1 Request for Proposals Audience End Line A National Conversation Governance and Transparency Fund Tanzania Research Background BBC Media Action is an independent, international charity set up by the BBC with the objective of using media to support international development. BBC Media Action works around the world to raise awareness and influence attitudes and behaviour amongst poorer communities, as well as to build capacity in the media sector in developing and transitional countries. BBC Media Action has been implementing a governance programme across three African countries, Angola, Sierra Leone, and Tanzania. This project aims to support dialogue between citizens and state, in order to give citizens greater voice and support two-way accountability and information flow. The project activities differ by country, but revolve around the role of media in facilitating good governance. As part of the monitoring and evaluation activities BBC Media Action conducted a baseline survey in March 2010 and mid-line survey in November We would now like to follow up on our progress with an end-line survey to measure changes and benchmark people s knowledge, attitudes and practices with respect to major governance indicators. In addition, the survey seeks to collect data on media consumption and reach of our programmes and partner stations. Research agencies are invited to submit proposals for conducting the end-line research in Tanzania on the basis of the information provided in this RFP. Tanzania In Tanzania we had been working in partnership with the Tanzania Broadcasting Corporation (TBC) until March Since July 2011 we have been collaborating with six local radio stations (located in Iringa, Songea, Manyara, Tanga, Zanzibar and Kagera) to produce governance related programmes. Consequently the midline survey in Tanzania conducted in November 2011 served as a baseline for the new strategy. Nevertheless there are some questions that we would now like to track and compare to this 2011 survey specifically around our local governance programmes as well as a national programme on governance issues for the BBC Swahili Service and its radio partners in Tanzania. With the end line survey

2 in Tanzania we want to explore and track knowledge, attitudes and behaviour towards governance issues and establish the reach of our partner stations. Research Objectives The surveys will be used to collect end-line data on the knowledge, attitudes and self-reported behaviours that relate to several issues, including: The level of media exposure Media consumption patterns Citizens trust in media and governments and their ability to access information Citizen trust and attitude towards our programme outputs How citizens make sense of political issues through discussions within their private sphere of friends and family Whether citizens feel they have the ability to raise issues that they deem relevant, in particular through our programme outputs The extent to which citizens feel they can influence public discussion especially around governance issues, in particular through our programme outputs Citizens perceptions of transparency, accountability and participation in governance matters and issues of public importance Research plan INSTRUMENT We are in the process of developing a questionnaire and coding frame that will allow us to measure governance indicators in relation to exposure to our programmes. The goal is to gather responses from a nationally representative sample. FIELD WORK We would like the agency, who will be commissioned after this bidding process, to carry out fieldwork for us. This work should be done to a high standard and should be delivered within the agreed timeframe. The questionnaire should be administered in face-to-face interviews by trained staff and will include mainly closed and some open ended questions. QUALITY CONTROL Our local researchers will participate in the training of the local agents who will carry out field work and will travel to the areas where data is collected to carry out regular spot checks and will monitor the quality control of the data collection.

3 DATA MANAGEMENT In addition to carrying out the interviews we would like the agency to enter the data into a template that we will provide and to deliver a clean and labelled (according to our specifications) dataset in Excel and SPSS format. We will provide a data entry template SPSS format that must be used for data entry. We request that the process of data entering occurs simultaneously to the process of data collection. If possible we would like you to submit portions of the data on a weekly basis. PROJECT MANAGEMENT Please provide a detailed description of the proposed project management structure and team to include project manager, supervisors, translators, interviewers (clearly detailing gender and languages spoken) and the data processing procedures. Also describe how quality control will be ensured by the agency in each location and across the study locations as a whole. TIME SCHEDULE We would like to be in the field in the week commencing 22 nd April We would like to conclude all fieldwork and receive the final cleaned dataset in the 4 th week in May 2013 at the latest. Please provide a detailed schedule and narrative of how you will meet these deadlines and firmly commit to this timeline. SAMPLING We are interested in obtaining data on our target audience (adult media consumers) but would like to be able to estimate our reach and impact on a national basis. We therefore need the sample to be nationally representative. Please specify, in detail, the recommended sampling approach as well as necessary analysis to report the sample as a representation of our audience in the study areas. The sample should be nationally representative in terms of urban/rural location, age, gender, education and should cover all socio economic classes. Age: Respondents should be between the ages of SEC: Across all socio economic classes Sex: Males and Females Location: urban and rural locations Media Consumption: o Have access to either or all of the following and must have listened, watched and / or read

4 in the past week: Radio, TV and Newspapers Language: o The survey will be conducted in the language that is locally appropriate. Please advise which languages are appropriate in the areas where fieldwork is planned. Sample size: Please advise on cost for three different sample sizes o N = 1,500 o N = 2,000 o N = 2,500 EXPECTATIONS FOR THE TENDER We will award this contract competitively and will make our decision on the basis of the following information: Provision of a sampling strategy that addresses our needs: The sample should be nationally representative and cover the areas where we broadcast at the moment. We require national representativeness on the basis of location (urban/rural), age, gender, income levels, and education. (Please specify the sources you use to derive the target population estimates). There will be further discussions to decide on specific sampling criteria and location requirements when work is commissioned but please provide a strategy based on the information provided in this document. Provision of a detailed time plan of field work: This should include an explanation of how the project will be managed to deliver data to us on time and to a high standard. Please outline how long it will take to collect the data and how many teams you will send into the field and how this process will be overseen and managed. Specification of how and where the data will be entered into electronic format. Please specify how many people will be allocated to this task and how you will quality control this process. We are particularly interested to find out whether your data will be processed locally or whether you intend to send it to an external data processor. Please specify how many people will be allocated to regular data delivery during fieldwork and how you will quality control this process. Complete breakdown of costs including VAT. DELIVERABLES Cleaned and labelled dataset in English in Excel and SPSS format delivered on time. COST Proposal should include an itemized budget breakdown for fieldwork and all related expenses.
