2 Outstanding functionality for Capital Maintenance Planning PIONEER is a web-browser based software system designed to identify optimal investment and changes in operational strategies which achieve service and performance targets at least cost, subject to resource and capacity constraints. In keeping with best practice in asset management investment planning PIONEER is designed to provide an integrated modelling environment to implement analysis that is: Focused on the provision of service to customers and the environment Centred on whole life costs and outputs measured by Service Indicators/Measures Risk-based and forward-looking Founded on the principles of the Common Framework and subsequent Ofwat guidance Designed to provide improved understanding of future service risks with and without capital and operational interventions. PIONEER provides a fully flexible environment capable of handling all assets in the largest utility companies operating in the UK today. It allows a wide range of user -configurable models to be applied for quantifying service and cost. Selection of interventions to meet service and performance targets and spending limits is completely automatic. Defined schemes, for example to address a supply-demand deficit, can be taken into account in the optimisation of the total investment in the asset base. 3 Flexible toolset with comprehensive user configurability PIONEER functionality supports the simultaneous analysis of disparate asset groups, such as infrastructure and noninfrastructure assets. Automatic linkages to the outputs of external models such as network analysis tools (e.g. MISER) can be made to allow a fully integrated analysis. 4 Clean Water Infrastructure Water Mains The hierarchy of Units and their attributes can be viewed and navigated easily Units and attributes can also be viewed as colourcoded, object-based spatial schematics PIONEER supports multiple hierarchical arrangements of assets. This powerful feature allows all assets to be held and analysed in a single location. All asset inventory and characteristics are imported from existing corporate asset management systems. PIONEER stores objects in an asset hierarchy as Units this includes infrastructure and noninfrastructure assets, regions and even the company itself. Units are viewed on the Unit Tree screen, showing: The hierarchy which has a structure that is easily navigated Child Units of the selection Attributes of the selected Unit Units can be shown graphically on a Unit Schematic which is fully data-driven. The schematic is object-based and can be used to navigate through the hierarchy (shown above are DMAs within a selected DMZ). Units in the hierarchy can be selected for analysis in a Forecast or Optimisation. Results can be produced for individual regions or assets, for groups of assets, or for a whole hierarchy. A variety of graph formats is available and tabulated results can be exported to MS Excel. Forecasts can be generated easily for any length of planning horizon and for any combination of assets. What-if analysis is straightforward with facilities provided to include programmes of mandatory interventions and to explore the sensitivity of results to inputs. Derived indicators can also be defined as combinations of other Service Indicators. Forecast results at any level in the hierarchy can be graphed and tabulated. Risk analysis is applied at the individual asset level. The red bars show the effect on future serviceability of limiting expenditure compared to the no-limit case (blue) The results shown above provide an example of an optimisation analysis of sewer capital maintenance which demonstrates how the effects of limits on intervention expenditure can be explored easily. An optimisation run on a wastewater catchment area with no limit on investment provides the baseline set of results. The baseline total cost of interventions required to maintain stable service is shown in one of the included SQL Server summary reports. In the above, an upper limit on investment has been specified for each Full SQL Server reporting facilities are provided. This represents an overall reduction in expenditure of around 25%. Comparing scenarios in graphs is simple. The grey bars above show the forecast number of pollution incidents per year without any interventions. The blue bars represent the results of the baseline optimisation, maintaining stable service with no cost restrictions. The red bars represent the optimised level of serviceability with the cost constraints imposed. The predicted increase in pollution incidents resulting from the limits on investment is clearly quantified. PIONEER can be used to determine the minimum investment required to meet chosen levels of service. PIONEER can also solve the problem of how best to invest when there is a limit on expenditure. A maximum spend can be set for each period and PIONEER will identify a programme of interventions to maximise service performance within this limit Servelec Technologies 7
