2 Purpose of the webinar The purpose of this webinar is to help CPower s ACT 129 program participants to be successful in the upcoming season. This webinar will review all of the information you need to understand the program, communications, dispatch and the key dates that will ensure your organization s success in the Act 129 program.

4 Program Parameters: ACT 129 Program Attribute Description Participation Period June 1 through September 30 Dispatch Criteria Day Ahead forecast reaches 96% of PJM RTO summer peak demand Event Notification Electric Utilities will use PJM s 9:45 am forecast to determine whether the following day will be an ACT129 event Event Days Event Duration Max Number of Events All non-holiday weekdays between June 1 and September 30 (excluding July 4 and Labor Day) 4 consecutive hours 6 events per summer Min Number of Events Zero. If no event is called by September 1, CPower will conduct a test in mid - September Performance Measurement Payment Hourly Reduction KWh = Hourly CBL KWh - Hourly Average Load KWh Hourly Reduction in KWh * Price per KWh
5 Dispatch process: ACT 129 Time Type of Communication Method of Communication Description From 11 am - 12 pm Day Ahead Notification , phone call, text Notification will include the date and confirmed hours of the ACT129 Event CPowerDispatch@dccnotify.com Day Ahead 1:45 PM PRS (Price Responsive Schedule) Will be sent out including Economic Pricing for next day and will identify the specific hours of the ACT 129 event noreply@cpowercorp.com Day Of 10:00 AM Day Of Notification , phone call, text Notification will confirm the hours of the ACT129 Event CPowerDispatch@dccnotify.com *For Monday ACT129 Events, the Day-Ahead Notification will be sent out on Sundays
6 Communications test: ACT129 Drill will be held on June 1, 2017 at 1 p.m. EDT This is only a drill to test communications DO NOT curtail or activate generators! Sample Communication Drill In order to conduct an effective communications test, please be sure to update all of your contact information with CPower prior to the test date.
7 Cpower app and log in credentials This is an interactive application between Customers and the program. For participation in the program, a designated person from your company will need to submit the schedule for the ACT129 events into the CPower app. Customer dispatch contacts will receive an enrollment letter with the user id and password for the CPower app. Please login into the software to become familiar with the application. Training materials can be found at:
8 Curtailment plans Curtailment plans will have a direct effect on customers' potential earnings calculations. Electric utilities are looking for details on how customers will be curtailing during ACT129 events. Based on CPower s engineering assessments, the CPower App includes customers curtailment scenarios. Customers can update curtailment scenarios at any time. Link to a training video:
9 Scheduling process ACT129 customers must schedule their intent to participate in an event via the app. A curtailment without the submitted schedule will not be valid. Hours of participation must be consecutive ( for example, HE13, HE14, HE 15, HE16, but not HE13, HE15 and HE16) Customers can submit their schedule up to 15 min before the start of the first hour of a planned event. If a customer scheduled their participation in the CPower app the day before the event, and can not participate on the day of the ACT129 event, the customers, must modify their scheduled participation.

12 Act 129 with other PJM programs With the PJM Emergency Program If an ACT 129 event overlaps with a PJM Emergency Event, customers will be paid for both programs based on performance. Customers should follow the dispatch notifications and use the respective curtailment method for each program. With the Economic Program PJM recently announced that hours of economic reduction that overlap with ACT129 events will not be eligible for PJM economic revenue. Customers that have Economic registrations should not schedule their Economic schedule for the hours during the ACT129 events. Customers can participate in the Economic Program for all non-act129 event hours.
13 CBL (Customer Base Line) What is a CBL and how is it used? CBL is the KWh value that determines where the load would have been if there were no ACT129 e vents. It is used to determine hourly ACT129 reductions. Hourly CBL- Hourly Load= Hourly Reduction. It is calculated based on historical load of a facility, it changes on a daily basis. Who defines it? CBLs are defined by each of the participating electric utilities. Can I change my CBL type in mid year? No. The CBL method assigned to your facility for , will remain in place until the end of the performance season. It will be reviewed by your electric utility before the start of the next performance season
14 CBL (Customer Base Line) How would l know which type CBL has been assigned to my facility? The CBL type for each facility will be identified in the CPower App. You can access more details on the spec ifics of this calculations by exporting the CBL Report
15 CBL (Customer Base Line) Types ACT129 CBL Short description 2-OF-2 average of 2 previous non-holiday weekdays 3-OF-3 average of 3 previous non-holiday weekdays 3-OF-5 average of 3 highest non-holiday weekdays out of 5 like days 4-OF-4 average of 4 previous non-holiday weekdays 4-OF-5 average of 4 highest non-holiday weekdays out of 5 like days 5-OF-5 average of 5 previous non-holiday weekdays 6-OF-7 average of 6 highest non-holiday weekdays out of 7 like days 7-OF-10 average of 7 highest non-holiday weekdays out of 10 like days 10-OF-10 average of 10 previous non-holiday weekdays 4 - OF- 4 Individual Day average of 4 previous non-holiday; same day of the week 10-OF-10 Individual Day average of 10 previous non-holiday; same day of the week average of 10 previous non-holiday weekdays with Weather 10-OF-10 WSA Adjustment
16 Payment process CPower finalizes performance values Utilities evaluate performance Utilities pay CPower based on their evaluation CPower pays ACT129 customers based on final utilities evaluation Performance for all customers will be evaluated by utilities in the fall of After CPower receives payments from the associated Utility, CPower will then distribute the p ayments to customers. The payments will be made as a lump sum in Q1 of The invoice will reference the ACT129 program.
