The BES 6001 Framework Standard for the Responsible Sourcing of Construction Products Derek Hughes Responsible Sourcing Scheme Manager, BRE Global APRES Conference 24 th November 2011 Part of the BRE Trust

Introduction What is Responsible Sourcing? Drivers for Responsible Sourcing Development of BES 6001 BES 6001 certification process Requirements of BES 6001 Other options within the BES 6001 Framework Benefits of BES 6001 certification Information Sources

What is responsible sourcing? Responsible Sourcing is an ethos of supply chain management and product stewardship, encompassing and encouraging positive social, economic and environmental dimensions Economics Society Environment

Key responsible sourcing issues Environmental Social Economic Recyclability and recycled content Renewability Harvesting or extraction impacts Greenhouse gas emissions Energy usage Water usage Transport impacts Biodiversity Eco toxicity Land remediation Waste management Workers conditions Safe and healthy working conditions Slave labour Child labour Fair wages Working hours and holidays Freedom to join trade unions (freedom of association) Equality in respect of gender, ethnicity, religion, political persuasion Complaints and prosecutions Skills and training Community relations Contribution to the built environment Ethical business practice Contribution to diversity and stability of the local economy Long-term financial viability

Responsible sourcing in construction Drivers (1) Increasing awareness and demand across professions and at home: Timber: Forest Stewardship Council (FSC) and Programme for the Endorsement of Forest Certification (PEFC) Fisheries: Marine Stewardship Council Food: Fairtrade, Rainforest Alliance etc

Responsible sourcing in construction Drivers (2) Creating a level playing field the need for a generic responsible sourcing standard. Until recently there was limited scope for demonstrating Responsible Sourcing performance outside the timber sector.

Responsible sourcing in construction Drivers (3) Industry-backed Government target that 25% of construction products be responsibly sourced by 2012 UK Contractors Group target that by % will be sustainable and responsibly sourced

BES 6001 development stakeholder engagement Sept 2006: Internal BRE Feasibility Review October 2006: First Stakeholder engagement activity started February 2007: Report on first stakeholder engagement activity produced February 2007 to February 2008: BES 6001 principles developed based on stakeholder views February 2008 First CPA stakeholder meeting held March 2008 First Draft of BES 6001 made available to stakeholder group April Second CPA stakeholder meeting held June 2008 UK Government Strategy for Sustainable Construction published August 2008 Second Draft of BES 6001 made available to stakeholder group October 2008 BES 6001 v1 published

BES 6001 A materials based standard BES 6001 provided certified evidence of an individual or responsible sourcing performance a product standard, not an organisational management standard. the responsible sourcing approval for all their materials.

Requirements of BES 6001 Assessed against requirements within three categories: Organisational Management Requirements Supply Chain Management Requirements Environmental and Social Requirements Some requirements are compulsory and all these must be met in order to Additional points are awarded for voluntary performance beyond

Organisational Management Requirements Compulsory Documented responsible sourcing policy Procedure to identify and meet all relevant legal requirements Documented quality management system Documented supplier management system and risk assessments for all suppliers outside EU/OECD. Voluntary Certified quality management system to ISO 9001 (or equivalent)

Supply Chain Management Requirements (1) Compulsory 60% constituent materials traceable through supply chain, typically by BS EN ISO 9001 Above traceable constituent materials from supply chain organisations with documented EMS Above traceable constituent materials from supply chain organisations with documented H&S management system

Supply Chain Management Requirements (2) Voluntary 75% or 90% constituent materials traceable through the supply chain, typically by BS EN ISO %, 75% or 90% traceable constituent materials from supply chain organisations with certified EMS (eg BS EN ISO 14001) 60%, 75% or 90% traceable constituent materials from supply chain organisations with certified H&S management system (eg OHSAS 18001) Increasing credits

Non-EU supply chain organisations For supply chain organisations outside the EU, or from states not declaring adherence to the OECD Guidelines for Multinational Enterprises, BES 6001 requires that the client organisation undertakes risk assessments and due diligence to monitor compliance with the ILO Declaration on Fundamental Principles and Rights at Work. Participation in the following schemes are considered appropriate to demonstrate this: Ethical Trade Initiative UN Global Compact Certification to the SAI SA 8000 standard

ETI Base Code Employment is freely chosen Freedom of association and the right to collective bargaining are respected Working conditions are safe and hygienic Child labour shall not be used Living wages are paid Working hours are not excessive No discrimination is practised Regular employment is provided No harsh or inhumane treatment is allowed

