It has an area of km² and inhabitants. The city belongs to the climatic belt D 2 with 1413 GG (Gradi Giorno=degree days). - Context of the public procurement project The administration adheres to the contract namely SIE 3 - Servizi di Energia Termica ed Energia Elettrica integrati (Integrated service of thermal and electric energy) that ensures a goal of energetic efficiency in compliance with the norms contained in the D.lgs. 115/2008. Subject matter Thermal and electric energy services integrated with energetic efficiency procured by means of the above mentioned initiative SIE 3. Services/Products of the initiative: Energetic performance contract including: supply of the energy carrier (both thermal and electrical); supply of all the materials required to ensure a correct and constant service provision; ordinary and extraordinary maintenance of the heating and cooling facilities and of the electric systems; 1 Population at last census dated 30/09/ Climate belt D: from 1401 to 2100 GG (degree days)
2 remote management and control of the systems and of the relevant provided service levels; take on the responsibilities connected with the systems management (so-called role of the Third responsible); first aid on emergency call in case of technical failure or malfunction; execution of all technical and bureaucratic requirements; production of sanitary hot water; energy efficiency of the building-plant systems of 25% on historical consumption. Main benefits/strengths Unit price divided in an energetic component and a maintenance component. The contract provides that the supplier manages in an integrated way also electric systems and cooling facilities, besides the provision of the necessary electric energy carrier. - Context of the public purchaser s objectives related to GPP, e.g. institutional purchasing guidelines, Sustainable Energy Action Plan (SEAP), else The municipality of Arenzano adheres to the contract SIE 3 that is characterized by the energy efficiency projects on the building-plant systems and the commitment of the supplier to implement energy efficient initiatives on the buildings of the Administration. The contract holds in consideration the Environmental Minimum Criteria (Criteri Ambientali Minimi - CAM) related to the taking in charge of the energy services for buildings, adopted by the Ministry of the Environment with the Ministerial Decree 07 March 2012 (Official Gazette n.74 dated 28 March 2012). La Spezia adopted its SEAP on 23/05/2013 with the target to reduce the energy consumption by 2020 of MWh and of the CO2 emissions of ton. The municipal buildings consumption and the relevant bills amount to MWh while the CO2 emissions are equal to 6109 t. The implementation of the SEAP plan on the municipal real estate assets would allow an energy savings of MWh and emissions savings of t CO2 by On the basis of a comparative evaluation of the interventions intended to rank them, the priority was given to the thermal insulation actions. Therefore the main selected actions are the following: Replacement of windows and doors Insulation of vertical walls
3 The main thermal operations will be conducted on two nursing homes for the elderly, the schools, the kinder gardens. 4 Procurement information - Name and the objectives of the public procurement The object of the initiative is the procurement of the thermal energy carrier and the implementation of energy efficiency interventions of the building-plant system with a goal of 25% reduction in consumption. - The heating energy service can be complemented with the supply and management services for cooling and electric power. All these services are supplemented with the following by services: - Creation and management of the technical registry; - Creation and management of the IT system; - Call Center; - Programming and operational control. - Applied methodology (type of tender, technical and non technical environmental criteria, etc) The selected tender is the Convention SIE3 (Servizio Integrato Energia Integrated Energy Service) managed by Consip Spa, the Italian central purchasing authority, which was activated on 20/12/2013 and is divided into 12 product lots. The national legislation provides an obligation for public administrations to procure goods and services by means of local or national contracting authorities. Therefore, the costs of the whole process were supported by the Ministry of Economy at a centralized level by means of a mandate to Consip Spa for the adoption of the relevant Convention SIE3. The initiative in question attributes a prominent relevance to the efficient use of resources and, therefore, is aimed at inhibiting: o o o inefficient performance of the building-plant system high energy consumption due to the incorrect management and maintenance unrespect of the CO2 emissions in the atmosphere. The convention ensures a thermal comfort with a temperature between 18 and 22. As already mentioned, the initiative besides holding in consideration the Environmental Minimum Criteria (Criteri Ambientali Minimi - CAM), deals with the proper disposal of the waste generated by the Convention operations. Moreover, the protection of users and workers health and safety is guaranteed by the provision of compliance with the obligations on the correct and efficient disposal both in the extraordinary maintenance stages and the so-called regulatory compliance stages (interventions on technical systems and buildingplant systems to ensure that the most modern technical standards are respected).
