4 Primary Duties Training and Expectations: EH&S After-Hours Duty Responders are expected to be trained to the First Responder Operations/Awareness level as outlined in CCR Title 19, o Duty Responders are expected to respond to events within their level of training, available resources, and personal capabilities. Expectations of a Duty Responder: As a Duty Responder, you should return all calls or text messages from the UCSD Police Dispatcher within 15 minutes of receiving notification. After responding, contact your Duty Partner and brief them on the details of the incident. If the incident requires other resources or capabilities, ask for assistance from other staff. Call the UCSD Police Dispatcher OR use the City Watch System (See Appendix II) to acknowledge that the situation is being addressed. If media is on-scene or anticipated, request that the Police Dispatcher send a representative from University Communications to the scene. Use the media statement provided (see below) until they arrive on-scene. Remember to consult with the EH&S Management team if your recommendations are being ignored, or if the situation requires management involvement. Actions to Avoid as a Duty Responder: 1. Do not take offensive action to mitigate a spill without appropriate training or resources. 2. Do not commit funds without approval of Team Leader. (Must use Approved Vendors in Appendix I. $5,000 limit) 3. Do not shut down mechanical systems without consulting Facilities Management. 4. Do not take any action that you are uncomfortable with. 5. Do not make decisions about animal areas without consulting Animal Care. 6. Do not give a media statement. (If approached by the media give the following statement.) We are working with campus and local officials to provide you with complete and accurate information. An official spokesperson from the University Communications office will be here soon to give a statement, and we will notify you immediately when that person arrives. Thank you. 1

5 Primary Responsibilities EH&S (After-Hours) Duty Responders serve as advisors and on-scene Incident Commanders for situations involving chemical, biological, and radiological agents, as well as other technological, natural, and human-caused adverse events on campus. On-Scene Incident Commanders The Incident Command System (ICS) shall be used to at the scene to manage responses, providing one workable system for all responders. Command is temporarily established with the first responder on scene. Command is formally established with the arrival of a designated, qualified Incident Commander (IC). The IC has all functions/positions until he or she delegates those functions/positions to other qualified individuals. When a response involves multi-department and multi-agency responders, report to the incident and jointly establish incident command with other responding departments and agencies, coordinating communications and control. The appropriate senior responding representative having authority will serve as the IC with ultimate site control confirming the ICS. Never assume automatic transfer of command. Transfer of IC and participation in joint command must be formal, verbally affirmed and documented. Vests and other identifiers are effective management tools in times of stress. The ICS expands and contracts based on the incident s needs. Maintain a reasonable Span of Control based on the number of functions and resources needed to manage the incident. Command is Terminated when incident management is no longer needed. On-Call Duty: It is a Duty Responder s responsibility to know when he/she is scheduled to be on duty. The Duty Responder schedule and department contacts are posted on Inside EHS. Inside EHS link: 2

6 Two members of EH&S staff serve as Duty Responders on each rotation. Remember to contact your partner before going on duty. The Duty Responder rotation starts and ends each Friday at 4:00 p.m. (If Friday is a holiday or the University is closed, the oncoming group begins at 8:00 a.m. on Friday.) Period of on-call duty: Each business day (Monday through Friday): 4:00 p.m. to 8:00 a.m. 24-hour duty on Saturday, Sunday, and anytime the University is closed, including holidays Upon completion of a duty rotation, staff are entitled to 8 hours of compensation time to be scheduled with approval of their supervisor. If Duty Responders are required to respond to an incident, compensation time will be authorized commensurate with the amount of time spent during the response. Support Responsibilities (when NOT on duty): If you are a member of the HazMat Team or have special expertise, you may be asked to assist by phone or travel to the incident scene. If you are responsible for a major program or safety area, you will be expected to assist in any way needed when an incident demands such expertise. Delegated Authority: Duty Responders have authority to act on behalf of the Director of EH&S to discontinue/stop operations of any function or activity that may pose imminent danger to life and/or health. Financial Authority: Duty Responders have financial authority with approved vendors of up to $5,000 to support hazardous materials clean-up. Any financial commitment made in the course of a hazardous materials response must be included in the After Action Report. 3

