2 6.0 Scope This Specification is intended to provide general, specific, salient features and other attributes and requirements for a high pressure air knife automated Catalyzed Soot Filter and Dual Oxidation Catalyst (CSF/DOC) cleaning system. The CSF/DOC cleaning system shall by incorporation of necessary equipment and facilities services provide a system that measures CSF/DOC pressure differential for filter qualification and verification of process result, provides a chamber based automated fixture that cleans the inlet and outlet of CSF units by programmed mechanical action and removes soot and containments to containers for proper, disposition. This specification shall define the requirements for two (2) operating lineups. The specification shall require both operating lineups at full service in simultaneous operation. Operating line ups are defined by 7.0 herein. The system as delivered and commissioned for operation shall be complete with all interconnecting ducting provided by the Contractor. The Contractor (supplier of equipment) shall support a commissioning procedure as defined herein. No advantage shall be taken by the Contractor where the omission of parts, materials and/or system descriptions as specified herein, shall inhibit the installation and delivery of a fully functioning CSF/DOC cleaning System. The equipment shall comply with all applicable requirements of the CFR Title 49, The Commonwealth of Pennsylvania and FMVSS, NHTSA, ADA and EPA regulations and other codes and conventions affected or specified herein. 7.0 General description and Salient Features Each operating set or line up shall require 460 Volt Alternating Current 3 60 ampere service in operation. Two (2) sets or line ups may be in operation simultaneously thereby imposing a 460 Volt Alternating Current amperes to required electric services. The complete system shall consist of these operating elements. 7.1-Test Unit-Two (2) test units per contract delivered Pneumatic Cleaning/Air Knife System (PC/AFS) Cabinets- Two (2) unit(s) per contract delivered. 7.3-Soot/Ash Handler Cabinet- Two (2) unit(s) per contract delivered. 7.4-Air Compressor and Desiccant Dryer Unit- Two (2) unit(s) per contract delivered. 7.5-Adaptors, Tools and Miscellaneous Equipment-Refer to applicable sections.

3 7.1 Test Unit-The test unit shall support the units under test for the purpose of determining pressure differential required to qualify, validate and document that filters under test have been cleaned as required by return to service criteria Definition- The cabinet shall be fabricated from heavy gauge steel and the unit shall not rack or otherwise deform from regular operation. The test unit shall be a structure arranged to mechanically support the filters under test. The work table area shall permit the filter under test to couple to an aperture as to permit atmosphere to flow into the unit structure at a negative pressure whistle ensuring proper sealing required for accurate and repeatable delta pressure reading and recording Design, Construction and Adaptors-The Test Unit shall be ruggedized and built as required by the inherent nature of the weights and materials utilized in CSF/DOC construction. The Test Unit shall have a steel deck plate and housing. The Test Unit shall be painted safety yellow. The Test unit shall come equipped with two (2) complete sets of adaptors per CSF/DOC type used at SEPTA at a time specified by SEPTA within the first ninety (90) days of the commissioned system operation. The test unit exhaust shall be diffused and distributed in a way that precludes generating particles or dust from interfering with supervising or nearby workers Operator Interface-The Test Unit shall have arranged its operator interface on a post structure so as to enable the controls, indication and E-Stop to be operated with or without the unit under test arranged. The Contractor shall furnish apertures or like fixtures for the purpose of checking and maintaining manometer calibration Space Claim-The Test Unit shall not exceed 44.5 w x 24.5 D of floor space claim Emitted Noise-The unit in all operating modes (CSF/DOC landed) shall not exceed 75dB(a) at 1 meter distant from the test deck height Electrical Service Requirement The electrical requirements are Volts p.f. 7.2 Pneumatic Cleaning/Air Knife System (PC/AFS Cabinet)-The system shall provide simultaneous precision top and bottom air knife based cleaning of CSF/DOC filters. The configured machinery and system shall operate autonomously or semi-autonomously after set up Definition-The PC/AKS system shall support filter cleaning designed to affect each cell by direct admittance of high pressure air from a moveable nozzle operating on both the filter s inlet and exhaust portions simultaneously.

4 7.2.2 Design and Construction and Adaptors- The cabinet shall be fabricated from heavy gauge steel and the unit shall not rack or otherwise deform from regular operation. The CSF/DOC cleaner shall consist of a cabinet, air knifing mechanism, rotating table supporting structure and control system. The cabinet shall provide a rigid and reliable support structure ensuring stable, consistent cleaning results. The air lancing nozzles shall be height (distance from unit ceramic faces) adjustable. The CSF/DOC cleaning unit shall come equipped with two (2) complete sets of adaptors per CSF/DOC type used at SEPTA specified from Table 1. The cleaning cabinet shall be arranged with a door interlock preventing operation with and upon door open condition. The CSF/DOC filter door shall be safety glass equipped and the cabinet shall be lighted for operational inspection. Interior cabinet lighting shall be LED type arranged in environmentally hardened lamp housings. The cabinet shall accommodate filter s sizes to 21 in diameter to 36 in height. The PC/AKS system shall be painted safety yellow Operator Interface-The cleaning cabinet controls shall be arranged in a logical sequence following the basic, alternate and safety steps required to affect safe and efficient machine operation. Emergency Stop (E-Stop) shall operate from the control panel and door circuits. The operator controls shall provide setting, automatic and manual operating modes. All operating controls shall be permanently and conspicuously marked. The nozzle and table shall provide alternate stich coverage nozzle patterns for filter areas requiring additional attention Space Claim- The Pneumatic Cleaning/Air Knife System (PC/AFS) Cabinet shall not exceed 48.5 w x 31.5 D of floor space claim Emitted Noise- The unit in all operating modes (CSF/DOC landed) shall not exceed 78dB(a) at 1 meter distant from the test deck height Electrical Service Requirement The electrical requirements are 120 Volts 1 6 Amperes. 7.3 Soot/Ash Handler Cabinet-The system shall handle, deposit and store the fugitive matter released from the cleaning process Definition The soot/ash handler cabinet shall receive and store all material released from the cleaning stage/process. The system shall be self-cleaning utilizing reverse pulse cleaning designed to ensure maximum filter element life. The system shall incorporate a two (2) stage HEPA filtration means. All soot/ash and like matter shall be deposited to a bucket type receptacle of a standard commercial form. The system shall monitor filter element status and shall indicate

