2 Introduction The Control of Asbestos Regulations 2012, Health and Safety Policy document and the asbestos protocol (attached) set the framework within which this Asbestos Management Plan operates. Both the Academy Health and Safety Policy document and the asbestos protocol are available from the Facilities Manager s office. Compliance with the Asbestos Management Plan is the responsibility of the Academy Governing Body. Those likely to be involved in working with asbestos are BTFM employees undertaking minor works on behalf of the school, the Site Management Team and contractors. 1. Responsibilities Bright Tribe Trust (BTT) Bright Tribe has responsibility for ensuring that the Academy for which it is the employer have an Asbestos Management Plan in place which complies with Regulation 4 of the Control of Asbestos Regulations Where work is being commissioned directly by Bright Tribe / BTFM, they will ensure that proper regard is taken of the CAR and all proper and reasonable steps will be taken to ensure that no building work, or work which breaches the fabric of the building, takes place without first undertaking a survey to establish the likely presence of asbestos. BTT has overall responsibility for the Academy and is responsible for the procedures and practices and overall strategic management of the asbestos policy, including this plan. Principal / Facilities Manager The Asbestos Manager The Asbestos Manager is required to manage the day-to-day process of the Asbestos Management Plan. The manager is responsible for ensuring compliance with these procedures, issuing permits to work, where appropriate, and organising and dealing with asbestos removal contractors, consultants and analysis. The Asbestos manager liaises with the Health and Safety Co-ordinator to ensure that record information is kept up-todate. The Asbestos Manager provides information and advice to staff, contractors, governors' building sub-group and external consultants carrying out building work. All work, which entails a breach of the fabric of the building, MUST be routed through the Asbestos Manager before work is commenced on site. 2

3 Health and Safety Co-ordinator The Health and Safety Co-ordinator has responsibility to monitor and review the effective planning, organisation and control of preventative and protective health and safety measures. They should also ensure that the Building Register is kept up to date and that all asbestos test results, certificates and air monitoring paperwork are held on file. Health and Safety Representatives Where Union appointed Health and Safety Representatives exist, any procedures and protocols must be agreed with that individual. Asbestos Consultant The Asbestos consultant is the consultant appointed under a commission by the Academy. Asbestos Analyst The Asbestos Analyst is the analyst who will undertake the analysis of samples taken for testing and air-testing when required. Asbestos Removal Contractor The Asbestos Removal Contractor is the nominated contractor appointed under a term of contract by the Academy. 2. Identification and location of Asbestos Containing Materials (ACMs) Asbestos Register The Academy maintains a register of known and suspected asbestos in each building it maintains and occupies. The registers list in tabular form the location and condition of the suspected ACMs. Where the Academy undertakes additional surveys (e.g. in conjunction with the installation of Interactive Whiteboards), details of such surveys will be added to the register. 3

4 Types of Surveys Type 1: Location and Assessment Survey The purpose of the survey is to locate, as far as reasonably practicable, the presence and extent of any suspect ACM s in the building and assess their condition. Any material which can reasonably be expected to contain asbestos must be presumed to contain asbestos and where it appears highly likely to contain asbestos, there should be a strong presumption that it does. All materials which are presumed to contain asbestos must be assessed. Type 2: Standard sampling, identification and assessment survey (sampling survey) The purpose and procedures used in this survey are the same as for the Type 1, except that representative samples are collected and analysed for the presence of asbestos. Samples from each type of suspected ACM found are collected and analysed to confirm or refute the surveyor s judgement. If the material samples is found to contain asbestos, other similar homogenous materials can be strongly assumed to contain asbestos. Type 3: Full access sampling and identification survey (pre demolition/major refurbishment surveys) This type of survey is used to locate and describe as far as is reasonably practicable, all ACM s in the building and may involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. The survey is designed to be used as a basis for tendering the removal of ACM s from the building prior to demolition work or major refurbishment so the survey does not assess the condition of the asbestos, other than to note areas of damage or where additional asbestos debris may be expected to be present. It may also be used in order to ensure that no hidden asbestos is being disturbed as a result of rewiring or cabling in roof or floor spaces. Where presumed asbestos has been found to be in a fair or damaged condition, the cost of either removing or making good will be met by the Academy / Bright Tribe Trust. Any remaining areas of suspected asbestos will need to be managed by the academy in order to ensure that it remains in good condition. (Attached sample layout for monitoring of asbestos identified.) The surveys will note that all presumed asbestos has been categorised in accordance with a number of factors: ο Product Type 4

