3 Township of Hamilton, Emergency Response Plan Page 3 HAMILTON TOWNSHIP EMERGENCY RESPONSE PLAN A. Introduction: Emergencies are defined as situations or impending situations caused by forces of nature, accident or an intentional act that constitutes a danger of major proportions to life and property. They affect public safety meaning the health, welfare and property, as well as the environment and economic health of Hamilton Township. The population of Hamilton Township is 10,785 residents. In order to protect residents, businesses and visitors, Hamilton Township requires a coordinated emergency response by a number of agencies under the direction of the Community Control Group. These are distinct arrangements and procedures from the normal, day-to-day operations carried out by emergency services. The Hamilton Township Emergency Management Committee developed this emergency response plan. Every official, municipal department and agency must be prepared to carry out assigned responsibilities in an emergency. The response plan has been prepared to provide key officials, agencies, and departments of Hamilton Township with important emergency response information related to: Arrangements, services, and equipment Roles and responsibilities during an emergency In addition, it is important that residents, businesses and interested visitors be aware of the Emergency Response Plan provisions. Aim: The aim of this plan is to make provision for the extraordinary arrangements and measures that may have to be taken to protect the health, safety, welfare, environment and economic health of the residents, businesses and visitors of the Hamilton Township when faced with an emergency. It enables a centralized, controlled and coordinated response to emergencies in Hamilton Township, and meets the legislated requirements of the Emergency Management Act. 4 Township of Hamilton, Emergency Response Plan Page 4 C. Authority: The Emergency Management Act (EMA) is the legal authority for this emergency response plan in Ontario. The EMA states the following: Every municipality shall formulate an emergency plan governing the provision of necessary services during an emergency and the procedures under and the manner in which employees of the municipality and other persons will respond to the emergency and the council of the municipality shall by by-law adopt the emergency plan. [Section 3 (1)] The head of council of a municipality may declare that an emergency exists in the municipality or in any part thereof and may take such action and make such orders as he or she considers necessary and are not contrary to law to implement the emergency plan of the municipality and to protect property and the health, safety, and welfare of the inhabitants of the emergency area. [Section 4 (1)] As enabled by the Emergency Management Act, this emergency response plan and its elements have been: Issued under the authority of By-Law No Filed with Office of the Fire Marshal and Emergency Management, Ministry of Community Safety and Correctional Services a) Definition of an Emergency: The Emergency Management Act defines an emergency as: An emergency means a situation or an impending situation caused by the forces of nature, an accident, an intentional act or otherwise that constitutes a danger of major proportions to life or property. The Emergency Operations Centre (EOC) can be activated for any emergency for the purposes of managing an emergency, by maintaining services to the community and supporting the emergency site. b) Action Prior to Declaration: When an emergency exists but has not yet been declared to exist, community employees may take such action(s) under this emergency response plan as may be required to protect property and the health, safety and welfare of Hamilton Township. D. Emergency Notification Procedures: Upon receipt of a warning of a real or potential emergency, the responding department should immediately contact the Mayor or alternate as indicated in Appendix A, to request that the notification system be activated.

5 Township of Hamilton, Emergency Response Plan Page 5 The Township s Community Emergency Management Co-ordinator or Alternate will be contacted and will notify the members of the Community Control Group (CCG). See Appendix A. Upon being notified, it is the responsibility of all CCG staff to notify their staff and volunteer organizations. Where a threat of an impending emergency exists, the CCG will be notified and placed on standby. The Emergency Notification Contact List and specific notification procedures are attached as Appendix A. Also attached as Appendix C is Checklist in Consideration of a Declaration of Emergency" and "Declaration/Termination of Emergency which could be used as a reference. a) Requests for Assistance: Assistance may be requested from the County at any time by contacting the County Warden of Northumberland to provide assistance. This would only be necessary in the event of a major incident where evacuation centres are required or additional equipment or food is necessary. The request shall not be deemed to be a request that the County assume authority and control of the emergency. Contact numbers for requesting assistance from Northumberland County are attached in Appendix D. Assistance may also be requested from the Province of Ontario at any time without any loss of control or authority. A request for assistance should be made by contacting the Office of the Fire Marshal and Emergency Management. Contact numbers are appended to the Emergency Notification Contact List in Appendix A. b) A Declared Community Emergency: Head of Council, is responsible for declaring an emergency. In his/her absence the decision would be made by his/her alternate(s). The decision is usually made in consultation with other members of the CCG. Upon declaring an emergency, the Mayor will notify: Office of the Fire Marshal and Emergency Management Council Members County Warden, if appropriate Public Neighbouring Community Officials, if required Federal and Provincial Members of Parliament, if appropriate A community emergency may be terminated at any time by the: Mayor or Alternate(s) Council Premier of Ontario When terminating an emergency, the Mayor will notify: Office of the Fire Marshal and Emergency Management, Ministry of Community Safety and Correctional Services;