5 when replacement is necessary. The system shall not permit material to escape from the designed containment area Design and Construction-The cabinet shall be fabricated from heavy gauge steel and the unit shall not rack or otherwise deform from regular operation. The operating doors shall be suitably arranged shall provide full access to filters and inspection to handling equipment. All interconnecting ducting shall be heavy gauge high quality steel. All couplings shall be maintain reliability throughout their operating life. The clean filtered air shall discharge from the top of the unit. The soot/ash handler cabinet shall be painted safety yellow Operator Interface-The soot/ash handler cabinet controls shall be arranged in a logical sequence following the basic, alternate and safety steps required to affect safe and efficient machine operation. Emergency Stop (E-Stop) shall operate from the control panel and door circuits Space Claim- The soot/ash handler cabinet shall not exceed 26.5 w x 26.5 D of floor space claim Emitted Noise- The unit in all operating modes shall not exceed 78dB(a) at 1 meter distant from the test deck height Electrical Service Requirement The electrical requirements are 480 Volts 3 5 Amperes. 7.4 Air Compressor and Desiccant Dryer Unit Definition-Each operating system line up shall be supported by a single Palatek 30D7 rotary screw compressor fully enclosed and sound shielded. The air compressor unit shall incorporate an under mounted 120 US gallon air tank. The air compressor shall incorporate an integrated full flow, desiccant type air dryer unit Design, Specifications and Construction-The air compressor unit shall be designed and built compressor over tank, full frame and provided with an integral acoustic damping housing. The air compressor system shall deliver 125 P.S.I., full duty service. The housing shall permit full inspection and maintenance access to all components and devices requiring regular attention. Devices requiring frequent attention shall be arranged to be accessible without the requirements or necessities of removal to or of other devices and/or equipment.

6 7.4.3 Operator Interface-The air compressor and dryer system shall incorporate a microprocessor based (µp) user and maintenance interface. The interface system shall simplify the usual operation start up and shutdown tasks while ensuring that the system operates in fully supervised and protected modes. The µp system shall alert for scheduled maintenance and anomalous conditions including air dryer maintenance tasks Space Claim-The air compressor and integrated dryer dimensions as follows: 40.5 W x 78.5 x 70. Weight 2030Lbs Emitted Noise-Not to exceed 74 db(a) with enclosure applied Electrical Service Requirement- The electrical requirements are 480 Volts Amperes. 7.5 Adaptors, Tools and Miscellaneous Equipment The Contractor shall furnish all adaptors, fixtures and like required equipment necessary to adapt various filter containers to the test and cleaning equipment. The customer shall furnish specimens and/or drawings (as available) for units remediated under this equipment specification The Contractor shall furnish all required consumable items at quantities sufficient for full capacity operation for one (1) year upon delivery of equipment to the customer The Contractor shall furnish complete consumables, maintenance and spare parts catalogs. 8.0 Support & Training The Contractor shall provide instruction and all other documentation required to install and commission equipment for operation. 8.1 The Contractor shall furnish all necessary drawings and instruction required for arrangement and unit assembly in CAD form. 8.2 The Contractor shall provide at least two (2) days of onsite inspection and training for the purpose of ensuring systems as built, installed and deployed will meet the core function and working capacity of equipment in operation. 8.3 The Contractor shall, as specified by 8.2 provide training to operators and equipment maintainers. The Contraction shall furnish a plan specifying Contractor and customer participation at pre-bid. 8.4 The Contractor shall submit a plan for testing and commissioning of equipment at the bidding stage of the procurement process. Said submission shall be evaluated, modified and incorporated as part of the specification and contract upon execution of the contracts pertaining to this specification.

7 9.0 Delivery 9.1 Packaging-All equipment and related parts shall be identified, palletized and crated for shipment. All crates and palletized parts shall be conspicuously marked and electronic copies of invoicing, packing slips and other required documentation shall be sent to parties as defined in the General Contracting parts of this contract. 9.2 Delivery Schedule-All equipment as defined herein shall be delivered FOB. 9.3 Delivery Location- Wyoming Receiving 4675 North 3 rd Street Philadelphia, Pa ATTN: Wyoming Storeroom Receiving Warranty 12.1 The system shall be warranted one (1) year from the date of commissioning as acknowledged and signed by SEPTA and the equipment supplier.
