6 READING GUIDE In this document, together with the excel files, the results are given for WP2 Deliverables D2.1 to D2.6. In this report you will find the methodology on Mapping of Skills and Qualifications on NZEB as part of Workpackage 2 of the PROF-TRAC project. To this document is attached the excel file PROF-TRAC Inventory_skills_mapping_TEMPLATE_Final Version.xls. This document and the attached excel file are to be regarded as one and form together Deliverable D2.1 and D2.5. Deliverable D2.5 Analysis of required interdisciplinary skills is found in Chapter 5. Based on the methodology skills mappings in seven pilot countries have been developed, which are part of WP2 and uploaded separately as Deliverable 2.6. By filling in the excel template (D2.1) according to the guideline automatically the skills mapping is performed. Deliverable D2.6 consists of seven excel files without any further explanation. Other Member States may use these skills mappings in future as examples. Deliverables D2.2, 2.3 and 2.4 are integrated in the developed Skills Mappings of D2.6. 7 SUMMARY As part of WP2 Task 2.1 a common methodology for the mapping of skills and qualifications is devised, based on the BUILDUP-skills experiences, which is applicable on national scale. The skills mapping consists of: 1. A mapping and comparison of the required nzeb skills versus present nzeb skills of professions involved in nzeb construction and retrofitting. 2. An inventory of existing qualifications, knowledge sources, education programmes, post-initial training supply and accreditation/ certification structures. The skills mapping methodology contains the following actions. By filling in the excel template the Member State can execute the skills mapping in a practical way (Actions according to description of Task 2.4): 1. Creating an inventory of involved professions, number of professionals and their education levels; 2. Creating an inventory of existing qualifications; 3. Creating an inventory of available education programmes; 4. Creating an inventory of post-initial trainings; 5. Creating an inventory of accreditation and certification structures; 6. Creating an inventory of applied nzeb-building and installation technologies; 7. Creating an overview of required interdisciplinary skills (as part of the methodology); 8. Mapping the applied building and installation technologies with the involved professions and their EQF-levels by national experts; 9. Mapping the required interdisciplinary skills with the involved professions and their EQF-levels by national experts. Together the actions 8 and 9 show and describe the gaps between the present and needed skills on NZEB. The national roadmaps (Deliverable D2.8 of Task 2.5) use these results as starting point. Based on these outcomes a national roadmap can be developed that addresses the found gaps and describes opportunities and barriers on the road to training the needed number of NZEB professionals. 9 PROFessional multi-disciplinary TRAining and Continuing development in skills for NZEB principles Methodology skills mapping Guidance document July Final version Guide for using Excel-file "PROF-TRAC-Inventory_skills_mapping_TEMPLATE Final Version.xlsx". This Excel-document gives a template for each MS to fill in 1. 1 ) General remarks: The procedure in this guidance document on the methodology is based on steps 1 to 11 from the PROF-TRAC proposal (T2.4). Though the methodology has been extensively tested by the pilot countries (NL, DK, E, CZ) we ask the different MS to fill in the tables in the way is written in following actions. When difficulties are being experienced there's a certain amount of flexibility to make additions or remarks in the Inventory Excel document. In this guidance document examples of how to use this flexibility has been given after the explanations of the steps within the different tabs in the Excel-document [TAB ] PROF-TRAC Methodology Skills mapping 01 July
10 1. GUIDANCE The skills mapping methodology contains for each MS the following actions: Start with the black [TAB FrontPage]. Fill in the asked data. 1. Create an inventory of involved professions, number of professionals and their education levels [TAB Current_Professions] Column "PROFESSION" As starting point for a common methodology, following "group names" of current professions (names which are being used in practice) are used: Architect Engineer, with optional subtypes such as mechanical, electrical etc. Project manager Project developer Manager of the building process Building owner / facility manager Financial manager Procurer Column "DEFINITION OF PROFESSIONS" We entered the common definitions for the profession. These are proposed definitions and can be changed if necessary. As used in the EU-definition we will categorize in EQF 5 to 8 ( In this tab we do not make any distinction, so everywhere under column EQF is noted "5-8". Further differentiation in EQF-levels is made in the TABs Qualification and Mapping Enter data in next Columns: Column "National name of the profession" Enter the national names used for current professions, according to already defined group names under Column A 2. You only have to map for the professions that are relevant in your country. 