a videotaped section. See Test Selection for details about each SAE. The FELE is for the certification of administrators (such as school principals) and consists of three subtests: Subtest 1: Instructional Leadership Subtest 2: Operational Leadership Subtest 3: School Leadership Subtests 1 and 2 consist of only multiple-choice questions. Subtest 3 consists of multiple-choice questions and an essay. The subtests may be registered for separately and taken separately; subtests may be passed at separate administrations to achieve a passing score on the overall test. As of January 1, 2009, examinees will register for and take a revised version of the FELE. Examinees who took the previous version of the FELE, administered prior to January 2009, and passed only one or two of the three subtests will be required to take and pass the revised FELE in its entirety. Every test in the FTCE/FELE program is now offered on computer. For more information about testing on computer, see Computer-Based Testing on page 3. Updated FELE The Florida Educational Leadership Examination (FELE) has been updated. As of January 1, 2009, examinees will register for and take the new FELE. The three new subtests of the FELE are Subtest 1: Instructional Leadership, Subtest 2: Operational Leadership, and Subtest 3: School Leadership. The revised competencies and skills are available for review at Examinees who took the previous version of the FELE, administered prior to January 2009, and passed only one or two of the three subtests will be required to take and pass the revised FELE in its entirety. 2
7 Updated Test Fees The FTCE/FELE program fees have been updated. See Test Fees and Payment Policies on page 17 for a complete list of the new program fees and charges. COMPUTER-BASED TESTING The FTCE and FELE are offered on computer at flexible times and locations throughout the year. Computer-based tests are equivalent to the paper-based tests in length and difficulty. To register, select Register Now on the FTCE/FELE Web site, For a list of computer-based testing locations, see Test Sites on page 10. Minimal computer skills are required to complete the computer-based tests. You need to be comfortable with a Windows environment and with using a mouse, including clicking, double-clicking, dragging, and scrolling. At the Test Center After being seated for your computer-based test, you will complete a tutorial before taking the actual test. The tutorial demonstrates how to move from question to question, how to mark and change answers, and how to go back and review previously answered or skipped questions. If the test you are taking includes a recorded component or a performance component, you will be shown how these questions will be presented and how to record your responses during the actual test. You will be provided with a pencil and note paper for use during the test. See Reporting to the Test Site, What to Bring to the Test Site, and Test Site Rules on pages for details about the day of the test, including information about identification and security policies. Score Reporting At the conclusion of your test, you will receive your unofficial score results for the multiple-choice questions. If you took a test with a performance component, you will receive proof of testing that documents your completion of the test. In addition, your unofficial pass/fail status will be available on the FTCE/FELE program Web site, according to the schedule provided in Release of Your Test Scores on page 37. You will receive your official score report in the mail. If you do not pass the test or if you attend a score verification session, you must wait 31 days before retaking the test. WHAT TESTS ARE REQUIRED FOR CERTIFICATION? The Bureau of Educator Certification at the Department of Education in Tallahassee determines individual testing requirements for certification. If you have a certification application on file, the Bureau will inform you of your individual testing requirements. The Bureau advises that teacher candidates should submit an application for certification before applying to take certification examinations. To apply for certification online, visit the Florida Department of Education Web site at After your application for certification is on file, the Bureau will issue you an Official Statement of Status of Eligibility. This statement will indicate your individualized testing requirements. After your certification application is on file, you may contact the Bureau toll free at (800) or check your application status at 3

If you pass your test, you will see PASS on your score report. If you do not pass, you will see NOT PASS on your score report. (If you do not pass your test, you will also see a numeric score in parentheses.) To find out approximately what percentage of test items you need to answer correctly to pass any test or subtest, consult the chart on the Department of Education s Postsecondary testing Web site, For information about retaking a test, see Retaking Tests or Subtests on page 38. PREPARING FOR THE TESTS Test Information Guides The test information guides provide a general overview of each test and are not intended as all-inclusive sources of content knowledge, nor are they substitutes for college course work. The sample items are not an exact representation of the content of the actual test. The guides are intended to help candidates prepare for an examination by presenting an overview of the content and format of the examination. Test information guides are available for the FTCE and FELE. Test information guides include a description of the test, a list of competencies and skills tested, sample test items, and a reference sheet, if applicable. To order a test information guide, select Test Information Guides on the FTCE/FELE program Web site or use the Test Information Guide Order Form on page 49 of this Registration Bulletin. It is to the candidate s advantage to order test information guides well in advance of the test date. Other Preparation Resources If you are enrolled at a Florida college or university, consult your academic advisor about appropriate course work. Otherwise, you may wish to contact an Educator Preparation Institute (EPI) for advice about registering for appropriate course work. 9 BEFORE YOU REGISTER TEST SELECTION The FTCE and FELE may be taken as computer-based or paper-based tests. Computer-based tests and paper-based tests are equivalent in length and difficulty. Computer-based tests are offered at flexible times