5 ο Accessibility ο Condition of ACM (Amount of Damage) ο Surface Treatment ο Asbestos Type The results have been collated and an algorithm prepared. The results are categorised as follows: Initial Risk Assessment Score Potential to Release Fibres 2/3/4 Very Low 5/6 Low 7/8/9 Medium 10/11/124 High Category A High Risk (10/11/12 4) It is likely in a situation with such a high rating that individuals are currently being exposed to some level of asbestos fibre contamination. Situations falling within this category warrant urgent consideration. This exposure will vary according to local conditions for example, the intensity of use of a heating system or the nature of airflow and movement around a damaged ceiling. It may be possible to clarify the exposure level by use of atmospheric fibre counts. However, the concentrations involved are likely to be low in comparison with occupational exposure limits. In most circumstances immediate plans for removal of the asbestos concerned should be implemented, or at least the rapid sealing of the affected area. Category B Medium Risk (7/8/9) Situations within this category still warrant urgent consideration, in that any slight deterioration in any one of a number of contributory factors will result in unacceptable deterioration within a short passage of time. In these situations, it is therefore necessary for the asbestos to be removed on a programmed basis but within a specified time scale. 5

6 It is recommended that the maximum period for programming removal should be two years and that in the meantime, emergency repair and sealing operations should be undertaken where any deterioration or damage occurs. Category C Low Risk (5/6) Situations within this category do not pose an imminent risk and likelihood of fibre release is low under existing conditions. It would be most appropriate within this category to monitor the situation, as deterioration will occur with the passage of time. It is recommended that situations within this category should be inspected on a six-monthly basis to ascertain any change in circumstances which could require reassessment of priority rating into Category B. Category D Very Low Risk (2/3/4) Situations within this category are low priority. The situation should be monitored on the basis of a one-year inspection cycle to ascertain any change in category. PRIORITY ASSESSMENT Alternatively a Priority assessment may be used that also takes into consideration additional factors such as maintenance activity, occupant activity, likelihood of disturbance and human exposure potential. The following gives details of the likely implications for each category of risk: The results are then shown in the following way: Priority Assessment Scores Action >18 High Erect warning signs and restrict access or arrange immediate sealing and signing of asbestos. Plans should be made for urgent removal of asbestos Medium Arrange for further sealing or encapsulation and label. Carry out further risk assessment Moderate/Low No action needed but monitor to check condition and assessment. 6

7 If removal of the asbestos is recommended following the survey, then the fact that it no longer exists in that area will need to be logged on the asbestos register. If, however, the asbestos merely requires sealing or encapsulation, then the area will be re-categorised and will continue to be managed by the school along with other areas identified as being very low or low risk. 3. Location of the Asbestos Register The Asbestos Register (sample given at Appendix A) is held in the Facilities Manager s office 4. Method of Complying with the recommendations of the registers 4.1 Where, following an inspection, removal of asbestos is recommended, it is the responsibility of the Principal to seek funding authority from the Bright Tribe Trust and then to arrange for the ACM s to be removed in accordance with the Removal of Asbestos Protocol Part B (attached). All work will be undertaken through the Asbestos Manager. 4.2 Where re-inspection is recommended, the inspection should take place on a termly basis in order to monitor the condition of the asbestos and to check for any deterioration. Re-inspection results will then be recorded on the asbestos register along with any action taken to reduce the risk of further deterioration (e.g. sealing or encapsulation) or to determine the next inspection date. 4.3 The recommendations made following the re-inspection will be dealt with as in 5.1 or 5.2 as appropriate. If, following re-inspection, the asbestos has deteriorated and needs removal and/or remedial work to encapsulate the ACM, then the Principal /Asbestos Manager / Facilities Manager shall deal with it as set out in 5.1 and in accordance with the Removal of Asbestos Protocol Part B (attached). 4.3 The Principal/Asbestos Manager/Facilities Manager will produce a report each year for the Governing Body detailing any outstanding recommendations not actioned and any re-inspections that are overdue. The Governing Body will take appropriate action to ensure that the programme is maintained. 5. Responsibility for Updating the Register It is the responsibility of the Asbestos Manager to update the Register as and when any changes are made to ACMs in the building(s) for which he/she is responsible. The 7

