2 What underpins the next ILSAC specification? Reaffirmation of ILSAC s support for the following: The starburst to remain evergreen ASTM developed and monitored tests as integral to the specification The systems backing the spec like the ACC Code of Practice and API 1509? 1220 L Street, NW Washington, DC
3 Specification development process issues. Can we develop a framework for how the needs statement comes to be? If we are developing a minimum performance standard, how do you balance minimum standard with niche needs? Does a one size fits all spec still meet the needs of the OEMs? If hardware is changing dramatically every five years, how do we envision keeping up with the changes? Do we stockpile parts to keep the current tests alive? Do we run equivalency matrices with the new hardware every five years? Do we have a mutually agreed definition of a minimum performance standard? How do we define the robustness required in the minimum performance standard? Time of service interval? If there is a replacement test for a current test, will the OEMs use it in their OEM specs as well for equivalency? 1220 L Street, NW Washington, DC
4 What goes into the next specification? Is this spec a minimum performance standard that meets warranty requirements for the vehicle? Will the new proposed lower viscosity grades impact the ILSAC spec? Should the ILSAC spec be restricted to certain viscosity grades or if the spec requirements are met can it be applied for any viscosity grade oil? Is there any interest in a tiered performance system? How can needs be distinguished from continuous improvement? How much improvement will be demanded from the oil? How does this impact category life? Should we be planning to continue GF-5 and run matrices to show parity with current performance in the new tests? t Which of the tests can be changed within a category and which ones will be new enough to justify a new category? 1220 L Street, NW Washington, DC
5 What goes into the next specification? (Continued) Is it possible to or would it be advantageous to separate the performance criteria into three areas: engine robustness, emission system robustness and fuel efficiency and have oils that can meet one, two or three of these needs? Does replacing current engine tests warrant a new category? How do we address niche engine designs handle with an OEM spec? How do we decide when the desire to protect a given hardware technology represents a niche need? Certain engine designs may require a different specification than the minimum performance standard? At what percent of use does a new hardware technology get included in a standard oil? Conceptual view of new standard how different does ILSAC want big change in existing standard or incremental improvements? Is retaining the starburst symbol a non-negotiable item or might ILSAC consider other possibilities? 1220 L Street, NW Washington, DC
6 ILSAC vs. API S - What does the future look like? When will ILSAC and EMA address universal oils? What is the best approach that can allow starburst and donut to coexist? API S accommodates non-ilsac-utilizing OEMs. How do we ensure global aspects of the API S system? To tier or not to tier Is it one minimum performance standard or do we want tiers of performance? Consider ILSAC spec as minimum and use OEM specs to create the upper tiers? Is it still important to OEMs that the robustness part of the spec has to be married with Fuel Economy aspect of the spec?