and locations throughout the year, and your reporting and dismissal times will depend on your scheduled appointment. Paper-based tests are administered several times throughout the year; see Test Dates on page 9 for the list of dates for See Paper-Based Testing: Test Session Information following the test information tables below for the arrival and dismissal times for paper-based test administrations. Refer to the following tables for specific information about each test. General Knowledge Test (GK) Test Code 082 The subtest lengths noted below are actual testing times. If you register for more than one subtest, there will be a short break scheduled between subtests. The test site will provide both scientific and four-function calculators as follows: Scientific calculators are provided for examinees taking Mathematics 6 12, the mathematics portion of Middle Grades Integrated Curriculum 5 9, Middle Grades Mathematics 5 9, Chemistry 6 12, or Physics Four-function calculators are provided for examinees taking the General Knowledge Mathematics subtest. Taking an Essay Test The General Knowledge Essay subtest and several other tests require the examinee to write an essay. The essay must be an original essay, composed and organized when you select the essay topic. The intent of the essay test component is to demonstrate an examinee s ability, in the time allotted, to compose and write an original essay that completely addresses the topic in an effective, well-organized manner, with good grammar and spelling, as described in the rubric in the test information guide (see Preparing for the Tests on 7
12 page 4 for ordering instructions) for the test requiring an essay. An examinee who memorizes an essay from another source and presents it during a test administration as an original essay is not demonstrating that he or she can compose and write an acceptable essay. Presenting such a pre-prepared essay at a test administration is considered cheating. If an essay is identified by the essay raters as being pre-prepared, the essay and all tests taken that day by the examinee will be invalidated, and no scores will be received. In addition, the incident will be reported to the Department s Bureau of Professional Practices Services. Computer-based testing. If you are taking a foreign language test on computer, you will be required to use the Alt key to enter special characters according to the conventions of the language. You will be shown how to do so in the tutorial and will be able to practice before beginning your test. Paper-Based Testing: Test Session Information For paper-based testing, the FTCE and FELE are offered in morning and afternoon sessions at several administrations throughout the year; see Test Dates on page 9 for the 2009 paper-based administration schedule. At any paper-based test administration, you may take one or two tests. Refer to the following guidelines for permissible testing combinations: You may take only one subject area examination per test date. In one day you may take the Professional Education Test and one subject area examination, except for Elementary Education K 6. Elementary Education K 6 is a two-session test and cannot be combined with any other test on the same day. The General Knowledge Test consists of four subtests and cannot be combined with any other test on the same day. However, if you register for the General Knowledge Essay subtest only, you may combine the Essay in the morning with the Professional Education Test in the afternoon. The FELE consists of three subtests. Subtests 1 and 2 are administered in the morning; subtest 3 is administered in the afternoon. The FELE cannot be taken with any other test on the same day. The following table describes the test-session schedule for paper-based testing. Test General Knowledge (GK) Professional Education (PEd) Subject Area Examinations (SAE) Florida Educational Leadership Examination (FELE) Test Session Information You may take any combination of GK subtests at a single administration. Taking the entire test requires arrival at the test site at 8:00 a.m. and departure at approximately 2:45 p.m. The PEd is usually administered in the afternoon, with arrival at 1:00 p.m. and departure at approximately 4:30 p.m. However, if you are taking the PEd and a foreign language SAE on the same date, the PEd may be administered in the morning and the SAE in the afternoon. Check your admission ticket for your reporting time. Each SAE is 2½ hours long, except for Elementary Education K 6, which is a two-session test lasting 4 hours and 20 minutes. The SAEs are generally administered in the morning, with arrival at 8:30 a.m. and departure at approximately noon. Any SAE except Elementary Education K 6 can be combined with the PEd on the same date. You may take any combination of FELE subtests at a single administration. The first two subtests are administered in the morning, and the third in the afternoon, with a break between the two sessions. Taking the entire test requires arrival at the test site at 8:00 a.m. and departure at approximately 4:45 p.m. 8
13 TEST DATES Computer-Based Testing The FTCE and FELE are offered on computer at flexible times and locations throughout the year. There are no registration deadlines; however, you should plan to register as early as possible before your desired test date, as seating is limited. At the conclusion of your test, you will receive your unofficial score results for the multiple-choice questions. If you took a test with a performance component, you will receive proof of testing that documents your completion of the test. In addition, your unofficial pass/fail status will be available on the FTCE/FELE program Web site, by 2 weeks after the test date for most tests and by 4 weeks after the test date for French K 12, German K 12, Spanish K 12, and Speech Official score reports for most tests will be mailed approximately 2 weeks after the test date. Score reports for French K 12, German K 12, Spanish K 12, and Speech 6 12 will be mailed approximately 4 weeks after the test date. Paper-Based Testing The FTCE and FELE test dates and registration deadlines for paper-based testing in 2009 are listed below. All tests are offered on all test dates. In addition to Regular Administrations, several Supplemental Administrations are offered at selected test sites for an additional charge; see Test Sites on page 10 for information about which sites offer Supplemental Administrations. If you took and did not pass a test and want