1 Another meeting of the GIA Committee was held on at P.M. under the chairmanship of Director (WCD) to consider the GIA cases under the schemes of Ministries of Social Justice & Empowerment and Women & Child Development, Govt. of India, for the year The meeting was attended by the following officers:- 1. Smt. Satnam Dhamija, Jt.Director (VAC, Deptts. of Women & Child Development and Social Welfare, Govt. of NCT of Delhi) 2. Sh. Ramesh Chand Accounts Officer, WCD. 3. District Officers (or their representatives) of respective Districts. The District Officers (or their representatives on their behalf as allowed by the Committee) brought and presented the cases before the GIA Committee along with summary sheets on the GIA cases, containing brief findings and results on the cases. The District Officers had carried out the scrutiny and inspection of the GIA proposals which were project location-wise, or otherwise as per the policy on the matter, falling in their respective jurisdiction. CASES RECOMMENDED During the meeting, the GIA Committee found the following cases suitable for recommendation to the Ministries of Social Justice & Empowerment and Women & Child Development, Govt. of India subject to certain common observations which are subsequently detailed below:- MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. 3 COMMON OBSERVATIONS FOR RECOMMENDED CASES: The GIA Committee observed that the above listed cases are recommended to Ministries of Social Justice & Empowerment and Women & Child Development, Govt. of India, with the following common observations:- 1. In view of the fact that the Ministry of Social Justice & Empowerment, Govt. of India has decided State-wise notional allocation under different GIA schemes. The amount of GIA for the recommended cases may be decided as per the proportion of actual grant disbursed last year. 2. The quantum amount of GIA may be decided by the Recommendation Committee/Project Sanctioning Committee at Govt. of India after looking into the utilization of the previous grants. 3. The sanction be based strictly in accordance with norms of the scheme as applicable to the respective case. CASES NOT RECOMMENDED MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. OF INDIA INTEGRATED PROGRAMME FOR OLDER PERSONS (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment, Govt. of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; The Organization should possess proven credentials and capabilities to handle such projects the following cases are not found suitable for recommendation S. Old Age Home Old Age Home Sensitization School/Collage Students Day Care Centre of DSWO (North ) on the case, at the time of inspection no activity and no beneficiary found present; records were not submitted by the NGO as per given time. proposed project; number of beneficiaries not identified by the NGO; building is under construction. proposed project; beneficiaries not identified by the NGO; no survey conducted; it has no experience in the concerned field. DSWO (North East) on the case, the NGO s registered office does not have any Board; it is a residential house; no activity of the NGO is evident at given address and no one in the locality is aware of its functioning. DSWO (North East) on the case, it is proposed project; the inspection team reported that NGO has no adequate infrastructure; it lacks staff and experience to run the project; no beneficiaries identified till date; no activity found functional at the time of inspection; no record of accounts and functionaries shown to the inspection team. SCHEME OF ASSISTANCE TO PANCHAYATI RAJ INSTITUTIONS/ VOLUNTARY ORGANIZATIONS/ SELF HELP GROUPS FOR CONSTRUCTION OF AGE HOMES/ MULTI SERVICE CENTERS FOR OLDER PERSONS 7. Society for Elementary Volunteer Action Seva, RZ-296-A, D- Block, Gali No. 6, Prem Nagar, Near 28 ft. Road, Nazafgarh, Old Age Home proposed project; the NGO has no experience in the concerned field. 4
5 MINUTES OF THE MEETING OF GRANT-IN-AID COMMITTEE SCHEME OF ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENSE SERVICES. (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, noted against each case; (ii) Following relevant points on scope, eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE It should have resources, facilities and experience for undertaking the programme. As conveyed by the Ministry of Social Justice & Empowerment, Govt. of India, under the revised scheme of Prevention of Alcoholism & Substance (Drug) Abuse,, which came into effect from , Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible under the revised scheme. FOR SOCIAL DEFENSE SERVICES The objectives of the scheme are: i) To meet urgent needs falling within the mandate of the Ministry which cannot be met under its regular schemes. ii) To support such initiatives of an innovative/pilot nature in the area of welfare and empowerment of the Ministry s target groups, as cannot be supported under its regular schemes. The Organisation should have at least two years of experience of working in the related area or should show evidence of competence to take up the proposed scheme. Scheme is essentially meant to promote Pilot Projects and work in uncharted and unspecified areas failing within the field of social defence support will also be extended to cover other components depending upon the nature of the projects. the following cases are not found suitable for recommendation S. Centre Treatment-cum- Rehabilitation Centre. Treatment-cum- Rehabilitation centre. Setting Up of 15 Bedded Treatment-cum- Rehabilitation Setting Up of 15 Bedded Treatment-cum- Rehabilitation Centre DSWO (South West) on the case, it does not sufficient space; lacks