Purpose To ensure that Polychlorinated Biphenyls (PCB) contaminated waste is stored, transported, and disposed of in a manner that complies with the law. 2. Scope This procedure applies to all works, which involve the storage, handling & disposal of PCB Contaminated waste. This Procedure should be read in conjunction with the Snowy Hydro PCB Management Plan. 3. Definitions Consignment Authorisation Number - Interstate Waste Disposal: A unique identifier issued to the producer of the waste by the relevant authority (generally the EPA) in the state where the waste is being disposed (outside NSW). Intrastate Waste Disposal: A unique identifier issued to the producer of the waste by the waste disposal/treatment facility in NSW prior to the off-site transport of PCB waste. Hazardous Waste Disposal Register - A document used by Stores/Logistics personnel for registering the movement and quantity of hazardous waste sent to Stores for disposal. PCB Management Plan - Snowy Hydro s plan for the management of PCB materials. PCB Register A listing of all Snowy Hydro equipment that contains, or could contain PCBs. PCB Contaminated Waste - Waste containing PCB at concentration levels above 2 mg/kg. THIS DOCUMENT IS UNCONTROLLED IN HARD COPY Page 1 of 5
2 Waste Data Form (NSW) - A form supplied by the NSW DEC (EPRD) to track wastes being disposed of within NSW. Waste Destruction Certificate - A certificate issued by the waste disposal facility certifying that waste received has been disposed. Waste Transport Certificate - A certificate for interstate waste tracking, which is supplied by the relevant state authority (generally the EPA) in the state where the contaminated waste is being transported, refer SHL Cat No Process 4.1 Determination of PCB Waste Read the PCB Management Plan to determine if the waste being produced is PCB contaminated. 4.2 Storage Containers PCB contaminated waste shall be placed in containers that are in good condition that can be tightly secured to avoid loss or leakage to the environment (eg: Steel 205 litre drums, Pods, Bulk Storage Tanks). Storage of PCB waste shall be only at Snowy Hydro Khancoban and Talbingo stores. 4.3 Labelling All PCB contaminated waste shall be marked with a PCB dangerous goods label. SHL Catalogue No Transportation of PCB waste within Snowy Hydro PCB contaminated waste to be transported to Stores for disposal, shall be accompanied by a Stores Delivery Advice (SDA). SHL Catalogue No If PCB contaminated waste comes from a particular item of plant, then the plant shall be indicated on the SDA (Eg: M1 Power Station, 7/8 Group Transformers, Blue Phase). A spill kit shall be carried at all times when transporting PCB waste and persons involved in its transport shall be trained in spill response. Under NO circumstances will any PCB contaminated waste be accepted into Stores without the SDA. 4.5 Storage of PCB Waste PCB waste shall only be stored at Snowy Hydro Talbingo and Khancoban Storage Facilities in accordance with the EPA licences. In areas where PCB waste is stored: An adequate supply of appropriate personal protective equipment (such as respirators, overalls, gloves, goggles and boots), clean-up material and equipment (such as absorbents, spades, open head drums and brooms) must be readily available in a secure area external to the storage. Any person handling PCB material or PCB waste must be trained in handling PCBs and methods of containing PCB spills, and wears appropriate personal protective equipment. 3 Liquid scheduled PCB material or scheduled PCB waste must be stored in accordance with Australian Standard AS1940-The Storage and Handling of Flammable and Combustible Liquids. All packages containing scheduled PCB material or scheduled PCB waste must be clearly marked. All packages containing scheduled PCB material or scheduled PCB waste must be maintained in good order. The contents of corroded or leaking packages must be immediately repacked into sound packages, and any spillage immediately cleaned up. 4.6 Disposal of PCB waste The process for disposal of PCB contaminated waste; either directly from project site or from Stores, is as follows: THIS DOCUMENT IS UNCONTROLLED IN HARD COPY Page 3 of 5
4 Storage Transport and Disposal of PCB Contaminated Waste Responsible Officer Logistics Officer Licenced PCB Waste Transported Licenced PCB Waste Disposal Facility Waste Generation Is waste PCB contaminated? Yes Transport Waste to Stores (Khancoban or Talbingo) unless direct off-site disposal is to be arranged Waste item and quantity added to Stores Manifest No Dispose of waste in an environmentally responsible manner, refer SP Select Licensed Waste Transporter AND Licensed waste disposal facility Is PCB waste going to be disposed of outside NSW? No Yes Obtain a Consignment Authorisation Number from the Waste Disposal/Treament Facility (refer SHL Cat No ) and Fill out a Waste Data Form. Transport waste in a manner consistent with licence requirements and any other regulatory conditions. Obtain a Consignment Authorisation Number from EPA in the state where the waste is being disposed (refer SHL Cat No. 8941) and Fill out a Waste Transport Certificate (refer SHL Cat No. 8977) File Destruction Certificate or certificate of waste disposal on TRIM Transport waste in a manner consistent with the transporters licence conditions. The movement of each load of PCB contaminated waste must be reported to the EPA in the state where the waste is being disposed according to the Waste Transport Certificate Dispose of PCB Contaminated Waste Issue destruction certificate to originating Stores Person THIS DOCUMENT IS UNCONTROLLED IN HARD COPY Page 4 of 5

Reporting For each year, or part there of, that the EPA licence is in force, the licensee must, within one month of the anniversary date of the licence, provide to the EPA a written annual report that includes the details as required by licence number 72. This licence is in force for a 3-year period. Refer TRIM Container number 2004/1215 The annual report must include the quantity and the description of the PCB contaminated waste kept in the 12-month period covered by the annual report. 6. Accountabilities Project Manager / Responsible Officer shall: Ensure (where required) the Stores Delivery Advice is completed and submitted to the appropriate Stores prior to transport of the PCB. Provide all required information to the Logistics Officer to complete the Waste Data Form or Waste Transport Certificate. Ensure all personnel handling PCB material are trained in handling PCBs and a method of containing PCB spills, and wears appropriate personal protective equipment. Label all PCB waste containers. Logistics Officer shall: Ensure appropriate on site storage of PCB waste; Obtain a Consignment Authorisation for the PCB contaminated waste; Ensure Contractors used to transport PCB Waste have the appropriate and current EPA licences; File the original: Waste Data Form/Waste Transport Certificate & Certificate of Destruction or Disposal in the TRIM Container Number 2005/0091 Select a licensed treatment / disposal facility; Reconcile disposal volumes in the PCB Regional Hazardous Waste Disposal Register; Ensure all current EPA licences for Snowy Hydro storage facilities used are maintained, renewed, and made available at the licensed stores. Manager Logistics shall: Ensure Environmentally hazardous chemicals act - Licence no 72 are maintained in TRIM; Ensure all current EPA licences for disposal facilities used are maintained in TRIM. Stores Officer Khancoban shall: Document onto the Hazardous Waste Disposal Register for the Region, any PCB contaminated waste, which has been received or dispatched. 7. Records All records relating to PCB disposal shall be stored in TRIM Container Number 2005/0091 Waste Transport Certificates and NSW Waste Data Sheets must be kept for 3 years 8.
