3 What is Lower Manhattan Coastal Resiliency (LMCR)? Announced by the Mayor in March, the LM Climate Resilience Study is a comprehensive risk assessment and resilience strategy for LM (the District). LM Climate Resilience Study Developed comprehensive climate risk assessment, examining the full range of climate hazards and incorporating latest science Tested/analyzed engineering of coastal resiliency tools from flood walls to deployable barriers to raising streets and hardening buildings Capital Projects Implementing $500M of on-land capital projects March 2019 press conference for LMCR Master Plan Advancing Master Plan for Financial District and Seaport where onland adaption measures were not deemed viable 3
4 How did we get here? Impacts from Hurricane Sandy highlighted the District s vulnerability Sandy flooded 17% of the city, claimed 44 lives, and caused $19 billion in damages and lost economic activity Effects were devastating in LM, causing two deaths and damaging thousands of buildings, with estimated damages valued at $2.6 billion* The event demonstrated how impacts of climate change to LM will be felt across the city and region Since Hurricane Sandy, the City has been working to find a solution for climate resilience in LM. Post Sandy, A Stronger, More Resilient New York was released in 2012 with an initial idea for outboard development in LM Southern Manhattan Coastal Protection Study was released in 2014 with further analysis of outboard development Upon release of the 2014 study, LM leaders/stakeholders called for a more comprehensive solution for the District and exploration of on-land alternatives Lower Manhattan Climate Resilience Study release in 2019 with first comprehensive risk assessment and strategy for Lower Manhattan A Stronger, More Resilient New York (2012) Rebuild By Design: The Big U (2015) Southern Manhattan Coastal Protection Study (2014) Lower Manhattan Climate Resilience Study (2019) 4
5 Key Lower Manhattan Climate Resilience Study Findings In LM, hundreds of thousands of workers and residents, and critical infrastructure, are acutely vulnerable to climate change impacts. The study area spans from Montgomery Street to the east to Chambers Street to the west. Major jobs center with 10% of City s jobs Home to nearly 100,000 residents, and growing 30% of workers earn less than $50K a year 19 of the City s 25 subway lines and 26 ferry lines pass through the area By the 2050s 100-year storm surge project to put 37% of properties at risk with combined assessed value of $13 billion Risk of street and basement flooding from increasingly frequent extreme rain events and resulting combined sewer system overflows 2.5 feet of projected sea level rise By 2100 Daily tidal inundation 20% of streets and over 10% of buildings due to over 6 feet of projected sea level rise ~50% of properties at risk of flooding from 100-year storm surge 2/3 of historic or landmarked buildings at risk of flooding during storm event 7% of buildings at risk of destabilization from projected groundwater table rise 39% of streets with underground utilities exposed to corrosion/water infiltration Map. 2050s 100-year coastal storm flood. 5
6 LMCR Strategy: Capital Projects + Master Plan The City is advancing or supporting $500M in on-land capital projects covering 70% of the shoreline of LM and Master Plan to extend the shoreline in remaining portions of the Financial District (FiDi) and Seaport. 6
7 LMCR Strategy: Capital Projects These include flood risk reduction projects in the Two Bridges neighborhood, The Battery, and Battery Park City, as well as temporary interventions in the Seaport and parts of Two Bridges and FiDi. Battery Park City The Battery Two Bridges Interim Flood Protection Measures Led by the Battery Park City Authority (BPCA) $134M in bonds authorized by the City to fund design for all three BPCA compartments, and construction of South BPCA. Develop coastal protection projects Design kicked off in 2018 and construction is anticipated to begin in 2020 Final design led by NYCEDC in partnership with NYC Parks, and coordination with BPCA $165M to elevate the wharf, and integrate a protective barrier at the back of the park Design will preserve the look and feel of the existing park while strengthening the shoreline Anticipated to begin in 2021 Final design led by NYCEDC in partnership with DDC $200M investment to design and construct an integrated flood protection system for the neighborhood Comprised of permanent barriers and deployable protections Anticipated to begin in 2021 Led by Emergency Management (EM) $3.5M to deploy temporary interventions in the South Street Seaport, parts of the Financial District, and Two Bridges neighborhoods Combination of just-intime Tiger Dams and predeployed HESCO barriers To be installed by the 2019 hurricane season 7
8 LMCR Strategy: FiDi-Seaport Master Plan NYCEDC is leading a Master Plan to determine the design and implementation plan for shoreline extension in LM. Why a Master Plan? Study found that on-land strategies for adaptation are not suitable for FiDi and the Seaport due to: - Low-lying geography - Concentration of above- and below-ground infrastructure (FDR, Battery Tunnel, A/C tunnel) - Active commercial and waterfront uses and complex circulation Shoreline extension deemed the only viable option to protect the Financial District and Seaport neighborhoods In partnership with the community, the City will complete a Master Plan over the next two years Project Area boundary will be explored up to 500 from existing shoreline to the Pierhead Line. Study Area spans approximately.9 linear miles from the Brooklyn Bridge to the Battery. NYCEDC will be managing the Master Plan Team on the project, closely coordinating with the Mayor s Office of Recovery and Resiliency. 8
