2 What must be done at national level Regional LMIS can only be viable if national LMIS in Member States are developed. Relevant, efficient, effective and sustainable LMIS constitute an important basis for the development of an efficient, effective and sustainable regional LMIS. What should thus be done at national level?
3 What must be done at national level Features of LMIS in ECOWAS countries The labour market information system continues to face many weaknesses and inadequacies that reveal a system that is incapable of reporting on the operation (dynamic and trends) of the labour market and vocational training. National statistical information systems on labour and vocational training have difficulties in: (i) making available, on a regular basis, up-to-date information that is reliable and of quality (relevant and effective) on employment, unemployment, labour market dynamics, relations between training and employment, labour migration, etc.
4 What must be done at national level Features of LMIS in ECOWAS countries (contd.) (ii) providing users with operational information on training supply and demand in accordance with labour market needs, (iii) controlling the economic environment, in terms of anticipating the statistical information needs of economic operators in the fields of employment and training, (iv) making forecasts on the evolution of the operation of the labour market with a view to the efficient adaptation of training structures to market needs (satisfaction of enterprises manpower). Progress made in the development and use of LMIS is unequal and many countries are lagging behind.
5 In view of all that has just been said, what must be done in Member States???: At institutional level: strengthen institutional capacities Each country must have a relevant, efficient, high-performance and sustainable LMIS; Establishment of a national observatory on employment and vocational training in countries that do not have one or another authorized structure that has an appropriate status and operates within a network. Establishment of a national LMIS coordination committee with the purpose of improving the synergy between actors in the system, the employment and vocational training observatory in countries that do not have one must be central focus and leader of this system. Strengthening of co-ordination between data producers
6 At institutional level: strengthen institutional capacities (contd.) Clarification, structuring and formalization of exchange mechanisms between actors in the national statistics system, particularly bodies that produce labour market indicators (including decent work indicators, vocational training indicators), labour migration data Strengthening of structural mechanisms that establish the link between policy implementation and the evolution of the labour market Regular assessment of the relevance and use of information for different users, particularly those outside of ministries and public bodies.
7 At institutional level: strengthen institutional capacities (contd.) Performance of an institutional diagnosis of structures that produce labour market information, including bodies that produce data on migration. Update the allocation of powers to ministries and institutions working on the same issue, such as data on migration.
8 Production of good quality labour market information: Strengthening of the capacities of bodies producing labour market information Strengthening of the technical capacities of national statistics institutions, employment and vocational training observatories and other producers of labour market information (Statistics Department at the Ministry of Labour, bodies working on migration); Provision of structures, necessary resources to ensure efficient, regular and timely collection (labour survey with households, enterprise surveys, migration surveys, etc.), processing, analysis and circulation of labour market information (financial, human, material and technological resources)

Strengthening of the capacities of labour market actors to use files and administrative databases and surveys to produce adequate labour market indicators at lower costs. Improvement of the use of the potential of national data through the formal empowerment of specific actors in the National Statistics System working on the production of indicators Establishment in countries of a national database on LMIS to be kept at the national observatory on employment and vocational training (NOEVT) or any other structure assuming the role of a NOEVT

Improvement of the use of administrative records by making more extensive use of content and by introducing some precisions concerning certain variables (promotion of administrative sources) Promotion (use, content) of border registration files (air, land and sea) Provision of monitoring and consolidation of benefits by using administrative data Inclusion of data collection on the informal economy in the national statistical framework Strengthening of the technical capacities of labour market information producers

Strengthening of the capacities of bodies producing human resources labour market information Strengthening of the capacities of bodies producing labour market information on materials Consideration of all needs, including those linked to migration in national statistical development strategies (NSDS) or statistics frameworks Generation of funds to finance the NSDS Production of decent work indicators (statistical indicators of the legal framework for decent work) and statistical indicators and the legal framework on labour migration.
12 Production of good quality labour market information: Strengthening of the capacities of bodies producing labour market information (contd.) Improvement of the reliability of statistics on the labour market and professional migration Provision of sections on professional migration in the framework of labour surveys Assessment of how current statistic surveys best meet information collection needs to establish migration profiles for employment and to define policies on professional migration Strengthening of capacities to combine information coming from different sources, particularly information on labour migration.
13 Production of good quality labour market information: Strengthening of the capacities of bodies producing labour market information (contd.) Increase in the production of data on migration Improvement in the quality of data on migration Production of a country profile decent work Production of a country profile - migration (long term!!) Development of new mechanisms to share information as information on professional migration collected by countries of origin can only be reliable and complete when it is linked to the information collected by destination countries.
14 Analysis, publication and circulation of labour market information Analysis of the results of all surveys and studies carried out Performance of more in-depth analyses (multidisciplinary team) based on data/raw data from surveys and specific/thematic studies Publication of the results of all studies and surveys carried out; Provision of the best communication of the results of studies and surveys carried out
15 Analysis, publication and circulation of labour market information (contd.) Use of the circulation of LMIS products as an advocacy tool. To do this, the presentation of reports must take place during a workshop bringing together senior governmental authorities, parliamentarians, donors. etc. and be subject to extensive media coverage. Publication of results online. In this context, the creation and management of websites by the central LMIS body must be encouraged. Setup of an adapted circulation and communication strategy for labour market information
16 Coordination, partnership and co-operation between LMIS actors Establishment of a national LMIS coordination committee with the purpose of improving the synergy between actors like the National Statistics Coordination Council Development of coordinated support from technical and financial partners to make them more efficient and complementary to avoid duplication of tasks. Establishment of a network of exchanges at the national and regional levels to strengthen the capacities of institutions responsible for the implementation of LMIS Raising of awareness and encouragement for data producers to combine their efforts or share information
17 Coordination, partnership and co-operation between LMIS actors (contd.) Nationally, the network must particularly target users and producers of labour statistics and relevant data for the development of different issues to be dealt with in the situational or dynamic analysis of the labour market. It will furthermore assist in raising the awareness and formulation of arguments
18 Coordination, partnership and co-operation between LMIS actors (contd.) Establishment of a labour market database. This is a major project to coordinate production and store information, including a labour migration section Involvement of members of the national network at a specific level in the setup of the database Structuring of the database according to different labour market analysis sections, including migration.
