1 1993 Specifications CSJ SPECIAL SPECIFICATION ITEM 6982 Fiber Hub 1.0 Description. This Item shall govern for the furnishing and installation of the Fiber Hub as shown on the plans, as detailed in these Special Specifications and as directed by the Engineer. 2.0 Materials. 2.1 General Requirements. All materials furnished, assembled, fabricated or installed under this item shall be in full compliance with Bellcore Technical requirements. Each Fiber Hub shall consist of an internal and external cabinet as shown on the plans, as detailed in these Special Specifications and as directed by the Engineer. Each Fiber Hub shall be provided complete with all internal components, terminal strips, harnesses, connectors, as well as all mounting hardware necessary to provide for installation of equipment as described herein. All Fiber Hubs shall be identical in size, shape and quality throughout the entire project. Details of design of the internal and external cabinet shall be submitted to the Engineer for review and approval prior to fabrication. Internal cabinet shall be designed for and compatible with all equipment located within the plans and specifications. Any cost associated with providing compatibility with the equipment shall be subsidiary to the various bid items and no direct payment shall be made. Telephone voice communication type line circuit with telephone jack and wall telephone (2554) shall be provided for voice communication. One jack/telephone with headset shall be installed in cabinet. Each telephone with headset shall be provided with a 50 foot cord. 3.0 Internal Cabinet. 3.1 Functional Requirement. Doors on each side of the cabinet shall provide access to the cabinet interior. The structure of the internal cabinet shall consist of an aluminum frame with a horizontal top beam, a bottom beam, and two legs. The legs shall have the same cross-sectional shape as the top. The dimensions shall be as shown within the plans or as approved by the Engineer. A collar shall be mounted on both
2 sides of the frame to provide adequate interior depth for the system electronics. Cabinet shall power all electronic equipment without the use of batteries. Internal cabinet shall be fitted with key lockable access doors. Internal cabinet shall be base mounted on a concrete foundation, as detailed in the plans. All conduit shall be caulked around the top of the cable ducts with B caulking compound or approved equal, to seal clearance between the cables and ducts. Conduit plugs shall be placed in the vacant conduit ducts. No wood, wood fiber product or flammable products shall be allowed in the cabinet. The cabinet structure shall be effectively sealed to prevent the entry of rain, dust and dirt. Front and rear doors shall be provided with catches to hold the doors open at 90 degrees in a 60 MPH wind at an angle perpendicular to the plane of the door. The complete rack assembly details and layouts shall be submitted to the Engineer for approval prior to fabrication. Rack assembly shall be designed for the cabinet equipment, as shown within the plans. Internal cabinet shall be equipped with two adjustable thermostats and two electric fans with ball or roller bearings and a capacity of at least 100 cubic feet of free air delivery per minute. Both fans and thermostats shall be mounted to a plenum chamber at the top-front of the cabinet. This type ventilation system will draw air through the bottom of the rear door, up through the rack assembly, and exhausts through vents over the top of the front door. Each fan shall be individually thermostatically controlled and shall be manually adjustable to turn on between 33 C and 65 C with a differential of not more than 6 C between automatic turn on and turn off. The Cabinet fan circuit shall be protected at 125 percent of the amp rating of the fan motor. Intake (including filter) and exhaust areas shall pass a minimum of 60 cubic feet of air per minute. 3.2 Electrical Requirements. An Electrical Service Terminal Block shall be located as approved by the Engineer. The terminal block shall be used to terminate the incoming AC service and for the first stage of the Cabinet Lightning Protection. The terminal block shall contain the following: - Power distribution blocks suitable for use as a power feed and junction points for two (2) and three (3) wire circuits shall be provided. The line side of each circuit shall be capable of handling two (2) 4 AWG conductors. The terminal block shall have a plastic cover to prevent inadvertent contact
3 The terminal block shall be rated for 50 amperes at 600 volts, minimum. - Two 20-position copper ground busses for AC neutral and chassis grounds. Screw size shall be a minimum binder head. These ground busses shall be electrically isolated from the AC grounded conductor and each other by 500 megohms when tested at 250 VDC, with the power line surge protector disconnected. - One power line surge protection unit described below. Leads must be large and as short as possible. Terminals used for AC service entry to the Power Distribution Assembly connections shall secure lugged conductors from the service entry point by means of a nickel or cadmium plated brass binder head screw sufficient to accommodate lugged conductors of no. 4 AWG. All wire shall be marked with NEC color code specifications from service pole to all cabinet terminations. 