Community Control Group: The emergency response will be directed and controlled by the Community Control Group (CCG) a group of officials who are responsible for coordinating the provision of the essential services necessary to minimize the effects of an emergency on the community. The CCG consists of the following officials: Mayor or Alternate(s) Chief Administrative Officer Community Emergency Management Coordinator Police Chief Director of Emergency Services Director of Public Works & Infrastructure Medical Officer of Health (if applicable) County Social Services Representative (if applicable) Emergency Medical Services Representative (if applicable) Utility Representative Hydro One (if applicable) Treasurer/Purchasing Agent Clerk/Emergency Information Officer Administrative Assistant Public Inquires Officer Legal Services Representative (if applicable) The members of the Community Control Group (CCG) are likely to be responsible for the following actions or decisions: Coordinating and directing all emergency services Assessing requests for assistance and allocating available services, manpower and/or equipment according to need Determining if the location and composition of the CCG are appropriate Advising the Mayor as to whether the declaration of an emergency is recommended Advising the Mayor on the need to designate all or part of the Township as an emergency area Ensuring that an Emergency Site Manager (ESM) is appointed Ensuring support to the ESM by offering equipment, staff and resources, as required Ordering, coordinating and/or overseeing the evacuation of inhabitants considered to be in danger Ordering the dispersal of people not involved in the provision of emergency services who are considered to be in danger or whose presence hinders the efforts of emergency service providers (this may include crowds at the emergency

7 Township of Hamilton, Emergency Response Plan Page 7 scene) Discontinuing utilities or services provided by public or private concerns - i.e.: hydro, water, gas, closing down a shopping plaza, restaurant, etc. Arranging for services and equipment from local agencies not under community control i.e.: private contractors, industry, volunteer agencies, service clubs Notifying, requesting assistance from and/or liaison with various levels of government and any public or private agencies not under community control, as considered necessary Determining if additional volunteers are required and if appeals for volunteers are warranted Ensuring that pertinent information regarding the emergency is promptly forwarded to the Emergency Information Officer (Clerk) for dissemination to the media and public. Authorizing expenditure of money required for dealing with the emergency, including expenses associated with the preservation of life and health and the provision of meals for operations personnel and volunteers Notifying the service, agency or group under their discretion, of the termination of the emergency Maintaining a log outlining decisions made and actions taken, and submitting a summary of the log to the CEMC within one week of the termination of the emergency, as required Participating in the debriefing following the emergency F. Emergency Operations Centre and Operating Cycle: a) Location of Emergency Operations Centre and Alternates: The CCG will report to the Emergency Operations Centre located at the Township Municipal Office, 8285 Majestic Hills Drive, Camborne. In the event that this Emergency Operation Centre cannot be used, the alternate location to be used is the Baltimore Recreation Centre, 23 Community Centre Road, Baltimore. b) EOC Equipment Lists: In the event of an emergency, the Clerk is responsible for the assembly of all Emergency Operation Centre equipment and supplies. A permanent inventory of Emergency Operations Centre Supplies is located in the Council Chambers of the Hamilton Township Office. Additionally, all of the municipalities of Northumberland County have agreed to maintain very similar emergency inventories so that in the event the Township of Hamilton had to move its Emergency Operations Centre to another municipality, the supply and equipment needs of its Community Control Group could be accommodated accordingly. Information on the organization, composition of the Municipal Emergency Operations Centre Inventory is contained in Appendix B. An additional list of Contractors who may provide community emergency response resources (ie: vehicles, specialized equipment) is contained in Appendix G.

