Provide Efficient Transport Give opportunity to choose between private auto and public transport. Reduce auto congestion in congested corridors at peak times by making transit attractive. Contribute to a sustainable city Public transport is an essential part of urban structure. Replace auto as primary mode of travel. Stimulate non-auto activity and community development. 17 17 Breakout Sessions

Breakout Topics 18 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

Public Participation 19 FTA Circular: Recipients must promote inclusive public participation, with integration of the content and considerations of Title VI, the Executive Order on LEP, and the DOT LEP Guidance in the public participation plan or process.

Public Participation 20 It is very difficult to get people to public hearings unless the project is very controversial or the organization is really messing up. Connecticut RPOs tend to have small programs, which often elicit low participation. Reach out to local groups & organizations that are meaningful to protected groups. Action Item: Create a mechanism for easy sharing of public participation practices in CT.

Breakout Topics 21 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

Complaint Resolution 22 FTA Circular: All FTA recipients develop Title VI complaint procedures and complaint forms. Subrecipients have the option to adopt the Title VI complaint investigation and tracking procedures and complaint form developed by the primary recipient.

Complaint Resolution 23 Most major Title VI complaints and disputes not targeting individual RPOs or operators, but FHWA or CTDOT. Some complaints mistakenly sent to CT Commission on Human Rights and Opportunities (handles Title VII) The transportation organization involved not always alerted or involved in resolving these complaints. Centralized complaint databases (NYC OpenData) provide opportunities for improved communication. Not all complaints are Title VI

Complaint resolution 24 Action Items: 1) Build a common statewide complaint procedure and form 2) Develop electronic complaint submission capability 3) Establish recommended practices for complaint procedure advertising. 4) Engage CHRO in developing statewide coordinated complaint procedures.

Breakout Topics 25 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

Limited English Proficiency (LEP) 26 FTA Circular: Recipients must take reasonable steps to ensure meaningful access to benefits, services, information, and other important portions of their programs and activities for individuals who have limited-english proficiency (LEP).

LEP 27 Review the DOT s LEP guidance on Four Factor Analysis, recipients shall develop a Language Assistance Plan based on the results. Recipients should develop relationships with language minority communities to reach them effectively. 1. Go to their places of worship, community centers, and elementary schools 2. Ask schools what languages they encounter in their ESL classes

LEP 28 Action Items: 1) Identify a translation tool and pool resources to pursue quality, uniform Title VI document translation. 2) Coordinate efforts in identifying and mapping LEP populations.

Breakout Topics 29 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

Service Monitoring and Equity Analysis 30 Standards and Policy Establishing standards for different types of systems Compliance is pass/fail, not graded. Data to support standards and compliance analysis Real-time data How can AVL, APC or GPS data be used to support service monitoring? Ridership Surveys Difficult to achieve desired results Funding for surveys same funds used for equipment.

Data Needs Operational data (AVL or survey) - Load Factor - Headway - On-Time Performance Rider data (on-board surveys) - Minority routes - Customer satisfaction Demographic Data (Census or ACS) - Minority persons/hh - Total population * Tract or BG? Transit Amenities (operators) - Vehicle ages - Bus shelters - Information provision System Data (GTFS or Operator) - Route structure - Service span - Temporal variation Service Standards and Disparate Impact/Burden Thresholds

Performance Measurement 32 Action Items: 1) Initiate a study of on-time performance measurement and other service standards: emphasis should be placed on including all transit modes, including non-fixed route service.

Surveys & Real-time Data 33 Ridership Survey Action Items: 1) Conduct a needs assessment of rider data for Title VI monitoring and reporting and related transit operations and planning passenger data. 2) Initiate a discussion with the Bureau of Policy and Planning and the Planning Model group at CTDOT to integrate Title VI survey needs into statewide travel survey planning. Real-time Data Action Items: 1) Conduct a pilot study with GBT to examine the usage of real-time data in Title VI monitoring and reporting.

Breakout Topics 34 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

Big Data Breakout 35 GTFS Most operators have GTFS files built and published. Update frequency is not always quarterly, updating is labor-intensive Flag-down and flex-route services have challenges in representation in GTFS (it is stop-based). Shapes Shape Calendar Service Service Service Agency Agency Routes Agency Route Trips Block Direction Route Service Shape Trip Calendar Dates Service Stop Times Stop Trip Frequencies Trip Fare Attributes Fare Fare Rules Contains Destination Fare Origin Route Stop Zone Stops Transfers From stop ID To stop ID

GTFS Actions 36 Action Items: 1) Coordinate a discussion between GIS & GTFS experts across all CT transit organizations. 2) Develop standard GTFS procedures for CT. 3) Conduct a study on the development of GTFS files for non-fixed route transit systems. 4) Make CT GTFS files openly available to the public to leverage individual developers ingenuity.

Breakout Topics 37 Public Participation Complaint Resolution Limited English Proficiency Service Monitoring & Equity Analysis Big Data GTFS and GIS t-hub

t-hub 38 A database initiative at the University of Connecticut that focuses on the data needs of transit system operators and planners Early focus on merging the transit system and operational-level data of transit systems in Connecticut with the demographic and socioeconomic data. A web application that simplifies the process of collecting and analyzing transit system data for Title VI and other reporting and management Purposes A connection between researchers and research products and practitioners

Connecticut Transport Data Hub (t-hub) a Statewide public transport data resource Emergency Response The Public Transport Network Title VI Rider Survey Data Active Transport Mgmt Land Use Public Health

41 T-HUB demonstration Dr. Jeff Osleeb Curtis Denton

t-hub 42 Action Items: 1. Identify a pilot application for t-hub database and web application development 2. Engage workshop participants and Connecticut transit stakeholders in t-hub interface design. 3. Build prototype t-hub tool and web application. 4. Demonstrate t-hub application at later workshop and collect feedback.

Questions? 43 Please be sure to take the survey and to take notes throughout the day and hand them in before you leave!