cleanliness and hygiene; doctor not visiting regularly; reported to be on call; no trained Yoga Therapist; stock register of dietary items not maintained therefore, quality/ quantity of food served to beneficiaries could not be checked; it is also learned that centre is registered by name of Sahaj Sambhaw also, there is no justification why they have applied through the name of Urida. DSWO (South West) on the case, it is a proposed project; at the time of inspection registered office found locked; neighborhood not aware of organizations activities; no complete address of the project area provided by the NGO. DSWO (North West-II) on the case, the inspecting team reported that NGO is not functional at 22/1 Burari, Nathupura, Delhi; no official was found present at stated project office; the neighbours also reported that Treatment-cum-Rehabilitation center is not working here. DSWO (North West-II) on the case, as reported by inspecting team the NGO provides spiritual treatment programme to the beneficiaries; as per Annual Report it is not providing in-patient treatment of drug addicts; it has not provided attendance of the inmates and clear details of salary given to the staff; it is not running in a professional way and does not have proper transparency in its functioning. DSWO (North East) on the case, the NGO has no infrastructure; lacks human resources to run the project; no records shown to the 6

(i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt. of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; the following cases are not found suitable for recommendation 1 Ekta Shakti Foundation, A- Brahma Shakti 1/22, Janak Puri, Special School. DSWO (South West) on the case, only 01 teacher is registered with RCI, all other 08 teachers are neither trained/ qualified as Special Educator and also not registered under RCI; rent agreement is not registered. CASES NOT RECOMMENDED MINISTRY OF WOMEN & CHILD DEVELOPMENT, GOVT. OF INDIA STEP (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly noted against each case:- (ii) Para no.12 of the scheme which states that The scheme is proposed to be implemented through Public Sector Organizations, District Rural Development Agencies. Federation, Cooperatives and voluntary Organization - Non- Government Voluntary Organizations working in rural areas with legal status as a society registered under the societies Registration Act of 1860 or under he Corresponding State Acts. Recipient of financial assistance under STEP are required to be bodies, Organizations or agencies working in rural areas, although their Headquarters may be located in the urban area. They must be registered at least for 3 years (experience/existence in the sector concerned) at the time of approaching for assistance. Implementing agencies will also identify a set of link agencies, which would facilitate the implementation of the project through their expertise, resources and experience. Link agencies would also include voluntary Organizations; active in the field of employment and women s development. While 7
8 selecting non government organizations as implementing agencies, it would be ensured that the selected organizations have adequate infrastructure and technical expertise in the sector, financial soundness with facilities, resource experience and administrative capabilities for undertaking the project ; 1 Maha Prabhu Ram Lal Yoga Social Welfare & Educational Mission, 1273, Dr, Mukharjee Nagar, Delhi 2 Kundan Welfare Society, 324, Street No. 10, Samaypur, Delhi. 3 Urivi Vikram Charitable trust, UVNAC Building, Opp. Plot No. 17, Jagran CGHS, Sector-22, Dwarka, UJJAWALA Stitching & Tailoring Work. Training in Stitching, Embroidery, Patch Work Training Programme in Handicraft Sector DSWO (North) on the case, records are not maintained and kept at office; local people are not aware about the project; discrepancies are found in documents and audit reports & other details given in project proposal. proposed project; beneficiaries do not belong to the specific categories as mentioned in the guidelines. As per the inspection report original/ true copies of the audited accounts were not shown to the inspection team; no finished products were found displayed for sale; Moreover, the Committee observed that no evidence was found at the time of inspection to establish technical/ expert experience of the ngo suitable for implementing the STEP scheme; GRCs are also running the similar programmes in the Distts. Of delhi; no proper bench mark survey has been conducted; only general interaction with a group of women and local people groups has been conducted on which the purported bench mark findings are based. (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly inter alia, noted against each case; (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme: The organization should ordinarily have three years experience after its registration; Its financial position should be sound; It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought. 8
