3 Trans-European Systems - Definition A trans-european System is a set of processes, applications, services and infrastructure distributed in National Administrations and/or at the European Commission, in order to perform a given business activity. TES can be either distributed or centralised TES are developed following a specific lifecycle Trans-European systems are complex: Legal environment Technical diversity Decision by consensus Methodology and Culture

13 Integrated Tariff Environment (a family of semi-centralised IT systems) Improve interconnection between the already existing tariffrelated IT systems in order to achieve re-use of data and/or functionality from one system to another (e.g. descriptions of Combined Nomenclature (CN) codes, owned by the CN system, and re-used by the TARIC); harmonise the interfaces of the different inter-related tariff systems, with the Member States, without redundancy of data. The necessary steps to achieve the above-mentioned objectives are: alignment to ensure consistency of data codification between the systems implementation of organisational procedures between the owners of the systems so that work and data flows run smoothly 13

19 Future Projects Based on approved MASP (Multi Annual Strategic Planning). Some examples: Single Window to enable economic operators to lodge electronically, and only once, all the information required by customs and noncustoms legislation for EU cross-border movements of goods Customs Decisions system to facilitate the processing, storage and consultation of data pertaining to Customs Decision applications and authorisations 19

21 CCN/CSI - An Accessible, Reliable and Secure Network for EU IT Systems Common Communication Network (CCN) and Common System Interface (CSI) Operational management, maintenance, support and services for 45 CCN sites in 31 countries. 116 CCN Gateways deployed in these countries million messages exchanged in 2012 and million have been exchanged over the CCN network during Global availability of the CCN Network is 99,98 %. More than service calls handled in 2012 and almost service handled during

25 Interconnectivity & Interoperability Interconnectivity and interoperability between the Union s IT systems and those of the Candidate countries shall be ensured by the time of accession Candidate countries are expected to present to the Commission a comprehensive and coherent strategy towards IT interconnectivity and to reach sufficient progress in developing all the national components for full interoperability with the Union s IT systems Customs IT Systems as well as common services are part of the acquis 25
