1 TECHNICAL SPECIFICATIONS FOR PURCHASE AND SUPPLY OF GEOPHYSICAL EQUIPMENT TO STATE OF PALESTINE A. General Background Information UNIDO is implementing a project in Palestine to enhance the sustainability and effectiveness of the Palestinian Stone and Marble Center (hereinafter referred to interchangeably as PSMC or the Center ), which is a technical support centre for the development of the local stone industry. The project consists of technical assistance to PSMC to broaden its delivery of specialized technical training and advisory services, to institutionalize its quality management systems, and disseminate industry-relevant information and research-evidence applications. PSMC is a relatively recent public institution located in the premises of the Palestine Polytechnic University (PPU) in Hebron, Palestine. The Center includes an industrial workshop, a testing laboratory and a research unit. Following a recent decision of the Board of the Center, a small geophysics unit (hereinafter referred to as the Unit ) is to be added to the Center s infrastructure. It is anticipated that the Unit would focus on offering geophysical site characterization surveys mainly for stone prospecting, major civil works and ground water studies. Specifically, the geophysical unit would carry out the following surveys using the below methods: shallow terrestrial seismic refraction electrical resistivity imaging (ERI) multi-analysis of surface waves (MASW) B. Scope of the Supply The successful Contractor shall be responsible for: a) supply and delivery of the equipment (sections B.1 and B.2) b) staff training in the use of the equipment purchased (section B.3) c) after-sales technical support (section B.4)

2 d) provision of an equipment maintenance contract (Section B.5) B.1 Technical specifications and origin of equipment The below table details the technical specification of the items required. Technical Requirements Seismograph SUMMIT by DMT Complete seismic acquisition system for conducting seismic refraction and multichannel analysis of surface waves (MASW) surveys, including seismograph, software and accessories. Required model is Summit by DMT. Applications: Quarry prospecting Civil engineering & environmental Groundwater exploration Technical requirements: seismograph 24 channels 2D and 3D seismic measurements possibility to stack seismic pulses programmable digital filters (Filter type high pass, band pass, notch, and band reject) dynamic range 144 db (system), 110 db (instantaneous, ms sampling interval, 24 Bit continuous recording data in digital format for subsequent processing with output minimum 16-bit electrodes 48/72 vertical geophones for frequency ranging from 10 to 50 Hz horizontal geophones for frequency ranging from 8 to 14 Hz seismic cables spaced 5 m 24 = takeout seismic cables to 10m spacing 24 takeout energization system for P waves energization system for Sh waves data analysis software for comprehensive refraction and MASW surveys, including pre-processing modules able to make trace sorting killing and filtering as well as picking modules able to find first break on seismic trace Electrical resistivity imaging (ERI) system SUPERSTING by Advanced Geosciences Apparatus to be supplied with: technical manuals in English and, if possible, in Arabic calibration certificate according to EN ISO Class 1 Complete electrical imaging system for electrical resistivity imaging (ERI), induced polarization (IP) and SP measurements. Finite element inversion algorithms Apparatus to be supplied with: technical manuals in English and, if possible, in Arabic calibration certificate according to EN ISO Class 1 B.2 Commissioning Commissioning of the equipment will be carried out at PSMC, in presence (physical or virtual) of a representative of the Contractor, PSMS and an expert nominated by UNIDO. Once the correct operation of the equipment is confirmed, commissioning shall be considered as completed and a certificate of acceptance shall be prepared and signed by the parties. B.3 Training The successful Contractor shall organize a training on how to operate and maintain the geophysical instrumentation. The training, in English, would be for two-three persons. The duration and location (Palestine or other country) of the training is to be proposed by the successful Contractor. A synopsis

4 of the training program should be included in the offer (see point e in section H below). B.4 After-sales technical support The successful Contractor should provide technical assistance to the staff of PSMC to clarify technical doubts about how to operate the instrumentation and related software software by on-line support service, or skype, , visits, and the like. The present offer should include a distance technical assistance package for an amount to 20 hours within a year, starting from the delivery of the geophysical equipment at the Center. B.5 Equipment maintenance contract The Contractor should include in its present offer a contract agreement for equipment maintenance services between its company and PSMC to provide adequate maintenance services beyond the 24 months guarantee period. Equipment maintenance contract should detail the terms under which the Contractor will offer to the Center maintenance services including upgrading, repairs and the replacement of parts on routine- and/or as-needed-basis. C.1 Submission of offer C. General Requirements The contractor shall take into account all the details presented in these Technical Specifications. The Annex to this Technical Specifications reproduces the recommended format for the technical and commercial offer. Any clarification(s) in respect to the submission of the offer as well as any further information considered necessary for the delivery of the equipment and services shall be raised, in writing, to UNIDO prior to the submission deadline. UNIDO reserves the right to split the award between suppliers or to award the complete supply from one supplier. C.2 Customs clearance All equipment entering Palestine must be approved by the Israeli Ministry of Defense, which requires, inter alia, a comprehensive list of all the items imported with corresponding detailed technical specifications. UNIDO will select a clearing agent and coordinate the Customs clearance process. To this end, the successful Contractor shall provide any information regarding the shipment required by the Israeli authorities for clearance of the imported equipment. This process usually takes two-three months. C.3 Shipment The successful Contractor is responsible for arranging carriage and delivery of goods, unloaded from the arriving conveyance, at the place communicated by UNIDO in writing (DAT). Please note that all equipment for Palestine procured by UNIDO s projects must enter via Israel s ports or the Allenby Bridge or Ben Gurion International airport. UNIDO is responsible for obtaining the required permits and licenses to transport the items to the final destination and pay all costs in bringing the goods to the destination including import duties and taxes.

5 D. Language The official project communication language shall be English. Technical drawings, catalogues, illustrations, printed specifications and other documentation related shall be in English and, if possible, in Arabic. E. Guarantee Requirements At least 24 months guarantee is required. In addition, the equipment should be insured for the same period. F. Delivery Period and Place The equipment should be delivered at Israeli terminal designated by UNIDO within three weeks from the date of written communication from UNIDO about approval to import from the Israeli Ministry of Defense and subsequent signature of the contract. Should delays arise, the successful Contractor must inform UNIDO promptly. G. Award Conditions In the rare event that the Israeli Authorities deny access of the equipment to Palestine, UNIDO will award the contract only after it has received the authorization to import such equipment. Should the Contractor have reservations in this regard, such reservations have to be made clear in the offer. H. Contents and Submission of the Proposal The quotation should be prepared as described in Annex 1. In addition, the quotation should include the following: a. short presentation of the Contractor s company; b. bidders may submit for one or two lots c. certified copy of Certificate of Incorporation or other documents setting forth the legal basis of the Contractor s company; d. technical specifications and drawings of the equipment and accessories, manufacturer s name, Declaration of Conformity to International Standards and photos (see section B.1 above); e. estimated time schedule of delivery ex-works; f. brief description of training offered and cost breakdown (see section B.3 above); g. brief description of long-distance technical assistance and cost breakdown (see section B.4 above); h. draft Equipment Maintenance Services Contract and terms and conditions for upgrading (see section B.5 above); i. technical and commercial offer duly completed as in the Annex to this Technical Specifications; j. acceptance of attached UNIDO Terms and Conditions.

Evaluation Criteria The offers will be assessed against the following criteria: Scope and organization of the training programme training (indicators: topics covered, duration, ratio between theoretical/practical training hours, tutorials, trainers qualifications) Terms and conditions of after-sales technical support in Palestine Terms and conditions of the equipment maintenance contract Price (as per submitted offer)