5 Main environmental criteria - Initial energetic check During the inspections the supplier performs an energy check of the building-plant system in order to assess the primary energy demand. - Energy efficiency actions: The supplier suggests efficiency actions with the following characteristics: - reducing the primary energy demand - promoting the use of renewable energies - reducing the GHG emissions in compliance with the regulations - Energy audit: The supplier within the first year after the taking over of the systems is obliged to make an energy audit of the building-plant system. This audit is aimed at providing an overall outlook over the energy consumption and at identifying a plan of actions for energy improvement, consumption and GHG emissions reduction and use of renewable sources. - Energy certification of buildings: The supplier commits to equip all the buildings under the SIE3 Convention with an energetic certification. - Respect of the emission limits fixed by the relevant regulation: The combustion process of boilers must respect the emissions threshold levels identified in the current regulation and its subsequent amendments and revisions for the several types of fuels. - Monitoring and control system The supplier within the beginning of the second heating season since is requested to install and manage a controlling systems over the energetic carriers and to quantify the obtained savings in order to assess the achievement of the targets. - Management and remote monitoring system: The monitoring must be constant and inclusive of all the occurrences of the system. It must be able to check all the parameters and the peculiar functions of the systems. - Ordinary and extraordinary maintenance, energy efficiency actions and regulatory compliance Realization of interventions enhancing the efficiency of the systems and reducing the consumption. These operations are expected to have direct benefits connected with health and safety. - Correct disposal of the waste coming from the cleaning services The supplier is obliged to deal with the evacuation and transportation to suitable landfills of the waste of cleaning and the left over deriving from any repairs of the installed equipment. - Removal and disposal of the residues of asbestos The supplier must detect the presence of asbestos and take care of the removal. A written reporting must be hand in to the Administration with the description of the kind of artefact, the location and its state of conservation. The artefact must be
6 replaced with an equivalent piece of equipment that is asbestos free. The disposal treatment requires a special protocol for dangerous waste. - Short description of the tender process The procurement process provides that the Administration identifies an Energy Manager to issue the supply order, to support the Administration during the inspections, to evaluate the technical and economic estimate presented by the supplier, to monitor the timely execution of the contractual obligations, to verify the fulfilment of the qualitative standards and to supervise the achievement of the energy targets. The procurement process may last even 18 months due to the complexity of the adhesion and subsequent stages of the supply proposal. It is perfected with the adoption of a municipal resolution of expenditure commitment that is followed by the following contractual rounds: I. The Administration issues the request to obtain the service supply The administration issues a non-binding document to formalize its interest to use the services of the Convention. Then, the supplier makes a preliminary audit on the base of the data collected during an inspection of the buildings of the Municipality. An amount of data on the building-plant systems and their characteristics are used to determine the fees and the technical details of the services that will be provided. The activities implemented for the energetic check are at least the following ones: Collection of data on energy consumption Identification of the energy building class to determine the efficiency measures to be implemented Quantitative description of the equipment and the systems covered by the Convention Collection of information on the factors that influence the demand Clear identification of the measurement tools that will be deployed II. The supplier prepares and sends to the Administration the technical and economic estimate and the relevant attachments The technical and economic estimate is a document issued by the supplier after the preliminary audit that synthesizes the main financial and technical-operational information on the services requested by the Administration. The estimate must clearly list the following information: 1. Service configuration and consistency data; 2. Identification of the building-plant system; 3. Interventi di adeguamento normativo; 4. Interventi di riqualificazione energetica;
7 5. Plan of the consumption measurement and quantification of savings; 6. Parameters of service provision; 7. Identification of the staff devoted to the tender; 8. Plan for the creation and management of the technical register; 9. Supplier s fees. III. Evaluation of the Economic and Technical Plan The Administration can approve the estimate with or without modify it. IV. The administration issues the request to obtain the supply of the services as identified by the supplier After having evaluated and approved the estimate, the Administration issues the request of the Convention services that has a duration of 6 years. Then, the supplier writes the minutes of service taking over that is the official document with which the supplier assumes formally the obligations for the contract duration. - Costs to participate to the tender and payback period The costs to adhere to the initiative are covered through the sharing of the savings between the supplier and the Administration who obtains a reduction of the service fee. This shared savings derives from the reduction of energy consumption and is calculated on each buildingplant system covered by the Convention, SIE3. It identifies the share of energy savings on the requirement and is achieved thanks to the good management and the energy efficiency actions conducted on systems and plants. The supplier after the service activation is obliged to become the bills holder and to define the savings objectives on the base of the collected data. The ensured savings quantification and the relevant sharing are applied since the first billing of the second thermal season due to the energy audit activities that are required for outlining a profile of the energy needs. The payback period of each intervention cannot be longer than the contract duration namely six years for the sake of the financial sustainability of the efficiency investment. - Peculiarities of the project: challenges, unexpected situations and open issues The energy mapping and the technical registry of the municipal buildings allows an increasing awareness of the challenges that the Administration is asked to face. Therefore, the action plan is expected to become more and more systematic and ambitious since it is aimed at ensuring a governance of all the real estate assets. The final purpose is to achieve an high efficiency level in the criticality management and a more effective resources use. Another challenge for the future is to increase the awareness of the users in order to favour the onset of virtuous behaviours contributing to the consumption reduction and the relevant polluting emissions and to promote a wellness culture of the occupants. The target to enhance wellness is motivated by the eagerness to improve the life quality in terms of