8 Township of Hamilton, Emergency Response Plan Page 8 c) Operating Cycle: Members of the CCG will gather at regular intervals (Scrum Meeting) to inform each other of actions taken and problems encountered. The CEMC will establish the frequency of meetings and agenda items. Meetings will be kept as brief as possible thus allowing members to carry out their individual responsibilities. The Clerk will maintain charts which will be prominently displayed and kept up to date. Scrum Meeting Layout and Operations Centre Layout are attached as Appendix B. G. Individual Responsibilities of the Community Control Group: The individual responsibilities of the Community Control Group are specified below: a) Mayor or Acting Mayor: The Mayor (or Acting Mayor) is responsible for the following: Providing overall leadership in responding to an emergency Declaring an emergency within the designated area Declaring that the emergency has terminated Activating emergency notification procedures Notifying the CEMC of the declaration of the emergency and its termination Notifying the Office of the Fire Marshal and Emergency Management of the declaration of the emergency and its termination Notifying other external actors, as necessary (such as the County Warden, the Heads of Council from neighbouring municipalities, and stakeholders from various other levels of government, see Appendix G for list of CEMC of other municipalities.) Assisting the CEMC chair meetings of the CCG Determining priorities, making decisions and issuing operational direction through the heads of municipal departments Ensuring members of Council are kept informed of the emergency situation Relaying information to the public via press releases and public announcements b) Chief Administrative Officer (CAO): The CAO is responsible for: As the Operations Officer, coordinating all operations within the Emergency Operations Centre (EOC), including the scheduling and chairing of regular Scrum Meetings Ensuring the provision of all necessary support services for the CCG throughout the duration of the emergency (including, if appropriate, the establishment of radio and telephone communications and the establishment of security arrangements with local police) Advising the Mayor on policies and procedures, as appropriate Overseeing the preparation and issue of press and public announcements Supervising the Treasurer/Purchasing Agent Supervising the Administrative Assistant Supervising the Public Information Officer Supervising the Clerk/Emergency Information Officer

9 Township of Hamilton, Emergency Response Plan Page 9 Assisting the Clerk in fulfilling the other requirements of the role as Emergency Information Officer Ensuring that a communication link is established between the CCG and the Emergency Site Manager c) The Community Emergency Management Coordinator: The Community Emergency Management Coordinator (CEMC), is responsible for: Notifying members of the Community Control Group (CCG) in the event or possibility of an emergency Activating and arranging the Emergency Operations Centre Ensuring that security is in place for the EOC and registration of CCG members Ensuring that all members of the CCG have necessary plans, resources, supplies, maps, and equipment Providing advice and clarifications about the implementation details of the Emergency Response Plan Ensuring liaison with community support agencies (e.g.: O.V.E.R.T., Canadian Red Cross, Salvation Army, Ganaraska Region Conservation Authority) Ensuring that the operating cycle is met by the CCG and related documentation is maintained and kept for future reference Addressing any action items that may result from the activation of the Emergency Response Plan and keeping CCG informed of implementation needs Maintaining the records and logs for the purpose of debriefings and postemergency reporting that will be prepared Review the Emergency Response Plan annually d) Police : The Police are responsible for: Providing the Mayor with information and advice on law enforcement matters Following normal police procedures in notifying the Mayor and the necessary community and emergency services, as required Establishing a site command post with communications to the EOC Depending on the nature of the emergency, assigning the Site Manager and informing the CCG Establishing an ongoing communications link with the senior police official at the scene of the emergency Establishing the inner perimeter within the emergency area Establishing the outer perimeter in the vicinity of the emergency to facilitate the movement of emergency vehicles and restrict access to all but essential emergency personnel Providing traffic control to facilitate the movement of emergency vehicles Alerting persons endangered by the emergency and coordinating evacuation procedures Opening of evacuation/reception centres in collaboration with the Social Services Representative Ensuring liaison with the Social Services Representative regarding the establishment and operation of evacuation and reception centres