Environmental/Social Requirements Compulsory with additional voluntary points from: Greenhouse gas emissions Resource use Voluntary points from: Waste management Water extraction Life Cycle Analysis Transport impacts Employment and skills Local communities Typical hierarchy: Policy and metrics Objectives and targets Reporting to stakeholders External verification Increasing credits

BES 6001 certification process (1) Application (includes an Application Fee) Proposal (Certification fee based on number of products, supply chain Pre-assessment (Desk exercise based on evidence provided by client) Site visit(s) Final report Technical verification Certification and Green Book Live listing

BES 6001 certification process (2) Typical timeframe 12 to 16 weeks Typical costs, for a single product manufactured at a single (UK) site, is in the order of 7K Costs (per product) become less when rolled into a single application Annual verification at a fixed price Four-year certification cycle

Key benefits of BES 6001 certification Benefit 1 BES 6001 provides specifiers with a means for gaining credits within BREEAM and Code for Sustainable Homes. In BREEAM and the Code for Sustainable Homes the sections concerning Responsible Sourcing of Materials has the aim Currently up to 3 credits are available where evidence provided demonstrates that 80% of the applicable materials comprising in key building elements are responsibly sourced (3.5 credits in BREEAM 2011). Currently a single credit is also available in BREEAM and the Code for Sustainable Homes for insulation products which can demonstrate responsible sourcing. Stride Treglown Offices, Cardiff - BREEAM

Key benefits of BES 6001 certification Benefit 1 (cont.) BES 6001 provides specifiers with a means for gaining credits within BREEAM and Code for Sustainable Homes. For BREEAM and the Code Applicable materials are: Brick (including clay tiles and other ceramics) Resin-based composites and materials, including GRP and polymeric render Concrete (including in-situ and pre-cast concrete, blocks, tiles, mortars, cementious renders etc.) Glass Plastics and rubbers (including EPDM, TPO, PVC and VET roofing membranes including polymeric renders) Metals (steel, aluminium etc.) Dressed or building stone including slate Timber, timber composite and wood panels (including glulam, plywood, OSB, MDF, chipboard and cement bonded particleboard) Plasterboard and plaster Bituminous materials, such as roofing membranes and asphalt Other mineral-based materials, including fibre cement and calcium silicate Products with recycled content Insulation materials are considered in a separate section (ie Mat 6 in BREEAM)

Key benefits of BES 6001 certification Benefit 1 (cont.) BES 6001 provides specifiers with a means for gaining credits within BREEAM and Code for Sustainable Homes. 1 Tier level 2 Points 3 Examples of compliant responsible sourcing schemes No schemes yet available at this level. -Reinforcement) -Reinforcement) FSC, CSA, SFI with Chain of Custody, PEFC, Reused Materials (Note: the EMS required to achieve this rating must be independently certified) Reinforcement) 5 2 -Reinforcement) Malaysian Timber Certification Council (MTCC) Société Générale de Surveillance's (SGS) 'Timber Legality and Traceability' scheme Rainforest Alliance's 'Verification of Legal Origin and Compliance' scheme (supersedes SmartWood Verified) Certified EMS for the key process and the supply chain Recycled materials plus EMS for the key process Above Level 4 in Green Dragon Environmental Standard Forest Law Enforcement Governance and Trade (FLEGT) licence Certified EMS for the key process n/a

Key benefits of BES 6001 certification Benefit 2 - BES 6001 delivers competitive advantage and marketing opportunity for those businesses with certified products All certified products carry the BRE Global Certification Mark All certified companies can use the BES 6001 Responsible Sourcing logo (on literature, Responsible Sourcing Certificate Number RS0001

Key benefits of BES 6001 certification Benefit 3 - BES 6001 has a scoring system which encourages initial benchmarking and subsequent continuous improvement within certified companies. Through the freely available application form and Standard document companies can readily benchmark their responsible sourcing status in advance of application. Certification process (pre-assessment and subsequent site visit(s)) enables minor non-conformities and observations to be readily resolved during certification process. The four levels of certification enables certified companies (and their clients) to see and measure continuous improvement throughout the duration of certification.

Key benefits of BES 6001 certification Benefit 4 - BES 6001 is an impartial Standard marketed, maintained and updated by BRE Global. A separate sector standard needs an expert, sector-based Scheme Council to oversee and continually develop the standard in an impartial manner. A new sector standard would need to be reviewed and evaluated by BREEAM specialists to establish where the Standard sits in relation to BES 6001 and other RS standards. BES 6001 can be used as a basis for a sector standard or sector guidance.

