2 TERMS OF REFERENCE FOR THE ENTERPRISE ARCHITECT UNDER RCIP UGANDA PROJECT (P130871) 1 Background The Government of Uganda has secured funding from the International Development Association (IDA) to finance various activities under the Regional Communications Infrastructure Program (RCIP). The Regional Communication Infrastructure Program (RCIP) Uganda project will complement existing country ICT and e-government Infrastructure initiatives by helping boost the already existing e- government infrastructure and bridge the financing and technical gaps. It is intended that part of the proceeds of this credit, will be applied to eligible payments for the services of an Enterprise Architect. The National Information Technology Authority Uganda (NITA-U) is the Implementing Agency for the project. Applications are hereby invited from eligible, suitably qualified and experienced persons for the vacant position of Enterprise Architect to be based at NITA-U Headquarters. 2 Objective of Assignment To increase the return on business and IT investments by more closely aligning them with business needs by using a set of methods or practices within a framework that is based on the belief that the component parts of a system can best be understood in the context of relationship with each other and with other systems rather than in isolation. 3 Reporting The Enterprise Architect shall report to the Director Planning Research and Development. 4 Responsibilities and Tasks The main responsibilities and duties of the Enterprise Architect shall be as outlined below: i) Develop a draft Stakeholder Engagement Plan and Register in preparation for the development of the National Enterprise Architecture and e-government Interoperability Framework (NEA-eGIF); ii) Develop an draft Architecture and Interoperability Vision and Statement of Architecture Work in preparation for the development of the NEA-eGIF; 2
3 iii) Coordinate with a consultant team to be procured to develop a National Enterprise Architecture and e-government Interoperability Framework (NEAeGIF), to reach the set Enterprise Architecture objectives; iv) Review the survey of international best practices on enterprise architecture and interoperability; v) Assist in coordinating with the consultant team to conduct detailed assessment and analysis of existing situation with NEA-eGIF; vi) Cooperate with the consultant team to develop broad structure for NEA-eGIF; vii) Present assessment and analysis findings to NITA-U management and key stakeholders; viii)coordinate with the consultant team to select the most appropriate areas for detailed development with focus on the areas linked to Uganda s national priorities; ix) Cooperate with the consultant team to develop architecture and standards with emphasis on the ICT aspects of EA, leading to development of Technical Reference Model (TRM), Data Reference Model (DRM), Application Reference Model (ARM), Infrastructure Reference Model (TRM), Governance Reference Model and other reference models as required; x) Cooperate with the consultant team to design, develop and implement the NEA-eGIF across the government followed by development of realization roadmap, including scope and nature; xi) Cooperate with the consultant team to develop an implementation plan for the NEA-eGIF, including development of recommendations for institutionalization of NEA-eGIF, requirements for data exchange and its interoperability with and among government agencies as well as defining requirements for infrastructure needed for capacity development, advocacy and change management; and xii) Promote the NEA-eGIF process, outcomes, and results within the Government. 5 Deliverables The expected deliverables from the Enterprise Architect will include but not limited to the following: i) Work plan in line with the NEA-eGIF consultancy; ii) Draft Architecture and Interoperability Vision and Statement of Architecture Work; iii) Review all Enterprise Architecture and Interoperability reports and documentation arising from the consultant team; iv) Stakeholder Engagement Plan and Register; 3
4 v) Monthly Progress Reports on the development and implementation of the NEA-eGIF; and vi) Monthly Coordination activity reports. 6 Qualifications, Competences and Experience Candidates should have the following qualifications, competencies and experience: 6.1 Qualifications i) Minimum qualification of Bachelor Degree in Computer Science or related field is a requirement ii) A Master s Degree in Computer Science or related fields is an added advantage iii) Certification in Enterprise Architecture (such as TOGAF, Zachman Certified, Open Group Certified Architect, among others) is an added advantage; 6.2 Experience i) Minimum of five (5) years experience in planning, designing and implementing Enterprise Architecture (EA) with a minimum of two (2) successful major EA implementations; 6.3 Technical Competencies i) Enterprise Architecture domain knowledge and knowledge of at least one standard framework (such as TOGAF, Zachman, IAF, lee among others); ii) Emerging technologies such as BPM, ECM, web services, wireless technologies, collaborative computing, among others; iii) Solid understanding of information systems architectures with multiple hardware platforms, operating systems, databases and application development platforms; iv) Good knowledge of interoperability technology (e.g., web services, message oriented middleware, service oriented bus); v) Good knowledge of service implementation patterns (synchronous, asynchronous, request/response, among others), distributed system design and messaging layer; vi) Capability for specification and modelling of service interfaces, service data and reference models; vii) Experience in translating business strategies into enterprise architecture elements; 4
5 6.4 Soft Skills and Competencies i) Communications: Very good communication skills (spoken and written), including the ability to communicate effectively with diverse audiences on environmental related matters, good negotiation skills and to prepare a variety of written documents, contracts, reports, etc. in a clear, concise style. ii) Teamwork: Very good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. iii) Integrity: Must be a person of proven honesty and does not tolerate corruption and unethical behaviors in all its forms and manifestations. iv) Innovation: Must be a person with ability to seek new ways of doing things efficiently to deliver value to our customers. v) Customer Centricity: Must be a person who strives to satisfy customers and clients.