10 Township of Hamilton, Emergency Response Plan Page 10 Ensuring the protection of life and property and the provision of law and order Providing police service in EOC, evacuation/reception centres, morgues and other facilities, as required Notifying the coroner of fatalities Ensuring liaison with other community, provincial and federal police agencies, as required Providing an Emergency Site Manager, if required Providing personal notification of the actual or possible emergency to other members of the CCG, if required (in the event that phones are not available) e) Director of Emergency Services: The Director of Emergency Services is responsible for: Providing the CCG with information, advice on firefighting and rescue matters Notifying the County Fire Coordinator and/or initiating mutual aid arrangements for the provision of additional firefighters and equipment, if needed Depending on the nature of the emergency, assigning the Site Manager and informing the CCG Establishing an ongoing communications link with the senior fire official at the scene of the emergency Determining if additional or special equipment is needed and recommending possible sources of supply, e.g.: breathing apparatus, protective clothing Providing assistance to other community departments and agencies and being prepared to take charge of or contribute to non-fire fighting operations if necessary, e.g.: rescue, first aid, casualty collection, evacuation Providing personal notification of the actual or possible emergency to other members of the CCG, if required (in the event that phones are not available) f) Director of Public Works & Infrastructure: The Director of Public Works/Public Transportation is responsible for: Providing the CCG with information and advice on engineering, public works and road-related matters Maintaining, clearing and controlling municipal roadways Contacting and assisting the County Engineer, as required Depending on the nature of the emergency, assigning the Site Manager and informing the CCG Establishing an ongoing communications link with the senior public works official at the scene of the emergency Ensuring liaison with the public works representative from the neighbouring community(s) to ensure a coordinated response Ensuring provision of engineering assistance Ensuring the maintenance of sanitary sewage and water systems Providing equipment for emergency pumping operations Ensuring liaison with the Director of Emergency Services concerning emergency water supplies for firefighting purposes Providing emergency potable water, supplies and sanitation facilities to the requirements of the Medical Officer of Health Discontinuing any public works service to any resident, as required, and restoring

11 Township of Hamilton, Emergency Response Plan Page 11 these services when appropriate Ensuring liaison with public utilities to disconnect any service representing a hazard and/or to arrange for the provision of alternate services or functions Providing public works vehicles and equipment as required by any other emergency services Ensuring liaison with the conservation authority regarding flood control, conservation and environmental matters and being prepared to take preventative action g) Medical Officer of Health: If the CEMC requests that the Medical Officer of Health join the CCG, the Director will be responsible for: Acting as a coordinating link for all emergency health services at the Community Control Group (CCG) Ensuring that the Hospital and Access Centre are informed as appropriate in order for these organizations to implement their Emergency Plans as necessary. Liaison with the Ontario Ministry of Health, Public Health Division. Liaison with the ambulance service representatives regarding public health matters as well as arrangement for dealing with mass casualties in collaboration with hospital services. Providing advise on any matters that may adversely affect public health. Providing authoritative instructions on health and safety matters to the public through the Mayor via the Emergency Information Officer Coordinating the response to disease related emergencies or anticipated emergencies such as epidemics, according to Ministry of Health policies. Liaison with other agencies for the coordination of care, for bed-ridden citizens and invalids, at home and in evacuation centers during an emergency. Ensuring liaison with voluntary and private agencies, as required, for augmenting and coordinating public health resources. Ensuring coordination of all efforts to prevent and control the spread of disease during an emergency. Liaison with the Senior Public Works Officers regarding the need for potable water supplies and sanitation facilities. Liaison with Senior Ontario Works Officers on areas of mutual concern regarding health services in evacuee centers. Ensuring the public health inspection of emergency sites, where necessary and evacuation centres to ensure safe water, safe food and the control and prevention of health hazards. Liaison with the District Coroner and coordinate resource support as needed Continuing the delivery of mandated public health programs and services to ensure continuity of care and general public health protection as resources permit. h) Director of Social Services: If the CEMC requests that the Director of Social Services join the CCG, the Director will be responsible for: Providing advice to the CEMC on matters related to community social services

12 Township of Hamilton, Emergency Response Plan Page 12 Ensuring the well-being of residents who have been displaced from their homes by arranging emergency lodging, clothing, feeding, personal services and an area for registration and inquiries Ensuring all persons using emergency evacuation/reception centres are registered Supervising the opening and operation of temporary and/or long-term evacuation centres and ensuring they are adequately staffed Liaison with the Medical Officer of Health on areas of mutual concern regarding operations and evacuation/reception centres Ensuring that a representative of the Public School Board and/or Separate School Board is/are notified when the facilities are required as evacuation/reception centres, and that staff and school facilities take direction from the Board representative(s) with respect to their maintenance. Arranging for assistance from other organizations within the county, e.g. Children s Aid, Red Cross, Kinsmen, and Women s Institutes i) Utility Representative Hydro One: If the CEMC requests that the Utility Representative from Hydro One join the CCG, she/he will be responsible for: Monitoring the status of power outages and customers without services Providing updates on power outages, as required Ensuring liaison with the Director of Public Works May provide assistance with accessing generators for essential services or other temporary power measures j) Treasurer/Purchasing Agent: The Treasurer/Purchasing Agent is responsible for: Providing and securing of equipment and supplies not owned by the Township of Hamilton Ensuring liaison with purchasing agents of the neighbouring communities, if necessary Maintaining and updating a list of all vendors (including 24-hour contact numbers) who may be required to provide supplies/equipment. (Appendix F) Maintaining a sign-in sheet for all entering the EOC Distributes Emergency Operations centre kits to appropriate CCG members Making arrangements for the provision of meals/food and other necessary items that cannot be otherwise obtained for the staff/volunteers at the EOC and the Emergency Site Assist Administrative Resources with his/her duties, if required.

