1 City Council Orientation Toward Our Future in Minot June 22,
2 Importance of Planning In all effective construction projects, at least 10-20% of the budget is reserved for planning and design. Planning is critical for anticipating and for mitigating against threats, risks, and for the development of contingencies. Planning saves time and money, e.g., a good CIP program coordinates infrastructure projects to avoid duplicative reconstruction. Planning provides for informed approaches to building on strengths and opportunities. At the previous City Council Orientation, the Engineering, Fire and Finance and Library Departments all advocated for the importance for effective planning because of the social, environmental and economic benefits. 2
3 Challenges Updating the Comprehensive Plan to reflect the changing demographics, the economy, the impact of lowered oil prices, the impact of the 2011 Flood and identify a range of possible futures; Increasing and diversifying jobs and investment; Developing land in now defunct zoning districts; Increasing opportunities for development in areas where infrastructure is established; Encouraging a wide range of housing opportunities which serve all segments of our population; Encouraging the preservation of natural resources and promoting sustainability; Improving the quality of life for all. 3

5 Mission Statement Our mission is to generate and implement an extraordinary vision for the Comprehensive Plan, to advise the mayor, city council, and the city manager concerning the implementation of planning activities, to foster community appearance and design adherence though fair planning controls, to encourage a broad range of housing and social cohesiveness, to encourage a diverse job base and to improve the quality of life for residents, businesses, city departments and visitors of Minot. 5

11 We have looked at: Zoning Ordinance Revision a. Addressed issues in the C4 District such a signs, and reviewing plans approved under C4 that may come back for alterations, b. Clarifications on wording, added minor and major changes for PUD, c. Medical Marijuana zoning amendments, d. Mobile Home Park Ordinance Revision, e. Landscaping Ordinance Revision. 11
12 Site Plan Review We coordinate with the Engineering Dept. and provide comments on façade design, landscaping, signage 12
13 Development Review Team In May, we established the Development Review Team process. DRT is a pre-application meeting with the developer and the Public Works, Engineering, Building and other appropriate city departments designed to work through all aspects of a specific development proposal prior to submittal to the City. 13
14 Renaissance Zone Updated the RZ Development Plan by changing the requirements to put more emphasis on exterior improvements of the buildings to match the streetscape improvements. We provide Quarterly reports to State And we facilitate review of new applications and final approvals with Renaissance Zone Board. 14
15 Cities of Service Resilience AmeriCorps VISTA The city is one of 10 cities nationally have Cities of Service AmeriCorps Volunteers with a focus on Resiliency. The Planning Department is involved with the recruitment and selection of workers and in developing a Volunteer Impact Initiative. Adopt-A-Lot program Souris River Activities, i.e., cleanups, perception survey Working towards a centralized municipal volunteer program with the City Manager 15

21 National Disaster Resilience Affordable Housing and Resilient Neighborhoods We are involved with identifying and developing an analysis of the best locations for the proposed Resilient Neighborhoods in the city. Currently we are reviewing roughly 30 locations where the lots are vacant but infrastructure is already been put in place. 21
22 National Disaster Resilience Affordable Housing and Resilient Neighborhoods We will use the Affordable Housing Study to help assess the marketability and feasibility of the affordable single family and affordable multiple family housing proposals. We are also investigating how we can better coordinate the city s Buyout Program with a Buy-in Program by identifying households that could move into the city s proposed Resilient Neighborhoods. 22
23 National Disaster Resilience Vulnerable Populations Action Plan As part of our effort to develop a Vulnerable Populations Action Plan, we have been involved with meeting with social service providers and the homeless shelter community in planning for the proposed Emergency Family Shelter. 23
24 National Disaster Resilience Center for Technical Education As part of what we think is an important economic resiliency effort, we have also been involved in the planning for the proposed Center for Technical Education. Ultimately in 2018, we will spearhead the development of the NDR Economic Resilience Strategic Plan that will provide a road map for bringing together the economic resilience efforts I just spoke to. 24
25 Planning Commission We staff the city s Planning Commission Meetings. Although you may see only 4-6 items on the agenda, what you don t see are the many hours that go into answering citizen and developer questions about projects that do not end up on the agenda that particular month. 25
26 Code Enforcement We implement code enforcement activities for the entire city and for the areas within the 2 mile Extra Territorial Area. Weed Ad Hoc Committee, Interim Ag uses, Urban Agriculture and Public zoning district changes Sign permits review and approval Earth Recycling response Improve the CE process by examining fine structures 26
