1 Australia Territory Divisional Configuration May 2017

2 Key Points 1. Operating Model Divisional Structure Further to the 1 May announcement regarding the new Australia Territory operating model, approval has been received from the IHQ Chief of Staff s Business Session to implement a divisional structure comprising six divisions: New South Wales and the Australian Capital Territory Queensland Tasmania Western Australia South Australia and the Northern Territory Victoria. This decisions means that we will reconfigure the existing: three Victorian divisions and Victoria State Social Command into a single Victoria division, and South Australia division and Northern Territory Region into a single division. 2. Rationale The rationale for the presentation of the divisional configuration recommendation approved by IHQ includes: A state-based configuration with a teamwork approach in supporting all mission expressions, provides for increased consistency and opportunities for transfer of shared learning. Consistent singular leadership across a state enhances aligned vision and the expression of united voice. Having multiple, empowered Area Officers within the division promotes local mission delivery through coaching, supervision and empowerment with accountability for local leadership. State-based leadership and structure provides opportunity for stronger partnership within The Salvation Army and with external partners in mission. A team of six divisions provides a greater opportunity for the inclusion of all divisional leaders as active participants in a singular senior national leadership team in partnership with territorial leaders. The divisional configuration of six divisions in Australia reflects better stewardship of resources, including officers, staff, property and finances in support of mission delivery. 2

3 Divisional Configuration Change 3. Implications We will need to include these changes in the detail design work referred to in the 1 May announcements. This design work will involve existing Divisional leaders and selected divisional staff. There are no decisions yet made as regards location, leadership, staffing or Area Officers. 4. Timing These changes will be part of the overall Australia One roadmap that is being developed. We expect that these changes will be a priority so that they are effective in early We will keep the existing Divisions informed of the timing as this becomes more certain. It is expected that Divisional Leader appointment announcements will be made later this year. 3

5 Local Delivery Territorial Leadership Team Local Delivery Local Corps Territorial Leadership Divisional Leaders Area Officer(s) Local Social Programs Key Features Divisional Leaders Divisional leaders from the six Divisions will be part of the Territorial Leadership Team. They will be responsible for managing and delivering strategic priorities within their region. Local Delivery Local Delivery will be led by Area Officers who will be the Divisional Leader s representative The Area Officer will have an appropriate level of delegated authority to manage the day-to-day operations of their Local Delivery. Note: Spans of control will be defined in detailed design 5

8 FAQs # Question Response When will this change take effect? Will there still be a DHQ? Where will the divisions be physically located? These changes will be part of the overall Australia One roadmap that is being developed. We expect that these changes will be priorities so that they are effective early in We will keep the existing Divisions informed of the timing as this becomes more certain. The current DHQ organisational layer will be removed in this model. However, Divisions will still be represented by Divisional Leaders who will form part of the Territorial Leadership Team, and will be responsible for managing and delivering strategic priorities within their region. This includes oversight and coordination of holistic care through Corps and Social Programs. This decision has not been made. This will be considered when we move through detail design. 4 Who will the Divisional Commanders be for these two divisions? It is expected that these appointment announcements will be made later this year. 5 How many Area Officers will there be? This is not yet known for any Australia Territory Division. We will shortly be commencing detail design work on the operating model which will inform the number of Area Officers needed in each Division. 8
