4 1 Introduction This standard provides guidance on the provision of supplies to multi-occupied buildings. A multi-occupied building is defined by UK Power Networks as a building occupied by more than one customer. Supplies to multi-occupied buildings have been provided by various methods and arrangements across UK Power Networks and the UK. Engineering Recommendation G87 was issued in January 2010 by the Energy Networks Associations (ENA) to provide industry guidelines for the provision of low voltage supplies to multi-occupancy buildings. UK Power Networks has inherited different standards and practices relating to the adoption of rising and lateral mains. This standard provides a consistent approach across UK Power Networks and became effective from 01 June This document provides guidance to ensure: There are clear ownership boundaries and responsibilities within a customer property. A safe system of earthing is provided. Points of isolation are provided where required. 2 Scope This standard applies to the provision of supplies to multi-occupied buildings in EPN, LPN and SPN. The specific supply arrangements are detailed in EDS and EDS UK Power Networks 2018 All rights reserved 4 of 15

5 3 Definitions, Abbreviations and Terminology Term BNO Building Network CT DNO EHV EDNO HV IDNO Intake Position LV MOP MOCOPA MPAN Risers and Laterals SNE TN-C-S TT Definition Building network operator the organisation that owns or has been appointed to operate the electricity distribution network within a multi-occupancy building, between the intake position and customer s installation The electrical installation within and servicing an individual building Current transformer The licensed distribution network operator, in this instance UK Power Networks Voltages above 11kV. These may be both transmission and distribution networks depending on location and requirement License Exempt Network Operator, as defined in Electricity (Class Exemptions from the Requirement for a Licence) Order 2001; for example a network operator distributing less than 2.5MW or generating less than 10MW Voltages above 1000V; generally used to describe 11kV or 6.6kV distribution systems but may include higher or other legacy voltages Independent distribution network operator who holds a distribution licence The location within the building, separate intake room or intake pillar where the boundary between the DNO s network and BNO Network or Customers Installations occurs Voltages up to 1000V; generally used to describe 230/400V or 230/460V distribution systems The supplier appointed meter operator, an appointed agent approved for installing and maintaining electricity metering equipment Meter Operation Code of Practice Agreement Metering Point Administration Number A unique number for each metering point, issued by the relevant licensed distributor for use in the settlement system A term for cables within a building installed and owned by the BNO. These cables are also be referred to as BNO mains or services Separate Neutral and Earth Terre Neutral Combined Separated. A single conductor for neutral and earthing functions is utilised and an earth terminal is provided at the customer s installation. The customer s earthing may be connected to this terminal providing the relevant requirements in BS 7671 are satisfied. Terre Terre. Independent local or TT earthing is common in older installations and is also used where PME cannot be provided. An earth terminal is not provided and the customer is responsible for providing the earth electrode system (typically buried earth rods and/or conductor). Where local earthing is employed the installation normally has to be protected by a residual current device (RCD) in order to comply with BS 7671 UK Power Networks 2018 All rights reserved 5 of 15

6 4 New Supply Arrangements 4.1 Overview This section provides guidance to both BNOs and UK Power Networks with regards to building networks. The provision of supply to a multi-occupied building shall be appropriate to the customer s stated maximum power requirement, therefore this standard shall be considered in addition to either: EDS for LV supplies between 24kVA and 1000kVA or, EDS for all HV supplies. The number of exit points and the diversity factor applied to each property to achieve the maximum power requirement of the building network shall be the responsibility of the customer. Advice regarding the diversity of supply is provided within EDS but, UK Power Networks will defer to the customer requirement for the provision of supplies to a building network. Whilst it is not intended that supplies to multi-occupied buildings will be directly supplied by voltages above HV, this standard shall remain applicable in addition to the appropriate EHV design. Supplies of less than 100A three-phase, as detailed in EDS and EDS shall not be provided to multi-occupied buildings. For additional guidance on 100A LV supplies to multi-occupied buildings, refer to supporting document EDS a. 4.2 Ownership of Risers and Laterals within the Building For all new installations UK Power Networks shall not own risers and laterals, emanating from an intake position into the fabric of the building, or any part of a building network and shall not adopt those installed by others. The UK Power Networks ownership boundary shall be at the outgoing terminals of the intake position and shall be indicated on site by the use of the approved boundary label EDS Therefore it shall be the responsibility of the BNO to own, inspect, repair, maintain and replace as required the building network and associated risers and laterals. Guidelines for buildings with no reasonable ability to determine a BNO are detailed in Section 5. UK Power Networks 2018 All rights reserved 6 of 15