8 Asbestos Manager is also responsible for ensuring that any certificates and supporting documentation is filed appropriately for future reference. Such documentation should be kept in the Building Register. The Asbestos Register will be updated each and every time work is undertaken to either remove or otherwise reduce the risk of asbestos fibres being released from any ACM. A copy of the updated Register will be held in the Building Register. A copy of the updated Register will also be given to the Caretaker Team Leader so that those staff are also aware of the need to refer to the document prior to any work being undertaken which breaches the fabric of the building. The School Governor(s) with responsibility for the building will carry out random checks to ensure that the updated information is being correctly held in the School Building Register and will report any discrepancy to the Principal and/or the Chairman of the Governors. The Building Register and the Asbestos Register will be made available for inspection by any HSE authorised inspector or Education Directorate authorised officer. A copy of the updated Asbestos Register will be sent (either in hard copy or electronically) to the Health and Safety Team, via the BTFM helpdesk each and every time it is updated. 6. Procedures for providing information to those who need it 7.1 All contractors and consultants employed by the Trust are required to confirm agreement to the Academy s Safety Rules for Contractors. These rules ensure that the Academy advises the Contractor as to details of known or presumed asbestos contained in the Asbestos Register, and that it is to be consulted before any work starts. They also explain what to do if asbestos is encountered unexpectedly. (See also Removal of Asbestos Protocol Part A, attached). Section 11 also refers. The Asbestos Management Plan is to be discussed at the contract pre-start meeting. 7.2 Site Management staff are also required to follow the same rules and those set out in the Safety Rules for Contractors, in that a copy of the Asbestos Register is given to those staff prior to any work being undertaken which breaches the fabric of the building. 7.3 The Project Manager or other person in control of the work is responsible for ensuring that contractors, consultants or staff have all the relevant information and are aware of requirements before every job is started. 8

9 7.4 The Project Manager will organise the preparation of the Health and Safety Plan if Construction, Design and Management (CDM) Regulations apply, will appoint a Planning Supervisor, and will incorporate these procedures and Protocols into the Plan. 7.5 The Asbestos Manager is required to notify the Trust, BTFM, the Health and Safety Co-ordinator and the Union appointed Safety Representative (where one has been appointed) of any work to remove ACMs prior to work starting. 7.6 It is the responsibility of the Asbestos Manager to ensure that all information relating to the removal, sealing or encapsulation of ACMs in the building is copied to the Health and Safety Team, so that central records may be kept of the location and condition of all ACMs in its building stock. 7. Procedures for the Removal of Asbestos General 8.1 It is the Policy of the Academy that work on ACMs will only be undertaken by approved contractors, licensed by the HSE. Before proceeding to undertake any work, contractors, Project Managers, Engineers and Supervisors should consider the flowchart at Appendix B. Should removal of ACMs be required, the Project Manager, Engineers and Supervisors should complete the form at Appendix C and send this to the Asbestos Manager who will action the work required. 7.2 Should any specialist advice be required, it will be the responsibility of the Asbestos Manager to obtain this by contacting BTFM or the Health and Safety Team. Permit to Work 8.3 A permit will be required before any work on ACMs can be carried out and will be issued by the Asbestos Manager. A sample Permit to Work is given at Appendix D. 8.4 As a minimum, the Asbestos Manager will ensure that before a permit is issued: a risk assessment has been carried out; 9

10 all correct Academy / Bright Tribe Facilities Management procedures have been adopted, including notification to appropriate parties; there is a written plan of work as provided in Appendix C In each case, more detailed information may be needed, dependent on the extent of works. 8.5 Contractors are required to report to the Facilities Manager / Caretaker Team Leader or his/her nominated representative during normal working hours to collect a contractor s pass and any necessary permits at the start of any work. At this stage, they should be reminded by the Asbestos Manager of the need to comply with the Academy rules and procedures for ACMs. If there is any doubt about the Contractor s understanding of arrangements, a permit should not be issued. Refurbishment 8.6 Where proposed refurbishment will entail demolition or exposure of parts of the structure or fabric that could not have been seen during the type 1/2 asbestos survey, the Project Manager or other person in control of the work must have a Type 3 survey carried out, and must ensure that the recommendations of that survey are complied with before the refurbishment takes place. The type 3 survey must be carried out by a UKAS accredited firm, in accordance with HSE document MDHS 100 (copy available from the Health and Safety Team, Property and Transport Services Unit). The Asbestos Manager will organise a survey in liaison with the Project Manager. Minor Maintenance 8.7 Where minor maintenance is to be carried out in an area where there is a risk that ACMs might be disturbed, it is the person who is raising the order, i.e. the Asbestos Manager, Principal, Facilities Manager, Caretaker Team Leader who has the responsibility to ensure that a check of the asbestos register is made, and that the work envisaged is carried out so as not to expose the person undertaking the work to any risk. A risk assessment must be completed. A permit must be issued by the Asbestos Manager who will follow the procedure set out in 8.4 and

