1 Programming Unit Name: Program Leadership Team (PLT) The Program Leadership Team (PLT) provides a structure of shared leadership for CSU Extension Programming in the spirit of shared governance. The PLT serves as a conduit for information exchange within CSU Extension to implement the tripartite mission of Colorado State University. PLT serves to empower CSU Extension faculty to better serve the citizens of Colorado. PLT provides review and oversight of CSU Extension programming for the state of Colorado. PLT provides an appropriate means for CSU Extension faculty to design, implement, evaluate, and report Extension programs. PLT provides a timely means of communication among CSU and CSUE administration, faculty, specialists, and agents. PLT facilitates collaborative efforts within CSU, enhancing engagement. Two co-leaders: one CSU Campus-based Specialist who represents one of the Strategic Program Areas (SPAs) and one Regional Director Regional Directors: Northern, Southern, and Western Agents: one representative from each of the three regions (Northern, Southern, and Western) Strategic Program Area (SPA) Leaders o 4-H Youth Development o Clean and Renewable Energy o Community Engagement o Competitive and Sustainable Agriculture Systems o Family and Consumer Sciences o Natural Resources and the Environment Representative from the Diversity Catalyst Team as required or assigned 7/15/ sen - Page 1
2 Name: Strategic Program Area (SPA) Extension s Strategic Program Areas (SPAs) include: 4-H and Youth Development; Clean and Renewable Energy; Community Engagement; Competitive and Sustainable Agriculture Systems; Family and Consumer Sciences; and Natural Resources and the Environment. Each SPA is composed of one or more Work Teams (WTs) whose function is to develop strategies and curriculum to address priority educational needs. Each SPA may also have one or more system-wide Resource Teams (RTs) whose function is to provide discipline-specific educational support for WT programs. In addition, some SPAs may have Volunteer Management Groups (VM) and/or programs that are not funded by CSU Extension. SPA efforts will include program delivery through collaboration with University and community partners and advisory groups. Each SPA Leader will be responsible for providing leadership, organization and management to a team of Extension and University professionals, guiding the development of a vision and broad goals for the overall efforts of one of the Strategic Program Areas (SPAs). They will monitor overall SPA program efforts, provide leadership to meet revenue generation goals and report SPA programming outcomes to the organization. The SPA Leader is responsible for communication and coordination throughout the SPA, among other SPA Leaders and within the Program Leadership Team (PLT) to ensure integration of expertise around priority issues and wise allocation of resources to meet statewide programming needs. Work Teams (WTs), Resource Teams (RTs), Volunteer Management Groups (VM) and Externally Funded Project Teams (FPs) will all be assigned to a Strategic Program Area (SPA). Assignments will be made in such a way as to facilitate the greatest collaboration, communication, and reporting. All members of each team (WT, RT, VM, and FP) will be considered to be members of the SPA. Reporting and communication with PLT, however, will generally flow to flow through the SPA Leaders. 7/15/ sen - Page 2
3 Name: Strategic Program Area (SPA) Work Teams SPA Work Teams continuously identify state and regional issues and trends. They review, develop, deliver, evaluate, and report effective and innovative educational programs to meet identified needs within the context of the shared SPA vision. Work Teams build and draw upon their relationships with other stakeholders, experts, and leaders to assist in program design, delivery, evaluation, and reporting. Work Teams will direct programming in order to satisfy local and regional conditions/contexts. They will develop plans to finance their program(s) and, in doing so, aid in meeting the SPA financial goals. The Work Teams are co-chaired by a specialist and an agent. Co-chairs are responsible for organizing meetings, developing and submitting the Plan of Work, delegating responsibilities, evaluating and reporting outcomes and impacts. A member of a Work Team must be willing to invest a significant percentage of time in team activities. Members include: Appropriate campus-based and regional specialists, County directors where appropriate, Discipline-specific agents, and Name: System-wide Resource Teams (RT) System-wide Resource Teams provide a structure for discipline-specific educational resources to the Work Teams. Resource Teams are assigned to a Strategic Program Area in such a way to as facilitate greater collaboration, communication and reporting. Resource teams develop curricula, and deliver research updates, programming support, and program assessment support. Resource Teams determine their own leadership structure. Chair(s) are responsible for organizing meetings, delegating responsibilities, determining indicators, and providing those indicators to PLT. 7/15/ sen - Page 3
4 A member of a Resource Team must be willing to invest a significant percentage of time in team activities. Membership could include Appropriate campus-based and regional specialists where discipline appropriate, Discipline-specific agents, and Name: Volunteer Management Groups (VM) Volunteer Management Groups (VM) provide a support structure for the administration and management of Extension volunteers. Volunteer Management Groups are assigned to a Strategic Program Area and may be attached to a Work Team in such a way as facilitate effective use of volunteer resources, greater collaboration, communication, and reporting. Volunteer Management Groups determine their own leadership structure. Chair(s) are responsible for organizing meetings, delegating responsibilities, and communicating with PLT. Members of Volunteer Management Groups are those who are actively engaged with the volunteers. Members could include: Campus-based and regional specialists, Agents, and Name: Externally Funded Projects (FP) Non-Extension Funded Projects (FP) Teams provide a formal point of reference for reporting to the Extension system the activities of their programs. These projects are typically funded by outside stakeholders with a specific mission. The Externally Funded Project Teams (FP) are assigned to a Strategic Program Area (SPA) in such a way as to facilitate greater collaboration, communication and reporting to the system. 7/15/ sen - Page 4