2 ) The idea is to fill in a general profession name. On the other hand it can be useful to make a more detailed distinction within the group name of the profession. For example, especially the group of Engineers can be divided into different subtypes, like industrial engineer, management engineer, energy engineer, construction engineer and so on. This is a point where certain flexibility is allowed by different MS. Enter data in next column: Column "NUMBERS OF PROFESSIONALS"* If available the number of professionals in each MS will be inventoried. Note them in this column. For used source documents/references note these in column "SOURCE(S)" *We concluded that it is very difficult to find the number of professionals working in the building sector, because of failing registers for most professions. Still it is preferred that each MS gives a reliable estimation if possible, regarding professionals working in the building sector. PROF-TRAC Methodology Skills mapping 01 July

Create an inventory of accreditation and certification structures We grouped the actions 2, 3, 4, and 5 into one inventory in the Excel-document. See: [TAB Current_Qualifications] Enter data in next columns: Column "QUALIFICATION" : Enter the national qualification name. Column "TYPE" : Enter "initial" or "post-initial" education 4. 4 ) Initial education means training people receive before entering the labour market. In general, initial education is based on qualification documents and corresponding professional competency profiles. These qualification documents are drawn up nationally by the knowledge centres of the various professional sectors. Completing initial education results in the earning of a certain EQF level and a diploma, which has an unlimited validity. Post-initial education means training people receive after leaving initial training. In general, professional post-initial training is based on demand from market parties for retraining. These (short) trainings results most times in a certificate, which offers a limited validity. They do not result in the earning of a certain EQF level. Column "EQF-IP": Enter the EQF intake level for the educational or training program. Column "EQF-OP": Enter the EQF output level for the educational or training program. Column "DEGREE" In line with the Qualifications Framework of the European Higher Education Area (EHEA) and the European Credit Transfer and Accumulation System (ECTS), enter one of the following degrees: Degree EQF-OP EHEA ECTS* (different names are used in countries) 5 short cycle (sometimes within the 1st cycle) 120 ECTS credits Ba (Bachelor) 6 1st cycle ECTS credits Ma (Master) 7 2nd cycle PhD (Doctor) 8 3rd cycle No ECTS range given ECTS credits (a minimum of 60 on 2nd-cycle level) *1 ECT corresponds with hours of work. One academic year corresponds to 60 ECTS-credits that are equivalent to 1,500 1,800 hours of study. PROF-TRAC Methodology Skills mapping 01 July
12 Column "EDUCATIONAL PROGRAM" If the type is initial education then enter the national name for the educational program over here. Column "EDUCATIONAL PROVIDER" If the type is initial education then enter the name of the educational provider(s) over here. Column "TRAINING PROGRAM" If the type is post initial education then enter the (different) name(s) for the training program over here. Column "TRAINING PROVIDER" If the type is post initial education then enter the (different) name(s) for the training provider(s) over here. Column "ACCREDITATION" Enter the name of the accreditation Centre if applicable. Column WEBLINK Enter a weblink (if possible a deeplink) to the website with more information. (This will be used for the qualification platform) 6. Create an inventory of applied building and installation technologies 7. Map the applied building and installation technologies with the involved professions and their skills levels 8. Create an overview of required interdisciplinary skills For actions 6, 7 and 8 we grouped these items into one inventory in the Excel-document: [TAB Mapping_current.skills] The involved building and installation technologies are grouped in these categories: "Mxx" ENERGY MANAGEMENT "Pxx" ENERGY PRODUCTION "Rxx" ENERGY REDUCTION "Sxx" INTERDISCIPLINARY SKILLS and then afterwards will be mapped with the involved professions in a matrix. Skills related to technology focus on NZEB related issues are grouped in different energy related items related to the Trias Energetica concept (energy reduction, production and efficiency/management). Interdisciplinary skills focus on the direct relations and interaction points between the different disciplines in the building sector. Cells "levels and colours" The current skill levels on NZEB are mapped in a matrix. For each cell in the matrix enter a level number (from 0 to 5) according to the table on page 10. 