9 The organization must have adequate experience in the field of trafficking, social defence, dealing with women and children in need of care and protection, children in conflict with law, etc the following cases are not found suitable for recommendation: 1 Chhitiz Mahila Vikas Samiti, K-236, JJ Colony, Wazirpur, delhi. 2 Indira Gandhi Computer Shaksharta Mission Trust, 36-B/1, IInd Floor, Govindpuri, Kalkaji, 3 Society for Elementary Volunteer Action SEVA, RZ-127 A Block,Ph-IV, Prem Nagar, Nazafgarh, Prevention & Rehabilitation of Trafficked Women and Girls. For all components DSWO (North) on the case, no on going activity and no beneficiary found present at the time of inspection; records were not submitted by the NGO as per given time. DSWO (South) on the case, no activity was seen at the time of inspection for prevention and rehabilitation of trafficked women and girls; it has no experience or related activities of prevention & rehabilitation; it is working specially for Computer Education for the poor or marginalized children. proposed project; it has not conducted the requisite survey nor has it identified the beneficiaries under the scheme. SCHEME OF ASSISTANCE TO EDUCATIONAL WORK FOR PREVENTION OF ATROCITIES ON WOMEN (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; (ii) Following relevant points on eligibility, scope & experience requirements stipulated in the scheme & other guidelines: Assistance under this Scheme will be given to Organisations working with women: for their social uplift and betterment, for carrying out education work for the prevention of atrocities on women by propaganda, publicity and research work. It should ordinarily have existed for a period of two years. In special circumstances, however this prescription can be waived. It should be recognised, aided or approved by a least one State Government. It should have facilities, resources and experience for undertaking the programme. 9

Moreover, the Committee observes that the survey project is not meant for a particular aspect of violence/atrocities against women; further the GRCs of the Samajik Suvidha Sangam run similar activities / programmes. DSWO (North East) on the case, inspecting officers could not find any evidence of activities at the given address of the organization. GENERAL GRANT-IN-AID SCHEME FOR ASSISTANCE TO VOLUNTARY ORGANISATIONS IN THE FIELD OF WOMEN AND CHILD DEVELOPMENT (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly noted against each case; (ii) Following relevant points on guiding principles and eligibility & experience requirements stipulated in the scheme: The organization should have experience of working in that programme or related area or should show evidence of competence to take up the proposed scheme. The organisation should have been in existence for at least two years before it is eligible for applying for grant-in-aid under any scheme. However, an exception of this rule may be considered in areas where the Central/State Govt. proposes to promote Voluntary effort. It should be well managed stable organisation with facilities, resources and personnel to undertake welfare work. It should not be run for profit to any individual or body of individuals. It should have a properly constituted Managing Body with its powers/duties and responsibilities clearly defined and laid clown in a written Constitution. 10
11 Its services should be open to all without distinction of caste, religion or language. It should be possible to relate the number of years of useful work the organization has done with the quantum of grant that should be given. (iii) Other guiding principles, as detailed in the scheme, on the nature of projects that may be approved S. It must have adequate experience and expertise of taking up such works of rehabilitation. the following cases are not found suitable for recommendation 1 Society for Elementary Volunteer Action Shelter Home for Widows proposed project; the NGO has no SEVA, RZ-127 A experience in running such project; Block,Ph-IV, Prem Annual Report also does not establish 11

DSWO (South ) on the case, no activity was seen at the time of inspection for shelter home for women; it has no experience or related activities of shelter home; it is working specially for Computer Education for the poor or marginalized children. GRANT-IN-AID FOR RESEARCH, PUBLICATIONS AND MONITORING (ii) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; (ii) Following relevant points on eligibility, scope & experience requirements stipulated in the scheme & other guidelines: The Non governmental organizations with, normally, three years experience after its registration under any statutes in India like Societies Registration Act, 1860 (Act XXI of 1860), Trust Act, Co-operatives Act.., Companies Act, etc having research experience in the field of women and child development for receiving grants to undertake studies, organize seminars/workshops/conference, monitoring activities. For capacity building, organizations having 50 lac annual budget with 10 years experience in the field of WCD and located in the concerned States are eligible. The research/evaluation monitoring studies and seminars/conferences and capacity building in the institute for monitoring will help policy makers, planners in formulation of policies, programmes/schemes for the welfare and development of women/children the following cases are not found suitable for recommendation 1 Society for Elementary Volunteer Action SEVA, RZ-127 A Block,Ph-IV, Prem Nagar, Nazafgarh, Research Proposal on Women Empowerment through SHGs DSWO (South West) on the case, Annual Report does not indicate any work done related to research; no research experience of the staff. 12
13 SCHEME OF SHORT STAY HOMES FOR WOMEN AND GIRLS (i) (ii) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, noted against each case; Following relevant points on eligibility, scope & experience requirements stipulated in the scheme & other guidelines: a. Financial assistance under the scheme may be given to institutions/ organisations with experience in running Social Defence Programmes. Preference will be given to voluntary organisations that already have Sufficient infrastructure to run the homes. b. Its financial position should be Sound. c. It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought. S.
