6 Explanations PGM has been appointed by Federal Government of the Somali Republic Ministry of Commerce & Industry for verification of exports to the Federal Government of the Somali Grace period of program will be started on 15th September of The program will be started on 1st of October2015. A Specific Certificate of Conformity (CoC) established according to the Somali, East African Standards or international safety standards is required to be able to import the goods into the Federal Government of the Somali Republic Applicable standards depend on categories of products. Most of the Somali and EAS standards are based on international standards (few amendments may be applied such as marking, instructions,. ) Destination Verification is performed when goods enter Federal Government of the Somali Republic. 6
7 Explanations Grace Period In order to give more information during your trade to Somalia, Grace period designed and iamed to reach required level of products / trade to Somalia during Grace Period. During Grace Period, Exporters has to apply / web pages and start their applications, Together with applications, exporters has to comply application forms / required documents. Full details of requirements will be given to Exporters in order to reach quality targets of Somalia. Site inspection will not be performed for first 2 shipments of each exporters for same products. Contract fee will be applied to issue «Transitions Certificate» «Transitions Certificate» is mandatory during importation at Somalia Custom 7

11 Step 1 Request for CBCA The importer or Exporter apply for verification to PGM. This request should include: Pro-forma invoice Final invoice Letter of credit Manufacturer / Exporter / Importer details Conformity documents that may be available for the goods intended to be exported such as: Certificates Test reports Conformity Documents Reports of analysis according to safety standards and /or regulation: EAS, ISO, IEC, EN, ECE or Codex Alimentarius standards 11

19 Step 2 Initial Document Verification Documentary Verification PGM considers all information submitted by the exporter and verifies its consistency with the regulatory requirements on Somalia compliance of imported products. Conformity Documents (test reports, reports of analysis, certificates) Registration of traders for risk assessment (selective inspection, selective checks of conformity proofs) 19
20 Step 2 Initial Document Verification Conformity of the goods: Documents shall demonstrate conformity of imported goods to EAS / international standards. If documents do not demonstrate compliance, further assessment such as Testing in EN Accredited Laboratories will be required. Exporter will be requested to correct possible nonconformities. Products with non conformities that cannot be corrected will be rejected and a discrepancy report will be issued. 20
21 Step 3 Physical Inspection & Testing Depending on the documentary verification, Inspection is requested to check: that goods match the ones identified during the documentary review and do comply with standards declared production site possible counterfeit No witness of loading, no seal of containers Sampling for Lab analysis Inspectors will be appoited within 3 days after initial technical verification & payment of certification. In case of doubts, PGM inspector may take samples for further analysis 21
22 Step 4 Final Document Verification Conformity of the goods: Onsite inspection result, the Test Reports from Laboratory if requested after initial document verification, Final Invoice and Shipment Documents will be checked for conformity. If documents do not demonstrate compliance, further assessment such as Testing in Accredited Laboratories, Additional Site Inspection will be required. Exporter will be requested to correct possible non-conformities. Products with non conformities that cannot be corrected will be rejected and a NCR «Non-Conformity Report» will be issued. 22
23 Step 5 Certificate of Conformity (CoC) Verification of consistency and accuracy of data collected during the verification process Application Technical Document Verification Site Inspection for products Final Documents Issuance of the Certificate of Conformity (CoC) upon satisfactory results Issuance of the Non-Conformity Report (NCR) upon un-satisfactory results Issuance of the Transition Report (TRC) during transition period Validity of a CoC is for 3 months if there is no any restiriction in product standards & procedures A CoC represent is just for a consignement 23

25 Step 6 Destination Verification Verification of the issuance of the certificate Verification that issued certificate covers products identified in import documents Verification of integrity of seals (if any identified in shipping documents) Check of condition of the shipment (damage of container, modification of cargo ) Shipment at Somali Ports Application from importer s representative Check existing CBCA certificate CBCA certificate valid? Yes Review of import documents Acceptable? 26 Step 6 Destination Verification If any non-conformity detected during destination verification «notcertified products, shelf life expired products, etc..» exporter and importer directly informed by us and NCR will be issued by PGM Border Office. If traders would like to request certification there in border, Certification process will commence, otherwise it will not be imported. If exporters shipped Cargo w/o certification, than importation is not allowing until Certification done in border of Somalia, DO NOT FORGET TO APPLY FOR CERTIFICATION OF YOUR CONSIGNEMENT TO SOMALIA 26

30 Certification Fee Net fees for physical inspection, documentary review and certification of Conformity / Non- Conformity Report / Transition Report Additional Charges 1 % of the FOB value of the goods imported to the Somalia «Minimum chargable amount is 300 USD» Will be charged seperately 1) Fees for COC/NCR/TRC depend on the FOB value of goods Net of any Tax. 2) COC / NCR / TCR fees shall be paid by exporters. 3) Fees are collected at the beginning of the inspection process. It covers ; documentary verification, physical inspection certificate issuance For more details, please visit Additional Fees Additional physical inspection will be charged seperately. Additonal location for physical inspection will be charged seperately. When required, PGM will propose testing in acceptable laboratory. A quotation will then be given to the exporter to cover testing and handling costs. 30