3.3 Power Line Surge Protection. Power line surge protectors shall be installed between both line conductors and equipment ground. Surge protectors shall be solid state and shall be a Hesco Model HE2000 or equal. The AC neutral and equipment ground wiring shall be electrically isolated from the AC line wiring by an insulation resistance of at least 10 megohms when measured at the AC neutral. The AC neutral and equipment grounding wiring shall be color coded white and green respectively. All wiring containing AC line voltage shall be routed and handled separately and/or shielded from all low voltage; i.e., control circuits. All conductors and live terminals or parts, which could be hazardous to maintenance personnel, shall be covered with suitable insulating material. 3.4 Power Distribution Assembly. A power distribution assembly shall be furnished and mounted on the EIA 19-inch rack utilizing no more than seven (7) inches of rack height. All equipment shall be readily accessible for ease of replacement. The depth of the assembly shall not exceed 10 inches from the front cabinet rails including terminal blocks. The following equipment shall be provided with the power distribution assembly: - One - main circuit breaker, feeding equipment breakers located on the panel - Four - equipment circuit breakers wired to terminal blocks - Two - equipment circuit breakers wired to respective GFCI equipment receptacles (one on the front panel and another on the back panel, readily accessible from back door) - One - Radio interference suppressor The main circuit breaker shall be rated for 50 amperes at 120 VAC. The circuit breakers for the equipment and GFCI circuits
4 shall be rated for 15 amperes at 120 VAC. Rating of breaker function shall be labeled below breakers on the front panel. There shall be an indicator mounted on the front panel indicating the 50 ampere main breaker is not in a tripped state. The power distribution assembly shall be equipped with radio interference suppressors installed on the load side of the equipment circuit breakers. The suppressors shall be provided in series with the incoming AC power line before it is distributed to any equipment in the cabinet. The suppressor shall provide a minimum attenuation of 50 decibels over a frequency range of 200 kilocycles to 75 megacycles. The suppressor shall be hermetically sealed in a substantial metal case, filled with a suitable insulation compound. The suppressors shall be designed for operation at the proper current rating as determined by the contractor per the plans. The suppressors shall be designed for 120 volts, 60 Hertz, operation and shall be approved by UL and EIA. Equipment receptacles shall be NEMA 5-15R duplex type. The equipment receptacles shall have integral ground-fault circuit interruption as defined in National Electric Code. Circuit interruption shall occur on six milliamperes of ground-fault current and shall not occur on less than four milliamperes of ground-fault current. Terminal strips shall be accessible to the extent that it shall not be necessary to remove the electronic equipment from the cabinet to make an inspection or connection. Terminal strips shall be protected with a dielectric cover. AC terminal blocks of barrier protected, single screw head per circuit design shall be provided and mounted on the power distribution assembly. Terminal blocks shall be so arranged that they shall not upset the entrance, training and connection of incoming field conductors. Not more than three (3) conductors shall be brought to any one terminal screw. No electrically energized conductors or connectors shall extend beyond the protection afforded by the barriers. Terminals used for cabinet circuit connections shall secure conductors by means of a No nickel or cadmium plated brass binder head screw. All connections from the power distribution assembly to cabinet equipment shall be made to these screw heads. All blocks shall be silk screened as to function and circuit breaker assignment. The supplier shall furnish no. 8 AWG lugged conductors to connect the power circuits to the power distribution assembly. 3.5 Cabinet Features. Each cabinet shall be equipped with two fluorescent lighting fixtures, one mounted inside the top front and one inside the top rear of the cabinet. The fixtures shall have a fifteen (15) watt lamp F15T8, operated from a normal power factor, UL listed ballast. The lamps shall be shaded to diffuse the light. Momentary, pin-type type door switches shall be installed, two on the front doors and two at the rear doors. One switch on the front, and one on the back, shall be used to turn on the cabinet lights when either the front door or rear doors are open. The remaining switches on each door shall be wired in parallel to a