Summary of the benefits of BES 6001 certification Benefit 1 BES 6001 provides specifiers with a means for gaining credits within BREEAM and Code for Sustainable Homes. Benefit 2 - BES 6001 delivers competitive advantage and marketing opportunity for those businesses with certified products. Benefit 3 - BES 6001 has a scoring system which encourages initial benchmarking and subsequent continuous improvement within certified companies. Benefit 4 - BES 6001 is an impartial Standard marketed, maintained and updated by BRE Global.

Currently 24 different manufacturers with nearly 60 separate certificates more in the pipeline

The difference between BES 6001 and BS 8902 BES 6001 is a Standard against which products can be assessed and certified. BS 8902:2009 is a Standard against which other sector standards can be assessed and accredited (by 3 rd parties, eg UKAS). BS 8902:2009 sets out criteria for the development, operation and management, and future improvements of sector standards. BS 8902:2009 is not in itself a Product Standard that can examine the Responsible Sourcing claims of material or product manufacturers. BES 6001 does not compete with BS 8902:2009

BES 6001 Framework standard A basis for Sector Standards: One example is Eco-Reinforcement (for steel reinforcement in concrete) Developed by a consortium of steel reinforcement manufacturers in partnership with BRE Global Equivalent to BES 6001 in BREEAM terms (same structure and points system) Compliant with BS 8902 However, sector standards can better reflect issues within individual sector

Sector Guidance documentation Sector Guidance - Specific guidance designed for individual sectors running through BES 6001 clauses providing sector-specific guidance One example is guidance derived for concrete and concrete products sector Produced in partnership between BRE Global and various trade

Why re-invent the wheel? The collaborative approach to supply chain management Tom Smith Head of Marketing and Business Development Sedex

Agenda Responsible Sourcing What already exists Why collaborate?

Responsible Sourcing 1. Labour standards 2. Health and safety 3. Environment 4. Business practices (corruption) No longer confined to certain industries New pressures (e.g. investors, legislation)

Putting things in perspective 12.3million people globally forced to work* every day 6,000 people around the world die from work related accidents or disease* 218million children work to support their families* 3 billion of the worlds poor live on less than two dollars a day* Billions of dollars spent on ethical auditing the same suppliers Thousands of hours wasted on filling out similar forms and questionnaires Millions of dollars spent on IT to manage the increasingly complex

What already exists? Codes Company specific policies Certifications Data Exchanges Consultants Roundtables Industry/trade bodies Advisory groups (universities/non profits)

So why collaborate?

Common Challenges 1. How do we establish a robust ethical assessment process? 2. What is the best way to minimise risk? 3. How can we really engage with our suppliers? 4. Why do we need to do this?

Challenges and Opportunities Challenges Working together with competitors often requires a cultural change Perceptions of processes Lack of understanding (all parties) Taking the next step Opportunities No need to try and agree on how information should be interpreted but just agree what the information should be Shared suppliers Cross industry collaboration Complements work with other initiatives 8

Examples of Collaboration

Sedex A not-for-profit membership organisation dedicated to driving improvements in ethical and responsible business practices in global supply chains. A secure web-based platform for sharing and viewing information on four pillars: 1. Labour standards 2. Health and safety 3. Environment 4. Business Practices Customer views information for multiple suppliers The largest collaborative platform for sharing ethical supply chain data. Supplier enters information on Sedex and shares with multiple customers

Sedex Facts & Figures Sedex is the largest platform for ethical data sharing: Over 450 A & AB Members Over 22,000 B Members (suppliers) Over 22 industry sectors Over 50,000 users worldwide Data taken from Sedex Annual Review

Over 450 A/AB Members

AIM- PROGRESS Seeking to proactively drive synergies of working as a group to: develop and implement common methods of evaluating the CSR performance of suppliers to their businesses improve the effectiveness and efficiency of the evaluation process raise CSR performance within the supply chain AIM- PROGRESS to work jointly on the evaluation of responsible sourcing programmes to increase efficiency to seek convergence with similar global efforts and platforms PROGRESS- Sedex: Using Sedex platform for deeper collaboration data sharing Now over 10,000 linked suppliers sharing data 2/3 of supplier sites are shared!

Summary Collaboration can make you more effective and efficient There are many players in the landscape to help you Understanding the wider trends can help focus on root causes and drive improvements Supplier participation is key to your success..and to your suppliers

Driving a collaborative approach to supply chain management Any questions?