to retake it, you must pay the retake fee. If you have any questions about fees or calculating the total amount you need to pay to register, please call the FTCE/FELE program office at (413) and press option 9 to speak to a representative. Payment Methods The fees for Internet registration must be paid using a credit card (VISA or MasterCard only) or a debit or check card that carries the VISA or MasterCard logo and can be used without the entry of a personal identification number (PIN). The merchant name that will appear on your credit card statement is Eval Systems Test Fee. The fees for registration by U.S. mail must be paid by personal check (for Regular Administrations only; personal checks are not accepted for Supplemental Administrations), cashier s check, money order, or credit or debit card (VISA or MasterCard only). Charges for a duplicate score report or a handscoring of a test must be paid by personal check, cashier s check, or money order. Charges for the score verification service must be paid by credit or debit card (VISA or MasterCard only). Checks and money orders should be made payable to Evaluation Systems in U.S. dollars. Please write your current address and telephone number on your payment. Do not send cash. 17
22 Paper-Based Testing on Consecutive Test Dates If you think you have failed a paper-based test and the score report date is after the regular registration deadline for the next administration, you may register for the next administration before receiving your score report. Then, if you pass the test at the first administration, you may request a refund for your additional registration. Follow the directions in Changing Your Registration on page 30 (see Refunds ). Payment Policies If, for any reason, your payment for a test date or test service does not clear (for example, if the bank returns your personal check or if you dispute a credit card charge), you will have an outstanding balance with Evaluation Systems. In this case you will be assessed an additional fee to cover the processing required to clear your account; you will not be allowed to register for future test dates until your balance, including the additional fee, is paid in full; you must make your payment to clear your account by cashier s check or money order only, unless you are making a subsequent credit card payment for additional services, in which case your credit card will be billed for both the outstanding balance and the additional requested services. If a bank returns your personal check, you will not be allowed to make any future payments by personal check. If you owe any outstanding balance to Evaluation Systems after a test administration for which you were registered, your scores for that test date will not be reported to you, to the Florida Department of Education, or to any institutions until your account has been paid in full. It is your responsibility to ensure that your account is paid in full and all payments have cleared. Any payment received after the test date may delay the reporting of your scores. You may wish to call Evaluation Systems after providing payment to confirm that your payment has been received and your account is clear. The following policies also apply to you when you have an outstanding balance with Evaluation Systems: If you attempt to pay for any further services by credit card, your credit card will be billed for the amount of all services you have requested, as well as the outstanding balance owed. You agree to pay for all such services and outstanding balances in the event your credit card company does not. If you attempt to pay for any further services by check or money order, any payments received will be applied first to your outstanding debt, with any excess applied to the requested services. Any credits or refunds for which you may be eligible will be applied first to your outstanding debt; any excess will be returned to you. 18

26 COMPLIANCE WITH TESTING RULES By registering on the Internet or submitting a signed registration application for the FTCE/FELE, you are agreeing to abide by all rules and requirements specified or referenced in the current registration bulletin and/or the current FTCE/FELE Web site, including the statements of assurances below, and communicated to you, orally or in writing, at each test administration for which you have registered. Computer-Based Testing: Statements of Assurances for the Florida Teacher Certification Examinations and Florida Educational Leadership Examination I understand that the Florida Department of Education reserves the right to refuse admission to me if I do not have the proper identification (valid admission ticket and two positive identification forms specified on the admission ticket). I understand that if I arrive at the examination site after the examination has actually begun, I will not be admitted until the admission time for the next subtest, if applicable. I understand that examinees cannot bring any electronic communication or recording device, including a cellular phone, beeper, personal digital assistant (PDA) such as a Palm Pilot, or listening device such as a compact disc or tape player, into the testing room or break areas around the testing room. I understand that all of the examination materials are the sole property of the Florida Department of Education and that I am not permitted to take any of the examination materials from the examination center or to reproduce the materials in whole or part by any method. If I do anything prohibited by this paragraph, my examination performance will be voided. I understand that during the examination I will not be permitted to use written notes, make written notes of the content of the examination, or communicate with other examinees in any way. I understand that any essay I write must be an original essay composed and organized by me on the test day, in direct and complete response to a topic. I understand that I am not permitted to give assistance to or receive assistance from other examinees. I must follow the instructions of the test administration personnel, and I must be the person whose name appears on the sign-in roster for this test. If I do anything prohibited by this paragraph, my examination results will be voided. I authorize the team of proctors at my assigned examination center to serve as my agent in maintaining a secure and proper examination administration. I agree that, in this capacity, the proctors may relocate me before and during the examination.