5 terminal block for the purpose of detecting a cabinet intrusion condition by equipment mounted within the cabinet. All conductors used in cabinet wiring shall terminate with properly sized spade type terminals. All cabinet wiring conductors shall be sized to accommodate the current allowed by Code(s) for the respective circuits. A no. 8 AWG, or larger, copper conductor shall be connected between the equipment ground bus and the rack rails. Two sets of nonfading cabinet wiring diagrams shall be supplied with each cabinet. They shall identify all circuits in such a manner as to be readily interpreted. 3.6 External Twisted Wire Pair (TWP) Terminators - Transient Protection Chassis. Each cabinet shall be equipped with a rack mounted chassis to contain transient protection barrier devices. 4-wire operations shall be connected to one side of the transient protection device(s) while the TWP field cable (connecting to LCU device(s), VMS controllers or CCTV controllers) shall be connected to the other side of the transient protection devices. The chassis shall provide for 96 transient protection TWP termination. The transient protection devices shall be firmly attached to the chassis and the chassis shall be attached to slides for moving the chassis to enable the transient protection devices to be serviced. The chassis shall slide to/from the rear access door area and shall have screw type hold down fixtures in the closed position. Harnesses for field cables shall be firmly attached to the chassis and shall not bind while servicing the chassis contents. A total chassis cover lid shall be installed. The Contractor shall submit a chassis component layout for Engineer approval before installation. 3.7 Wiring. All cabinet wiring where connected to terminal strips, switches, radio interference suppressors, etc., shall be identified by the use of insulated pre-printed sleeving slipped over the wire before attachment of the lug or making the connection. The wire markers shall carry this legend in plain words with sufficient details so that a translating sheet will not be required. All wires shall be cut to the proper length before assembly. No wires shall be doubled back to take up slack. Cable slack shall be provided to facilitate the removal and replacement of assemblies, panels, and modules for maintenance. Cables shall be secured with nylon cable clamps. All electrical connections in the cabinet shall have sufficient clearance between each terminal and the cabinet to provide an adequate distance to prevent a leakage path or physical contact under stress. Where these distances cannot be maintained, barriers must be provided. All equipment grounds shall run directly and independently to the ground bus. The lay of the interconnect cable between the components must be such that when the door is closed, it does not press against the cables or force the cables against the various components inside the cabinets. Sufficient length of cable shall be provided to easily reach the electronic equipment placed anywhere on the shelves. No wire shall be doubled back to take up slack
6 All wiring containing line voltage AC shall be routed and bundled separately and/or shielded from all low voltage, i.e., control circuits. All conductors and live terminals or parts, which could be hazardous to maintenance personnel, shall be covered with suitable insulating material. 3.8 Serial Number. The cabinets shall be provided with a five-digit serial number unique to the manufacturer and this five-digit serial number shall be preceded by an assigned two-letter manufacturer's code. The entire identification code and number shall be either stamped on a metal plate which is riveted to the cabinet, stamped directly on the cabinet, or engraved on a metalized mylar plate that is epoxied to the cabinet on the upper right hand cabinet side wall. 3.9 Protector and Cabinet Configuration. All ungrounded conductor wires entering or leaving an equipment cabinet shall be provided with surge protectors. The conductor leads and the surge protector leads shall be kept as short as possible with all conductor bends formed to the maximum possible radius. The protector units shall be located as near as possible (6 inches) to the entry or exit point, and as far as possible from any electrical equipment. The protector ground lead shall be connected directly to the ground bus Environmental Design Requirements. The cabinet shall meet all of its functional requirements during and after subjection to any combination of the following requirements: - Ambient temperature range of 0 F to 158 F. - Temperature shock not to exceed 30 F per hour, during which the relative humidity shall not exceed 95 percent. - Relative humidity range not to exceed 95 percent over the temperature range of 40 F to 100 F. - Moisture condensation on all surfaces caused by temperature changes. 4.0 Uninterruptable Power Supply 4.1 General An uninterruptable power supply(ups) shall be housed within the cabinet and shall have a front panel with indicator and control switches. The UPS shall be an on line device that provides uninterrupted AC power to a load regardless of AC source variations, fluctuations, and loss. 4.2 Equipment The UPS shall consist of but not limited to the following components: 1. UPS Module 2. Rectifier/Charger 3. Static bypass switch 4. Maintenance bypass switch 5. Synchronizing Equipment