8 Response Procedure 1. Respond to UCSD Police Dispatcher within 15 minutes of receiving a call, and coordinate with your Duty Partner. Acknowledge to the Duty Responder group that the situation is being addressed. 2. Communicate with the Police Dispatcher and the person reporting the situation. 3. Respond to the incident site and serve as the Incident Commander until the situation is resolved, or until relieved by other EH&S personnel. DO NOT leave the scene when outside agencies (Fire Department, HazMat) arrive. You will serve to represent UCSD until the incident is resolved and external agencies have left the scene. 4. Coordinate an acknowledgement and All Clear message through UCSD Police Dispatcher or the City Watch System (See Appendix II) to all who were notified of the incident. 5. On the next business day, complete the Incident Report (See Appendix III) detailing the incident response. The Incident Report template is also found on Inside EHS. 6. a copy of the completed Incident Report to all Duty Responders and the Director of EH&S. 4

10 Response Scenarios & Guidelines If you are notified by the police department that there is a fatality at the scene, ask that the body be removed before you enter the area. If this is not possible, you are not required to enter the area until the body is removed. Blood Spills: Anyone who cleans blood is required to have current Bloodborne Pathogens training and the Hepatitis B vaccination series, and complete the declination form. Minor Blood Spills: Provide advice / direction. Contact Facilities Management for trained custodial staff if reporting person is not properly trained. Major Blood Spills: Respond to scene and serve as the EH&S Representative. Direct Facilities Management to an approved vendor (See Appendix I). Biological Spills: Evacuate area and close doors. Ask the laboratory representative for their assessment of the situation. If necessary, have contaminated persons remove contaminated clothing and place in biohazard bags. Wait 30 minutes before re-entering lab to allow aerosol to settle. Agree upon a spill response/mitigation plan with the laboratory contact. Contact Bio-Safety Officer if unsure of necessary action. Needle Stick Injuries: Instruct person to wash area thoroughly with soap and water. Direct person to Thornton Hospital Emergency Room. 5

11 Chemical Spills: If consultation is necessary, contact Chemical Hygiene Officer, HazMat Team member, or Departmental Safety Officer. Provide advice (as needed). Warn others to stay out of area and avoid breathing vapors. Identify the spilled material. If necessary, instruct contaminated persons to decontaminate, using deluge shower/eye wash for 15 minutes. Radiological Spills / Contamination: Provide advice (as needed). Call RSO or RAD Team member. Contact the Departmental Safety Officer. Fire / Explosion: Provide advice (as needed) and direct Fire Department to Knox box. GO TO SCENE and serve as the EH&S Representative, until the situation is resolved or until relieved by another EH&S staff member. Contact Hazardous Materials (HazMat) Team if incident involves hazardous materials. Ask the Police Dispatcher to contact the following: o UCSD Fire Marshal o Affected PI or Supervisor o Affected Departmental Safety Officer o University Communications Representative Pests: If pests are reported outdoors, advise people to leave the area, close all doors and windows, and report the concern to Pest Management (See Phone List) or ehspest@ucsd.edu for handling on the next business day. If pests pose a concern for public safety, and the situation is deemed urgent (i.e. Rattlesnakes indoors, swarm of bees indoors), instruct people to stay out of the area and contact Pest Management. 6

12 All Sewage Releases & Any Release to the Environment If needed, contact Facilities Management and NRC Environmental Services to ensure spill is contained and cleaned. Contact Environmental Affairs Manager or other EA staff member within 2 hours of incident to ensure reporting requirements are met. If no EA staff member can be reached and the spill has reached a storm drain or other surface water, or if there are greater than 1,000 gallons of sewage released, report spill to: State Office of Emergency Services (800) Regional Water Quality Control Board (858) and County Department of Environmental Health (858) If off-campus storm drains are affected, coordinate with: City of San Diego Storm Water Department (619) Suspicious Mail Or Substance: Coordinate with UCSD Police to evacuate and isolate the immediate area. Provide advice/direction in establishing a perimeter that provides a sufficient area for support personnel and equipment. The perimeter should be a generous area, allowing for joint operations with local and federal agencies, should they become involved. If media is on-scene or anticipated, request the Police Dispatcher to send a representative from University Communications to the scene. Respond to scene and serve as the EH&S Representative until the situation is resolved, or until you are relieved by another EH&S staff member. 7