13 Township of Hamilton, Emergency Response Plan Page 13 k) Clerk/Emergency Information Officer: The Clerk is responsible for: Assisting the CEMC, as required Fulfilling the role of the Emergency Information Officer Ensuring all important decisions made/actions taken by the CCG are recorded at the Scrum Meeting Ensuring that maps and status boards are kept up to date Providing a process for the Treasurer/Purchasing Agent to register CCG members Maintaining a CCG member list Updating the contact information of CCG members in Appendix A and updating the contact information of other emergency contacts and EOC Inventory (Appendixes B-E) Notifying the required support and advisory staff of the emergency and the location of the Emergency Operations Centre Arranging for printing of material, as required Coordinating the provision of clerical staff to assist in the EOC, as required Upon direction of the Mayor, ensuring that all Council are advised of the declaration and termination of the emergency Upon declaration by the Mayor, arranging special meetings of Council, as required and advising members of Council of the time, date and location of the meetings Preparing for the Mayor, press releases and public announcements The Clerk will act as Emergency Information Officer (EIO) during an emergency. The EIO is responsible for dissemination of news and information to the media for the public through the Mayor. More details of the Emergency Information Plan are included in Section L of this document. Procuring staff to assist, as required l. Administrative Resource: The Administrative Resource is responsible for: Maintenance of the Event Board for the Community Control Group Assist the CEMC with operations of the Emergency Operations Centre m. Emergency Medical Services: (County of Northumberland) The Emergency Medical Services will be in the field, at emergency sites. n. Public Information Officer: If the CAO requests that the Emergency Information Officer join the CCG, he/she will be responsible for: Receiving all incoming calls or requests for information from the public and relaying all public information provided from the Mayor via the Emergency Information Officer Maintaining a log of all calls or inquiries for which the information is not readily available Returning calls from persons on the log, once the information has been made available unless a Co-ordinator is in place on the CEMP SI phone system in the

14 Township of Hamilton, Emergency Response Plan Page 14 Emergency Information Centre Assisting the CEMC with operations of the Emergency Operations Centre Oversee the operations of the Emergency Information Centre, should a centre be required o. Legal Services Representative: If the CAO requests that the Legal Services Representative join the CCG, he/she will be responsible for: Providing advice to any member of the Community Control Group on matters of a legal nature as they may apply to the actions of Hamilton Township in its response to the emergency, as requested. H. Community Support Group: In addition to forming a Community Control Group (CCG), which consists of service sectors and personnel directly under municipal authority, the Township of Hamilton may also draw on the resources and expertise of other agencies that may not fall within the jurisdiction of the municipal authority. Currently, Hamilton Township has formal and/or informal aid arrangements in place with the following organizations: Ontario Volunteer Emergency Response Team (O.V.E.R.T): This organization will provide volunteers and equipment when required for emergencies. Members of this organization are well trained and would be helpful in areas such as evacuation, searching for missing persons, etc. Ganaraska Region Conservation Authority: This organization will provide assistance and equipment as required. Authority staff are well trained and would be particularly helpful in such areas as flood prevention, advice, etc. In the event of an emergency, the Township may also request the assistance of the Canadian Red Cross or the Salvation Army. Contact information for these organizations is contained in Appendix C. I. Relationship between Emergency Site Manager and Others Involved in Emergency Response: In most instances, the Emergency Site Manager (ESM) would be the Fire Chief of the area with the emergency. However, depending on the nature of the emergency, the Emergency Site Manager may alternatively be assigned by the Police Chief, the Director of Public Works, or the Medical Officer of Health. Once the ESM has been assigned, the CCG relationship with the ESM is to offer support with equipment, staff, and other resources, as required. The CCG will also ensure that the rest of the community maintains municipal services.

