PART 2 2 CLASSIFICATION 10 Hunter Brook Lane Queensbury, NY (518) mail@currieassociates.com Dangerous Goods Materials, substances and articles that meet the defining criteria of one or more of the nine UN hazard classes and/or which are harmful to the marine environment (marine pollutants) The 9 UN Hazard Classes Class 1 Explosives Class 2 Gases Class 3 Flammable Liquids Class 4 Flammable Solids, Spontaneously Combustible Materials, Dangerous When Wet Substances Class 5 Oxidizers and Organic Peroxides Class 6 Toxic and Infectious Substances Class 7 Radioactive Materials Class 8 Corrosive Solids and Liquids Class 9 Miscellaneous Dangerous Goods 7

Responsibility for Classification Classification of dangerous goods is the responsibility of the shipper / consignor or the appropriate Competent Authority Packing Groups Always written as roman numerals Used to differentiate the relative degree of danger within a hazard class Packing Group I = Greatest danger Packing Group II = Moderate danger Packing Group III Least danger Classes 1, 2, 6.2 and 7 do not use packing groups to differentiate danger Class 1 - Explosives Restricted class Transport of unlisted (new) explosives required approval of Competent Authority Six unique divisions within this class 1.1 Mass explosion hazard 1.2 Projection hazard, no mass explosion 1.3 Fire hazard, minor blast or projection 1.4 No significant hazard 1.5 Very insensitive articles, mass explosion 1.6 Extremely insensitive, no mass explosion 8

Class 1 Compatibility Groups Compatible explosives can be stowed and transported together safely Letters A-L, N and S (excluding I) A = primary explosive G = pyrotechnic substance H = explosive substance and white phosphorous K = explosive substance and toxic chemical N = contains only extremely insensitive explosive S = hazardous effect confined to the package Class 2 - Gases Substances that have a vapor pressure greater than 300 kpa (43.5 psi) or which are completely gaseous at 20 o C (68 o F) and kpa (14.7 psi) Transport Condition of a Gas Compressed Liquefied Refrigerated Dissolved Adsorbed 9

Divisions of Class 2 Gases Div. 2.1 Flammable gases Div. 2.2 Non-flammable, non-toxic gases Div 2.3 Toxic gases Class 3 Flammable Liquids Liquids, or mixtures of liquids, or liquids containing solids in solution or suspension which have a flash point (give off flammable vapors) at or below 60 C (c.c.) This class also includes liquid desensitized explosives Definition of Flash Point The lowest temperature of a liquid at which its vapor forms an ignitable mixture with air Rev

Packing Groups for Class 3 Packing Group Flash Point Boiling Point I < 35 o C II < 23 o C > 35 o C III > 23 o C but < 60 o C > 35 o C In the US, liquids with a flash point up to 93.3 C are regulated as combustible liquids when in bulk packages Division 4.1 Flammable Solids Readily combustible solids and solids that can cause fire through friction Includes powdered, fibrous or granular substances that can ignite from an ignition source Includes also self-reactive substances 4.2 Spontaneously Combustible Pyrophoric substances which can ignite within 5 minutes of coming into contact with air Self-heating substances which become hot when in contact with air for a long period of time 11

4.3 Dangerous when Wet Substances that give off flammable gases when in contact with water Other substances that ignite spontaneously during the test Division Oxidizers Materials that can give off oxygen Oxygen increases the risk and intensity of fires Oxidizers may react violently with liquid acids to give off toxic vapors Burn rate and cellulose tests are done to assign substances to this division Division 5.2 Organic Peroxides Decompose if heated, in contact with impurities, friction or impact Flammable gases can be emitted when these decompose Further classified into 7 types 12

Division 6.1 Toxic Substances Materials that are liable to cause death or serious injury to humans if inhaled, swallowed or absorbed through the skin Division 6.1 Packing Groups Based on the LD 50 or LC 50 Packing Group Oral LD 50 (mg/kg) Dermal LD 50 (mg/kg) Inhalation LC 50 (mg/l) I < 5.0 < 50 < 0.2 II > 5.0 and < 50 > 50 and < 200 III > 50 and < 300 > 200 and < 1000 > 0.2 and < 2.0 > 2.0 and < 4.1 Div. 6.2 Infectious Substances Materials that are known or reasonably expected to contain pathogens which can cause disease in humans or animals Category A Category B (UN3373) Exceptions for medical wastes and medical devices 13

Class 7 - Radioactives Materials that emit ionizing radiation and which have an activity (energy) above that listed in the regulations Excepted Radioactive Packages Low Specific Activity Surface Contaminated Objects Special Form / Normal Form Type A Type B, and C (highly radioactive) Radioactive Labels The shipper must measure the radiation on the surface of the package and calculate the Transport Index in order to determine which label to affix Class 8 Corrosive Substances Substances which, by chemical action will cause severe damage when in contact with living tissue or, in the case of leakage, will materially damage or even destroy, other goods or the means of transport. 14

