3 Introduction Purpose This document, the Draft 2016 Baseline Capacity Assessment Report (Draft BCAR) contains the draft outcomes of the Baseline Capacity Assessment undertaken by Aurizon Network. Capitalised terms, unless otherwise defined in this Draft BCAR, have the meanings given to those terms in Aurizon Network s 2016 Access Undertaking (UT4). It is intended that this report is read in conjunction with the 2016 Draft System Operating Parameters (SOP), which describes the methodology and the input parameters used. Document structure The Draft BCAR contains the following for each coal system (System) in the Central Queensland Coal Network: Key operational information A description and key characteristics of the system and information relating to the contracted capacity and historic throughput System capacity Waterfall chart of system capacity in TSEs and Tonnes System monthly variance A breakdown on a month by month basis of the variation of TSEs achieved when undertaking multiple simulations The purpose of these documents is to increase understanding of how capacity is measured to determine if there is sufficient capacity available when access requests are submitted; provide information to supply chain participants on the input parameters and outcomes of Capacity Assessments; and comply with Aurizon Network s obligation under clause 7A.4.1(a) of UT4. Context The SOP and Baseline Capacity Assessment Report are part of a suite of assessments and reports that are prepared by Aurizon Network. The relationship between these documents is provided overleaf and aim to provide context between the different assessments and outputs produced. 3

5 Explanatory Notes Time period for capacity assessment The inputs for both years of the capacity assessment (FY18 and FY19) are the same, resulting in the same outcome from each year. Therefore, only a single annual result is included in this Draft BCAR. Where, in the future, there are differences in the inputs for different years in the capacity assessment this will be incorporated into future capacity assessment reports. Tonnes and TSEs Capacity and contract commitments are provided in numbers of Train Services and not Tonnes. Where Tonnes are used within this report they are translated from the Train Services by using the relevant Nominal Train Payload except for the contracted, actual and assessed throughput figures which are based on Billed payload for actuals Payload referenced in contracts for contracted throughput Nominal payload for assessed throughput Demand assumptions In performing the Capacity Assessment assumptions have been made regarding the demand profile to reflect: This results in the assessed capacity deviating from the contacted capacity shown for each System. System monthly variance TSE target The target TSEs (committed capacity) in the system monthly variance figures vary month to month due to scaling. Monthly TSEs are contracted based on a nominal 30 day month. For capacity and planning purposes this figure is scaled based on the days in a given month. Available Capacity Available Capacity is provided for each system in accordance with the requirements of UT4. Aurizon Network wish to clarify that the provision of a value for Available Capacity is not a declaration that an Access Seeker will have their access granted. When undertaking a Capacity Assessment Aurizon Network will consider all factors that may impact on the ability or otherwise to provide capacity including Mine and Port capacity Impact of additional GTKs or maintenance and renewals requirements Interaction with other traffic in each System Extension of contracts ending between this Draft BCAR and the end of the period included in the Draft BCAR Inclusion of WIRP demand to reflect the provision of the WIRP infrastructure Exclusion of demand where the Access Holder is no longer solvent 5

6 Newlands and GAPE Systems The Newlands and GAPE Systems are predominantly single line, 1067 mm gauge railway servicing loadout balloon loops and the unload facility at Abbot Point. It is not electrified. The track supports 26.5 tal operation, constructed of predominantly 60 kg/m, 53 kg/m and 50 kg/m rails on concrete sleepers with some 47 kg/m rail on timber sleepers. The rails are continuously welded except where glued insulated joints are used for train detection using track circuits. Safeworking is provided by a mixture of remote controlled signalling (RCS) and direct train control (DTC). The key parameters of the reference train for the system are: Comparison train length Nominal Train Payload 1,402 metres 6,871 tonnes Demand profile Figure 2: Newlands and GAPE systems Key operational information The Newlands System is located at the northern end of the Bowen Basin in North Queensland. 8 System monthly variance Newlands / GAPE Figure 6: Newlands / GAPE systems monthly variance (TSE) The outputs from the Draft BCAR indicate that there are difficulties in achieving the required TSEs during the month of February The outputs of the capacity assessment have been reviewed and identified that this is primarily due to significant Major Periodic Maintenance during this period. The appropriateness of the timing of this Major Periodic Maintenance is being reviewed to determine if it is applicable and opportunities for alignment with other maintenance and renewal activities. 8

