UN Spatial Data Infrastructure (UNSDI) What is a Spatial Data Infrastructure? SDI can be defined as an umbrella of policies, standards and procedures under which organizations and technologies interact to foster more efficient use, management and production of geo-spatial data The UN Geographic Information Working Group (UNGIWG) is leading the development of a UN Spatial Data Infrastructure (UNSDI) In October 2005, during its 6 th Annual Plenary, UNGIWG asked UNJLC to pilot the development of standards for Transportation datasets UNSDI-T
Pilot Phase (Aug-Dec 2006): -Terminology for Roads -Assessment procedure -South Sudan implementation UNSDI-T T Objectives Obj1. Define a Geo-database model for transport datasets (terminology + logical framework) Obj2. Develop/adapt existing data collection procedures to reflect model developed in Objective 1 Obj3. Implement a Geo-database to store global transport datasets following the schema developed in Objective 1
Issues to address ---> Assessment procedure (assessment forms) 1. Standard Terminology ---> Storage and processing (database definition) ---> Output (reports and map symbology) 2. Methodology/Procedures 3. Adoption: Critical Mass + Top-Down mandate + Training + Community of practice (UNGIWG, GIST )
Terminology Collection of existing road assessment practices (LCA, UNJLC forms, common datasets ) Rationalizing attribute and value domain definitions ( disaggregating ating attribute fields ) Compilation of 'Dictionary of Terms (online, interactive, reference ence source)
Methodological Implementation Development of data collection and database structure (Object Oriented approach) "From Roads to Routes" - dynamic segmentation/linear referencing: Separate cartographic representation from attribution Allows for modular approach to assessments Reduces segmentation of geometric features
Adoption: Institutional assumptions Need a "Critical Mass" of users/collaborators -HIC, MapAction,, WFP, FAO Push through communities of practice (GIST, UNGIWG, GSDI ) Integrate UNSDI-T T into UNJLC workshops and in-field training Institutionalisation of UNLC's role as coordinator of logistics infrastructure assessments during operations: Focal point for logistics Information Management Custodian/reference source for relief logistics terminology Integrate guidelines and standards in training
UNJLC Mandate Recommendation 1 from the Inter Angency Information Management Workshop to the 65 th IASC Working Group Meeting: need for IM capacities, focal points and tools to support information exchange within and between clusters( ) This would include elements related to harmonisation of approaches where appropriate and the development, where needed, and use of standards in systems development UNJLC is currently a de facto focal point for Information Management related to logistics issues Its role as custodian/source of reference for humanitarian logistics data standards was endorsed by the Inter-Agency stakeholders of UNJLC during its Quarterly meeting 6 th October 2006
South Sudan Infrastructure Assessment Apply UNSDI-T T methodology and lessons learned from Pakistan and DRC + Indonesia and Liberia experience Overall Objectives: Develop transport database form UNSDI-T standard terminology for South Sudan Supply GPS equipment and training to UN/NGO field officers + GoSS Coordinate data collection and processing efforts Transfer maintenance capacity to GoSS
South Sudan Infrastructure Assessment Mission achievements: UNSDI-T T methodological framework and tools (i) validated through field testing; (ii) adapted to the context of Southern Sudan; Thematic information component: glossary, database structure, assessment forms modified; Geographic information component: routes created based on base road features, or GPS verified data; Procedural component: data capture and data management procedures established and training materials drafted; (iii) handed over to the UNJLC GIS cell Juba;

South Sudan Infrastructure Assessment Mission achievements: UNSDI-T T Institutional Framework UNJLC recognized as the Focal Point for coordinating data collection, data processing and capacity building over Infrastructure by GoSS Ministry of Roads and Transports; UNJLC leading the Spatial Data Infrastructure Working Group to ensure coordination of data collection and processing, and capacity building over Infrastructure in South Sudan; UNJLC setting up with GoSS MoT and partners training sessions to GoSS staffs, Road Project Contractors, UN/ NGO field officers in 3 Southern Sudan States in Road surveys.
South Sudan Infrastructure Assessment Next Steps: Data capture and processing mechanisms developed with GoSS: : streamlining and standardizing works. Ensure effective coordination of future infrastructure surveys in South Sudan; Data sharing mechanisms: develop a transport database repository and define procedures; Expand to other transport themes (airports, rivers ); Transfer maintenance capacity to GoSS.
UNSDI-T T PHASE II Objectives (2007) Expand to other transport themes (airports, ports, rail, fuel, bridges, b border crossings) Transfer to UML/GML ($$$)!! Feedback mechanisms: user-wide surveys + operational feedback + cross- check with other models (UNETRANS, Australian HDM etc ) Development of HQ- and Field-based logistics assessment training modules ($$$)!! Moving towards a Logistics GeoNetwork node -a a global transport database repository ($$$)!!