Class 8 Packing Groups Class 9 - Miscellaneous Substances and articles which, during transport, post a danger not covered by any other hazard class Fine dusts that may endanger health Substances evolving flammable vapor Lithium batteries Capacitors Life saving appliances Substances that form dioxins in fires Elevated temperature materials Environmentally hazardous substances Genetically modified micro-organisms Other miscellaneous substances listed in Environmentally Hazardous Substances Liquid and solid substances that may pollute the aquatic environment Acute toxicity Chronic toxicity Bioaccumulation potential Degradation rates 15

7.1.6 Handling codes Identified in Column 16a of the dangerous goods list GENERAL SEGREGATION PROVISIONS This Chapter contains the general provisions for segregation of goods which are mutually incompatible Additional segregation provisions: 7.3 Packing and use of CTUs 7.4 Containerships 7.5 Roll-on/Roll-off ships 7.6 General Cargo Ships; and 7.7 Shipborne barges on barge-carrying ships Segregation Terms Segregation definition separating incompatible dangerous goods Apply to packing CTUs and segregation on ships: "Away from". "Separated from "Separated by a complete compartment or hold from "Separated longitudinally by an intervening complete compartment or hold from Terms such as away from class. ; include: All substances within the class; and All substances with a subsidiary risk label for that class 62

Segregation Provisions.1 To determine segregation requirements: Segregation table Column 16b of the Dangerous Goods List In the case of conflicting provisions, the provisions in column 16b take precedence.2 When a segregation term applies, the goods are not permitted: In the same outer packaging; and In the same CTU except as provided in: Special Segregation provisions & exemptions away from in same CTU with approval of CA Segregation Provisions.3 Subsidiary risk labels take precedence when they are more stringent than the primary.4 Materials or articles with two or more subsidiary risk labels; segregation per column 16b Example: BROMINE CHLORIDE, class 2.3, UN2901, subsidiary risks 5.1 and 8; column 16b SG6 segregation as for class 5.1, SG19 - but separated from class 7 Segregation Table CLASS 1.1, , Explosives 1.1 * * * X, 1.2, 1.5 Explosives 1.3 * * * X, 1.6 Explosives 1.4 * * * X X Flammable gases X X X X X Non-toxic, nonflammable gases X X X 1 X 1 X X 1 X 2 1 X X Toxic gases X X X 2 X 2 X X 2 X 2 1 X X Flammable Liquids X X X 3 2 X X Flammable solids X X X X 1 X 1 2 X X Substances liable to X X spontaneous combustion Substances which, in X X 2 X 1 X 2 2 X X contact with water, emit flammable gases Oxidizing substances X X X X Organic peroxide X X Toxic substances X X X X X X 1 X 1 1 X 1 X X X Infectious substances X 3 3 X Radioactive material X 3 X 2 X Corrosive substances X X X X 3 2 X X Miscellaneous 9 X X X X X X X X X X X X X X X X X dangerous substances and articles 63

Segregation Table Numbers and symbols relate to the following terms as defined in this section: 1 - "Away from" 2 - "Separated from" 3 - "Separated by a complete compartment or hold from" 4 - "Separated longitudinally by an intervening complete compartment or hold from" X - The segregation, if any, is shown in the Dangerous Goods List * - See subsection of this Chapter for the segregation provisions between class 1 substances or articles Segregation Groups For the purpose of segregation dangerous goods having similar chemical properties have been grouped together in segregation groups 1 - Acids 2 - Ammonium compounds 3 - Bromates 4 - Chlorates 5 - Chlorites 6 - Cyanides 7 - Heavy metals, metal salts, organometallic compounds 8 - Hypochlorites 9 - Lead and lead compounds 10 - Liquid halogenated hydrocarbons 11- Mercury and mercury compounds 12 - Nitrites & their mixtures 13 - Perchlorates 14 - Permanganates 15 - powdered metals 16 - Peroxides 17 Azides 18 - Alkalis Lists materials by UN# in each segregation group Segregation determination Not all substances are listed by name in the segregation groups. Substances listed under N.O.S. descriptions then the shipper must decide whether allocation to a segregation group is appropriate. Mixtures and solutions or preparations containing substances listed in a segregation group and shipped under an N.O.S. description are also considered to fall under that group. Shippers may voluntarily assign a segregation group even to a non-regulated substance. 64