9 Goonyella System The Goonyella System is a combination of bi-directional duplicated track and single line track with passing loops. There is a single line connection from Oaky Creek to Gregory linking the Goonyella System with the Blackwater System. The Goonyella System is electrified by an autotransformer system with the overhead line equipment operating at volts, 50 Hertz, alternating supply (25 kv, 50 Hz, ac). The track supports 26.5 tal made of predominantly 60 kg/m and 53 kg/m rail on concrete sleepers with some 47 kg/m rail on concrete sleepers. The maximum permissible axle loading is 26.5 tonnes with a maximum speed of 80 km/h. Safeworking is provided by remote controlled signalling (RCS). The key parameters of the reference train for the System are: Comparison train length Payload 2,082 metres 10,055 tonnes Demand profile Figure 7: Goonyella System map Key operational information The Goonyella System services the Bowen Basin in Central Queensland and carries product to the port of Hay Point. Hay Point consists of two separate coal terminals, the Dalrymple Bay Coal Terminal (DBCT) and the Hay Point Services Coal Terminal (HPSCT). 11 System monthly variance Goonyella Figure 11: Goonyella System monthly variance (TSE) Outputs from the Draft BCAR indicate that a small sample of modelling results did not achieve the required TSEs in September. Further investigation found that this was a result of Major Periodic Maintenance (structure renovations) planned in the Newlands System. In a small sample of model runs, this resulted in undesirable stowage of GAPE trains in the Goonyella System that impacted Goonyella System productivity. Modelling results indicated confidence in achieving the required TSEs, even with these works taking place. In practice, a more effective stowage plan would be implemented to mitigate the effect of the works. 11

12 Blackwater System Figure 12: Blackwater System map Key operational information Demand profile The Blackwater System primarily services coal mines off the Central Line and carries the product through to Stanwell Power Station, Gladstone Power Station and the Port of Gladstone via the North Coast Line. The Blackwater System is electrified with a combination of bi-directional duplicated track and single line track with passing loops. The track (1067 mm gauge) on the main trunk route from Blackwater to Gladstone provides for 106 t (26.5 tal) wagons at 80 km/h except Burngrove to Minerva which 50 kg/m rail with timber sleepers is suitable for a maximum of 20 tal at a maximum speed of 80 km/h Comparison train length Payload Blackwater 1,709 metres 8,211 tonnes Minerva 1,240 metres 5,831 tonnes Figure 13: Blackwater System contracted, actual and assessed throughput 12

15 Moura System The key parameters of the reference train for the system are: Comparison train length Payload 1,000 metres 6,269 tonnes Demand profile Figure 17: Moura System map Key operational information The Moura System provides access between coal deposits in the southern Bowen and Callide Basins and the Gladstone port as well as domestic coal customers in the Gladstone area Figure 18: Moura System contracted and actual throughput The track (1067 mm gauge) is predominantly 60 kg/m rail on concrete sleepers with some 53 kg/m on concrete and 47 kg/m on timber sleepers. The maximum permissible axle loading is 26.5 tonnes. The maximum speed for 26.5 tonne axle load traffic is 80 km/h. The System is not electrified. Safeworking is provided by remote controlled signalling (RCS). 15

Aurizon Network is investigating the cause of this shortfall and will provide an update in the preliminary issue of the Baseline Capacity Assessment Report. 17

18 Appendix 1: Strategic Train Plan Newlands / GAPE Systems The outputs from the Draft BCAR indicate that there are difficulties in achieving the required TSEs during the month of February in 2018 and The outputs of the capacity assessment have been reviewed and identified that this is primarily due to significant Major Periodic Maintenance during this period. The appropriateness of the timing of this Major Periodic Maintenance is being reviewed to determine if it is applicable and opportunities for alignment with other maintenance and renewal activities.
