2 WHAT IS THE CODE OF EXCELLENCE? An internal IBEW program that promotes: best use of members skills best work practices by all highest standards of workmanship highest safety standards opportunity productivity and reliability

3 WHY A CODE OF EXCELLENCE? Resolves problems at IBEW workplaces and jobsites before they become big problems. Improves perception of IBEW by the public, customers and our employer. Enhances our competitiveness. Improves relations with our employer and supervisors.

4 WHY A CODE OF EXCELLENCE? THE COLUMBIA VISION Sustained operational excellence reflected by performance in the top-quartile of U.S. nuclear plants based on the Institute of Nuclear Power Operations performance indicator index.

5 CODE OF EXCELLENCE GOALS Continued improvement of attitudes and behaviors. Reinforcing a culture of professionalism. Promoting a sense of pride in the work we do. Projects performed on time and under budget. Be Energy Northwest s first choice to perform the work in house.

6 ESSENTIAL ELEMENTS FOR SUCCESS Total commitment by local union officers. Strong local union membership support. Effective and strong steward structure. Effective communication structure between the local union, Energy Northwest and the workforce. Willingness by both parties to move forward together.

8 DEFINED PERFORMANCE METRICS Specific goals must be defined. Success should be measurable and objective. The impact of our initiative should be tied to the measure of the program s success.

9 EXCELLENCE STEWARDS Carefully selected by business manager. Trained in dealing with job peer pressure. Committed to local union reputation by setting a high standard of productivity and quality of work. Able to work with management to achieve program goals.

10 EXCELLENCE STEWARDS Active in communicating and promoting goals of code. Willing to confront and solve problems with members and management not meeting code s responsibilities. Able to address less than professional work habits of members by mentoring or coaching. Reward excellence where it exists everyday

11 LOCAL UNION RESPONSIBILITIES Ensure our members uphold their responsibilities under the collective bargaining agreement. Address less than professional work habits of members. Set an excellence standard for work being performed. Guarantee zero tolerance of job interruptions, work stoppages, or other member-initiated workplace/jobsite problems. Correct issues before they become problems, at the lowest possible level.

13 ENERGY NORTHWEST RESPONSIBILITIES Provide an adequate supply of equipment, materials, tools and information. Have a positive working relationship with the business manager, stewards and bargaining unit members. Ensure proper project planning, procedures and/or work instructions. Select and train quality supervision. Utilize procedures that are accurate, consistent and clear. Provide a safe workplace. Model the right behaviors and enable excellence

15 PROBLEM RESOLUTION Excellence stewards are trained and empowered by the business manager to work with problematic members and collaborate with management to drive creative solutions. The steward communicates regularly with management concerning project/workplace progress and any outstanding issues. Local union executive board is responsible for addressing chronic problem members through Code of Excellence mechanisms.

16 PROBLEM RESOLUTION EN will work with stewards to resolve problems in the workplace immediately and effectively. EN will evaluate work place problems, and use coaching to learn from mistakes and to enable success. Ultimately the employer makes and is responsible for all employment decisions (hiring, firing, layoffs, suspensions, etc.) as well as safety. Goal of program is for both labor and management to provide customer satisfaction and meet corporate and industry expectations.

17 IMPLEMENTATION Program is presented to executive board and officers by business manager and international representative. Presentation is made to employer to explain program and get commitment to implement program. Officers present program for approval by local union membership. Program is communicated to all local union members by local union leaders. Excellence stewards are trained and placed. Presentation can be made to members and supervisors based on location, setup, and needs.

18 SUMMARY The Code of Excellence is an internal IBEW local union program to enhance the professionalism, performance, and reputation of the IBEW. The Code of Excellence at Energy Northwest is an extension of the EN Excellence models, and defines how Local 77 members will contribute to excellence in the worker practices they exhibit. The local union s role is to use the Code of Excellence to strengthen the sense of professionalism and responsibility in each member s everyday work life. The member s role is to preserve and promote the ideals of the IBEW through use of best skills and practices to perform quality work in a professional manner.

19 THE IBEW ADVANTAGE A professional, positive image of the IBEW by employers and customers means employment security. Responsiveness to employer and customer needs will distinguish our work and expertise. Managers know what we expect in order to do our jobs effectively and efficiently. Members know what is expected of them by both IBEW and Energy Northweat. Worksite problems are addressed quickly and effectively through a cooperative effort.