11 8.8 For minor maintenance tasks, unless the work can be carried out in accordance with the HSE Guide Asbestos Essentials Task Manual, (copy available from the Property and Transport Services Unit) then work must be undertaken in conjunction with an HSE licensed contractor. 8.9 If a permit is required as a result of the above paragraph, a copy of the order and risk assessment should be passed to the Asbestos Manager for a permit to be issued. The original order should be sent to the contractor or given to the inhouse trade staff for the work to be undertaken, with a note requiring a permit to be issued before the work commences If there is any doubt about the information contained on the order, or the undertaking of the work, then the work should not be done and should be queried in the first instance with the Project Manager, who will refer to the Asbestos Manager for advice as appropriate If the work requires the removal of ACMs, then the removal process is as provided in paragraphs 8.1 and Use of Consultants/Analytical Laboratories/Contractors 9.1 There are a small number of specialist contractors/consultants within the County who can provide specialist advice and/or arrange for the removal of ACMs in the Academy. When appointing a contractor/consultant, the following will apply: Consultants Only consultants who have appropriate accreditation can be employed. The following details must be supplied to and approved by the Principal / BTT / BTFM: (i) public liability, employer s liability and PI cover details; (ii) training records and qualifications of staff to be employed on the contract; (iii) references from organisations who have used their services 11

12 (iv) details of any action taken against them by the Health and Safety Executive; (v) safety rules. Analytical Laboratories Any laboratory must be accredited by UKAS and to ISO for air sampling fibres in the air and be members of the Regular Interlaboratory County Exchanges (RICE). For bulk sampling analysis laboratories should be accredited by UKAS for the testing of bulk samples. Contractors Contractors must be members of the Asbestos Removal Contracts Association (ARCA) or Asbestos Control and Abatement Division of the Thermal Insulation Contractors Association (TICA) and must provide a copy of this license, along with: (i) details of their public liability and employer s liability cover; (ii) training records of their employees; (iii) references from recently completed contracts; (iv) details of any action taken against them by the Health and Safety Executive or Local Authority; 12

13 9. Labelling of ACMs Within this Academy it is not seen as appropriate to label all known ACMs. The sensitivity surrounding the presence of asbestos by those who perceive ACMs to be a risk even though they may be in good condition suggests that labelling would merely increase concern amongst parents and others. However, where ACMs are present for example within a floor duct in an external boiler room or roof space, the underside of the hatch/door will be labelled with the appropriate warning sign. Warning signs can be supplied by the Health and Safety Team. 10. What to do in an emergency 11.1 If damaged or unexpected ACMs are encountered, staff, contractors and consultants are required to stop work immediately, secure the area to prevent further access, and seek the advice of the Principal /Asbestos Manager or other person in control of the work. The Health and Safety Team are also on hand to offer advice in the event of an emergency The Project Manager/Contractor should consult with the Asbestos Manager, Health and Safety Co-ordinator, and/or the Health and Safety Team, and take action as appropriate The Principal should compile a list of anyone who has been exposed to asbestos, record what action has been taken, and notify the Health and Safety Team, who will notify the HSE on behalf of the Academy In the case of fire, the Facilities Manager / Caretaker Team Leader has agreed to be responsible for ensuring that the asbestos register is provided to the emergency services. 11. Use of Personal Protective Equipment (PPE) and Respiratory Protective Equipment (RPE) 12.1 In certain routine maintenance tasks the wearing of PPE and RPE is required. Examples are: (i) tasks where a risk assessment has identified the need for PPE and/or RPE see HSE document Asbestos Essentials Task Manual. (ii) if a visual inspection of an area is required in order to establish if any ACMs are concealed (e.g. ducts). 13