7 6. Protective Devices 7. Accessories (as specified herein) 8. Control and monitoring panels 9. Input/Output terminals for Hardwire Connection 10. Batteries The UPS shall also include a system control section with controls, metering and alarms. The UPS module shall consist of a single UPS module rated to supply the full rated load as specified herein. The equipment identified in this specification shall be components of the UPS. The components shall have an input of 120 VAC single phase, and shall meet output requirements for providing 2 KVA of 120 VAC, 60 Hz, single phase output power, and shall provide backup AC power for a minimum of 30 minutes UPS rated output power when a commercial AC power failure occurs. The UPS shall consist of standard equipment and meet specified capacity requirements Glossary and Definitions The following are definitions of terminology used in this specification: UPS is defined as an on line device that provides uninterrupted AC power to a load regardless of AC source variations, fluctuations, and loss. UPS Module is defined as a rectifier/charger and inverter unit with associated controls, synchronizing equipment, protective devices and auxiliary equipment required to provide precise AC power. UPS inverter shall provide 100% of the UPS rated power to the load continuously. Rectifier/Charger Unit is defined as that portion of a UPS module containing the equipment and controls necessary to convert input AC power to regulated DC power required for the input power to the inverter unit and for battery charging. Inverter Unit is defined as that portion of a UPS module containing the equipment and controls necessary to convert DC power, from the rectifier/charger or battery, to precise AC power for supplying power to a load, continuously 100% of UPS rating. UPS System Control Section is defined as that portion of the UPS module containing the metering, alarms, indicators and control functions. Static Bypass Switch is defined as a solid-state device used to automatically transfer the critical load to the bypass line in the event the UPS cannot supply
8 continuous power and transfer the critical load back to the UPS when the trouble with the UPS has been corrected with no interruption to the critical load. Double Conversion UPS is defined as a on line UPS. Maintenance Bypass Switch is defined as the electromechanical device that connects the load directly to the bypass line and isolates the UPS module from the load without any interruption of AC power. This unit shall be UL508 in a NEMA1, enclosure fused for 30 amp at 120 VAC. (Make before break operation) 4.3 The UPS shall conform to the following documents: Environmental Protection Agency (EPA) National Electric Code (NEC) Occupational Safety and Hazards Administration (OSHA) Telecommunications Industry Forum (TCIF): TCIF Shipping and Receiving Transaction Bar Code Label Specification, Issue 2, 12/5/89 TCIF Product Package Label Specification, Issue 6, 12/5/ Configurations The UPS shall be configured to provide regulated alternating current (AC) power for a critical site load. The system shall be fully coordinated and compatible with electrical, environmental and space conditions at the site. The UPS shall be power factor. 4.5 Conformance Standards All equipment provided shall be manufactured in conformance with the National Electric Code (NEC), the Occupational Safety and Health Act (OSHA), the National Electrical Manufacturer's Association (NEMA), the Acoustical Society of America (ASA), and the Institute of Electrical and Electronic Engineers (IEEE) Standards. 4.6 FCC Registration The equipment shall be designed for interface and connection to either the public or private contained in FCC Rules and Regulations, Title 47, Part UPS Input The input to the UPS units shall be rated for single phase 120 VAC. 4.8 UPS Output The output of the UPS units shall be 120 VAC single phase. 4.9 Continuous Unattended Duty The UPS system shall be designed for continuous unattended operations Physical Requirements Materials All materials and parts comprising the UPS shall be new, of current manufacture and high grade. materials shall be free from all defects and The
9 imperfections and shall not have been in prior service except as required during factory testing. Wiring practices, materials and coding shall be in accordance the requirements of the National Electric Code (NFPA 70), OSHA and applicable local codes and standards. The UPS shall be installed in a NEMA type metal enclosure. Wire runs shall be protected in a manner which separate power and control wiring. All bolted connections of bus bars, lugs and cables shall be torqued to the value and marked. Adequate ventilation shall be provided to ensure that all components are operated within their environmental ratings. All fans, shall be equipped with sensors connected to an alarm on the module control panel to indicate a fan failure Instrumentation The UPS shall be equipped with instrumentation to provide the following indications: 1. Input AC Voltage 2. Input Battery Voltage 3. Percent of Battery Charge 4. Output Voltage 5. Output Frequency 6. Battery Charge Current 7. Output current 8. Input current 4.11 Alarms The UPS shall be equipped with the following alarm indications as well as dry contacts for each alarm. In addition, a single summary alarm shall be provided. 1. Input Power Failed 2. UPS on Battery 3. UPS in By-pass 4. Low Battery Voltage 5. Output failed 6. Over Voltage (output) 7. Cooling Fan Failed 8. Input Breaker Open 9. Battery Breaker Open 10. Output Breaker Open 4.12 Operational Requirements Normal Operation Electrical energy from the utility company power source shall be used to supply power to the UPS and the UPS shall power the load during normal operations Rectifier/Charge The rectifier/charger shall be a solid state device which converts AC power into DC power. The output shall be connected to the batteries and to the inverter