Relationship Between ESM, and Command and Control Structures of Emergency Responders: The senior representative for each emergency responder (police, fire, EMS, public works) at the site will consult with the Emergency Site Manager, so as to offer a coordinated and effective response. Regular briefings will be held at the site and chaired by the Emergency Site Manager, so as to establish the manner and process by which response to the emergency will be provided. K. Emergency Telecommunications Plan: Upon implementation of the Emergency Response Plan, it will be important to ensure that communications are established between the emergency site(s) and the EOC. Also, communications may be required at various locations including evacuation centres, hospitals, and other key responding agencies. The Telecommunications Coordinator of Hamilton Township will activate the notification system of the VCARS. VCARS volunteers are skilled at operating under emergency conditions and have a wide variety of telecommunications technologies available to them. A telecommunications room will be located in the office portion of the Township Municipal Building - separate, but adjacent to the EOC. This site was chosen so that messages can be easily relayed to members of the CCG, but the radio operators or dispatchers will not be working in the same room as CCG members. A dedicated phone line will be used to secure telecommunication between the EOC and the emergency site(s). Should Hamilton Township lose all telephone communications, the radio system of the Public Works Department can link the EOC with the Roads Department, Public Works vehicles and the Fire Department. L. Emergency Information Plan: Upon implementation of the Emergency Response Plan, it will be important to coordinate the release of accurate information to the news media, issue authoritative instructions to the public, and respond to or redirect individual requests for, or reports on, information concerning any aspect of the emergency. The Emergency Information Centre (EIC) will also be established in the Township Municipal Building separate, but adjacent to the EOC. The Clerk will serve as the Emergency Information Officer and will be assisted in fulfilling the requirements of this role by the Public Information Officer and CEMC. Community Emergency Management Public Awareness Program: The aim and objectives of the public awareness program that is currently being developed is to foster public awareness about individual/family emergency preparedness and community emergency preparedness. Together with other Community Emergency Management Coordinators from nearby municipalities, Hamilton Township is compiling a Personal Emergency Preparedness Guide in the form of a booklet. This will be completed over the next year and the information contained in it will be made available on the Hamilton Township website. TOWNSHIP MISSION STATEMENT EMERGENCY SITUATIONS Hamilton Township s Mission is to protect the life of, and provide assistance to, the citizens of the affected areas.

17 Township of Hamilton, Emergency Response Plan Page 17 APPENDIX A Notification Process Procedures: The Mayor, CAO, or the CEMC or their alternate(s) may activate the notification process. Upon activation, the notification process will be carried out at once by the Township s CEMC or alternate. The CEMC will ensure that the relevant information (e.g. description of emergency, instructions to remain on standby or assemble at the EOC, location of meeting, etc.) is passed to and understood by each person called. Persons on the notification list will be called in order, starting with the Mayor. If the primary person cannot be reached at any of the listed numbers, the person s alternate should be phoned. If there is more than one alternate listed they should be called in the order that they appear. If neither the primary person nor the alternate(s) can be reached, the next person on the list should be phoned. If communication by phone is not possible, persons on the notification list may be notified in person by police, fire or roads department. Members of the EOC will assess the situation to determine the need for further staffing. Should an emergency occur or an impending emergency, contact should be made with the Office of the Fire Marshal and Emergency Management Duty Officer (who is available 24/7) at or In the rare event that the POC Duty officer cannot be reached to report an emergency, the OPP Duty Officer should be contacted at by telephone. Fax at The decision to contact the POC Duty Officer or the Municipalities Field Officer shall be made by the members of the CCG upon arriving at the EOC. Notification of EOC members Upon notification requesting the formation of the Hamilton Township Control Group, the CEMC or alternate shall attempt to contact the members of the Primary Emergency Notification Contact List. If the Primary Control Group Member cannot be contacted in person, a message may be left on voice mail or with an adult. An attempt to contact the Alternate Control Group Member(s) shall then be made. When the Primary and Alternate(s) Members cannot be contacted, the lack of contact shall be noted to other members as requested. A No Answer response to a call will be an attempt. Continuous calls to the same member will not be required. All calls will be recorded noting the control group

Once the end of the list has been reached, those who were not available on the first attempt should be tried again.