14 12.2 Guidance as to when and where PPE is to be used will be issued separately in the form of generic risk assessments For those staff who will be expected to undertake the above tasks, training will be provided regarding the maintenance and use of PPE/RPE. 12. Training 13.1 Training will be provided for those involved in the operation of the Asbestos Management Plan. The Health and Safety Team, and BTFM will provide training to those involved, and the aim of this training is to ensure that all staff understand how asbestos is managed in the workplace All staff are to be provided with general awareness training to cover: (i) understanding of the use of asbestos in buildings; (ii) how to avoid exposure; (iii) risks posed to staff; (iv) what to do if you find asbestos; (v) what to expect from maintenance staff and contractors Where they exist, all site management staff will be trained to ensure a thorough knowledge of 13.2 above and in addition: (i) what asbestos products are and where they are likely to be found; (ii) how to ensure that work is not undertaken on any materials without knowing if it contains asbestos; (iii) the procedures to be followed before any work commences where asbestos material could be disturbed; (iv) what work can or cannot be done on ACMs; (v) safe working methods for working on ACMs; (iv) how to undertaken an individual risk assessment Asbestos Managers are to be trained on the inspection of ACMs so that they can re-inspect in accordance with the recommendations contained in the asbestos registers. 14

15 13.6 Those Principals /Asbestos Managers who manage Asbestos Removal Contractors will be trained in how to manage such contractors Site Managers (where it is deemed appropriate and necessary) will be trained in the care and use of PPE and RPE Contractors and Consultants will be required to familiarise themselves with the Asbestos Management Plan and demonstrate a thorough understanding of these procedures. The Asbestos Management Plan will be discussed at any contract pre-start meeting. 13. Monitoring and Review of the Asbestos Management Plan 14.1 The Asbestos Management Plan will be monitored on a regular basis as follows: (i) at Buildings Sub-Group meetings on a half-yearly basis; (ii) at the Governing Body meeting on an annual basis; (ii) at any Health and Safety Committee meeting on an annual basis; (ii) by a Governor with responsibility for the safety in the School building. Items to be covered in such monitoring will be: (i) the level of information provided in the asbestos register and how it is being updated; (ii) the condition of ACMs left in situ and the adequacy and frequency of reinspections and compliance with the recommendations of the asbestos register; (iii) the provision of information to those who need it; (iv) the effectiveness of the procedures for the removal of asbestos; (v) progress on labelling ACMs; (vi) communication with and training of Asbestos Managers/Site Managers and others in the school; (vii) effectiveness of training and awareness for all staff; 15

16 (viii) recording of incidents and accidents and lessons learned; (ix) where appropriate, the use of PPE/RPE and issues relating thereto. 16

17 ASBESTOS WORKING PROTOCOL NAME OF SCHOOL SECTION A EMERGENCY WORK On discovering damaged or friable material within the fabric of the building, which it is conceivable could contain asbestos, the Principal/Manager or his nominated representative must take the following action in consultation with the Safety/Trade Union/Staff Representative: Evacuate the area and, if possible, lock off and erect notices prohibiting access. If the suspect material is in a corridor it will be necessary to evacuate all the rooms served by the corridor. Ring the Health and Safety Team, and BTFM Estates Director. If the composition of the material is unknown, it must be sampled and analysed for asbestos content. The area must remain closed until the results are obtained (usually within 24 hours of the sample being taken). If the results of the sample show that the material does not contain asbestos, the Principal/ Facilities Manager will inform the Safety/Trade Union/Staff Representative, and allow the area to be taken back into use. If the material is immediately recognised as asbestos, or the results of tests confirm the presence of asbestos, the Principal / Facilities Manager will make arrangements for its safe removal and subsequent disposal. Materials that have only minor damage may have their surfaces temporarily encapsulated, to prevent the release of any fibres, with further repairs or removal as necessary being carried out at a later date. Advice regarding appropriate techniques is given in HSE guidance document Asbestos Essentials Task Manual (available from HSE books or on loan from the Health and Safety Team). When it is necessary to remove the material, the removal work will be carried out, under controlled conditions, by an approved contractor specialising in asbestos removal and licensed with the Health and Safety Executive for the removal of asbestos, in accordance with the Health and Safety at Work etc. Act All works will comply with the Control of 17