10 Inverter The inverter shall be a solid state device which converts DC power to AC power Uninterruptable Power The UPS shall automatically effect continuity of electric power within the specified tolerances to the critical load without power interruption, even with a failure or deterioration of the utility power supply. The UPS shall also be designed to operate within the specifications stated herein while its power is being supplied by the site generator set without any degradation in performance AC Power Failure Upon failure of the AC power supply, power for the inverter shall automatically be supplied from the battery with no interruption to or disturbance of the inverter output in excess of the limits of these specifications. The utility AC power, when restored, shall power the UPS and recharge the battery and shall automatically supply the UPS output, without interruption or disturbances in excess of the limits of these specifications. If the battery is exhausted before AC power reapplied to the UPS either the utility power company or the site generator if connected, the UPS shall shutdown automatically and an alarm shall be energized and provide an indication of the condition Static Bypass Switch If the logic senses a power failure it will signal the Static switch to switch to a good source. The switch will be transparent to the output power Maintenance Bypass Switch Maintenance bypass switching shall be accomplished in a manner that allows the complete UPS module to be de-energized without disruption of the load. Unit shall be UL 508 with indicator for power available. The maintenance bypass switch shall be external to UPS, so that the UPS can be removed without any disruption. (Make before break operation) 4.13 Electrical Requirements General All active electronic devices shall be solid state. All semiconductor devices shall be hermetically sealed. All relays shall be dust tight; no open relays shall be used. The UPS shall be sized to provide a minimum of the required KVA and voltage output. The load voltage and bypass line voltage for the load shall be 120 VAC, twowire with a separately derived and isolated(utility) load side ground wire
11 Efficiency The UPS, including the static transfer switch, shall have an efficiency of no less than 85% at the least efficient load Component Ratings The maximum working voltage, current, and di/dt of all solid state power components and electronic devices shall not exceed 75% of their rating. Electrolytic capacitors shall be computer grade and operated at no more than 90% of their voltage rating Battery The UPS battery shall be contained inside the UPS cabinet and have a capacity to support the rated load for a period of 30 minutes at a temperature of 50 degrees Celsius. 12 Current Limit: Fault Clearing: 150% of full rated load for 30 sec 150% of full pad current Sub-cycle current of at least 300% of normal full load current Grounding The UPS module AC output neutral shall be electrically isolated from the UPS chases and bonded at the derived isolated output ground terminal. The UPS module chassis is to be provided with an equipment ground system terminal Breakers The UPS module shall be equipped with both an AC and DC output circuit breaker sized to allow the performance as specified herein and to provide proper fault protection. The rectifier/charger shall be provided with an input circuit breaker of the frame size and trip rating to supply full rated load to the critical load and recharge the battery at the same time. The circuit breaker is to provided with an undervoltage trip so that the circuit breaker shall open automatically when the control voltage is lost Surge Suppression The UPS shall be equipped with transient voltage surge suppression with and as defined by the FAA document FAA-STD-020a, Transisent Protection, Grounding, Bonding, and Shielding Requirements for Equipment, September 26, Environmental Requirements General The UPS shall be capable of withstanding any combination following external environmental conditions without mechanical or electrical damage or degradation of operating characteristics. Operating Ambient Temperature: Relative Humidity: Altitude: 0 to 40 C 0 to 95%, non-conden. 0 to 10,000 ft.(amsl) Noise 4.15 Submittal Noise generated by the UPS under any condition of normal operation shall not exceed allowable sound pressure level of 68db measured 4 feet from the nearest surface of the cabinet. Each manufacturer/supplier responding under this specification shall provide a complete engineering submittal. The engineering submittal shall be in a paragraph-by-paragraph response format to include documentation supporting all claims made by the manufacturer Compliance A response of Comply to any paragraph shall include the following details:
13 1. Indicate compliance on a paragraph-by-paragraph basis. 2. Make reference to appropriate documentation, as 5 appropriate, as and attachment to the bid package. 3. Include referenced documentation supporting this claim as an attachment to the bid package Exception Where Exception is stated, an alternate product or specification shall be proposed. The following details shall also be included for each exception statement: 1. State the specification claimed by the manufacturer for the product being proposed. 2. Make reference to appropriate documentation. 3. Include the referenced documentation supporting this claim as an attachment to the bid package Support Documentation supporting the manufacturer's claims shall be included with the bid package. Such documentation shall also include: 1. Appropriate and specific test data. 2. Certified performance data (including information on component ratings, heat rise and dissipation) 3. Specification data. 4. Detail drawings, including cabinet and/or rack face drawings, circuit drawings, and cable diagrams. 5. Product literature. 6. Installation instructions. 7. System configuration with single line drawings with all circuit breakers identified by number. 8. Functional relationship of various equipments comprising the UPS unit including weights and dimensions Warranty The UPS furnished and installed for this project shall be guaranteed to perform according to the manufacturer's published specifications. The UPS shall be warranted against defects and/or failure in design, materials and workmanship in accordance with the manufacturer's standard warranty. The warranty coverage shall become effective on the date of the final acceptance of the item by the Department. The Contractor shall assign, to the Department, all manufacturer's normal warranties or guarantees on the UPS. Defective equipment shall be repaired or replaced "on-site", (within 24 hours) at the manufacturer's option, during the warranty period at no cost to the Department. The manufacturer's representive shall have a locally established serive outlet, prior to the award of the contract. Manufacturer shall submit representative's credentials thru the Contractor within 60 working days from awarding of contract General Responsibilities The manufacturer shall not deviate from this specification except when in possession of a written exception from TxDot. Should there be a conflict between published standards and the narrative specifications, the more stringent provision shall apply. The manufacturer shall be responsible for compliance with any documents listed in this specfication. Any deviation or failure
14 to comply with any part of this specification and the referenced documents shall be considered to be in non-compliance with this specification Engineering The manufacturer shall accomplish all necessary engineering and provide documentation and engineering drawings, including rack face and cable drawings, etc. for the systems specified Spare Parts The manufacturer shall recommend a spare parts list with prices. The parts shall be packaged as a kit and one (1) kit shall be included for every 8 fiber hubs UPS Documentation The manufacturer shall provide printed literature and brochures describing the equipment. Two (2) copies of all the following literature shall be included with each UPS system furnished: 1. Complete operator's manual 2. Complete maintenance and repair manual 3. Complete installation manual with drawings. 4. Detailed start-up instructions. 5. Complete parts manual. 6. Schematics of the complete UPS System including all printed circuit boards or modules. 7. Recommended Spare Parts List (assembled as a kit) Installation When required, the equipment shall be installed in accordance with the National Electric Code (NFPA 70) Technical Support The manufacturer shall provide such engineering and field technical support as may be required by TxDOT contractor or representative to ensure reliable equipment installation and operation. 5.0 External Cabinet. 5.1 Functional Requirement. External cabinet shall be poured monolithic, leaving no joints or spacing between the wall or roof. Doors on each side of the cabinet shall provide access to the cabinet interior and shall not obstruct internal cabinet doors. External cabinet doors shall be fitted with a key lockable door or as described within the plans. No wood, wood fiber product or flammable products shall be allowed in the cabinet. The cabinet structure shall be effectively sealed to prevent the entry of rain, dust and dirt. Front and rear doors shall be provided with catches to hold the doors open at 90 degrees plus or minus ten degrees. The catches shall be capable of holding the doors open at an angle perpendicular to the plane of the door
15 5.2 Structural Excavation. All structural excavation shall conform to the requirement of Item 400, "Excavation and Backfill for Structures". 5.3 Concrete. All concrete shall be class "A" concrete conforming to the requirements of Item 420, "Concrete Structures" and 421 "Portland Cement Concrete". 5.4 Reinforcing Steel. All reinforcing steel shall conform to the requirement of Item 440, "Reinforcing Steel". 5.5 Structural Steel. All structural steel shall conform to the requirements of Item 441, "Steel Structures". 5.6 Concrete Finish. Exterior of cabinet shall be a striated finish, Burke Company pattern No. 304 or equal approved by the Engineer. All concrete shall receive a grade 1, class B (TY1) "Maple Sugar" tint, as approved by the Engineer. Wall Dimensions as shown within the plans do not include the thickness of the striated finish. 6.0 Construction Methods. 6.1 General Requirements. The equipment, design, and construction shall utilize the latest available techniques with a minimum number of different parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. The only tools and test instruments required for maintenance by maintenance personnel shall be simple hand held tools, basic meters and oscilloscopes. 6.2 Electronic Components. All Electric Components shall comply with special specification "Electronic Components" included elsewhere in the project documents. 6.3 Mechanical Components. All external screws, nuts, and locking washers shall be stainless steel. No self tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, aluminum or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. 6.4 Installation. The cabinet foundation shall be included as part of this bid item. The cabinets shall be mounted on a concrete foundation as shown on the plans. The cabinet foundation shall be constructed in accordance with Item 656 "Foundations for Signs, Traffic Signals and Roadway Illumination Assemblies". The cabinet shall be grounded to a five-eighths inch (minimum) copper clad ground rod 8 feet long driven into the ground and installed in the foundation