Special Segregation Provisions and Exemptions Substances of the same class may be stowed together without regard to segregation based on subsidiary hazards provided the substances do not react dangerously together and cause: Combustion and/or evolution of considerable heat; Evolution of flammable, toxic or asphyxiant gases; The formation of corrosive substances; or The formation of unstable substances Special Segregation Provisions and Exemptions NO segregation need be applied: Dangerous goods of different hazard classes which are the same substance but vary in water content Dangerous goods of different classes for which scientific evidence exists that they DO NOT react dangerously when in contact with each other (see Table 1 & Table 2) Special Segregation Provisions and Exemptions Class 8, PG II and III requiring segregation can be packed together provided: they comply with (no evolution of heat, fumes, etc.) not more than 30 l or 30 kg entry on the transport document ( ) copy of the test report provided if requested by CA 65

7.2.8 Segregation codes Packing and Use of CTUs Empty Cargo Transport Units After unpacking or unloading ( Stripping ) the container precautions shall be taken to ensure that no residue of any dangerous goods contaminates the container. The person stripping the container is responsible for making sure that the container is cleaned. Residue of corrosive substances may collect in cracks or seams and could damage the metal structural components of the container. 66

The GUIDELINES FOR PACKING OF CARGO TRANSPORT UNITS (CTUs) are based on the IMO/ILO Guidelines for Packing Cargo in Freight Containers or Vehicles and are included in the SUPPLEMENT to the IMDG Code. Advice and detailed illustrations are included and may be helpful in providing function specific training for those who pack containers. Physical forces normally experienced at sea include Extremes of temperature Heavy seas Physical Forces Normally Experienced at Sea Heave Yaw Sway Pitch Surge Roll A ship at sea may move in the six different directions simultaneously. Heavy weather will increase the degree of each force! 67

General Provisions for CTUs Adequate strength and adequately maintained Meet provisions of International Convention for Safe Containers (CSC) Container must be maintained and inspected and display CSC plate on door. CSC Plate required information Country of approval and approval reference Date (month and year) of manufacture Manufacturer s identification number or Administration number Maximum operating gross weight (kg and lb) Allowable stacking weight for 1.8g (kg and lb) Transverse racking test load value (kg and lb) Before loading the CTU shall be inspected for external signs of damage. Any leaking or sifting of the contents of the CTU means the container should NOT be accepted for transport on board the ship. Significant corrosion, broken welds, and severely damaged or rusted structural components would render the CTU unfit for loading aboard the vessel. 68

Inspection of the container should include: cross member floor supports sills, side rails corner posts doors, gaskets and hinges floor ceiling walls roof residue of previous contents corner castings Authorities will inspect and place the CTU out of service if serious deviations are found! The importance of inspecting the corner castings for cracks, broken welds, or breaks of the holes for locking/lifting the container 69

Packing of the CTU ( Stuffing ) Packages examined for damage, leaking, sifting and foreign matter Packing CTUs Drums containing dangerous goods must always be stowed in the upright position CTUs loaded in accordance with (segregation provisions); incompatible goods segregated Specific loading instructions must be met (e.g. orientation arrows, no double stacking, keep dry or temperature control requirements) Liquid DG shall be loaded below dry DG when possible Packing CTUs Securing Packaged dangerous goods and unpackaged dangerous articles must be secured by capable means (such as fastening straps, sliding slat boards, adjustable brackets) in the CTU in a manner to prevent any movement during transport which could change the orientation of the packages or cause them to be damaged. 70

Dunnage & Blocking/Bracing Dangerous goods tightly packed and adequately blocked and braced to prevent damage. Blocking and bracing should be made to the structural components such as corner posts, sills, and securing devices permanently installed to structural members. DG near doors for mixed loads Dangerous goods should be loaded nearest the door for accessibility. Marked on door and/or on the CFC plate Weight of the cargo should never exceed the maximum authorized weight marked on the container 71

Container Packing Certificate The responsible INDIVIDUAL WHO PACKED the dangerous goods into the cargo transport unit SHALL provide (sign) the CPC Segregation Provisions within CTUs Dangerous goods which have to be segregated from each other shall NOT be transported in the same cargo transport unit. WITH THE EXCEPTION OF Away from (1 in the Segregation Table) which may be in the same CTU with CA approval for equivalent level of safety. Exemptions, Approvals and Certificates Exemptions does NOT apply to exemptions authorized elsewhere (e.g. segregation of corrosives in ) or approvals (permits, authorizations agreements) and certificates per (NO Class 7) Exemptions issued by CA of port State of departure, arrival, or flag State at least as effective and safe as the Code and accepted at discretion of other States. Prior to shipment recipient of exemption SHALL notify all CA s concerned. 72

Competent Authorities initiating an Exemptions SHALL send a copy to IMO IMO shall bring to attention of Contracting Parties to SOLAS and MARPOL and IF APPROPRIATE, take action to amend the Code Valid for 5 YEARS from issue date Copy SHALL accompany each consignment when offered to the carrier for transport under Exemption and maintained on board ship (may be electronic copy) Addresses of Competent Authorities Inquiries regarding Exemptions, Approvals, and Certificates should be referred to listed Competent Authorities.