7 4.3 What is a BNO? A BNO is defined in ENA ER G87 as: The organisation that owns or operates the electricity distribution network within a multiple occupancy building, between the intake position and customers installations The BNO may be the DNO, another licensed distributor or a third party exempt from an electricity distribution license (e.g. a facilities management company). Therefore a BNO may be a building owner, landlord, developer or similar function in control of a building infrastructure at that given moment. A BNO may appoint a third party to act as the network operator on their behalf. An IDNO or an EDNO, as defined in the Electricity Order 2001, may undertake a BNO function. A BNO does not require a distribution license if the BNO fulfils the criteria of an EDNO, i.e. the distribution of less than 2.5MW or generation less than 10MW; amongst other criteria (refer to the Electricity Order 2001). 4.4 Regulations A multi-occupancy building is defined in ENA ER G87 as: Any single building that has been sub-divided into more than one premise, for example flats (including conversions) or factories that have been broken up into smaller industrial units. It includes communal areas (if any). Building networks are governed by BS 7671; therefore UK Power Networks shall not give approval for building network designs as UK Power Networks is not an enforcing or advisory body for BS Where questions of the adequacy of the customer s installation need to be resolved the electrical contractor should seek advice from the trade body providing their accreditation e.g. Electrical Contractors Association (ECA), National Inspection Council for Electrical Installation Contracting (NICEIC) etc. Prior to energisation the customer shall provide a request for energisation in writing together with a statement of testing/compliance with BS7671 (and any other applicable legislation) for the building network, signed by an appropriately authorised person. The BNO shall consider at the design stage the on-going safety of both the occupants and meter readers from hazards, as listed in ENA ER G87, in accordance with the CDM Regulations Note: The BNO is responsible for the quality of the customer supply at the customer supply terminals in accordance with the ESQCR. UK Power Networks shall provide all reasonable assistance to the BNO to ensure that the customer has an ESQCR compliant quality of supply. UK Power Networks 2018 All rights reserved 7 of 15

8 4.5 Intake Position The intake position shall be installed in accordance with EDS or EDS as appropriate. The BNO shall recognise that MOCOPA parties require the installation of metering equipment to be mounted at a height of between 500mm and 1.8m, with a free working space of not less than 1m. A building network supplied in accordance with EDS shall have a single intake position only; multiple intake positions shall not be used for any LV supplies. A building network supplied in accordance with EDS or EDS may have multiple intakes and multiple intake positions as detailed in the respective standards. A building network supplied in accordance with EDS , EDS or EDS shall have no additional supplies taken from EDS or EDS Point of Isolation As a minimum requirement, with agreement of UK Power Networks, the intake position shall be considered the first point of isolation for the building network. However UK Power Networks strongly recommends that an additional point of isolation is provided by the BNO to accommodate independent operation of the building network without recourse to UK Power Networks. This has the additional benefit that energisation of the intake position may occur before completion of the building network, refer to EDS or EDS as appropriate. If the BNO opts to rely upon the intake position as the first point of isolation, UK Power Networks shall not energise a building network until all electrical works are complete. Should the BNO choose to install a point of isolation it shall be on the first length of BNO cable from the intake position and shall be installed at the shortest cable distance possible that is both safe and easily accessible. The point of isolation may be an isolating switch, a fuse or link in a cut-out, either integral to the intake position, distribution equipment or a standalone device. A point of isolation for the building network is in addition to any metering points of isolation as required by MOCOPA (refer to Section 4.9). 9 4.7 Building Network Design The BNO shall: Ensure that the building network is secured to prevent illegal abstraction of electricity. Use SNE cables throughout which shall be owned and maintained by the BNO. Provide, own and maintain the location for the intake position which shall be approved by UK Power Networks. The approval shall cover the building design, structure and civil works. Provide and maintain any enclosure for an intake position that is separate from the building in a free-standing cabinet or switchroom if such a structure is necessary. Provide the SNE tails from their equipment for UK Power Networks to connect onto the load side terminals of the intake position. Provide and maintain cable routes that are in secure areas of the building to minimise the risk of damage, unauthorised access, illegal abstraction and vandalism. Prevent interference to and inadvertent contact with the intake position or any part of the BNO Network is avoided in accordance with BS The precautions may involve barriers, a caged area or a designated area. Ensure that all cables and ancillary equipment between the intake position and individual premises are installed in accessible areas within the building and not routed through the property of a third party. Note: The use of cables with low smoke and zero halogen sheathing is recommended for cables where fire might affect publicly accessible areas. 4.8 Demand It is the responsibility of the BNO to determine the electrical requirements and the supply capacity required to meet the customer s needs. The BNO shall: Specify the site to be supplied, the demand, generation and the load characteristics to be satisfied. Provide specific load characteristics for loads such as communal water pumps, refuse pulverisers and CHP which will determine the incoming supply arrangement. 4.9 Metering EDS and EDS both include the metering options applicable to the supply arrangements. A building network shall have no unmetered supplies, therefore metering at the intake position shall be provided if any exit points of the building network are unmetered. If all building network exit points are metered, metering at the intake position is not required. UK Power Networks shall: Only install or own metering at the intake position of a building network. Not install or own any metering CTs, CT chambers or provisions for whole current meters within a building network. The provision of metering within a building network shall be provided by an appointed MOP in coordination with the BNO. This may take the form of whole current or CT metering as appropriate. 