3 Business & Customs Advisory Council Establishment Basis Convention of Harmonization and Simplification of the Customs Procedures (Revize ized d Kyoto Convention), ratified by the Parliament of the Republic of Macedonia in December 2008 Institutionalization The Advisory Council was established by signing a Memorandum of Cooperation and Partnership and Memorandum for establishing an Advisory Council between the Customs Administration and the unions of economic operaters o on January 30 th 2009
