Snow Plow Tracking from Start to Finish GIS-T 2012 Eric Abrams Iowa DOT
Just the Winter Facts (Iowa 5 year average per year) 9403 miles of road (23,989 lane miles) 901 trucks 233,336 tons of rock salt 15,499,553 gallons of salt brine 89,159 gallons liquid calcium chloride 2929 tons calcium chloride flakes 35,031 tons sand 40 inches snow, 54 precipitation days $40,000,000 average budget (FY 08-10)
Problem High cost of salt Real use of materials Strained budgets Laborious record keeping Operator material auditing and reporting No statewide understanding of fleet
Return on Investment Study Every $1 spent on AVL a $6.40 return 10% reduction in salt = $1.4 million in savings Time to save some cash
Implement ROI, We Need To Understand fleet movement and material usage Visualize fleet movement Visualize materials used Visualize conditions Give supervisors tools to direct fleet and make decisions Give drivers less paperwork, less overtime System turns data into information
Vendor Selection Select vendor with most flexible architecture and best solution Truck equipment Data integration Hardware flexibility with Cell, Wireless and radio Location Technologies Incorporated won contract
Thought we knew what we wanted Driver logs into system Driver reports road conditions, events, materials being spread, etc. Integrate with resource management system Deployed LT6 unit, windows computer and screen to each truck January 2011 Computer had cell air card plugged into it
Many Issues Computers would not boot, air card would not work Problems with screens and gloves Accurate data not being collected Upload driver lists to trucks Many inefficiencies Truck spreaders not set up the same Need to regroup spring and summer 2011
Plan of Attack 2011/12 winter Computers were causing most issues, LT6 was not Make system invisible to drivers Equip 200+ trucks with only LT6 units Use LTI Web Service to pull real time truck information and historic data Build system to aggregate plow data to winter segments Change to integrated cell in LT6
Winter 2011/12 Created winter segments from LRS Used LTI web service to pull real time information to Oracle Pulling thousands truck history records each half hour not practical through service Went to direct LTI database connection from DOT Oracle Spatial database Developed algorithms and process to pull, aggregate data to winter segments
Winter 2011/12 Flaws in database performance (LTI & DOT) Holes in DOT support (IT, Maintenance, etc.) Issues with spreader controls standards Issues with hardware connections in trucks LT6 trucks produced reliable pings Integration into weather view system
What is next for 2012/13 Winter Integration to resource management system Custom reports Custom portal Calibration of spreaders, temperature sensors, other sensors Install of most if not all plows equipped More robust database architecture for warehousing and processing
Take a look at the system