10 A point of isolation adjacent to each metering point shall be provided to allow safe installation and operation of the MOP provided meter. A group metering location or the use of metering at each exit point of the network shall be at the discretion of the BNO MPANs The MPANs shall be registered by: UK Power Networks where the building network is owned by an unlicensed BNO. The BNO where building network is owned by a licensed BNO Security Seals, locks or equivalent measures shall be fitted to all accessible equipment (e.g. cut-outs, isolators and meters) between the intake position and the customer s isolator or distribution board in accordance with MOCOPA. The BNO shall consult their appointed MOP to ensure that installed security measures are adequate. The BNO shall be responsible for the security of all equipment after the UK Power Networks intake position equipment; this includes the first point of isolation to a building network and local points of isolation adjacent to metering positions. This BNO may request guidance from their appointed MOP. Labels and circuit identification shall be provided and installed by the BNO to explicitly identify circuit-breakers and/or fuses and relate them to individual premises. 11 5 New Supply Arrangements without a BNO UK Power Networks shall only provide LV supplies directly to each unit of the multi-occupied building if: No landlord, owner or freehold owner of the site exists. Each unit shares no communal services with an adjacent building. Each unit is be supplied at a maximum height of 1.8 metres. Note: Communal services include any function for which a ground rent or an infrastructure maintenance charge is paid to a third party. If these criteria cannot be met, UK Power Networks shall: Require a BNO to be appointed for the multi-occupied building. Provide a supply to the appropriate approved intake position in accordance with EDS Under any circumstances, UK Power Networks shall not: Provide direct LV services to an HV (EDS ) or EHV (EDS ) supplied building and shall require that a BNO is appointed. 12 6 Existing Supply Arrangements Modifications and Additions 6.1 Ownership In general, UK Power Networks are unlikely to own risers and laterals in any properties other than purpose-built non-council flats (where there is no other managing body). This means that UK Power Networks will not be responsible for risers and laterals within properties such as houses, properties converted into flats and maisonettes, including those with commercial premises below and a domestic flat above. Historically, the building developer or owner would have paid their own electricians or the contracting branch of the regional electricity company or DNO, to install risers and laterals in a multi-occupancy premise. The regional electricity company or DNO would have then inspected the installation and made the final connections. This does not confirm, or imply, ownership, and in most cases, the DNO is not actually responsible for the internal wiring in any premises. As of 1 st June 2013, UK Power Networks shall not own risers and laterals emanating from the intake position into the fabric of the building and shall not adopt those installed by others. Rising and lateral mains and services associated with new supplies shall not be adopted by UK Power Networks. This applies to all three DNO licensees and the IDNO licensee. If the installation beyond the main intake cut-out bears the name or logo of a pre-1947 electricity company, then UK Power Networks are responsible, unless it has been adopted by others since that time. There may be exceptions, where UK Power Networks would be the custodians if the following conditions are met: In SPN, only riser and lateral systems that are of an adoptable standard, or would have been at the time of construction, if the installation occurred prior to 1st June In EPN, only riser and lateral systems that are of an adoptable standard, or would have been at the time of construction, and installed post 1972 and before 1st June Indications of pre-1972 properties will include the existence of metal-clad cut-outs or VIR cables. In LPN, riser and lateral systems are not owned by UK Power Networks and consequently are not included within the inspection programme. Note: There are a number of installations in LPN where UK Power Networks has historically received a payment in respect of the ongoing inspection, but not replacement of customer owned risers and laterals. These installations are recorded in the asset register. 6.2 LV Supplies It is not intended that the provisions of this standard are applied retrospectively to existing installations. Where a building is to be refurbished and a service alteration is required then the opportunity to apply the principles described in this document should be taken. Where adoption of this standard is not reasonable or practical, modifications and additions shall be made on a like-for-like basis. 13 Where an existing multi-occupied building has been supplied with two or more single-phase supplies (in accordance with EDS ) and additional supplies are required, the option to remove these supplies in favour of a three-phase supply (in accordance with EDS ) should be considered. However where this cannot be reasonably or feasibly achieved, additional single-phase supplies (in accordance with EDS ) shall be considered to a maximum of four per multi-occupied building. It is imperative that earthing provision remains consistent within a building network, for example TT earthing shall not be provided to a TN-C-S building network. All supplies shall be in accordance with EDS Where a customer within a multi-occupied building requires augmentation of the building supply or an additional building supply the BNO shall be consulted with regards the arrangements and options. 6.3 HV Supplies Refer to EDS for additions and modification to HV supplies.