9 LMCR Strategy: FiDi-Seaport Master Plan The Master Plan will bring a targeted focus to closing a gap in coastal protection for the District by developing a long-term vision and implementation plan for the two neighborhoods. Master Plan Goals & Principles Guide the adaptation of these two neighborhoods to protect against multiple hazards of climate change Be created with a shared City-community vision through a democratic engagement process and robust climate/resilience education Identify environmentally-conscious design solutions, including but not limited to: - Net zero or climate positive energy solutions to contribute to the City s goals of an 80% reduction in greenhouse gas emissions by Solutions that improve and expand drainage infrastructure to enhance quality of surrounding water bodies Ensure that design solutions integrate public waterfront access, view corridors, and historic waterfront sites 9
10 FiDi-Seaport Master Plan: Scope of Services It is anticipated that further detail of the scope of Services for the completion of the Master Plan will be finalized in an upcoming RFP, and the scope of Services in the RFP may be informed by the responses to this RFQ. Comprehensive Adaptation Planning Outboard Design and Engineering Drainage, Hydrological and Hydraulic Modeling Infrastructure, Utilities, and Transportation Land Use, Urban Design, Landscape Architecture and Financial Analysis Financial Modeling Stakeholder Engagement Permitting and Approvals Governance Strategies Phasing and Implementation Plan More information for each can be found on page 6 of the FiDi-Seaport Master Plan RFQ. 10
11 FiDi-Seaport Master Plan: Team Principals Qualifications NYCEDC is seeking Team Principals that have the following qualifications: Experience managing large-scale master planning processes; Demonstrated track record of world-class technical expertise on large-scale climate adaptation measures, including climate impact modeling; Experience managing and undertaking the successful design and implementation of complex engineering projects of a similar size and scale; Experience on drainage modeling, analysis and design of large-scale drainage management systems and experience working with NYC DEP; Experience with permitting processes for in-water projects, including environmental mitigation; Experience in planning for and implementing large scale transportation projects; Experience developing accurate, dynamic and nuanced financial models; Experience leading successful community engagement processes; Experience working in New York City; and, Experience holding contracts for similar projects. 11
12 LMCR Strategy: Consultant Team Structure The proposed team structure should include the following information. Identify Team Principal - May include any number or type of firms determined to be helpful or relevant to the completion of the Services - Engineering and non-engineering firms are both encouraged to apply as the Team Principals - Should include firms with expertise in expertise in climate resilience and infrastructure, engineering, urban design, planning, permitting, financing, and governance - Individual firms may provide expertise in more than one area, or may specialize - Subcontractors not identified as the Team Principal may be members of multiple teams Specify Project Manager - The individual in charge of the overall planning and execution of the Services, and the point person for coordination 12
13 FiDi-Seaport Master Plan: Selection Criteria NYCEDC will determine which Team Principals are prequalified as Selected Team Principals to perform the required Services and thus eligible to receive an RFP. NYCEDC s determination will be based on the following factors demonstrated in the Submission: Experience and Qualifications (40%) Creativity and Vision (20%) Implementation and Execution (20%) Community Engagement and Consensus-Building (20%) More information for each can be found on page 7 of the FiDi-Seaport Master Plan RFQ. 13
14 FiDi-Seaport Master Plan: M/WBE Participation All Team Principals are urged to describe their methods for engaging M/WBEs, including good faith efforts to meet the Participation Goal and methods for facilitating the participation of M/WBE businesses certified by DSBS in their Submissions. The M/WBE response will factor into selection for the RFP. If any consultant firms that are expected to be a part of Team Principal s team are certified by DSBS as an M/WBE, they should identify themselves as such in their SOQ. M/WBE firms are encouraged to respond to this RFQ. The Contract will have an M/WBE participation goal. All Selected Team Principals will be required to submit an M/WBE Subcontractor Participation Plan with their response to the upcoming RFP, committing to an M/WBE goal within the range of acceptable Participation Goals that will be outlined in the RFP. The Participation Goal represents a percentage of the total dollar value of the Services that may be achieved by awarding subcontracts to firms certified with DSBS as MBEs or WBEs, and/or by crediting the participation of an M/WBE consultant firm as a part of a team. An M/WBE Team Principal shall be permitted to count its own participation toward fulfillment of the Team s Participation Goal. An M/WBE consultant firm may not then subcontract more than 50% of the total value of their work on the Services. The value of an M/WBE firm s participation shall be determined by subtracting from the total value of the Services any amounts that the Team Principal will pay to direct subcontractors. Team Principals must meet the Participation Goal through the awarding of subcontracts to firms certified with DSBS as an M/WBE. 14
15 FiDi-Seaport Master Plan: Submittal Requirements Submission - To be submitted by the Team Principal - Include Project Manager s CV, references and list of relevant projects - Provide resumes and relevant projects from all potential project staff - List any expected subcontract firm team members, including an overall team organization chart - Include a narrative about the Team Principal s expected performance of the Services Prompt - Provide the Team Principal s response to the substantive questions on page 9 of the FiDi-Seaport Master Plan RFQ Components of Statement of Qualifications (SOQ) - Submit the supporting documentation and information requested on page 10 of the FiDi-Seaport Master Plan RFQ More information for each can be found on pages 8-10 of the FiDi-Seaport Master Plan RFQ. 15
16 FiDi-Seaport Master Plan: General Submission Requirements Number of copies - Five (5) copies of the Submission and attachments must be submitted in hard copy and two (2) electronic versions on CD or USB flash drive.