18 Asbestos Regulations 2012, and the associated Health and Safety Executive Codes of Practice and Guidance Notes. All contractors must be instructed to report to the Principal / Facilities Manager / Caretaker Team Leader, or their nominated representative, on arrival at the establishment. The contractor will inform them of the name of the senior person on site and will make arrangements for regular progress meetings to take place between the contactor s senior person, the Principal / Facilities Manager / Caretaker Team Leader or their nominated representative, and the Safety/Trade Union/Staff Representative. In all instances following encapsulation or removal, the area will be thoroughly cleaned by the contractor and then inspected and air tested by a qualified occupational hygienist (usually via the HSE registered contractor). Airborne fibre counts will be made by the optical microscopy technique in accordance with HSE Guidance Note EH10 and MDHS 39/3 by a laboratory accredited by the National Measurement Accreditation Scheme (NAMAS) participating in the Regular Inter- Laboratory Counting Scheme (RICE). If the clearance inspection is satisfactory and the airborne fibre count averages less than 0.01 fibres per millilitre of air, a copy of the Clearance Certificate will be issued to the Principal / Facilities Manager / Caretaker Team Leader or their nominated representative, and control of the area handed back. The Principal / Facilities Manager / Caretaker Team Leader will keep available a copy of the Clearance Certificate for inspection by the BTT, the Safety/Trade Union/Staff Representative, representatives of the DFE and the Health and Safety Executive. Where readings are found to be over 0.01 fibres per millilitre of air, the area affected is to remain closed whilst it is re-cleaned. The area will then be inspected and air tested again and the process repeated until the fibre count averages less than 0.01 fibres per millilitre of air. Once the clearance inspection is satisfactory and the airborne fibre count averages less than 0.01 fibres per millilitre of air, a copy of the Clearance Certificate will be issued to the Principal / Facilities Manager / Caretaker Team Leader or their nominated representative, and control of the area handed back. 18

19 Where areas continue to show elevated fibre levels, air samples will be analysed by electron microscopy in order to identify asbestos fibres conclusively. Where the result of the electron microscopy shows that the area is free from contamination by asbestos fibres, the occupational hygienist will issue a Clearance Certificate to the Principal / Facilities Manager / Caretaker Team Leader or their nominated representative. The Principal / Facilities Manager / Caretaker Team Leader will keep available a copy of the Clearance Certificate for inspection by the BTT, the Safety/Trade Union/Staff Representative, representatives of the DFE and the Health and Safety Executive. 19

21 SECTION B PLANNED WORK In the event of maintenance, remedial, or refurbishment work being required, the person in control of the work, the employer, must ensure that a suitable and sufficient specification is drawn up. This will include details about known asbestos and the specification must also make clear, where appropriate, that it is not known if asbestos is present or not. A competent person, following consultation with the employer, will compile the detailed specification. The employer when considering any improvement/repair work where it is reasonably foreseeable that materials of an unknown nature or materials which could contain asbestos, may be encountered, may involve BTFM before any work commences so that the nature of the materials can be determined. No work will start until a written assessment of the work method has been provided to and agreed by the employer. Unless the employer is competent enough to determine that the work method statement is sufficient, he/she will take expert advice to ensure that it is. The Trust must be notified of the presence of asbestos containing materials by the Principal / Facilities Manager / Caretaker Team Leader and kept informed of developments at each stage. 1. All Works All works must be carried out in accordance with the Health and Safety at Work etc. Act, 1974, and all works involving asbestos must comply with The Control of Asbestos Regulations 2012 and the associated Health and Safety Executive Codes of Practice and Guidance Notes 6. Only contractors licensed with the Health and Safety Executive for the removal of asbestos, which also appear on the Council s list of approved contractors, may be employed to remove asbestos from the site. The written assessment of the work method and means of disposal, submitted by the contractor to the employer before work commences will include the following: (a) Place of work activity (b) Type of work (c) Identification of the type of asbestos 21