13 Note: these skills levels and examples concern the Technologies on Energy Management, Production and Reduction. For the Interdisciplinary skills: the needed skill plus example is given in the excel document. The skills levels 0 to 5 can there be regarded as a scale from 0 = not important /not needed, to 5 = very important. Also the needed skill levels on NZEB are mapped in a matrix, this TAB can be filled in the same way. [TAB Mapping_nZEB.skills] The skills gaps can be found by comparing the two inventories of current and needed skills. This is done automatically in excel under 6 : [TAB Skills gaps nzeb]. 6 ) The results of the skills gaps will be used to make the roadmap. For further explanation on the skills gaps and the roadmap, see the Roadmap template in Dropbox. 9. Use the results of actions 7 and 8 to categorize existing qualifications, post-initial trainings and education programs. This action will be part of integrating the results in the PROF/TRAC app. No further action needed at this moment. 10. Estimate the number of professionals required, based on estimates of volumes in the building sector. This action is part of the Roadmap exercise. No further action needed at this moment. 11. Visualise the generic occupations with an occupation image. This is already done by the pilot countries (PROF-TRAC Deliverable D2.7). No further action needed at this moment. 14 2. DEFINED CRITERIA FOR THE SKILLS MAPPING EXPERTS-TEAM Following criteria have been determined for the a small team of experts. The needed expert: Has proven experience with NZEB (as Architect, Engineer, Project manager Building company or Installation company, Project Developer, Teacher/Trainer, Building manager or scientist) Knows the market of NZEB Has an interdisciplinary overview on actors involved in sustaining the Built Environment Is able not only to use one approach on NZEB, but able to recognize the value of other approaches (Passiv Haus, Active House, Zero Energy Bill, etc.) Knows his/her way to relevant education and/or post-initial trainings available Can give answers to the questions stated in the skills-mapping methodology OR can find people who can give the right answers. (has the relevant expertise or network). Supports relevance of projects like PROF-TRAC and is eager to use the results (is personally motivated/committed) Communication skills, knowledge of language and ICT PROF-TRAC Methodology Skills mapping 01 July

DEFINITION AND EXPLANATION OF SKILLS LEVELS Level: Explanation of the skills levels 5 Examples 0 Not applicable / no knowledge and skills required 1 2 Has little knowledge and skills with respect to the relevant field / technology (mostly outside the own field of expertise). Is able to communicate in general terms about a specific technology with project partners. Has knowledge of definitions and is aware of common applications in the field. Knowledge of an architect on heat pumps in general terms, knowing the influence of parameters (such as temperatures and heat source). Knowledge of a mechanical engineer on thermal bridges and air tightness (its definition, parameters). Understands basic knowledge and has practical skills within the field / technology, is able to solve simple problems by selecting and applying basic methods, tools, materials and information (mostly outside the own field of expertise). Is able to make estimating or simple calculations and designs by given instructions or common methods. Is able to read and understand technical drawings. Is able to discuss with other professionals on a more detailed level. Architects ability to estimate needed m 2 of PV-panels, based on total needed kwh/a. Mech. Engineers ability to understand influence of air tightness on energy use and heat loss Has comprehensive, factual and theoretical knowledge and skills within the field / technology, is capable of solving problems within the field. Is able to make detailed calculations and designs (drawings), can oversee the consequences of choices and parameters within the field. Is aware of the influence of choices made on the work of other professionals. Engineers ability to make a calculation and optimize the design within the own field of expertise (e.g. heat loss calculation). Is able to choose the right materials and products according to their specifications. Has advanced knowledge involving a critical understanding of theories and principles and skills, required to solve complex and unpredictable problems in the field and is aware of the boundaries. Is able to make and lead complex designs in the field of expertise, and integrate with other disciplines. Is aware of the influence of choices in the design on the energy use of the building. Uses best practices. Can combine different technologies such as envelope systems, heat pumps, insulation, in order to design and calculate a complete energy concept of the building. Is able to choose sustainable materials in relation to NZEB. Has specialized knowledge and problem-solving skills, partly at the forefront of knowledge in the field, in order to develop new knowledge and procedures and to integrate knowledge from different fields. According level 4, plus: Is able to optimize and try out application of new, not common, technologies and innovations. Designs / invents new best practices. Is leading in the field of expertise.