16 7.0 Documentation Requirements. Three (3) copies and one (1) mylar reproducible shall be provided for the following items: A. Complete and accurate final cabinet wiring diagram. B. Complete parts list including names of vendors for parts not identified by universal part numbers such as JEDEC, RETMA or EIA. One set of the documentation shall be placed in the cabinet in a heavy duty plastic envelope approved by the Engineer. The other documentation shall be delivered to the Engineer. 8.0 Testing Requirements. 8.1 General. It is the policy of Texas Department of Transportation to require performance testing of all materials and equipment not previously tested and approved. If technical data is not considered adequate for approval, samples may be requested for test by the Engineer. The contract period will not be extended for time lost or delays caused by testing prior to final Texas Department of Transportation approval of any items. The equipment covered by this specification shall be subjected to Design Approval Tests and Factory Demonstration Tests at the equipment manufacturer's facility to determine conformance with all the specification requirements except that the Engineer may accept certification by an independent testing lab in lieu of the Design Approval Tests, to verify that the Design Approval Tests have previously been satisfactorily completed. The Contractor shall arrange for and conduct the tests in accordance with the testing requirements stated herein. Unless otherwise specified, the contractor is responsible for satisfying all inspection requirements prior to submission for the Texas Department of Transportation's inspection and acceptance. Texas Department of Transportation reserves the right to have a representative witness all design approval tests and factory demonstration tests. The results of each test shall be compared with the requirements specified herein. Failure to conform to the requirements of any test shall be counted as a defect, and the equipment shall be subject to rejection by Texas Department of Transportation. Rejected equipment may be offered again for retest provided all non-compliances have been corrected and retested by the contractor and evidence thereof submitted to the Engineer. 8.2 Primary Power Variation for UPS The equipment shall meet the specified performance requirements when the input voltage is plus or minus 20 volts from the nominal value of 115 volts. The equipment shall be operated at the extreme limits for at least 15 minutes. 8.3 High Frequency Test for UPS The equipment shall meet the requirements of the Operational Test of the FDT when subjected to the high-frequency and voltage transient interference specified in Section "Transient, Power Service" of NEMA standard TS 1, latest revision in effect on the date of the proposal
17 8.4 Production Line Inspection and Test for UPS The manufacturer shall furnish to TxDOT for review, the manufacturer's standard production line inspection and test reports for each lot of UPS Systems and related equipment. 8.5 Quality Assurance/Quality Control Procedure for UPS The QA/QC manual describing these procedures shall be submitted with the bid proposal for TxDOT review. 9.0 Warranty Equipment furnished and installed for this project shall be guaranteed to perform according to the manufacturer's published specifications. Equipment shall be warranted against defects and/or failure in design, materials and workmanship in accordance with the manufacturer's standard warranty. The Contractor shall assign, to the Department, all manufacturer's normal warranties or guarantees on all such electronic, electrical, and mechanical equipment, materials, technical data, and products furnished for and installed on the project. Defective equipment shall be repaired or replaced, at the manufacturer's option, during the warranty period at no cost to the Department. All equipment used on this project shall have no less than 95 percent of the manufacturer's standard warranty remaining on the date that equipment invoices are submitted by the Contractor for payment. Any equipment with less than 95 percent of its warranty remaining will not be accepted by the Department Measurement. This Item will be measured as each unit furnished, installed and tested in accordance with this Special Specification Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "Fiber Hub" of the type specified. This price shall include all equipment with all cables and connectors, for all documentation and testing and cabinet foundation; for furnishing all labor, materials, training, equipment and incidentals necessary to complete the work