22 (d) The steps to be taken to control exposure and the release of asbestos fibres into the environment including the results of appropriate reassurance testing (e) In the case of demolition, where reasonably practicable, a procedure for asbestos materials to be removed from the structure before demolition begins. (f) Procedures for dealing with the accidental release of asbestos fibres into the atmosphere. (g) Procedures for the removal of waste from the workplace. (h) Final destination of waste materials. (i) Air testing. All contractors must be instructed to report to the employer or the employer s nominated representative on arrival at the establishment. The contractor will then inform the employer of the name of the contractor s senior person on site and will make arrangements for regular progress meetings to take place between the senior person, the employer or their nominated representative, and the Safety/Trade Union/Staff Representative. At the end of the planned work the area will be thoroughly cleaned by the contractor and then inspected and air tested by a qualified occupational hygienist. Airborne fibre counts will be made by the optical microscopy technique, in according with HSE Guidance Note EH10 and MDHS 39/3 by a laboratory accredited by the National Measurement Accreditation Scheme, (NAMAS) participating in the Regular Inter-Laboratory Counting Scheme (RICE). If the clearance inspection is satisfactory and the airborne fibre count averages less than 0.01 fibres per millilitre of air, a copy of the clearance certificate will be issued to the employer or their nominated representative, and control or the area handed back. A copy of the clearance certificate must be presented to the Governing Body, the Safety/Trade Union/Staff Representative, Facilities Manager and the Health and Safety Team. The Principal / Facilities Manager / Caretaker Team Leader should retain this certificate in the Building Register. 22

23 Where readings are found to be over 0.01 fibres per millilitre of air, the area affected is to remain closed whilst it is re-cleaned. The area will then be inspected and air tested again and the process repeated until the fibre count averages less than 0.01 fibres per millilitre of air. Once the clearance inspection is satisfactory and the airborne fibre count averages less than 0.01 fibres per millilitre of air, a copy of the clearance certificate will be issued to the employer or their nominated representative and control of the area handed back. A copy of the clearance certificate must be presented to the BTT, and the Safety/Trade Union/Staff Representative, Facilities Manager and the Health and Safety Team. 23

CONTROL A Permit to Work procedure is a formal written system used to control certain types of work that are potentially hazardous. The term Permit to Work refers to the pro-forma or certificate that forms a part of an overall safe working system. The essential features of Permits to Work are: 1. Clear definition of who may authorise particular work. 2. Clear identification of who is responsible for specifying the necessary precautions to be taken. 3. Effective instruction and training to all personnel in the issue and use of permits. 4. Performance monitoring in order to ensure that the safe system is implemented as intended. The permit is therefore a written document that gives authorisation to certain people to carry out specific work within certain time constraints and which sets out the main precautions needed to complete the work safely and without any risks to health to those people who are involved. The mere issue of a Permit to Work does NOT simply give permission to carry out dangers work, or in itself make a job safe RESPONSIBLE PERSON For the purpose of this Permit to Work, the Responsible Person is deemed to be a member of the Academy (Asbestos Manager) who is appropriately conversant with the current Asbestos Survey Report and any accompanying documentation. The Responsible Person should check the exact work areas affected against the Asbestos Survey Report. If asbestos containing materials are likely to be disturbed, the Health and Safety Team should be contacted. 30

31 ASSESSMENTS OF RISK The purpose of a Permit to Work system is to ensure that proper consideration is given to the risks of particular work and that these are assessed and controlled before work starts. OBJECTIVES The primary objectives of the procedure are to: Ensure proper authorization of designated work which may be of: Certain types and any type within certain designated areas UNDERSTANDING Management and Supervision must ensure that persons involved in such work fully understand the exact: i. identity, nature and extent of the job ii. the hazards involved iii. the precautions to be taken iv. limitations as to the extent of the work and of the time during which the work may be carried out LINE MANAGEMENT It is important to ensure that the line manager in direct charge of an area, location, unit, plant, installation or equipment is fully aware of all the work being done. A system of control must be provided. Provision must be made for a record showing that the nature of the work and the necessary precautions have been checked by the appropriate persons. Line management should also provide a formal hand-back procedure to ensure that the part of the plant, installation or equipment affected by the work is in a safe condition before production is resumed and normal work continues etc. INDIVIDUAL RESPONSIBILITIES Clear information, instruction, training and guidance should be given to all who have responsibilities under Permit to Work procedures including: i. management and, where appropriate, occupiers and owners ii. contractors and sub-contractors iii. supervisors and foremen iv. other employees or non-management and supervisory staff 31

32 CIRCUMSTANCES IN WHICH PERMITS MUST BE USED These include potentially hazardous work for which Permits to Work are normally required e.g. i. Maintenance vii. Re-construction ii. Repairs viii. Dismantling iii. Inspection ix. Adaptation iv. Testing x. Modification v. Alteration xi. Cleaning vi. Construction This permit need only be issued where the Responsible Person is aware of the presence of asbestos in the proposed work area and/or if the nature of the work may, in any foreseeable way, lead to the disturbance of asbestos in this or any adjoining areas. 32
