2 BACKGROUND INLAND RAIL A new ~1700km freight rail line from Melbourne to Brisbane via regional VIC, NSW and QLD A road-competitive rail service based on transit time, reliability and cost (<24 hours Melb-Bris) Completes the backbone of Australia s freight rail network, Inland Rail is the safe, sustainable solution to Australia s freight challenge and will transform the way we move freight around the country. Utilises more than 1200km of the existing network reducing community impacts and land costs 2 Inland rail Overview

6 PROGRAMME OVERVIEW COMMITTED FUNDING November 2013 Former Deputy Prime Minister The Hon. Warren Truss MP charged ARTC with developing a 10 year delivery plan for Inland Rail. The Australian Government committed $300 million over 4 years to finaliseplanning, engineering design and environmental assessments for Inland Rail. Work included: The development of the 10 year Programme Early design work and approvals The commencement of early works and land acquisition (where required) Development of a detailed ProgrammeBusiness Case (completed). May 2016 In the Federal Budget, Australian Government announced: $594 million equity injection to ARTC to progress pre-construction activities and land acquisition This will bring the Government s total commitment to the Programme to $894 million Inland Rail to be delivered by ARTC in partnership with the private sector. 6

8 CURRENT STATUS Concept Design completed for 11 projects as at July 2016 Currently finalising EIS documents and Feasibility Design for Parkes to Narromine(P2N) and Narrabri to North Star (N2NS) projects (both in NSW) Undertaking further field studies across the alignment, in preparation for the Technical and Approvals Consultancy Services Working with the community to refine the preferred alignment in greenfield sections (in conjunction with field studies) Project Offices established in Brisbane and Sydney, with an office opening in Toowoomba in the coming months More than 75 full-time staff working on the Programme 8
9 INLAND RAIL MARKET TESTING Being progressed by Department of Finance and their advisors (Macquarie Capital and Herbert Smith Freehills) Objectives are to identify and assess opportunities to optimise private sector participation in Inland Rail 9

13 STRUCTURES Toowoomba Range is not just about tunnels, there are three significant structures with the longest 600m in length and 40m in height. Example of Large viaduct 13
14 PRECONSTRUCTION ACTIVITIES As part of ARTC s remit we need to consider how to deliver in sometimes remote and rugged environments. That will include: Construction water bore holes and licenses Power and telecommunications Construction access / road / rail Construction logistics / constraints Fabrication and storage yards Precast yards Quarries and material supplies Construction permits and approvals Accommodation and potential camps Concrete batching plants 14
15 PROGRAMME DELIVERY INNOVATIONS Huge scope for innovation including: Contracting strategies Track Laying technology Procurement of materials Mass procurement Free issue Lessons learned from other mega projects worldwide 15
16 INNOVATIONS & INITIATIVES Big Data Big Data initiative, to provide data which will assist in the delivery of a functioning, maintainable railway. This includes: BIM is a process for creating and managing all of the information on a project before, during and after construction. The output of this process is a digital description of every aspect of the built asset. Use of GIS to collate and report data consistent across the programme and throughout the programme lifecycle including maintenance and operations - IRMap Value Management Procurement initiatives for and standardisation of components. For example: Drainage structures Sleepers and other track components Consistency in viaduct and bridge structure types. Consideration to new materials or non-traditional approaches to material use, focused on lower maintenance outcomes. 16
17 INNOVATIONS & INITIATIVES Technical Programme wide impact assessment of hydrological flood modelling to inform train reliability requirements and operational strategy. Focused geotechnical investigation, use of local materials, and efficient rail formation design using latest material technologies. Adoption of consistent treatments for road and rail interfaces based on policy, road hierarchy and alignment. System Engineering Operational modelling for development of a flexible timetable that can respond to market. Implementation of an Availability Reliability Maintainability (ARM) model to inform decision making, for achieving the Programme Service Offering. Rail Systems ATMS supports ARTC s objectives of improving train service availability, transit times, rail safety and system reliability. Primarily ATMS will eliminate the requirement for ARTC to replace its aging conventional signalling systems throughout much of its national network. 17