8 environmental, thermal and visual comfort and to reduce the effect of the other polluting sources. The initiative provides that the supplier realizes energy efficiency interventions identified on the base of the needs and opportunities detected during the inspections, emerged from the energy check and the audit. This implies that the supplier has to face unexpected situations due to exogenous factors such as adverse weather conditions. The initiative shows a high degree of technic-administrative complexity requiring management skills, knowledge of field regulations and the strong ability to supervise the contract management. Results The Administration in order to satisfy the thermal energy requirement of seventy three municipal building the large majority is represented by school buildings made an order of kwh kwh for the gas carrier. The initiative provides the adoption of a controlling and monitoring system on consumption to obtain reliable information on the actually achieved energy savings. The suppliers are obliged to provide each building covered by the Convention with an energy certification and to update the pre-existent certificates according to the relevant legislation. Moreover, the Convention requires the suppliers to perform an energy audit to portrait a precise picture of the consumptions and to identify the possible energy efficiency actions. A direct consequence is the promotion of a better management of the systems thanks to remote controlling and monitoring applications and the compliance with the regulation on emissions limit of the building-plant systems. The supplier deployed a fully computerized monitoring system that is able to register and monitor the consumption of all the input energy carriers through the interface of multiple sensors and controllers. The result is an advanced reporting platform that allows to obtain in real time the information on: temperature, humidity, polluting agents, electric consumption, gas consumption, fuels consumption, transmittance of the buildings, differential pressure, efficiency and flow rate of the plants and systems. The information is normalized by means of a devoted equipment and is managed through modern software for data management. The most common software that are used by the suppliers are developed by: Honeywell, Tekna and Siemens. The information is accessible by the following macrocategory: consumption environmental parameters functioning alarms panel energy performance indicator for the release of an energy certification
9 The supplier exhibits the results achieved in the reference period to the Administration. The aim of this reporting practice is to update the local authority on the consumption trends, the consumption picks and any possible corrective actions that can be adopted to minimize the deviations. Actions: The actions to be implemented are referred to the efficiency enhancement of the municipal buildings and the school buildings through the replacement of generators with condensing boilers, the renovation of the distribution systems layout, the settlement of thermostatic valves, the adjustment of the circuits, the installation and the relevant revamping of remote control systems, the installation of inverter electro-circulators, the insulation of pipes. The supplier thanks to these interventions ensures a yearly savings of 25% equals to kwh of natural gas since the second thermal season and for the remaining five years of contractual management. Moreover, the Convention ensures a certain savings of at least 25%, achieved through a number of efficiency interventions identified according to the climate area of the Municipality. This allows to elaborate a coherent plan of actions with respect to the peculiar conditions of the climatic zone. 10 The actions described in the SEAP, indeed, should direct the Administration in the negotiation with the suppliers of SIE3 about the efficiency interventions. Above all, if considering that the supplier, has a thorough knowledge of the territory and can, then, provide targeted actions keeping into accounts criticalities and peculiarities. For what concerns the technologic progress, the initiative showed that the Convention can and must play a prescriptive role with respect to the typology of the suggested initiatives. More and more, the technologic standards required to the suppliers must be advanced in order to address the obsolescence issue that is determined by the long duration of the contracts. An example of this opportunity to direct the interventions towards specific typologies and technical standards is represented by the case of remote control and management. In fact, these tools allow a remote integrated management reducing the need for security staff, decreasing the costs and facilitating a timely and systematic collection of data. The challenges for the future: In consideration of the broad adhesion of the Italian cities and towns to the Covenant of Mayors, the Convention might evolve and become more ambitious providing more significant technological improvements. Furthermore, the Convention might promote more radically the use of advanced energy certifications and protocols. The suppliers of the future editions of SIE3 should be required to ensure in addition to the thermal comfort also the light and thermal ones and to monitor the air quality according to suitable national and international standards for the purpose of providing an overall comfort. In the services provided to the public authorities there should be an explicit prohibition to use materials and substances that have been classified as harmful by the European Union in order to introduce even more stringent requirements with respect to the relevant regulation. This proposal is based on the principle that the public authorities play a leading role in the market orientation towards the production of goods and services that have absolutely no impacts on the human health. Another relevant lesson learned is about the accessibility to the data that are collected in the monitoring phase. This data represent a precious starting point for the elaboration of analysis aimed at assessing the actual efficiency of the implemented actions and at formulating proposals for the advancement of the following editions of the Convention.
